Narendra Modi's Ghar Wapasi for Maoists (New IE)
NEW DELHI:The Narendra Modi government is planning to launch spectacular psychological operations—or PsyOps—to prevent recruitment by Naxals and to wean away hardcore cadres who now want to surrender.
The psychological warfare will use sight and sound as the government’s primary weapon to counter the Naxalites’ propaganda in Maoist affected states with carefully crafted live performances by drama troupes, programmes on All India Radio (AIR), posters by the Directorate of Advertising and Visual Publicity (DAVP) and TV shows by Doordarshan to discourage tribals from joining the Maoist movement.
A meeting of top government officials on July 16 finalised various vehicles of communication to reach out to a substantial population living on the margins of society through government development plans including MNREGA, Awas Yojna, Aangabadi, old age pension schemes, widow pension schemes, free education for girls, mid-day meals and other social scheme to ensure their uplift.
Naxals, considered the biggest internal security threat, are believed to be operating in 76 districts across 10 states. Though the government has deployed 108 battalions of security personnel comprising 134,667 men from 83 battalions of the Central Reserve Police Force, 15 battalions of the Border Security Force, five battalions of Indo-Tibet Border Police and five battalions of Sashastra Seema Bal in Naxal affected areas, it wants to win the hearts of tribals where Naxals are operating.
Sources said that around 40 theatre troupes will conduct ‘nukkad natak’ (street plays) and cultural programmes in Chhattisgarh, Odisha and Jharkhand. The focus of the troupes—managed by the Song and Drama Division of the government—will be to convey the various ongoing schemes of the government and rights and entitlement of the people living in Maoist affected areas.
They said these performances will be persuasive as well as informative, while being entertaining. The nukkad natak troupes will be paid from the government budget for each performance.{Painting a bulls eye on the troupes now, aren't you?}
“Maoists have been misleading people that the government is trying to usurp their land and not doing to enough for their welfare. This is absolutely rubbish. We want to reach out to those who have been ignored by the administration since Independence. There is a marked difference in development activities since last year, and hopefully the message will be conveyed through this innovative strategy,” an official said.
“Although the government hopes that these performances will become popular among the masses in the states, it is also planning to conduct an impact survey,” a source said.{Good, sans feedback and regular data collection, no improvement is possible.}
The government has identified AIR, private FM stations and community radio stations as important mediums to prepare programmes on various themes, including rights of tribals under Forest Rights Act, Panchayat (Extension to Scheduled Areas) Act or PESA, success stories of tribals, educational programmes and advertisement of government viewpoints and welfare schemes. The Centre has also asked the Ministry of Information & Broadcasting to supervise the scheme with regional centres of AIR so that they can coordinate with states to avoid duplicity.
In Chhattisgarh and Jharkhand, AIR is airing jingles and interviews of violence-affected people, family members and militants who laid down their weapons and are now leading normal lives.
Radio programmes will also highlight instances of atrocities against villagers by Maoists. As per a report of the Ministry of Home Affairs, out of 5,024 civilians killed by Maoists between 2004 to 2014, an overwhelming majority were tribals, whose cause Naxals profess to espouse.
“The Ministry of Information & Broadcasting will explore the possibility of broadcasting programmes through private FM channels along with All India Radio/FM Channels,” Minutes of the meeting accessed by The Sunday Standard reveals.
The Centre has prepared four short films on Left wing extremism and development issues related to Naxal-affected states to be telecast on Doordarshan, which has a wider reach in the hinterland. The themes are likely to focus on problems being faced by tribals and villagers due to the Maoist’s armed movement.
Sources said one film will highlight how Maoists are destroying and damaging roads and other infrastructure, depriving people of facilities made available to them by the government.
“It will help to neutralise Maoists propaganda that claims that Naxalites are fighting for the poor,” an official said. Besides, posters will also be printed to convey the government views in 35 worst affected districts.

Yes, the news has been on Whatsapp groups. The only news from MSM is this
DNA link
Chaiwala news is that these kids were coming from Bihar and aroused suspicion of the GRP who took them into custody. The man accompanying them did not have authorization from parents but was able to produce school id's and voter id cards (Note none of the kids seem to be older than 15

).
Eyewitnesses spoke of roadblocks of 4hrs plus headed by school kids in uniform shouting AoA. Smashed headlights and all have been reported.

NSA Doval defends Yakub Memon execution and chides Tharoor
NSA Ajit Doval defends Yakub Memon’s execution, slams Shashi Tharoor

Disapproving of former Union minister Shashi Tharoor’s remarks in the aftermath of Memon’s hanging, Doval said something that is in the “larger interest of the nation” must prevail.
National Security Adviser Ajit Doval today defended death penalty where “larger interest of the nation” is involved and deprecated those who questioned the execution of 1993 Mumbai serial blasts convict Yakub Memon.
Disapproving of former Union minister Shashi Tharoor’s remarks in the aftermath of Memon’s hanging, Doval said something that is in the “larger interest of the nation” must prevail.
“In the evening last Thursday (the day Yakub Memon was hanged), somebody tweeted me a statement by an important leader that — state sponsored killings diminish us all, reduce us to murderers,” Doval said, delivering a lecture here this evening.
“I am not going into the propriety, exigency or the correctness of the statement. There is something which is in public interest, in the larger interests of the nation and of generations of Indians yet to take birth,” he said, without naming Tharoor, but the reference was obvious.
Doval referred to President George W Bush’s address to the US Congress after the 9/11 attacks to defend exercise of such deterrence.
“After the 9/11 attacks, then US President George W Bush had told the US Congress, that America values its freedom, but should it come in conflict with interests of the state, the latter will prevail,” Doval said.
Striking an aggressive note, the NSA said, ”Power is not as good as you have it, but as good as you can exercise.”
“So, India has a mindset where it hits, it punches below its weight, we have to punch not above our weight, we have to punch not below our weight. We have to increase our weight and punch proportionally,” he said delivering a lecture on ‘State Security, State Craft and Conflict of Values’.
Doval said “weakness” of a nation includes “unjustified tolerance”.
“State-sponsored killing diminishes us all, by reducing us to murderers too. Death penalty is wrong in principle and practice. Lots of studies have been conducted which confirm that death penalty has no deterrent effect, statistics also suggest that,” Tharoor had tweeted after Memon’s hanging.
Noting that there has always been a talk on just laws and unjust laws and about correct interventions and incorrect interventions, the NSA said, ”The scriptures have addressed this dilemma and come to own conclusions.
“The Bhagvad Gita says, if you can bring pleasure and pain on the same pedestal, loss and profit and victory and defeat on the same pedestal, and thereafter you do whatever you have to do in the battle, you will be committing no sin,” he said.
Doval also quoted a verse from the Quran to explain his point of view.
Its not unjustified tolerance but vote bank politics by the unelectable!!!!

Is there a link for the speech?
Yakub Memon execution: When state acts to protect itself, it's not murderer, says NSA Ajit Doval
http://www.dnaindia.com/mumbai/report-y ... al-2111205
National Security Advisor (NSA) to prime minister Narendra Modi, Ajit Doval on Tuesday denied the perception among some people that India executed Yakub Memon because it couldn't get his elder brother Tiger, the 1993 blasts mastermind.
Doval was speaking at the 21st Lalit Doshi Memorial Award function at YB Chavan auditorium at Churchgate.
"It is completely wrong. It is true that India should bring Tiger... (But) Their inter-linkage is not correct," said Doval.
He also said that when he was in Mumbai, last Thursday, he received a tweet of an important leader saying "state-sponsored killings, diminishes all, reducing us to murderers". "I would say that when state acts in a way which is judicial, fair, through due process of law and not for furtherance and vested interest, its actions are totally correct and they are not murderers and does not reduce you to the level of murderers," he added.
When asked why, despite being a huge nation, we can't handle a threat by Dawood, Doval said, "Convertibility of power is not always possible. If there is a threat from Pakistan and China, we can take it on, but our army is not for a fugitive sitting in Pakistan under the protection of intelligence."
After 9/11, addressing US Congress, president Bush said America values its freedom, but should it come in conflict with the interest of the state, the interests will prevail, he added.
"This dilemma comes when coercive instrumentalities are exercised. Even the scriptures have addressed it and come to their own conclusions. The objectives of the two sets of values (personal and state) are different. Value system of the state is to protect society and coming generations. Whatever you sacrifice for the service of the state is good.
"States have not always been fair and correct. Sometime they have been tyrannical. That is the second cause for conflict. Real power is exercised by those who run the state. What matters is they are also human beings and carry their own prejudices. Therefore, the dilemma arises," Doval said.
"There have been extreme views about the morality of the state. You cannot say that someone has the freedom to carry out a terrorist act but the state does not have the right to use its coercive instruments to deny him his life.
The state has to protect itself. Individual morality cannot be inflicted on the larger interest of society. Days of statecraft through war are coming to an end. There is no guarantee that a powerful nation will be able to subdue a small group of terrorists. New instruments of statecraft are evolving."
Asked about the 'embarrassment' caused to the Indian ambassador and Sushma Swaraj when he spoke directly to his Pakistani counterpart Sartaz Aziz post Ufa, after the cross-border firing, Doval said, "When at Ufa, it was agreed that there will be no border firing. (But) Pakistanis started firing; it was necessary to tell them, without any further loss of time, to stop or we would retaliate with effect. This message was passed on to our high commissioner in Islamabad and high commissioner of Pakistan here at 7.05am. When there is immediacy, you do not consider who is talking to whom."
The event also saw other senior IPS officers, including Rakesh Maria, Deven Bharti, Sanjeev Dayal and Vivek Phansalkar, in attendance.

I think this thread is appropriate for this. I think whole article is worth reading.
Notes from a thulla - Yakub Memon gets all legal protections, and all the tears. The policeman lives and dies unsung - Abhinav Kumar - Indian Express
Consider the encounter that took place in Gurdaspur on Monday. Going by recent Supreme Court rulings, since the three suspected terrorists were killed in police firing, arguably a case of murder should be compulsorily registered against all police personnel involved in the incident, which should be investigated by a neutral agency like the CBI/ CID. Any rewards or medals to be given to the next of kin of the deceased policemen and to injured police personnel can only be considered after the conclusion of said inquiry. This, as things stand today, is the law of the land as laid down by the SC in September 2014 in PUCL and another vs State of Maharashtra and others.

A major riot or internal disturbance is coming soon in India.
I see so many Muslims on social media sharing media supporting Memon, AIMIM & Owaisis and openly abusing Hindus, Modi & the country itself. The MSM too has contributed heavily in instilling a sense of injustice in the momeen, not that they require much to create grievances from thin air.
The Kolkata riots should be seen in this light. All the pent up anger from Memons hanging is still there in peaceful Indian muslims which will come out sooner than later. I don't see how 250 million people who really have no interest in the country or its future, who tacitly back our mortal enemy & hold their foreign religion dearer than the nation, will contribute to anything good. I foresee a demand for another partition in a few decades unless the extremist leadership & ulema of the Indian muslims are delivered a resounding jhappad to make them & the community fall in line. I hope MAD are working on a long term strategy to counter the biggest threat to India - Indian muslims - in India & erstwhile India.

Worth reading in full as to the perilious situation in West bengal.
How Mamta Banerjee is fast turning West Bengal into a dangerous place
In recent years, West Bengal has emerged as the hub of terror activities in India. Reports suggest that politicians in the state have strong connections with jihadi elements in India and abroad. The ruling party, for example, nominated to Rajya Sabha (upper House in the Indian Parliament), SIMI (Student Islamic Movement of India) founderAhmed Hassan Imran in 2014. The SIMI has been a banned terrorist organisation in India since 2001
According to one report, the enforcement directorate (ED) informed the national intelligence agencies on October 30 that this money might have ended up in the hands of terrorist organisations like JMB(Jamaat-ul-Mujahideen), which is involved in several acts of violence, is banned in Bangladesh and has alleged links with the Islamic State (ISIS). The money most likely have ended in the hands of terrorists prompting the Bangladesh government to urge the government of India to investigate links between politicians in West Bengal and Jamaat-e-Islami. A leading Bangla daily had alleged that Mamata as the chief minister and the home minister of West Bengal has allowed the scam to flourish under her watch, funded the extremist Jamaat-e-Islami in Bangladesh and in turn, her party received funds from the outfit during the 2011 Assembly election and 2014 Lok Sabha polls. It is also alleged that her party members, despite being in power and beingaware of the scam and the links of Imran with the fundamentalists promoted him as a Rajya Sabha member in 2014, thereby giving Imran access to sensitive documents and information. Intelligence agencies consider this to be a threat to national security and have warned of serious consequences. The cancer of appeasement politics in West Bengal today stretches across all political parties.

Protesters hound Mamata in London
ANTONIA FILMER London | 1st Aug 2015
West Bengal Chief Minister Mamata Banerjee did not have an entirely smooth sailing during her visit to London this week. All geared up to promote her state as a favourite investment destination for British companies, she was surprised to see protesters from the UK "Dharmic" (religious) community, with origins in Bengal, Gujarat, Punjab and Maharashtra, demonstrating against her alleged inaction regarding human trafficking, corruption and money laundering. They had gathered outside Asia House on New Cavendish Street on Wednesday, 29 July with placards and banners excoriating her for her inaction in the Tuktuki Mandal case, in which a young Hindu girl was allegedly abducted by a male member of another religion, and who later returned. The CM hurried past the protesters as she got out of a small silver car outside Asia House for a FICCI and KPMG hosted private briefing for Asia House members, including BAE Systems and Anglo American Mining PLC.
The vociferous protesters, led by Mukesh Naker and Minesh Patel, are concerned that Banerjee has concentrated on her own political career and future at the expense of 13,000 minor girls, who are being trafficked into slavery and prostitution every year. Additionally, the Dharmics are anxious about the exodus of Hindus from the border villages of the state. They are fearful that an extremist ideology is creeping into West Bengal.
The protesters, who represented UK's "Dharmic" communities and 350 organisations comprising Hindus, Jains and Sikhs, also demonstrated near St James' Court, the Taj hotel where Banerjee was staying and by the Gandhi Statue in Parliament Square. The protesters now plan to lobby the British businesses, who have signed MoUs with West Bengal, not to follow through with their investments if the situation in the state does not improve...

Fears attack by JMB militants
KOLKATA: Wary of possible bomb attacks or sniper fire by Jamaat-ul-Mujahideen Bangladesh (JMB) militants, the Bangladesh deputy high commission in Kolkata has asked for tighter security.
Deputy high commissioner Zokey Ahad says he has written to Kolkata Police commissioner Surajit Kar Purkayastha twice in the past few months, but in vain. "There is no response from police yet," Ahad told TOI on Tuesday.
Ahad came to Kolkata just after the Khagragarh blasts of October 2014 blew the lid off a JMB terror module in India. JMB cadres were allegedly making IEDs here to destabilize Bangladesh.
Ahad said, "A number of houses have been constructed close to the deputy high commission. Some of these are empty. No one knows who is using them. Since I stay in this complex, I too feel unsafe and wrote to the CP." He personally monitors CCTV footage.
Bangladeshi diplomats are also anxious as AJC Bose Road-Park Circus flyover is located next to their building. Anyone could shoot from the flyover or hurl something into the compound just 20 feet away, they say.
During the construction of the flyover, then deputy high commissioner Touhid Hossain had sent his objection to the Bengal government after which an eight-foot-high wall was erected on the flyover as a sort of shield. Still, the Bangladeshi diplomats feel that they are soft targets. The wall is inadequate for their security and too many houses have come up near the compound, they say.
The road in front of compound is closed for construction, which has increased traffic on other surrounding roads. This is being considered a "major threat". Traffic movement should be restricted as policemen are posted only at the front gates and not at the rear of the compound, said a diplomat.
The reason for Zokey's worry is that JMB cadres are well trained in Molotov cocktail attacks and had killed over 800 people in Bangladesh between January and March.
A Nabanna official said that the state government is well aware of the security needs of the Bangladeshi diplomats and security arrangements are being made accordingly. Zokey was given adequate security during his recent visit to Cooch Behar, said an official.

as csaurabh points out there is and always has been a *complete* blackout of islamist violence in local media. if they can get away with it they wont even report it, as happened when 4 hindus, including two middle aged women were killed by muslim rioters recently.
first the media didn't report it at all, when a couple did so, they tried to spin it as a clash between 'two' communities and the religion of the dead was suppressed. the communities were of course, not named.
for example, if a rape happens and the rapists are not named you can be certain they belonged to a 'certain community'. same modus operandi if muslim gangs riot and destroy property.
when they rioted against the statesman newspaper few years back for allegedly hurting their sentiments (IIRC it had published a report on somebody writing against islam, somewhere in europe) the next day's papers couldn't exactly hide it because it took place in the heart of kolkata. but they reported that people of 'a certain community' had gone on a rampage. you could be forgiven for thinking that some alien race had suddenly appeared in the heart of kolkata, destroyed property and then promptly flew away to their planet, leaving no trace.
