Hillary Clinton: US held meeting with Haqqani network
The US has held a meeting with representatives of the Haqqani militant network, US Secretary of State Hillary Clinton has revealed.
She did not give any details about who was involved or where they met.
But one senior US official said the meeting took place over the summer, before several major attacks against US interests in Afghanistan.
Mrs Clinton has been in talks in Islamabad where she has urged Pakistan to clamp down on the Haqqanis.
She said the US held one preliminary meeting with the Haqqani network "to see if they would show up".
"In fact, the Pakistani government officials helped to facilitate such a meeting," Mrs Clinton told Pakistani journalists.
She added: "We have reached out to the Taliban, we have reached out to the Haqqani network to test their willingness and their sincerity, and we are now working among us - Afghanistan, Pakistan and the United States - to try to put together a process that would sequence us toward an actual negotiation."
Reports about such a meeting circulated over the summer but the US refused to confirm them at the time.
Mrs Clinton said the US had reached out to the Taliban and to the Haqqani network to test their sincerity and willingness to engage in a peace process.
The BBC's Kim Ghattas, in Islamabad, says a political settlement is key to ending the war in Afghanistan.
A senior US official also said the meeting took place over the summer at the request of Pakistan's intelligence service, the ISI, who asked the US to give it a chance.
The US has blamed the recent attack on Kabul's US embassy on the Haqqani network
The meeting took place before two major attacks against US troops in Afghanistan and the US embassy in Kabul.
The attacks were blamed on the Haqqani network.

"You can't keep snakes in your backyard and expect it to only bite neighbours," a grim Clinton said with Khar by her side.
"We are specifically for cooperation from the Pakistani side to squeeze the Haqqani network," Clinton, who arrived in Pakistan Thursday on a two-day visit, said.
She said eliminating the terror group from "one side is not going to work".
Clinton added that the two countries were "working to establish concrete steps".
"Militants should be targeted on both sides of the border," she said bluntly.
Clinton said Pakistan was critical for regional security.
She added that Washington respected the country's sovereignty, an apparent attempt to assuage Pakistanis who have come out strongly against US drone attacks in the tribal regions and are jittery over the massing of heavily-armed US and NATO troops at the Afghanistan-Pakistan border.
Pakistan Army chief Ashfaq Parvez Kayani had earlier this week warned the US to think "10 times" before it launches a unilateral ground offensive in the country's tribal regions.
Foreign Minister Khar said Pakistan and the US discussed issues of mutual interest.
She said Pakistan supported an Afghan led reconciliation process.
The peace and reconciliation process in Afghanistan, deadlocked after the assassination last month of Afghan peace envoy Burhanuddin Rabbani, came up for discussion. Afghanistan had suspended the peace process with Pakistan and also trilateral efforts involving Afghanistan, Pakistan and the US.
"We take the terror threat seriously. We have acted against the threat. There is no question of any Pakistani institution's (involvement)...let me be completely clear on that," she said.
"Do safe havens exist? Yes, they do exist on both sides. Do we need to cooperate? Yes. We can cooperate more and achieve better results," she added.

Without further warning, Americans are going to blast some holes in insurgent havens in Pakistan. We have studied the situation from the air for a long time and know who’s who. Hours after US Secretary of State Hillary Clinton urged Pakistan to squeeze the Haqqani Network, head of the Senate Armed Services Committee Senator Carl Levin said the United States (US) should be prepared to take steps to defend its troops if Pakistan does not take on the threat posed by the Haqqanis.
Addressing an audience at the Council on Foreign Relations on the subject of Afghanistan and Pakistan, Levin said, “it is consistent with established principles of international law for the United States to defend itself against cross-border attacks by insurgents based in Pakistan, and to respond to those attacks.”
In his prepared remarks, Levin said that the Inter-Services Intelligence agency (ISI) maintained ties with the Haqqani network and provided support to the group.
Referring to his trip to Pakistan in August this year, Levin said he had pressed why Pakistani officials had not publicly condemned cross-border attacks by the Haqqanis and the Afghan Taliban.
“Prime Minister Yousaf Raza Gilani initially said that his government had publicly condemned these cross-border attacks, but he backed down when I asked him to provide examples of these statements.”
Levin also urged the US to place the Haqqani network on the Foreign Terrorists Organization list. He said this would send a message to Pakistan that the US would respond to its support to this extremist organization.
As part of his remarks, Levin also accused Pakistan of interfering in the political reconciliation process in Afghanistan to exercise control over groups involved in the process and the substance of talks.
“You can’t force Pakistan, and the idea that we can do that plays in hands of who are extremists”, he said in response to a question on what could be done to get Pakistan to take action against the Haqqani network.
While Levin said that Pakistan and the United States needed to remain engaged, he referred to a recent statement by Foreign Minister Hina Rabbani Khar that the US would lose an ally if they continued with allegations of Pakistan’s support for the Haqqani network, “Our response should be that if the only option Pakistan presents us is a choice between losing an ally and continuing to lose our troops, then we will choose the former.”
Interesting, they say that passengers dump bottles, clothes etc in the toilet which block it. Perhaps they do that in their homes too, and since pakis may not have anyone to clean those blocked toilets at home, the land became known as pakhanastan. It is amazing the Pakistanis do not have enough self-awareness to see the irony here. They need to keep Christians as "toilet cleaners" to prove to themselves the superiority of Islam and the ascendancy of Muslims. They cannot understand that islam appears cheap and weak if it needs to do this to prove its greatness. The irony is even deeper because the same Islam encourages Pakis to kill if anyone says such things. ISLAMABAD: The Election Commission suspended on Friday the membership of 222 legislators, about a dozen members of the federal cabinet among them, for their failure to submit statements of their assets and liabilities even three weeks after the specified date.
A notification issued on Friday, six days after the expiry of the deadline, suspended the membership of 103 members of the
National Assembly, 13 senators, 49 members of Punjab Assembly, 28 of Khyber Pakhtunkhwa, 23 of Sindh and six of Balochistan.
The ministers who will cease to be legislators till the submission of the statements include Interior Minister Rehman Malik, Defence Minister Chaudhry Ahmad Mukhtar, Finance Minister Dr Abdul Hafeez Sheikh, Minister for Water and Power Syed Naveed Qamar, Commerce Minister Makhdoom Amin Fahim, Petroleum Minister Dr Asim Hussain, Kashmir Affairs Minister Mian Manzoor Ahmad Wattoo, Minister of State for Privatisation Rana Asif Tauseef and Minister of State for Human Resource Development Sheikh Waqas Akram. Legislators are required to file details of their assets and those of dependents by Sept 30 each year.
The commission has to notify the names of those failing to do so by Oct 15, barring them from taking part in assembly proceedings.
Membership is restored on filing the statements.
The suspended senators include former ministers Mohammad Ali Durrani, Rehmatullah Kakar and Naeem Hussain Chatha and PML-N leader Pervez Rasheed. The MNAs on the list include former minister Attaur Rahman, Capt (retd) Mohammad Safdar, son-in-law of PML-N chief Nawaz Sharif, former education minister Sardar Aseff Ahmad Ali, former religious affairs minister Hamid Saeed Kazmi, Earthquake Reconstruction and Rehabilitation Authority’s Chairman Hamid Yar Hiraj, former IT minister Sardar Awais Leghari, former ministers Nabeel Ahmad Gabol, Humayun Aziz Kurd and Rana Nazir Ahmad Khan and prominent PPP leaders Akhundzade Chittan and Jamshed Dasti.
Both the MNAs from the federal capital, Tariq Fazal Chaudhry and Anjum Aqeel Khan, are on the list besides PML-N leader Khawaja Mohammad Asif and MQM’s Khushbakht Shujaat.
The suspended MNAs include 16 elected on reserved seats for women.
The US also stage-managed the signing of strategic agreement between India and Afghanistan for which President Hamid Karzai visited India and held a meeting with Prime Minister Manmohan Singh. This understanding would provide New Delhi an opportunity to send its troops to Kabul in the garb of trainers which run contrary to our national interests. It is time Islamabad conveyed to the US its reservations on these latest developments. And if they refuse to pay any heed to it, then Pakistan should not hesitate in having similar agreements with its neighbours including Iran. Let there be no doubt that a friend of our enemy is our enemy. Furthermore, the Afghan army being popularly touted as the post-occupation Afghanistan’s mainstay of security is in fact a bull in the bullfight ring. It is made up preponderantly of Tajiks, substantially of Hazaras and marginally by Uzbeks. Pakhtuns, at best, make up just a sprinkling of it. And given the chronic entrenched ethnic antipathies, this minorities-flooded security force would be no less than a red rag for the Pakhtuns, in whose areas it needs a local interpreter like the coalition armies to even communicate with the natives.
