Tactics designed to raise taxes have ranged from the standard - media campaigns aimed at getting shopkeepers to display their tax certificates, to the bizarre - groups of transvestites hired to 'shame' tax debtors into paying.

Now Pakistan's National Data Base and Registration Authority (NADRA) has weighed into the problem of endemic non-payment with what it hopes will be a permanent solution.

New CIA Drone Rulebook Forgets to Mention the Nation Where the U.S. Launches the Most Strikes

The Obama administration is close to completing a counterterrorism manual aiming to clearly establish rules for targeted drone strikes, The Washington Post reported last Saturday night. In theory, the idea of establishing rules in an otherwise unregulated campaign seems great. However, the CIA manual glaringly exempts one hot point: drone strikes in Pakistan.

The document, which is expected to make its way to President Obama in the next few weeks, will allow the CIA to continue striking its al-Qaeda and Taliban targets for at least one more year before more rules are established for the agency.

According to the Bureau of Investigative Journalism’s reports, between 2,629 and 3,461 have been killed via drone strikes. Of these, between 475 and 891 were reportedly civilians, and 176 of them children. Between 1,267 and 1,431 have been injured.

Moreover, a report released by Stanford and NYU late last year showed that the number of “high-level” targets killed as a result of the drone campaign is pathetically low – estimated to be only 2%.

An NYU graduate student even began tweeting times, dates, and casualty counts for every reported drone strike from 2002-2012 from his account DroneStream, painfully pointing out the number of civilian deaths in Pakistan.

According to The Washington Post, a senior U.S official said that although there are still a few minor issues with the playbook, it “will be done shortly.”

The Washington Post also points out among the efforts in the new playbook, the process of adding names to the kill lists is one of them. The sequence of approvals needed when drone strikes are carried out by the CIA or the U.S. military outside of war zones are also established in the document.

Last year, in the midst of disagreements among the State Department, the CIA and the Pentagon regarding the official criteria for many operations including the strikes, the efforts to construct the playbook were nearly abandoned. According to The Washington Post, exempting the CIA for its Pakistan operation was a necessary compromise needed to facilitate the progress on the rest of the playbook.

The contention between the agencies was mostly based on the issue of “signature strikes” – the CIA’s practice of launching strikes based simply on suspicious behavior rather than clear intelligence about the targets.

The decision to grant the CIA the exemption was also in part due to the fact that the U.S plans to pull most of its troops out of Afghanistan over the next two years, effectively limiting America's ability to weaken al-Qaeda and the Taliban as the drones are flown out of Afghanistan bases.

Critics of the manual see the document as institutionalizing the U.S.’ targeted killing program, a practice likely to be seen as an anathema prior to the 9/11 attacks.

The playbook is “a step in exactly the wrong direction, a further bureaucratization of the CIA’s paramilitary killing program” said Hina Shamsi, director of the ACLU’s National Security Project according to The Washington Post.

One former official has said that the exception will be in effect for “less than two years but more than one,” meaning that Pakistani civilians have yet another year of drones raining down upon them, and yet another year of facing a disparaging number of civilian deaths. :rotfl:

does pakiland have TDS (tax deduction at source)? I can't imagine any country not having TDS for the salaried population. That means the size of the so-called middle class in pakiland is < 0.5 % of the population.

The various news-anchors in pakistani channels have to give frequent programs where they get "for rent Indians" to criticise Indian democracy, judicial system, human-rights, media and the civil society. I seriously think Jyoti Malhotra is mentally unbalanced and I am not joking. Her columns are rambling and make no sense (they are anti-India, given. but they actually make no sense what so ever). BTW as a datapoint, a few weeks ago she wrote a column which said "India should learn to bear pain" vis a vis terror originating in Pakistan.

That lady had lost her marbles for quite a number of years.

New SARS-like virus infects British patient in tenth case globally

(Reuters) - A new virus from the same family as SARS that sparked a global alert last September has been found in another patient in Britain, health officials said on Monday.

The latest case of infection with the new virus known as a coronavirus brings the total number confirmed globally to 10, of whom five have died.

The World Health Organisation (WHO) said the latest infection was "a sporadic case" and did not alter the WHO's risk assessment. It added, however, that the new case "does indicate that the virus is persistent".

The British patient, who recently had traveled to Saudi Arabia and Pakistan, is receiving intensive care treatment in hospital in the city of Manchester, northern England.

The whole thing is surreal. The real revelation is the irrationality of Marianna Babar and her abuse of MMS as being worse than Zia. I hope someone who solicits her column for Outlook sees this.

JM is all over the place. After vilifying all organs of the Indian state she suddenly takes off on Pandits being driven out by machinations of Pak Army and ISI, Lashkar terrorists roaming free in Pak and MFN being of no consequence to India. Making peace with the TTP - Edit in DT
The chorus of voices demanding the Tehreek-e-Taliban Pakistan’s (TTP’s) offer of talks be taken up seems to be growing louder. Whereas Imran Khan is feeling vindicated by Nawaz Sharif’s endorsement of talking to the TTP, politicians in Khyber Pakhtunkhwa (KP) are pushing for a peace deal with the militants, partly or wholly because they fear violence during the election campaign. The induction of Shaukatullah Khan as the new Governor of KP has encouraged these politicians as they think his tribal background will assist in the effort to restore peace in the strife-torn province as well as FATA. The new Governor has himself pronounced immediately after taking oath that this would be his main mission. But he also emphasised that his efforts to reach out to the militants would only follow the all parties conference on the issue, an idea the ANP has put forward. There is also speculation that Maulana Fazlur Rehman’s proposal of setting up a jirga to hold such talks could offer a traditional mode of conflict resolution that may be more efficacious. Some are saying the Maulana’s journey to Qatar to talk to the Afghan Taliban is part of this strategy. The reasoning behind this is that developments in the fight against the TTP and affiliated militant groups have revealed the nexus between the Afghan Taliban and their Pakistani counterparts, :rotfl: evidence for which is the safe havens militants expelled from Swat have found just across the Afghan border in areas controlled by the Haqqani network. The TTP is relying on the lack of unity and consensus in Pakistan’s polity on how to approach the problem of the TTP. The latter may be offering an olive branch, but that has not stopped it continuing to fight while dangling the carrot of talks; witness the recent attacks against Shias in Hangu and on a military check post in Lakki Marwat. Talking while fighting is a time tested tactic for insurgents.

The questions to be asked revolve around whether the TTP offer should be taken seriously, how would the TTP’s past approach of using peace agreements to regroup and strengthen themselves be prevented, and how the agenda of the TTP would be dealt with during the negotiations, if they take place. The ‘enthusiasm’ of the ANP and other KP political parties for such talks may partly be owed to the experience of talking to the militants in Swat, which arguably exposed their malign intent and paved the way for an operation that uprooted them from the valley, as well as considerations of the threat to election campaigning activity from suicide bombers and other forms of attack. The federal PPP-led government has so far been ambivalent about the TTP offer, while the military is maintaining an enigmatic silence. Reports say the military’s view remains that the peace offensive of the TTP should not deceive or disarm us and that the likelihood of continuing military confrontation is still the most convincing scenario.

On the other hand the US is said to be hostile to the idea of Pakistan negotiating with the TTP, which some observers have contrasted with their approach to talks with the Afghan Taliban. Washington’s view appears to be that the two situations are dissimilar, with 12 years of fighting and the impending withdrawal of US and NATO forces from Afghanistan providing the opportunity and momentum for exploring a power sharing arrangement in Kabul that would ensure a smooth exit for the western forces and prevent a new civil war after. The TTP, in the US’s analysis, represents hardline extremists who used peace agreements with Pakistan in 2011 to join hands with the Afghan Taliban and ratchet up sensational attacks against the western forces, penetrating into the heart of the security establishment in Kabul itself. Washington recognises the TTP’s objective as overthrowing the Pakistani state and imposing its rigid interpretation of Islam on Pakistani society. This is a nightmare scenario for the Americans, since it threatens to undo their plans in Afghanistan. Given all these contradictory views on the TTP offer, it does not appear as though the peace offer will take off any time soon, and perhaps too late to ensure the elections, at least in KP, are not affected by the TTP’s attacks.
