US shared with India Lashkar plot to kill Narendra Modi
Sources have said the US tipped off the Ministry of Home Affairs here, which in turn, alerted the police of both Gujarat and Maharashtra about the planned attacks on Modi

The specific intel received was that Modi would be targetted by the terrorist group when he campaigned in Maharashtra before the state's Assembly elections. Around this time, intelligence had also sniffed a plot to blow up the Somnath Temple in Saurashtra, Gujarat.

Citizen Watch.

The thing after every terror incident is to think if Govt could have done something but didn't.
Instead of endlessly criticizing the govt, the anger needs to be channelized into useful areas and see what we could do. Just paraphrasing JFK "Ask not what the govt can do for us, ask what we can do for the govt".

I propose that a lowcost citizen watch network be created as follows starting with India and later possibly US, and other West countries threatened by the same fasadis.
(a) The webcams nowadays are almost free with deals in US.
(b) A number of reasonable quality webcams be bought and sent to India
(c) Some shopkeepers/hotels in sensitive areas in India be convinced to put them at vantage locations
(d) Its possible to have almost 100 of these running in a short time with almost no cost.
(e) The recordings be kept for 2 days and then discarded. (this setup may take time)
(f) The real time input be watched by selected BRF members for clues to terror incidents.

While this will not stop the incidents, it'll provide clues to who did it and that's a first step.

I feel all the other points you listed except the above are already happening, albeit in bits and pieces. Many banks already have CCTVs installed. Infact banks even circulate notices to its branches with images of people suspected (taken from hidden cams) so that every body can be on the look out. ATM machines (the most popular ones) have inbuilt cameras. Police have already cracked lots of cases of ATM theft thanks to this. Bringing whole cities under surveillance of cameras would take time because of the large area. Large apartment complexes, residential layouts can be encouraged to come up with security cameras in common areas. Super markets, most of them have it already if not to detect bomb threats at least to stop pilfirage and thefts.

Awareness to security threats needs to be raised, I do agree with that point. In many cases the 'suspected' bombs etc. are first reported by some alert pedestrian or passenger (in case of vehicles). Such awareness can be started right from school days, or through TV and news papers.

This sort of "blaming the govt." starts when people with political interests (mostly politicians from the opposition) are called in for their comments and opinion. It is then this usual drama of call for resignations, complaints of incompetence starts. The police etc. would already be working on the case silently, but then these people start whining.

Amongst the recent terrorists attack (except the Mumbai attacks) what has been the casualty rates? I.e approx number of people who got killed, and who were injured? :(. I was thinking about many of the attacks in which it did not lead to large scale casualties.

1. Is it that the people/organisation who planted the bombs ensured that there would be minimum casualties. The idea was to terrorise people (without killing them) and always keeping the citizens and the police on tenderhooks? This would also ensure that many communities always remain in mutual suspicion.
2. Is it that the people/organisations who planted the bombs have become grossly incompetent and are now doing a sloppy job? The locations chosen by them may not be correct, or they are not easy targets any more?

Sachin,

I wish to bring to your attention to the Walled city Delhi in the Mid to late 90s. Almost every other month the area had a bomb blast without some one claiming responsibility. Zero to Minimum casuality affairs. Initialy it was thought to be an act of terror form the usual suspects. Later on it was found to be a result of a truf fight.

So a low intensity act may not nesseraly be related to terror. We need to pay attenton only to the ones that fit the patterns and send a message as established by the usual suspects.

As every one of them sends a message, either due to the date or location itself.

Sachin, it could just be a scare tactic just to prove a point that they can strike us at their will. After all the 'impenetrable-high security' claims by the Karnataka police, dud bombs were found in Chinnaswamy cricket stadium. They could have easily detonated them but they did not, why? They are just taking mickey out of our pandus, i had hoped that the IB sleuths and the newly created NIA would crush the balls of these turds post 26/11, but we seem to be lacking there as well.

As a side note, it is sad that even on BRF we get excited ,debate and discuss endlessly when attacks emanates from the Pak cronies. What about those killed in NE ? Or hundreds who have been slaughtered by Maoists/Naxals? Atleast since 26/11, the number of people killed by the later dwarfs the number killed by Pak sponsored terrorists.

An Army captain and a suspected Lashkar-e-Toiba militant have been killed in an encounter in Sopore town of Baramulla district, official sources said on Wednesday.
The army officer, who was injured when militants opened indiscriminate firing on security forces at the beginning of the operation in Model Town area of Sopore last evening, succumbed to injuries this morning, the sources said.

A suspected LeT militant has been killed in the overnight gunbattle even as security forces continue search of the debris of the house which was gutted in the exchange of fire between the two sides, the sources said.

A senior police officer said although the hostile firing has stopped early this afternoon, the operation has not been called off as there were reports of at least one more militant hiding there.

And after being idenitifed as a Paki national how can the guy be called a militant? I think the Indian media and elite have severe problem in naming problems. Until that is resolved there won't be any progress.

Security cameras are notorious in being often found turned off or not functioing. If you multiply the number of sites, you are exponentially increasing the surveillance load, as no automatic system is yet commercially successful in auto-detecting susicious objects/people/movements from a million cameras that would be needed in a typical large Indian city. If it is available, my apologies. In the absence of such an automatic system, someone or a battery of people have to monitor continuously and dedicatedly.

I agree that calling for resignations etc are perhaps political tricksterism if coming from opposition. But if the authorities are never penalized for such thinsg happening, what incentive is there to continuously upgrade and do the extra bit to prevent such incidents? Most countries rather ahead in thsi department seem to have eveolved a well defined mechanism of allocating responsibilities for such incidents and people taking their fair share of penalties in the professional side or even in political side.

Instead of opposition demanding expulsion , we citizens should demand expulsion (if needed), and get the officer-in-charge expelled. Expulsion by senior authority often breeds suspicion of corruption. Expulsion by citizens is always deemed as honest act, and crores or lakhs of citizens cant be bribed out.

The funny part is that these calls for resignations have lost its meaning. When did the last resignation happened taking moral responsibility for some tragic event? This is becoming a drama, the current leader knows that such a funny demand would be made, and he just ignores it. The opposition parties plays there part well and raises the funny demand. Nothing happen any ways. Where as the case of bureaucrats removing them from service is not an easy game. Next options are suspension, or transfers. Bureaucrats have become used to this, and I know cases where these people are happy to get suspended. For many folks like police officers this is like a good vacation (their regular work day is 10+ hours), and they relax at home. Soon they get reinstated at some other place, and their held back pay reaches them as well.

We need to think more on practical ideas rather than one team demanding resignations, and others asking them to get lost!.

15 minutes is an overkill, but if EVERYONE in India is forced to own 2 guns and possess at least one unloaded gun (with bullet in other pocket) all the time , terrorism will drastically decrease. Also, true empowerment will reduce corruption, and that too will decrease terrorism. Decrease in corruption will improve efficiency of police, ID-system , administration etc. And decrease in corruption will improve technology growth (the REAL growth) which will improve Military and thus reduce Pakistan's will to send terrorists. Empowerment is not just the solution, it is the ONLY solution left. And Empowerment can reduce terrorism to US levels in just 6 months. RG is correct in words, though given his malafide intentions, I would not support him at all. I will comment more on RG's views after he posts the DRAFTS of Govt Notifications he proposed to empower us commons.

The glorious tradition of India's most wanted folks turning up at bus/train stations continues:

http://www.hindu.com/2010/12/10/stories ... 300800.htm
BANGALORE: In a major breakthrough, the Dakshina Kannada police have managed to arrest underworld operative Madoor Isubbu (36) alias Yusuf who has been living in Saudi Arabia since May 2004.

Isubbu, who hails from Madoor area of Ullal in Dakshina Kanada district, is an accused in four cases of murder and several cases of extortion and assault.

He is one of the prime accused in the sensational December 12, 2006 murder of BJP leader Sukananda Shetty, which led to communal riots in Mangalore.

He is also charged with attempting to kill three prominent lawyers in Mangalore who were associated with the Sangh Parivar and the Bharatiya Janata Party.

Stating that Isubbu is fully cooperating in the interrogation, sources told The Hindu that they hope to extract crucial information about the manner in which certain communal organisations harness the underworld to carry out their dirty work.
Director-General and Inspector-General of Police Ajai Kumar Singh said that Isubbu was arrested by a team led by Dakshina Kannada Superintendent of Police A.S. Rao on Wednesday when he was on his way to meet an old associate at the Yeshwantpur railway station here.
Below info might be on interest of Shyamd also ( Saudis catching many PFI folks):

The Dakshina Kannada police served a red corner notice on Isubbu in November 2009, which prevented him from leaving Saudi Arabia.

Acting on the notice, the Saudi police arrested him in August this year when he tried to fly out of the Riyadh airport.

Strangely, the Saudi police did not inform their Indian counterparts about the arrest and instead put Isubbu through rigorous interrogation.

The sources said that based on information provided by Isubbu, Saudi authorities also arrested several Indian origin persons associated with the Popular Front of India, a hardline Islamist organisation.

Ever since his arrest in Riyadh, which was widely reported in the Indian media, the Karnataka police had stepped up their efforts for his extradition.

But it was not until late November that they managed to make some headway in their efforts with the Interpol acting as a mediator between the two countries.
Basically, the guy is picked by Saudis, give the 3rd degree by them, magically reached India when his passport is impounded and having a lookout notice and yet, he manages to find time to visit his relatives at the Yeswantpur station when the police trip over him by chance and arrest him...

Islamist leader Maudany stood for the cause of the oppressed: SAR Geelani
This SAR Geelani poison is spreading all over the country. I wonder why Arundhathi Roy is not defending Maudany.
Delhi University professor and human rights activist S.A.R. Geelani, who had once been sentenced to death for an alleged role in the 2001 Parliament House attack but later acquitted, has cautioned against south India going the “Gujarat way.”

“The South is going the Gujarat way,” Mr. Geelani, who opened a meeting organised by the Justice for Maudany Forum here on the International Human Rights Day. “That has to be checked; people here should check this trend.” He noted that south India was a relatively peaceful place, but the situation was changing now.

Mr. Geelani alleged that Abdul Nazir Maudany, chairman of the People's Democratic Party, who is now in a Bangalore jail, had been framed by the Karnataka police for allegedly prompting the Bangalore serial blasts of 2008 and stadium blast in April 2010.

Mr. Maudany had spent nine-and-a-half years in a Tamil Nadu jail for no fault of his and was later released when he was found not guilty of abetting the Coimbatore blasts, he said. “Instead of saying sorry to him and compensating for his loss, the system has again framed him [in the Bangalore blasts case].”

Mr. Geelani said Mr. Maudany's “real crime” was that he stood for the cause of the oppressed Muslims, Dalits and Adivasis. That was why he was framed in a terrorist case and bail was denied to him on flimsy grounds, he claimed.

Mr. Geelani drew a parallel between him and Mr. Maudany. Following the December 13, 2001 attack on the Parliament House, he recalled, he had been branded by the Intelligence agencies and the media as a hardcore terrorist. Their projection of him was so effective that even senior police officers were scared to come near him. In Mr. Maudany's case too, he said, the media and the police had fed the people with all kinds of falsehoods.

Sebastian Paul, former Ernakulam MP and chairman of the Justice for Maudany Forum, {Who is this new entrant in the anti-India forum ? } said he had recently met Mr. Maudany in a Bangalore jail. He was being denied basic rights of a prisoner. The lights and cameras in Mr. Maudany's cell were on all the time in order to harass him.

So the gist of what he says is that Vajpayee government created a deep cover counter-terror strategy that included targetting Muslim localities in each state, so local Muslims turn against Pakistan backed terrorists. After 2004 changeover to UPA, the counter terror network was rudderless, and started getting exposed. Is this a plausible explanation for Purohit, Aseemananda and Sadhvi case? Seems rather too convenient and far fetched to me.

Mumbai based currency racket busted
The Crime Branch CID {Chennai} police have busted a major racket that operated from Mumbai and circulated fake Indian currency notes (FICNs) across the country. Four persons, including three Bangladeshi nationals, have been arrested so far.

Preliminary investigation revealed that the FICNs were printed in Pakistan and smuggled to India through Nepal and Bangladesh. The modus operandi of the suspects was to send agents, mostly natives of West Bengal, Jharkhand and Bangladesh, to different parts of the country and exchange the FICN of Rs. 1,000 denomination, agency sources said.

The agents would make small purchases in hotels, shops, petrol bunks etc with the fake note and get the balance (original currency). After taking some commission, they would deposit the money into a bank account operated from Mumbai. At least Rs. 80 lakh was let into circulation in the last two years, the sources said.

On August 7 this year, Ajijur Rahman, a Bangaladesh National, went to a restaurant in Polur (Tiruvannamalai district) and ordered to pack some food. When he offered a Rs. 1,000 note, the cashier sensed foul play and handed over the accused to the local police. The police arrested two more Bangladeshi nationals Ajay Biswas and Thorickul Islam, who were staying in a lodge at Polur. Fake notes of Rs.1,000 and Rs.500 denomination with face value of Rs.2.03 lakh were seized. After the case was transferred to the CBCID, Additional Director-General of Police Archana Ramasundaram formed a special team to investigate the source and supply network of the accused. It came to light during investigation that the two of the accused were overstaying their visa period while the third illegally entered the country across the border in West Bengal.

The accused told investigators that after exchanging the fake notes, they deposited the genuine currency in the bank account of Shaikh Mohammed Azam of Mumbai. The team followed specific clues and nabbed Azam in Mumbai in the first week of December.

On interrogation, he confessed that money was deposited into his account from different States. Azam had sent the fake notes through agents for circulation to almost all States.

“They confessed that the fake currency was printed in Pakistan and routed through Nepal or Bangladesh to India. The fake note looks original and it would be very difficult for a common man to detect. At least Rs. 18 lakh was deposited in the bank account of Azam. They have exchanged not less than Rs. 80 lakh FICNs since January 2009,” Inspector-General of Police M.N. Manjunatha said.
Now, it has to be found out from whom did Azam get his FICN.

“They have been detained for questioning,” Joint Commissioner of Police (Headquarters) Jawed Shamim said.

They told the police that they had gone there to enquire about visa, but they had fake passports, police sources said.

BJP should seriously suggest to put this guy Digvijay Singh's name along with SIMI, LET, JAISH_E_MUHAMMAD etc.,as a serious security risk for the country...

b]Kavita reacts to Digvijay: No politics with Karkare death[/b]
Hemant Karkare’s widow accused Congress general secretary Digvijay Singh of trying to play politics with her husband’s death, and said she had no doubt that the chief of the Maharashtra Anti-Terrorism Squad (ATS) was killed by the Lashkar-e-Toiba terrorists who carried out the 26/11 attack.

She would have known if her husband felt threatened by anyone, Kavita Karkare told The Sunday Express.

That is problematic because Rahul ji and therefore Sonia ji seem to share Digvijay's point of view. Note the complete absence of any statement from either parties, even though Digvijay is touted as Rahul's political manager. Even if Digvijay is sidelined by exerting pressure, some other fall guy will take his place to give voice to the 2G opinion.

Ship docked in Mumbai 'invites Hindus to convert to Islam'
Smita Nair Posted online: Fri Nov 12 2010, 10:41 hrs

Mumbai : A Kuwaiti flagship vessel docked at Jawaharlal Nehru Port Trust (JNPT) has come under the scanner of security agencies after some members of the crew were allegedly found distributing a 12-page pamphlet named Nimantran Patra, underlying words “inviting people practising Hinduism to a better religion called Islam”.

The vessel, CGM Everest, steered by a Pakistani captain, Sayed Hader, had travelled from Karachi Port. It had been allowed to leave JN Port and it had set sail, but it was then asked to return to port. IG (Konkan region) Parambir Singh said the ship has been detained.

The pamphlet is from the Islamic Dawa and Guidance Centre, based in Kuwait. The crew of 33 includes an Egyptian engineer, Karim Rehman, and two Pakistanis apart from the captain.

The incident, according to senior security officials, is the first reported instance in India where a vessel travelling in international waters has been used for religious propaganda. ....

Officials have noted the “target audience” for the conversion pamphlets were specifically Indians as all 12 pages were written in chaste Hindi, along with a covering letter.
