No IMF money to Pakistan to repay Chinese debt: US- PTI

WASHINGTON: The Trump administration is making all efforts to ensure that any [url=Ihttps://timesofindia.indiatimes.com/topic/IMF]I M F[/url] loan to Pakistan is not used to repay its Chinese debt, a US official told lawmakers on Wednesday.

Pakistan is seeking $8 billion from the International Monetary Fund (IMF) to bail itself out from a severe balance-of-payments crisis that threatens to cripple the country's economy

A recent meeting between the IMF and Pakistan ended in a stalemate.

The US feels that the huge Chinese debt was responsible for the economic challenges in Pakistan.

"We are working and making clear within the IMF that if it were going to supply any funding to Pakistan that it would not be used to repay Chinese loans," David Malpass, Under Secretary of Treasury for International Affairs, told lawmakers during a Congressional hearing.

There are concerns among American lawmakers that the IMF money could be used to repay Chinese debt.

Malpass said that the US is also trying to make sure that Pakistan changes its economic programme so that it's not a failure in the future.

During the House Financial Services Committee hearing on 'Evaluating the Effectiveness of the International Financial Institutions' Congressman Ed Royce said Pakistan is currently seeking a multibillion-dollar IMF bailout.

"In July, Secretary (of State, Mike) Pompeo said there's no rationale for IMF tax dollars and those associated with American dollars that are part of IMF funding for those to go to bailout Chinese bond holders or China itself," he said.

"We will make strong efforts, and I believe successful efforts, to make sure that what you describe doesn't happen, meaning a payoff of Beijing via Islamabad," Malpass said.

Malpass said that IMF loans tend to be shorter maturity loans and China's loans to Pakistan have been longer maturity loans.

"So from the standpoint of that money being used, we will look for was that that round tripping does not happen the way you described," he said.

"But important in this, is the structural reforms in Pakistan that are necessary for it to stop being such a poor country," Malpass said.

Short of giving a walk over, most unfortunately India was left with no option but to play with the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan :x . Any token signs of "fraandship" by the paki hukumaran should be purely seen as point-scoring, time-buying, delaying tactics. All they seek is time to get their collective asses out of the fire before refocusing on what they are only good at - deep down hatred for the Hindus.

Something i noticed is 26/11, Parliament attack happened during or quite soon IMF grants to Pak. May be it was a coincidence, Pak IMG doles in 2001 & 2008.

It was a sign that US was backing it. More than Pak turning the corner, it is US's constant effort to save the beggar nation every time..

WANA: A boy was killed and his brother sustained injuries in a landmine blast in Ladha tehsil of South Waziristan tribal district, official sources said on Thursday.

They said two brothers Umar Farooq and Muhammad Afzal Mahsud were playing near their house in Mushta area in Ladha when one of them stepped on a landmine, triggering an explosion. As a result, the sources said, Farooq was killed on the spot while Afzal sustained serious wounds in the incident.

The doctors at the local hospital referred the injured boy to a hospital in Peshawar due to his precarious condition. However, the driver of the public ambulance, Ghulam Rasool, refused to shift the injured child to Peshawar in the vehicle.The episode continued for an hour. Later, District security in-charge Zafar Mahsud reached the spot and tried to persuade the driver but to no avail. He sent the driver to the lockup for refusing to perform duty and arranged another driver to shift the injured child to a hospital in Peshawar.

Meanwhile, the tribal elders Noor Nawaz Khan, Shireen Khan and others staged a protest against the Agency Surgeon Rahim Nawaz for the failure to perform duty and lack of life saving medicines at the hospital.

Couple found hanging from tree in Kasur

KASUR: Bodies of a couple were found hanging from a tree near a by-pass in Kasur on Thursday morning.

Killed under mysterious circumstances, the bodies of the burqa-clad girl and the boy dressed in red jacket and shalwar kameez were discovered hanging from a tree by residents of the area in the early hours of the morning.

When the police took down the bodies, a cell phone and a National Identity Card (CNIC) were found from the boy’s pocket. According to the CNIC, the boy’s name was Hussain, a 25-year old resident of Ittehand colony in Lahore. Police said the girl was around 16 or 17 years old and remains to be identified.

Initial reports suggest that the couple were murdered before being hanged with a plastic rope, to make it seem like a suicide.

Punjab Chief Minister Amarinder Singh on Friday slammed the Pakistan Army by raising questions on its intentions to open the Kartarpur Corridor between the two countries and for trying to revive terrorism in the border state.

Participating in a discussion in Punjab Assembly on a resolution on the corridor, Mr. Singh warned political parties in the state to be wary of the “ulterior motives” of the Pakistan Army.

“Do you really think that the Pakistan Army is our sympathiser when it is continuously killing our soldiers at the border with the ultimate aim of destabilising the border state
,” he said, referring to the leaders in the assembly and urged them to contribute to maintaining peace in the state.

“Why did Pakistan Army chief broke news about the corridor even before the swearing-in ceremony of Imran Khan? What was his interest,”
he said.

Mr. Singh had refused to visit Pakistan for the foundation stone-laying ceremony of the Kartarpur Corridor across the border on November 28, citing terrorist attacks by Pakistan-backed terrorists in India and killing of Indian soldiers on the Kashmir border.

He, however said, he hopes the corridor would become a “bridge of peace” in the times to come and reiterated that he accompany the first ‘Jatha’ to Kartarpur gurdwara.

The Chief Minister also asked Pakistan Prime Minister Imran Khan to “reign in his army

“I want to congratulate the Pakistan Prime Minister (on the decision to open the corridor). My only request to him is that you are a newly elected Prime Minister and people have high hopes from him; he should rein in his army,” Mr. Singh said.

On November 26, Vice President M. Venkaiah Naidu and Mr. Singh laid the foundation stone of the corridor on the Indian side of the border. On completion, the corridor will facilitate Sikh pilgrims in visiting the historic Gurdwara Darbar Sahib on the banks of Ravi river in Pakistan where Guru Nanak Dev, the founder of Sikhism, had spent 18 years.

Mr. Singh reiterated his government’s commitment to protect Punjab from ISI-backed terrorism and said no one would be allowed to push it back into terrorism

Though Congress leaders shared Mr. Singh’s concern about Pakistan Army’s designs to revive militancy in Punjab, opposition leaders said there should be no any “negativity” on the Kartarpur corridor issue.

“It is a historic resolution and we unanimously support it. But there should not be any negativity. Terrorists do not have religion and they only follow their mission. It is the government of India which will ensure foolproof security,” said SAD chief Sukhbir Badal.

Akali leader Gurpartap Singh Wadala said there should be no room for scepticism on the issue. AAP MLA Kultar Singh Sandhwan praised Cabinet Minister Navjot Singh Sidhu for pushing for the opening of the corridor and rejected suggestions that there could be any recruitment of people from here for spreading terror activities in Punjab.

A 3km x 3km realignment of border around Kartarpur sahib, at $1bn will be a very good deal for Pakis. It's first world residential real estate prices for land; as for the Gurdwara itself, it will finally come home. They will shed crocodile tears for their minority rights, so bonafide Paki Sikh pilgrims can be given visa-free access by us.

Even if you give $10 Billion, pakis will not give any piece of land to india much less Kartarpur Sahib. It will hold on to the leverage to stroke tensions in India. This leverage is beyond any value that ISI/Pakjabi armies will milk and retain (even over the dead bodies of all aam abduls and ayeshas in shit land).

House passes resolution on Kartarpur land swap
Punjab will take up the proposal with the Central Government, offering over 11,000 acres in exchange for the land on which Kartarpur Sahib is located on the banks of the Ravi.
SAD chief Sukhbir Singh Badal urged the CM not to show negativity on the initiative. “The Government of India will ensure foolproof security so that no bad elements cross over,” he said while demanding a resolution on land swap with Pakistan. Minister Sukhjinder Randhawa talked about the efforts by late Akali leader Kuldip Singh Wadala in this direction.

23 Indian passports go missing from Pakistan high commission, spark alarm - Sachin Parashar | TNN

NEW DELHI: Twenty three Indian passports have been reported missing allegedly from the Pakistan high commission, leading to a security scare here. The passports belonged to Sikh pilgrims who wanted to visit gurudwaras in Pakistan, including Kartarpur Sahib, where the ceremony for a religious corridor was held by the Pakistan government last month.

Several of these passport holders have filed an FIR with the police after which the matter was brought to the notice of the ministry of external affairs. The ministry has now moved to revoke all missing passports and has also taken up the issue with the Pakistan mission. Pakistan had issued visas to over 3,800 Indian Sikh pilgrims to participate in the 549th birth anniversary celebrations of Guru Nanak from November 21 to 30.

These 23 Sikhs who have lost their passports had sought visas and were supposed to travel with that group. Pakistan has denied that any of its officials was responsible for the missing passports.

All the 23 passports had been collected by a Delhi-based agent who claimed to have submitted the documents to the Pakistan high commission. He is later reported to have told Indian authorities that when he returned to the high commission to collect the passports, he was told by Pakistan officials that they didn’t have the documents. Surely the the Delhi-based agent has a Receipt from the Terroristani High Commission having received the 23 Pasports. :twisted:

“This is a serious issue and we have taken all necessary action to prevent any misuse of these passports," said an official source.

While the Indian government has sought 24/7 access to Kartarpur Sahib for unrestricted number of pilgrims keeping in mind Sikh sentiments, its officials have privately spoken about the need to guard against possible efforts by Pakistan-based forces to use the corridor to further perpetuate terrorism. India has been particularly concerned about the display of Khalistan posters at Sikh shrines in Pakistan.

Whatever the outcome of this latest spat over the mystery of the missing passports, it is certain to add another layer to the already complex Kartarpur story.

Rejecting what it has described as 'negative propaganda' in India, Islamabad has said that its decision to open the Kartarpur corridor was solely in deference to the Sikh sentiments and keeping in mind the forthcoming 550th birth anniversary of Guru Nanak. Islamabad has described the opening of the corridor as a moment of hope in Indo-Pak relations and expressed hope that the Kartarpur spirit would be carried forward. Chance would be a fine thing!

Forex to deplete further if dollar rate not raised: SBP chief

ISLAMABAD: The Governor of State Bank of Pakistan, (SBP) Tariq Bajwa, said on Thursday that foreign exchange reserves would deplete further if the dollar exchange rate against Pak rupee was not jacked up.

Giving an indication to strike an ‘equilibrium’ on exchange rate after witnessing recent adjustments, Governor State Bank of Pakistan Tariq Bajwa said that efforts were made to keep the exchange rate stable, however, there was no other way out but to adjust it accordingly keeping in view the arising economic fundamentals.

“The exchange rate adjustment was not done happily but there was no other way out. I was in contact with minister of finance on this issue and took him on board but did not know anything about his interaction with the PM,” the SBP governor testified before the Senate Standing Committee on Finance, which met under the chairmanship of Senator Farooq H Naek here at the Parliament House on Thursday. The SBP has been projecting rising inflationary pressures in months ahead so the central bank raised its discount rates. The foreign currency reserves were also on decline, the Senate committee was told.

The SBP governor said that the exchange rate got adjusted six times during the last one year keeping in view the pressures of market forces as foreign currency reserves were on decline and the current account deficit widened to $19 billion simultaneously.

Minister of State for Revenue Hammad Azhar told the committee that the exchange rate fluctuations did not result in hiking liability of foreign debt as he made all efforts to convince senators that the loans were obtained in foreign currency and also repaid in the foreign currency. On his stance, the committee members contested him and stated that they did not agree to the claims made by the minister of state before the Senate panel.

The SBP governor told the committee that the country was dependent upon oil import and the trade deficit widened to $36 billion and it was difficult to finance such a huge gap in the absence of non-debt creating inflows such as foreign direct investments and others.

The government, he said, slapped increased rate of Regulatory Duty (RD) on 700 items through the Finance Act and its estimated value stood at $2 billion. He said that the discount rate was not jacked up for five export-oriented industries in a bid to give boost to exports.

The chairman of the committee stated that the foreign loans and liabilities were increasing at a rapid pace and the economy was witnessing a difficult situation. When inquired about the impact of recent devaluation of rupee on the economy of Pakistan, the SBP governor asked the chairman of Senate committee to hold in-camera proceedings but the committee refused to entertain his request.

Senator Ateeq Sheikh alleged that there was a need to ascertain who got benefits from recent devaluation of rupee against dollar. On this allegation, Minister of State for Revenue asked him to give proof if he possessed anything substantial.

The SBP governor also briefed the committee on hacking of bank accounts and informed it that 6,000 accounts of Bank Islami were hacked in Poland and Latvia to draw $6 million after which all banks were advised to strengthen their internal systems to secure depositors from any unwarranted episode.

How Pakistan has made Nankana Sahib a playground for Khalistan terrorists.

At Nankana Sahib, there has been enhanced activity since the past month, which has worried Indian Intelligence agencies.

While there were three meetings between Sikh extremists who have been voicing for a Khalistan nation and the ISI, one of the most crucial meets was held in May this year.

The fact that the ISI has taken it upon itself to revive Sikh militancy was evident in the meeting between Lashkar-e-Tayiba chief, Hafiz Saeed and a group of Pakistani Sikhs in Nankana Sahib.

During the meeting, Saeed, whose outfit has sheltered and trained Khalistani terrorists said, " "Sikhs are a brave nation but atrocities are being committed against it in India". Saeed further said the Pakistani government also does not raise a voice because it wants India's friendship. "Pakistan is ready to sacrifice anything for the sake of seeking friendship with India," he said.

The ISI with the help of the Lashkar-e-Tayiba had decided to revive Sikh militancy in 2001. First, it sheltered all those who had fled India. Then camps were set up where they were sheltered and trained.

The Lashkar-e-Tayiba and the Babbar Khalsa International had set up a common office outside Nankana Sahib, a small town in sub-divisional headquarter of Shekhupura in west Punjab in Pakistan.

During the various meetings, the ISI would try to link the Sikhs and Muslims. They would say that both had a common enemy and that was India. Both Sikhs and Kashmiris must fight to liberate from India, the ISI had also said.

In 2001, a group of Sikhs had visited Pakistan. It was at that time that the ISI created the Sikh Muslim Itehad Federation to carry forward the anti-India plan. Through this forum, several recruitments were made and training imparted.

The ISI also went on to form the Pakistan Sikh Gurudwara Prabandhak Committee. This panel was headed by Lieutenant General Javed of the ISI. The primary role of this committee was to invite Sikh youth from Punjab and then rope them in for their operations.

Operation Express and Referendum 2020:
While Referendum 2020 is one part of the problem, the entire exercise that is being stage managed by the ISI is known as Operation Express. The ISI has tasked some of the top officials in Pakistan to oversee this operation. During the course of the investigations conducted, a name called Choudhary Saab had cropped up and it is believed that he is in charge of Operation Express.

The police say that the man in question is Lt Colonel Shahid Mehmood from the 25th Battalion of Baloch Regiment. He is the overall in charge of ensuring the success of the operation. He coordinates with the SJF and has been tasked with the big Referendum 2020 global event slated for June 6, 2020. Operation Express would also involve fanning of anti-India sentiments.

The ISI along with the SJF have planned a major operation for next year when lakhs of pilgrims will visit Pakistan for the 550th birth anniversary of Guru Nanak. OneIndia had reported on November 17 that an SJF sponsored pilgrimage to Pakistan will be used by the ISI to churn out Khalistan sentiments.

Reports state that the SJF is planning to fund the visit of nearly a lakh Sikh pilgrims to Pakistan to celebrate the 550th birth anniversary of Guru Nanak, which falls next year. The worry for the agencies is that the ISI would try and propagate among the pilgrims the need for a pro-Khalistan movement.

IMF package: Softening stances raise hope of early bailout deal - Shahabaz Rana

ISLAMABAD: Islamabad and the International Monetary Fund (IMF) have narrowed down their differences on monetary and fiscal policies but the disagreement still persists on two critical issues of exchange rate adjustment and increase in electricity prices.

Both the sides have softened their positions on the targets of budget deficit and increase in interest rates after talks collapsed on November 20, sources in the Ministry of Finance told The Express Tribune. Pakistan has conceded more ground than the IMF, they said.

The IMF has shared a programme design with the Finance Ministry, which raises hopes for an early agreement on the bailout programme. In the light of new positions taken by both the parties, the government is preparing a draft of Memorandum of Economic and Financial Policies (MEFP).

The MEFP could be dispatched to Washington next week, detailing the policies that the government of Prime Minister Imran Khan would implement under the IMF umbrella from 2019 to 2021.

The sources said Pakistan is willing to make further fiscal adjustments, primarily on account of Public Sector Development Programme (PSDP). The development spending may be slashed below Rs500 billion, around 30% less than the actual spending in the previous fiscal year.

The revised deficit target for fiscal year 2018-19 may be close to 4.5% of the Gross Domestic Product (GDP) in this fiscal year. The Federal Board of Revenue’s (FBR) target could be jacked up significantly.

As a result of fiscal and monetary adjustments, Pakistan expects that the economic growth rate would remain around 4% in this fiscal year and inflation could be restricted to 7%. However, the IMF sees economy slowing down to below 3.5%.

In case of staff-level agreement, the interest rates would be further increased in coming months as a prior action but these will be lower than what the IMF had demanded during the staff level talks.

While addressing the Pakistan Economic Forum on Thursday, Prime Minister Imran Khan said the talks with the IMF were under way. The Fitch rating agency reported on Thursday that the delay in the IMF bailout package is a temporary phenomenon and Pakistan would successfully achieve the bailout worth $8 billion during January-March 2019.

The State Bank of Pakistan (SBP) has increased the interest rates by 4.25% since January including 1.5% increase in the last monetary policy.

The present 10% interest rate was 50 basis points higher than the rate the SBP Governor Tariq Bajwa had anticipated for June 2019 during a presentation to the PM couple of months ago.

The sources said the IMF has not budged from its demand of introducing a totally free float exchange rate regime. Pakistan has rejected this condition and is ready to introduce a flexible exchange rate.

The central bank has already devalued the rupee by 32.7% since January. The SBP governor said on Thursday that the exchange rate at Rs139 to a dollar was ‘near the equilibrium’. Pakistan would not crack under the IMF pressure on certain conditions, said the Finance Ministry sources.

The Fitch rating agency expects the rupee to weaken further against the dollar over the coming quarters as the IMF would typically require the central bank to build up its foreign reserve buffers.

The government has managed to carve out space till June next year due to financial support committed by China and Saudi Arabia. However, it does not have a plan beyond June 2019. Pakistan on Friday received another $1 billion from Saudi Arabia out of $3 billion cash commitments.

The government has already consumed $1 billion that Saudi Arabia disbursed last month and the reserves have again fallen to $7.2 billion, which was the level before the Riyadh disbursed the first tranche.

The sources said increase in electricity prices is another stumbling block in early finalisation of the programme. The IMF has termed it a non-negotiable condition.

Against the National Electric Power Regulatory Authority’s determination of Rs3.82 per unit increase, the government has approved only Rs1.27 per unit increase in tariffs. The IMF wants that the government should fully pass on the increase to the end consumers.

The sources said timing of the implementation of the IMF conditions is another outstanding issue. Pakistan wants that majority of the tax measures should be come into effect from July 2019 so that the government may avoid public criticism on yet another mini budget.

The Finance Ministry wants to make the fiscal adjustment by slashing the PSDP, increasing non-tax revenues through Gas Infrastructure Development Cess and raising the sales tax rates on petroleum products to 17%.

LAHORE: A Pakistani court on Saturday acquitted two prime suspects in the murder case of Indian national Sarabjit Singh in 2013 in the Kot Lakhpat jail here, citing "lack of evidence" against them.

The Lahore Sessions Court announced its verdict in the case which was pending for more than five years. According to a court official, Lahore's additional district and sessions judge Muhammad Moin Khokhar acquitted the main suspects - Amir Tamba and Mudassar – after all witnesses turned hostile.

"Not a single witness testified in the court against both the suspects. The court acquitted them for lack of evidence against them," the official said. He said both suspects made their presence in the court through a video link from the Kot Lakhpat Jail because of security concerns.

RAWALPINDI: After the customs cargo (airfreight unit) building at the Islamabad International Airport (IIA) started caving in, the authorities have decided to shift all staff and workers to an alternative place.

Initially, small cracks appeared on the walls along with a leakage from the drain in the office of a senior officer and other rooms but the cracks started increasing day by day. A portion of the building is now caving in. Senior officers of the customs department brought the issue to the notice of the airport manager and the project director of the IIA intimating them that the building was no longer safe for those working there.

Additional Collector Customs Nisar Ahmed told Dawn that the Civil Aviation Authority (CAA) would start shifting the office of the airfreight unit to another place, comprising two rooms, on Monday. He confirmed that cracks in the building had widened and the building was caving in from one side making it no longer safe to work in. The official said the airfreight unit office was shifted to the newly-constructed building on May 1, two days before the new airport was formally opened.

SC rules Raheel Sharif to lose foreign job sans cabinet nod

ISLAMABAD: Former army chief General (R) Raheel Sharif will lose his foreign job if the federal cabinet did not grant him permission to get it within one month, the Supreme Court rules.

The direction was contained in the judgment in the dual nationality of judges and officials of courts and government.

After his retirement as the army chief, Raheel Sharif was made the leader of Saudi-led 41-nation military alliance.

The verdict said: Let the Secretary, Ministry of Defence, file a report in this regard within one month from the issuance of this judgment and in case the requisite NOC is not granted by the federal government within such time, the foreign employment of Raheel Sharif shall cease with immediate effect.

The judgment also said that vide order dated August 7, 2018, the court granted time to the Attorney General and the Additional Secretary, Ministry of Defence, time to look into the matter and apply to the federal government for an ex-post facto NOC/permission for Raheel Sharif.

It said that with respect to the former general, documents were filed showing No Objection Certificates (NOC) from the General Headquarters (GHQ) and the Ministry of Defence, but according to Section 3 of the Act of 1966 [Ex-Government Servants (Employment with Foreign Governments) (Prohibition) Act, 1966], it is in fact the federal government (or a person or authority authorised by it in this behalf) which can grant permission to an ex-government servant to seek or take up employment as an officer or servant of a foreign government or a foreign agency; and according to the law laid down by the Supreme Court in the judgment reported as Messrs Mustafa Impex, Karachi and others Vs. The Government of Pakistan through Secretary Finance, Islamabad and others (PLD 2016 SC 808) the federal government means the cabinet and this verdict was in the field when the NOCs (by the GHQ and defence ministry) were granted.

According to the ruling, as far as the armed forces (military, naval and air forces and their allied departments) are concerned, the defence secretary said that recruitment of dual nationals is not permitted as there exist relevant instructions/policies of the army, air force and navy; and any dual nationals are required to surrender their foreign nationality prior to enrolment for induction in the armed forces of Pakistan.

The defence secretary also told the court that this position is reflected in the advertisements for recruitment and presently, there are no dual nationals recruited in the armed forces. However, as directed by the court vide order August 1, 2018, the defence secretary is required to continue the exercise to ascertain whether any dual nationals have been recruited in the armed forces on the basis of mis-declaration, concealment or non-disclosure and requisite action be taken in accordance with law by the concerned authority. The judgment also noted that former Inter-Services Intelligence (ISI) chief Lt-Gen (R) Ahmad Shuja Pasha filed a duly signed certificate dated September 25, 2018, in which he certified that he did not take any foreign employment/assignment in the UAE or elsewhere abroad after retirement.

Regarding the appointment of the judges of the Supreme Court and high courts, the judgment reproduced the relevant parts of articles 177 and 193 of the Constitution, which said a person shall not be appointed a justice unless he is a citizen of Pakistan.

The provisions of Section 3 of the Ex-Government Servants (Employment with Foreign Governments) (Prohibition) Act, 1966 referred in Raheel Sharif’s case says no ex-government servant shall, except with the previous permission in writing of the federal government, or a person or authority authorised by it in this behalf seek or take up employment as an officer or servant of a foreign government or a foreign agency.

No ex-government servant who is, at the commencement of this Act, in the service of a foreign government or a foreign agency shall, except with the permission in writing of the federal government, continue in such service after the expiry of three months from such commencement.

Ex-government servant has been defined in Section 2(a) of the Act of 1966 to mean any person who was, at any time, appointed or employed as an officer or servant of the federal or provincial government and has ceased to be so appointed or employed.

The penalty for contravention of Section 3 is provided in Section 4 which says imprisonment for a term which may extend to seven years or with fine which may extend to Rs15,000, or with forfeiture of property, or with any two or more of these punishments.

The myths of December - Dr Murad Ali

The month of December has always been a time to reflect upon our past, or to be precise, on the collective magnificent follies that we have so eagerly been part of.

While it used to be only December 16 that was the day of sombre thinking, now the list goes on to include the tragic assassination of Benazir Bhutto, Bashir Bilour and of course the great tragedy of the APS attack where over 140 school-going children and their teachers were mercilessly massacred. Of the latter three incidents, we do not know more than the fact that some unnamed terrorists carried out these heinous acts of terrorism.

However, a lot has been written on the nature and role of national and international actors in the debacle of Dhaka. Also, like several national and international villains, the US is also considered to have not played its due role as expected by Pakistan. It is a dominant perception in Pakistan that the US ditched its close ally and could not come to its rescue when the country needed it most. As in the aftermath of the 1965 Indo-Pak war, the US enforced sanctions on both India and Pakistan during the 1971 war.

It was in this context that Zulfikar Ali Bhutto wrote that ‘the United States imposed an embargo on the delivery of military equipment to Pakistan when the country was struggling for its survival against an aggressor five times its size. For three years, a complete ban was placed on the sale of weapons and spare parts to Pakistan. The government of a country in three military alliances had to run from pillar to post in search of armaments and spare parts, from black market centres and notorious arms peddlers’.

Well, this was and it is still an overriding perception among laypersons and the educated class, including academia and researchers. Pakistan was in three military alliances with the US, including the Mutual Defence Assistance Agreement (MDA, signed in May 1954), the Southeast Asia Treaty Organisation (Seato, 1954) and the US-sponsored Baghdad Pact (signed in 1955). In 1958, its name was changed to Cento and it comprised Iran, Iraq, Turkey, Pakistan and Great Britain. To be honest, the main impetus behind these treaties was to contain rising Soviet influence in the adjoining regions and beyond and not to bolster Pakistan’s military prowess vis-à-vis India.

Article I of the MDA very explicitly states what the US expected of Pakistan and what the latter was not supposed to do. The agreement asserts: “The government of the United States will make available to the government of Pakistan such equipment, materials, services or other assistance as the government of the United States may authorize in accordance with such terms and conditions as may be agreed”. Para 2 of Article I clarifies that “The government of Pakistan will use this assistance exclusively to maintain its internal security, its legitimate self-defense, or to permit it to participate in the defense of the area, or in UN collective security arrangements and measures, and Pakistan will not undertake any act of aggression against any other nation. The government of Pakistan will not, without the prior agreement of the government of the United States, devote such assistance to purposes other than those for which it was furnished” (italicized for emphasis).

So, Pakistan’s leadership was either not good at English language or simply ignored this in the hope that the US would oblige it irrespective of Pakistan’s follies. Although the US neither helped India nor Pakistan in these testing times, the latter felt that – being a close ally – the US should not have let them down. Although the US imposed sanctions on both Pakistan and India, Pakistan suffered more because it was relying on weapons imported from the US, unlike India which was importing huge arms from the USSR. As a result of the US arms embargo, Pakistan also responded by closing military bases on its soil used by the US for the surveillance of the USSR in the region.

Pakistan felt betrayed when the US avoided to directly involving in the India-Pakistan controversy. However, to assume that Pakistan was let down by the US is perhaps showing one side of the picture. The reality is that while directing Task Force 74 with the USS Enterprise into the Bay of Bengal during the 1971 crisis, US President Nixon sent a loud message to India not to stretch the war to Pakistan’s western borders and attack the mainland West Pakistan. In Pakistan, though, a common perception is that the US did not overtly oppose or stop India from dismembering Pakistan as the USS Enterprise did not arrive in time to stop Indian aggression.

The kind of cordial relationship Islamabad had with Washington during those years, it is argued that the US could not offer enough help to Pakistan to save it from defeat at the hands of India. Although the US could not prevent India from splitting the eastern wing of Pakistan; by sending a US naval ship the US administration also deterred India from carrying out a full-fledged attack on Pakistan’s eastern borders. If that had happened, Pakistan could have faced a complete defeat on its eastern frontiers. Therefore, although the US did not play a more vital role which Pakistan might have expected, to some extent the gestures given to India in the form of sending the naval fleet to the Bay of Bengal at least saved Pakistan from complete defeat at the hands of its arch rival.

Have we learnt anything from such episodes? Does the country’s leadership make a thorough cost-benefit analysis before joining alliances with external powers? Whether it was during the cold-war period or in the so-called ‘war on terror’, Pakistan has paid and continues to pay a heavy price for involving itself in others’ wars. And if the country is eager to do so again and again if it is offered a better price tag, then it is not right to scapegoat other countries for its own failures. There is always a unique sense of satisfaction when one absolves oneself of all the wrongs and puts the whole responsibility of failures on others.

The US has been doing this too as it wrongly blames Pakistan for the Afghan quagmire. In the same way, Pakistan itself was largely responsible for the Dhaka disaster. The US could not help Pakistan as it should have, but under the treaties signed, the US had not committed either. Under US-carved alliances involving Pakistan, American aid to Pakistan was premised on the ground of protecting US as well as those of Pakistan’s interests pertaining to the expansion of communism and the rising influence of the Soviets. US economic and military assistance was not aimed at making Pakistan a military power to challenge India’s security superiority. Pakistan wrongly thought otherwise and paid a huge price for that by losing half of the country in the process.

yup.. 3M of Bengalis were killed and 20k their women were raped accidentally. Mishaps happen, part and parcel of life.
Sometimes I think the Extremism that's increasing in BD is due to those illegitimate pakis are of the age now and spreading the malice.

IMF demands sharp revenue hikes - Mubarak Zeb Khan

ISLAMABAD: The road to an International Monetary Fund (IMF) bailout is going to be a steep one for the government in the months ahead.

According to a source with direct and detailed knowledge of the matter, the Fund has asked for Rs160 billion worth of new tax measures in the current fiscal year, which ends in June 2019, in order to stabilise the fiscal framework.

The Federal Board of Revenue (FBR) calculates that the 1.1 per cent increase alone means Rs400-500bn additional tax revenue measures. If undertaken, the steps will lift the country’s tax-to-GDP ratio to 13.9pc by end June 2021. The government has set a fiscal deficit target of 5.6pc for 2018-19 whereas the IMF’s projection is slightly below this.

The emphasis on a revenue target is a departure from standard practice for IMF. Previous Fund programmes were built around a fiscal deficit target, and it was left to the government to decide how it was going to be achieved — through some combination of revenue increases and expenditure cuts.

This time IMF is laying out specific revenue targets for each year of the proposed programme and is asking the government to commit to raising the tax-to-GDP ratio by 0.4pc of GDP by June 2019, followed by 1.1pc in FY20 and 1.2pc in FY21.

In addition to these revenue measures, the Fund has also asked for concomitant increases in provincial revenues, from current 1.1pc of GDP to 1.5pc by end of the programme. This means that provinces will also have to introduce new revenue streams.

According to earlier reports, the tax machinery has already asked the finance ministry to approach the Supreme Court to find a way to restore taxes on prepaid mobile cards. The annual collection from these taxes on prepaid cards alone is around Rs80bn, which can help plug half of the revenue demand for the first year of the programme.

In another proposal, the FBR has proposed to fix sales tax on petroleum products by volume instead of as a percentage of the price, starting from January. According to the board, petroleum products prices in Pakistan are on the lower side as compared to the regional countries. The FBR admits the new price mechanism may lead to oil price increase but justifies it on the plea to raise additional revenue and also to control its consumption.

These two measures, according to the source, could generate around Rs100bn for the government kitty. These, however, still leave the government with Rs60bn gap before June and will necessitate further tax measures.

The government is looking to tax luxury consumption for higher income earners in an effort to meet the IMF’s condition. Moreover, FBR is expecting to raise around Rs30bn alone from sales tax evasion in the next half year of 2018-19. The source suggested that the steep revenue increases demanded by the Fund are the lead reason why the government is having difficulty finalising the IMF programme.

Another source in the Finance Division told Dawn that talks are still continuing with the IMF through video conferencing. “We have suggested to share proposals next week with the Fund before the Christmas and new year holidays.” the finance official said.

“We are expecting to reach an understanding in January.” However, the source said the IMF package will not go to the board until February or March.

The focus of the IMF programme is now only on revenue generation. There is no demand for a cut in expenditures in the ongoing fiscal year, the source added.

The IMF’s resident representative in Pakistan, Teresa Daban Sanchez, when reached for comment did not confirm or deny the numbers, but said a fiscal consolidation is required and that “the policies have to be on the revenue side.”

Population peril - Irfan Husain

IT’S not often that I see eye to eye with our chief justice on matters relating to judicial activism. But when he raises the issue of overpopulation, I am happy to support him.

If I were to focus on a single issue that has directly caused many of Pakistan’s woes, it would be the sheer number of people now jostling for space and resources. Consider: at Partition seven decades ago, West Pakistan (and now just Pakistan) had a population of around 32 million. This number has now shot up to 220m.

Pakistan’s looming crises: Increasing population, dwindling resources

As it is, ineffective politicians and generals have not given the matter much thought or resources.

Even far richer countries would struggle to cope with such a rapid increase. Had Pakistan a better track record of governance, we still would not have been able to feed, clothe, house and educate these teeming millions. & population

Ayub Khan was the last leader to take population seriously, and to fund a family planning programme. After him, leaders tended to push the problem on the back-burner, expecting their successors to tackle this potentially sensitive subject. But despite the resistance from the clerical community, the fact is that the Muslim belief system is silent on the subject of birth control.

As a result of the lack of political will, successive governments have skirted around the whole issue. There was a time when the media discussed overpopulation; seminars on the subject were organised; and NGOs worked to motivate couples to have fewer babies. Now, in an era of multiple media channels, all we hear is silence.

According to a report published in this newspaper, Pakistan needs to create around 2m jobs to absorb the young people who enter the market every year. Currently, 4m youths aged between 15 and 24 years are unemployed; by 2020, this number is expected to rise to 8.6m.

What happens to this huge pool of the unemployed? For most parents, getting a job for their son is an acute and pressing problem. This is why Imran Khan’s campaign pledge of creating 10m jobs in five years resonated with so many voters.

Take a look: Population and security

Many jobless youths turn to crime; others to drugs; and some take the jihadist route. The reality is that our economy simply does not create the number of jobs needed to absorb the millions of young people applying for them. A lack of fresh investment, combined with a slowdown in government recruitment, has closed the doors to formal employment.

The 1951 census showed East Pakistan to have a population of 66m, while the western wing was home to 42m. Currently, Bangladesh has a population of 163m with a growth rate of 1.04 per cent, while Pakistan’s numbers have shot up to close to 220m with a growth rate of 2.1pc. Older readers might recall that when Bangladesh came into being, Henry Kissinger dismissed it as “an international basket case”, while many in Pakistan sneered at the rate at which Bengalis were supposed to reproduce.

Actually, the reverse has occurred, with Pakistanis breeding like rabbits due largely to our male-dominated society in which women have little say or control over the number of babies they have. Most Pakistani children are undernourished and uneducated, hardly the ‘assets’ politicians like to claim they are. Our exploding numbers are, if anything, a time bomb that is destabilising society.

Against this backdrop, the chief justice’s suggestion to give population planning priority is to be welcomed, even though I doubt if much will come of it. Given the political power numerically insignificant religious parties have acquired, it is doubtful that a politician like Imran Khan, sympathetic as he is to the religious right, will go against the flow, and actually push through a programme to limit population growth rate.

The reality is that politicians tend to think in the short term, and refuse to face down the most backward elements in our society. Clerics have often attacked efforts to control population as a Western plot to reduce the number of the faithful. Ask them how children will be educated, fed and housed, and you get an answer that shuts down the discussion: “The Almighty will provide.”

Unless politicians find the political will and the courage to change this discourse and push the narrative into the 21st century, Pakistan is poised to become the fourth most populated country in the world with 306m people. Luckily, I won’t be around then to witness this mass of humanity squeezed into a relatively small area, but I shudder to think of what my grandsons will have to go through.

While there is no silver bullet to solve the problem, countries like Bangladesh have proved that by educating and empowering women, a slowdown in the growth rate is entirely feasible. Other Asian countries have had the same experience. But Pakistan, with its criminal neglect of education, has failed its children in so many ways.
