In a major catch, the Delhi Police claim to have arrested Indian Mujahideen member Sayeed Zabi-ud-Deen alias Zabi Ansari alias Riyasat Ali - one of the six handlers involved in the 26/11 operation - from the Indira Gandhi International Airport.
He was on the run since 2006.
Ansari was in Pakistan when the Mumbai attacks took place on November 26, 2008. He is believed to be one of the plotters of the 26/11 attacks and was giving instructions to the terrorists.
Ansari is also wanted in many other attack cases in India - like the Chinnaswamy Stadium attack in Bangalore in several terror attacks in Gujarat. He has been remanded to police custody for 15 days.
The Delhi Police and the Intelligence Bureau had been keeping a watch on Hamza's movements.
After getting a tip-off that he was returning to India, the police arrested Hamza from the Delhi airport four days back itself.
His arrest was confirmed on Monday morning.
According to the officials associated with the probe, Hamza had told Lashker terrorists carrying out attack in Nariman House to convey to the media that the "attack was a trailer and the entire movie was yet to come".
In the intercepted tapes, Hamza was also heard using typical Hindi words like prashasan (government) and was directing the terrorists to conceal their Pakistani identity and identify themselves from Deccan Mujahideen hailing from Toli Chowk in Hyderabad.

For Indian investigators to properly ascertain the man who they have in their custody would need them to re verify the recordings of 26/11 they have on them. The voice samples will need to be matched with the recordings before they can come to a proper conclusion on the exact identity of the man.
However the operation to bring Hamza down to India would not have been possible had India not had the support of both the Saudi Arabian and Nepal police.
The questioning of an operative by the name Ahtesham helped the police get more clues on Abu Hamza. It was found that he shuttled between Nepal, Saudi Arabia and Pakistan. The first of the intercepts came to India when Hamza had moved to Nepal. From Nepal he is said to have moved to Saudi Arabia and this information was passed on by the Nepal police which again was shared with Saudi Arabia.
However Indian agencies say that he was not arrested in Saudi Arabia and deported. We had information that he was coming down to India from Saudi Arabia and managed to nab him at Delhi.
India has been working closely with Saudi Arabia and it is just the begining of the many operations that the two nations will carry out in the future. Saudi was considered to be a happy hunting ground for terrorists from Pakistan, but now that is likely to change, IB sources say.

No one knows for certain just what led Ansari to make the decision to drop out of college — and, if police are right, to join the Lashkar. It is possible, though, that this choice had something to do with the communal violence which was part of the cultural fabric of his early life. Following a wave of communal riots across Maharashtra in the summer of 1984, the Shiv Sena took control of the Brihanmumbai Municipal Corporation and pushed forward communal mobilisations in rural areas. Umapur, not far from Ghevrai, saw murderous anti-Muslim violence in 1986. Later, tensions surged after the demolition of the Babri Masjid in December 1992.
In 2001, Gujarat police investigators say, Ansari met Khalid Sardana, a Jammu and Kashmir resident studying at a seminary in the State, to discuss the prospect of sending SIMI cadre there for weapons training. Later that year, Sardana took several of Aurangabad men to train with Lashkar units in the mountains of Surankote, near Poonch. At least one, Fahad Sheikh, is now known to have been killed in fighting with Indian troops in the Hil Kaka area of Poonch. It remains unclear if Ansari also trained there, or in Pakistan.

According to the ATS, the consignment was being sent to Gujarat and Hyderabad. Three persons, including Mohammed Amir Shakeel Ahmed, who were transporting the consignment were arrested. Although Ansari was following the Tata Sumo in a Tata Indica, he mysteriously managed to escape despite police vehicles tailing the Sumo and Indica, prompting speculation that Ansari was a mole of police and intelligence agencies who had gone rogue.
On May 12, a similar consignment being transported in a Tata Indica was recovered by an ATS team from Malegaon. The following day, more RDX was recovered from inside a culvert at Manmad, and another consignment was found at an electrical shop in Malegaon shortly after.

Intelligence sources believe the Pakistani national was first made a handler because he knew too much about the Lashkar. Sending him out on operations was a liability and making him a handler was the only way he could be turned into an asset.

Shri B Raman on NDTV made some excellent points. He said we have already got conclusive evidence regarding Pakistan's involvement in the attacks. This guy will be of little use as far as 26/11 probe is concerned. He said focus of the interrogation of this guy should be about who helped him flee to Saudi (since he was supposed to be in jail in Pakistan since Pakistan claimed to have arrested him), what is the motivation behind his escape, future game plan. Austin, it is my understanding that in the last decade, Dawood Ibrahim Kaskar has not travelled to these two countries. He did not attend the marriage reception of his daughter in Grand Hyatt, Dubai. There is speculation that he underwent plastic surgery and solemnized his daughter's nikah at Makkah. But, nothing conclusive. After c. 2003, when the US designated Dawood Ibrahim Kaskar, as an international terrorist operating from Karachi, and also as a “foreign narcotics Kingpin” , he has found it impossible to travel. On c. 2011, he was forced to conduct his son's wedding in a Nairobi mosque and held the walima in Karachi itself. Of course, top PA & ISI officers attended it and they should have been disappointed that they missed an outing to Dubai or London. Dawood Ibrahim is the fourth in the Most-Wanted list of criminals internationally. Dawood's brother Iqbal Kaskar was deported to India in c. 2003 by UAE. The communal riots in Gujarat and Maharashtra which made the resolve of Syed Zabiuddin Ansari alias Abu Jundal take up terrorism. Jundal who used this alias during a terror operation was born to an insurance agent on November 13 1981.
He was a normal student and had even joined the Indian Technical Institute in the Beed district of Maharashtra. His dossier says that he never showed any signs of being radical all through his teens. However the change began to take place when he witnessed the riots in Maharashtra. The year the Gujarat riots took place, he decided that he had to make a difference after which he joined the Students Islamic Movement of India which had by then shown signs of turning radical (only a part of it).
During his earlier days with SIMI, he was in charge of Uttar Pradesh and Maharashtra and often shuttled between these two states. He organised several camps in both these states and it was later in the year 2003-04 that he was sent to Pakistan to train with the Lashkar-e-Tayiba. The transition into the Lashkar took place after a meeting with Rahil Sheikh, whose name figures prominently in the 2006 train bombings. Jundal who was attracted to the concept of Jihad bit the bait and left to train in Pakistan.
On his return to India, he was left to handle operations of the Lashkar-e-Tayiba and he used the very same camps that he set up with the SIMI to carry forward the activities of the Lashkar. The manner in which he went about his job soon caught the eye of the Lashkar top bosses and from an ordinary foot soldier he had become a trusted operative for the dreaded outfit.
The initial operation thrown up to him was more of a dry run to be carried out in Maharashtra. It was at this time that a major haul of arms and ammunition was seized in Aurangabad. Although 12 of his accomplices were nabbed, he managed to give the slip. The intelligence bureau however believes that a large part of the cache of arms was not seized and this could have been used during the 2006 train blasts. While the train blasts were executed to perfection Jundal however was not present in the country at that time as he had left for Pakistan already.
What made Jundal stand out was the manner in which he was able to both raise funds and recruit cadres into the Lashkar. For a long time the Maharashtra module of the Lashkar was the strongest and this was largely thanks to this man who today is in India’s custody.
Over the years he also donned a bigger role and started recruiting cadres within Pakistan and also sending them to fight alongside the Lashkar in Kashmir. He even stayed in Kashmir for sometime after 2006 and handled operations over there. The Lashkar did realise the talent this man possessed and hence kept changing his base on and off so that the Indian agencies did not get a lurking doubt on what he was up to exactly.
In the year 2008, his name cropped up during the Delhi blasts which was carried out by the Indian Mujahideen. He is said to have provided support to the foot soldiers and using his skills in guiding attacks he managed to get those blasts executed. He was specifically asked to over look this operation as a Delhi blast meant a lot for the IM which was setting its foot hold in India.
However his biggest assignment came in the form of the 26/11 attack. It was during this time that he met with Hafiz Saeed and as per the preliminary investigations he was given a specific role about the attack. He was asked to identify a good target which would send a loud message to the international community and it was then that he suggested Nariman House as a target which was of course later surveyed by David Headley.
He played two roles during the attack. One he familiarised the terrorists to converse in Hindi and he instructed them to always say that they were from Toli Chowki Hyderabad in case they were caught. The other role was to guide the attackers at the Nariman House asking them to make various demands through the media which also included breaking of ties with Israel. Even while guiding the attackers he started off by saying that this is just a trailer and the real movie is yet to begin. Further there were words such as gathbandan (alliance), karenga (to do something) and prashasan (administration) which were used.
After the attack on 26/11, he was asked to lie low and remained in Pakistan. The fact that the Indian agencies remained clueless about his whereabouts and were not able to pin point his exact role in the attack gave him the hope that he could move out of Pakistan. He was then sent to Saudi Arabia. There are conflicting reports as to what he was doing there, but the general belief is that he was there to collect funds and was planning a major operation.
The Indian agencies had however got wind of his movement into Saudi Arabia through connections in Saudi, Nepal and also some intercepts from the United States of America. They watched his movements closely for several weeks and it was finally Saudi Arabia which picked him up and handed him over to the Indian agencies.
The interrogation of Hamza will revolve mainly around the 26/11 attack. The role played by Saeed, others in the establishment will all be questioning points during the interrogation. Sources in the Intelligence Bureau say that he is an important catch and we need to ascertain the lengths he has gone up to spread terror in India. However for Pakistan it is a worrying development. The establishment in Pakistan were aware of some operation leading up to Jundal a couple of days back and had even tried to prevent an extradition from Saudi. However the Saudi regime was very clear that it did not want to entertain any terrorists on its soil and they have a zero policy towards terrorism. This is what went in India’s favour finally.
