A retired Intelligence Bureau (IB) officer who died in Mysuru Friday after being hit by a car may have been targeted over a property dispute, police said Sunday, as CCTV footage emerged showing the vehicle swerving and crashing into him before speeding away.
Police sources said the city’s civic body had recently ruled in favour of R N Kulkarni, 82, in the dispute. Two people have now been taken into custody.
In the police complaint, Kulkarni’s son-in-law, Sanjay Angadi, accused one Madappa and his son of being behind the alleged killing.
City Police Commissioner Chandragupta Sunday said they had taken Madappa and one more person into custody for questioning.
According to police, Madappa lived near Kulkarni’s residence in Sharadadevi Nagar in Mysuru. He had allegedly constructed his house without leaving enough space, violating a bylaw of the Mysuru City Corporation (MCC).
Kulkarni approached the civic body, which, on November 2, ordered Madappa to vacate the house.
Both Kulkarni’s daughter and son-in-law alleged that he was being targeted by Madappa. The former officer had also written to the local police station, the Mysuru city police commissioner and Prime Minister’s Office as well.

The Supreme Court Monday upheld by a 3:2 majority, the 103rd amendment to the Constitution introducing a 10 per cent reservation for the Economically Weaker Sections (EWS) in admissions to educational institutions and government jobs.
While Justices Dinesh Maheshwari, Bela M Trivedi and J B Pardiwala agreed that the amendment does not violate the basic structure of the Constitution, Chief Justice of India U U Lalit and Justice S Ravindra Bhat dissented.
Justice Maheshwari, in his judgment, said that the reservation is an instrument of affirmative action by the state to ensure an all-inclusive march towards the goal of an egalitarian society while countering inequalities. “It is an instrument not only for inclusion of socially and educationally backward classes to the mainstream of society, but also for the inclusion of any class or section so disadvantaged as to be answering the definition of a weaker section. In this background, reservation singularly on economic background does not violate any essential feature of the Constitution and does not cause any damage to the basic structure of the constitution,” he said.
Exclusion of the reserved categories from the EWS quota does not violate the equality code and does not in any manner cause damage to the basic structure of the constitution, he added.

What is the jurisdiction that determines minority, majority status. Looks like hizzoners are considering this question again:
After the Supreme Court decision, that minority status of any community was to be determined at the state level (TMA Pai, 2001), their leaders approached the Bombay High Court for a direction to the government for their recognition as a minority. Failing to get relief, they appealed to the apex court, which too held that the issue was for the government to decide (Bal Patil, 2005).
A special report of the NCM had then recommended to the government that all minority-specific laws and schemes should be extended to the Hindus in those states and Union territories where they met the international criterion for recognising a community as a minority.
Of course when dharmics actually implement what hizzoners stated, the actions will be deemed communal

The arrest of Shiv Sena MP Sanjay Raut in a money laundering case by the Enforcement Directorate (ED) was ”illegal” and a "witch-hunt”, a special court in Mumbai said on Wednesday while granting him bail in the Patra Chawl redevelopment matter.
It also questioned why the main accused in the case, Rakesh and Sarang Wadhawan of real estate firm HDIL, were never arrested by the ED.
Further, the reason the agency did not arrest concerned officials of MHADA and other government departments was "nothing but conveying a message to then Union agriculture minister and then (Maharashtra) chief minister, creating a fear psyche in their mind that they are the next in this queue," the judge said.
