I think PDS system needs to be decentralised. Give distributing power to local bodies. So accountability remains locally. Second monitoring of a few public organisations either NGOs or other GOs time to time about this distribution - transparency, fairness and also flow. These monitoring systems can work along with local people's complaints. Below is a successful story in Chattisgarh how PDS can be dealth with.

Food security is getting attention, but feed security for India’s huge livestock population is being unduly neglected. This apathy can prove costly since it can tacitly impinge on food security. Going by the current trend, the demand for livestock-based food products is expected to double in the next 10 years. Without adequate fodder and feed to sustain animal productivity, food availability may come under strain. Though the quantity of agricultural by-products that can be fed to animals is steadily increasing, much of it is in the form of dry straw, which is low in nutrition. The availability of relatively nutritious green fodder and concentrated grain-based feed, on the other hand, is not rising adequately. Grazing lands are also shrinking. Moreover, the vegetative cover of most of the pastures has severely degraded for lack of care.

It is quite an interesting site. Many fascinating ideas. The only ones I speak of with some knowledge are the Agriculture section.

They all share a simple, non-technical foundation and appear to be meant for farmers who may lack access to an industrial base. Indian agriculture is definitely more organized that that may indicate.

Do you have an idea of which particular techniques interest you ?

Though I do have high respect nd regard for MMS as PM, at this point it will be good if he can be replaced with some one who can do some act in terms of policywise for people. In terms of taking a decision and in terms of facing some issues courageously, it is essential to have people like Pranab or Chidambaram or Jairam or even Sonia herself to be the pm so that things can be courageously sorted out.

Manmohan Singh's policies are antipeople's policy. He should not be a PM anymore if he forgets people in India. He should have been given a retirement by this time to head a very good economic organisation such as WTO not Indian country. Such people without a heart for the poor are responsible for all sorts of terrorism in India as when the people are pushed toward poverty and hunger then many join the terror groups which blames others for their poverty and hunger. that is why Naxalites and other terror groups who tend to kill others by blaming them for their poverty. In fact it is people like Manmohan Singh are responsible for not bringing about changes when he is able to do so or at least give a way to those who want to do so! When billions are spent on rockets to space why not a few billions spent on sustaining people who do not have any food. Here too right to food act can make distribution to those people who are not able to access to food as investment with some subsidiaries but later it can also be converted into a working force with their low labour services to Government works such as road and buildings. I should say Manmohan singh is one of the best economist and was certainly one of the best pms of India but not anymore!

The PM is supposed to be the head of the executive in India, and therefore he should have the right to appoint any advisory council. NAC as appointed by Sonia is bound to cause friction with the executive branch.
