Mystery surrounds the sudden departure of Pakistan’s banned Test leg-spinner, Danish Kaneria and his family to India although his brother claims they have gone to perform some religious rituals.
Kaneria, his wife, children and his mother flew out to India on Sunday night and are presently said to be in Kochi but speculations are rampant that the banned player might have gone to India to seek a livelihood and settle down there.
“My family is in India to perform some religious rituals which will take around 10-days. Our return dates are not confirmed as yet,” Kaneria told a television channel from India.
His brother, Vicky Kaneria, who is in Karachi and employed with an oil campany also insisted it was a personal trip for religious purposes.
But he was unwilling to speak further on the issue. Speculations have been rife over the real purpose of the visit to India as Danish Kaneria had earlier this year reportedly said he would have got more justice in India being a Hindu by faith.
Fed up with the non-cooperation of the Pakistan Cricket Board, Danish had caused an uproar in Pakistani cricket circles when he said that if he had not been a Hindu his case would have been handled differently by the cricket board.
The leg-spinner was also disappointed when he got no response to a letter he wrote to Prime Minister, Nawaz Sharif in early April about his case.
The leg-spinner, who appeared in 61 Tests for Pakistan, was banned in 2012 by the England and Wales Cricket Board for life for spot-fixing and has since then also lost two appeals to have the ban overturned.
Kaneria is facing another case in the Sindh High Court where the ECB has filed a petition for recovery of fines and costs of the case totaling over 200,000 pounds.
At the last hearing of the case the court ordered that details of the bank accounts of the leg spinner be submitted with it.
Speculations are rife since in the last two years number of Hindu families have migrated to India.
In his letters sent to the prime minister and other government dignitaries and ministers, Kaneria has pleaded his case on humanitarian grounds.
According to Kaneria’s earlier statements, his involvement is yet to be proven in a court of law, but the PCB and the ECB have maintained their life ban on him and prevented him from earning his livelihood.

Man who moved LHC against JuD ‘Shariah court’ kidnapped, harassed
LAHORE: A property dealer who had been pursuing litigation in the Lahore High Court against a religious organisation’s self-styled ‘Shariat Court’ was briefly kidnapped, intoxicated and threatened by two unidentified men on his way to the court on Tuesday.
Mr Saeed said the kidnappers forced him to drink a glass of juice before throwing him near the Ghazi Ilamuddin’s shrine in semi-conscious state.
mashallah world should take notice of improving security and human rights situation in Pakistan. People are being only briefly kidnapped and released unlike a few years ago when people were being kidnapped and killed.

Work to start on 3rd unit of Karachi nuclear plant soon
FUQING (China): Construction work is expected to start within weeks on the third unit at the Karachi nuclear power plant using a reactor developed by the China National Nuclear Corporation (CNNC), according to a spokesman for the company.
A report published on the website of China Daily said the K3 plant would be built by using Hualong One, the CNNC’s third-generation nuclear reactor design.
Mr Pan said that CNNC had been accelerating its efforts to sell the technology to other overseas buyers.
Everyone knows the reliability of "Chini high technology".
The CNNC signed a framework deal last week with Sudan to build a 600-megawatt atomic reactor, its first project in the African country.
Any final agreement is expected to include technical and training services, in a country that has yet to develop a nuclear power station.
Caveat Emptor! Buyer Beware !!!
Li Zhuoqun, the deputy director of CNNC’s nuclear power division, said: “One reactor may be worth several billion dollars, but there could be deals worth hundreds of billions of dollars further down the industrial chain.”
The China National Nuclear Power, a CNNC subsidiary, currently has 14 nuclear reactors in operation, with 11 under construction in China.
A little while ago, a Paki nuclear scientist had urged the Government to re-consider their decision to locate this plant near a major population centre in view of the possibility of a nuclear accident !

Afghanistan closes Peshawar consulate to protest staff harassment
Afghanistan has closed its consulate in Pakistan's northwestern city of Peshawar in protest over alleged harassment by Pakistani security forces, it was reported on Wednesday.
"The consulate will remain closed for an indefinite period of time. We want a concrete assurance from the host country that Afghan diplomats will not be harassed in the future," a source in the consulate told Pajhwok Afghan News.
Asked for comment, a senior security official in Peshawar claimed that a diplomat's vehicle violated the specified diplomatic protocol. "And that's why the car was stopped for a security check," he argued, insisting that harassment of the consul-general who was inside the vehicle was never intended.
Meanwhile, Pakistan's Foreign Office spokesman Nafees Zakaria has said he was aware of the incident and that the ministry will issue an official statement after obtaining all the relevant information from the concerned quarters.
There have been testy exchanges between the two nations in recent months, including the closure of their common border at Torkham for three days. However, the frontier was reopened after talks between Pakistan Army chief General Raheel Sharif and Afghan Ambassador Omar Zakhilwal.
On May 31, the Pakistani authorities asked Afghan nationals not to travel without valid travel documents as Islamabad was yet to consider their request for relaxation at Torkham border.
The border officials made the announcement in this regard over loudspeakers near the Torkham border on Tuesday.
The Afghan nationals were told that they would not be allowed to enter Pakistan without a visa. Those who try to enter Pakistan illegally would be detained and prosecuted, the announcement said.
The Pakjabi dominated Govt in Pakistan is alienating the Pashtuns on both sides of the Durand Line . And this will revive the demand for Pashtunistan . With the Balochi problem still unsolved, rough times ahead for Pakiland !

Imran asks government to appoint caretaker prime minister
ISLAMABAD: The Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan on Tuesday said the government should appoint a caretaker prime minister in the absence of Prime Minister Nawaz Sharif due to his illness.
Talking to media persons at his Bani Gala residence, Imran Khan said his party had decided to launch a protest movement over the PanamaLeaks issue. He billed the PML-N government as a mafia, which wanted to resort to more and more corruption instead of checking it. He alleged that the ruling party wanted to hide its corruption behind the parliamentary committee.
He wants to dislodge the "elected" govt from power - by hook or by crook !
Imran asserted his party would also raise the issue of the PanamaLeaks at every forum, including the Election Commission and the Supreme Court. He said he was sending a bouquet to Prime Minister Nawaz Sharif, wishing his early recovery from heart surgery.
The Panama leaks is another weapon in his hands !
Imran wondered what stopped the prime minister from explaining to the nation his position on his children’s offshore companies...

Immy the Dummy is simply the mouthpiece of the Pakistani Army which has been trying to dislodge Nawaz under some pretext or the other especially after Raheel Sharif took over. It is a rule in Pakistan that a carefully chosen military General would be the one to dig the grave of the Prime Minister.

ONE of the principal developments of this financial year is the winding down of the military operation in North Waziristan. With the successful end of the operation in the Shawal valley in mid-April, seven years of near-constant fighting between the army and the banned TTP that began in May 2009 and continued till the capture of the Shawal valley will slowly be wound down.

Last year the government was forced to seek a relaxation of 0.3pc of GDP in the budget deficit target set with the IMF, equal to Rs100 billion, to meet extraordinary, unbudgeted and “one-off” expenditures arising from operation Zarb-i-Azb, the latest operation in the seven-year-long campaign against the TTP. Next year’s budget will seek an additional Rs100bn under the same head one more time, according to a high-level source in the finance ministry, to pay for “capacity building of the armed forces” as well as IDP-related costs. The former includes the cost of creating one division for CPEC security.

The non-stop fighting between the Pakistan Army and militant groups since 2009 — from Swat, Bajaur, Khyber to S. Waziristan and N. Waziristan — has exacted a heavy toll in blood and treasure from the country. Of the 60,000 military and civilian casualties due to terrorism that the country has suffered since the war on terror began, more than 47,000 of them have been in the period when these combat operations began in Swat and the tribal agencies in 2009, according to data from the South Asia Terrorism Portal. More than two million have been displaced due to the fighting, placing Pakistan in the top 10 countries hosting the largest population of Internally Displaced Persons (IDPs) in the world. By all counts, the seven-year-long campaign against the TTP has been the longest and most ferocious fights that the Pakistan Army has ever had to undertake.

The budget has also borne a heavy burden due to this fight, although it is very difficult to get an idea of how much the fighting has cost since the figures are not reported. Even though the reported defence budget has increased by 50pc since 2009 — which coincidentally was the first year when the defence budget was presented before parliament since 1964 — as a proportion of total expenditure it has remained constant at around 12pc.

But the reported defence budget only represents the cost of salaries and benefits. Military pensions are paid from general government pensions, totaling Rs511bn from 2011 till 2015, averaging at Rs127bn per year for this period, according to figures presented in the Senate by the defence minister.

The military operations appear to have largely been paid for through grants, and in 2010 the finance ministry approved grant expenditure for the Malakand operation totaling almost Rs93bn. Cost estimates for subsequent operations have not been reported, whether officially or unofficially.

But throughout the years when the fighting raged, words uttered by successive finance ministers, and research conducted by some think tanks, reveals a constant behind-the-scenes push for additional budgetary resources coming from the military. In January of last year, for instance, Finance Minister Ishaq Dar said he needed Rs150bn additional resources to meet “extraordinary security related expenditures”. Combined with the unofficial figures reported about the Malakand operation from 2010, it is easy to see that the costs have been considerable, coming in somewhere around Rs100bn per year.

The trend of growing absorption of fiscal resources to meet military expenditures had begun by 2009. In the mid 2000s, the growth in the defence budget had petered out while development spending continued rising. The turning point came 2007, the year when the first campaigns against TTP-affiliated groups began, when there was an increase of 11pc in defence, followed by another 19pc increase the next year. By contrast, development spending increased by only 5pc in both years. As the trend continued, defence spending outstripped development spending in fiscal year ended June 2011, according to a paper by CIDOB, a Barcelona-based think tank.

Coupled with the costs of the operations, there are also costs with “capacity building of the armed forces”, and a large scale arms procurement effort under way to match India’s enhanced arms acquisition drive. The large scale costs coming from these heads are not reflected anywhere in budget documents, or the balance of payments accounts of the country.

The expenditure has brought its dividends. The TTP had marched up to Islamabad’s doorstep in 2008. Today they are scattered and their last remaining bastion in the country has been captured by the army.

The economy has noted these developments too. This year’s growth rate has returned to what it was in 2007, and a survey amongst foreign investors conducted in March and April, on the cusp of the victory in the Shawal operation, reported a spike in business confidence, which jumped by 14pc after having risen by another 22pc in the last survey held in late 2015.

“This is the highest level of business confidence ever achieved since OICCI started the survey in early 2010,” said the OICCI while releasing its results, adding that a detailed look at the survey shows that “effectively tackling law and order situation and visible improvement in energy management” are the main reasons behind the return of business confidence.

But there is a darker side to this story too. With the increased defence allocations over the years when the fighting raged, the business interests of the armed forces also increased at a record pace. Real estate schemes – fueled by a slash-and-burn land acquisition drive – grew so fast that at one point a judge of the Lahore High Court, when examining the map of Lahore showing the expansion of DHA, remarked that “it seems half of Lahore is going to be DHA”.

In the same Senate session where the figures for military pensions were presented by the defence minister, Farhatullah Babar also pointed to the huge plots of land acquired by the armed forces for defence personnel throughout the country that had been converted into residential complexes, golf courses and other recreational spots.

An even darker side of the story emerged when it was revealed that Kamran Kiyani, the brother of the army chief who had initiated these campaigns, was himself involved in the land deals of the era, and his role was going to be investigated by NAB. The fighting is going to die down, but whether or not there will be a peace dividend for the country remains an open question, notwithstanding the applause from the business community.

Why water scarcity is a bigger threat to Pakistan's security than militancy
A country which is dealing with homegrown Islamic militancy and an exponential rise in extremism might not be too concerned about water shortage, or at least it would not be its top priority. That is why the Pakistani government has hinted that it will significantly increase the defense budget for the next financial year, ignoring the fact that water scarcity could be a bigger menace than Islamic terrorism.
According to Lahori logic, increased defense budget will help in solving water scarcity !

Pakistan has the world's fourth highest rate of water use. Its water intensity rate - the amount of water, in cubic meters, used per unit of GDP - is the world's highest. This suggests that no country's economy is more water-intensive than Pakistan's.
And yet water management is zero!
The bulk of Pakistan's farmland is irrigated through a canal system, but the IMF says in a report canal water is vastly underpriced, recovering only one-quarter of annual operating and maintenance costs. Meanwhile, agriculture, which consumes almost all annual available surface water, is largely untaxed.
The scarcity of water is also triggering conflicts in the country. Experts say the economic impact of the water crisis is immense, and the people are fighting for resources. Three out of four Pakistani provinces blame the most populous and politically empowered province, Punjab, for usurping their water sources.
"The political implications of the crisis have yet to be determined, but we can expect that if nothing is done and the situation gets worse, pressure on the political leadership will intensify. In the years ahead, this could lead to unrest-and, if things get sufficiently out of hand, perhaps even a military takeover. None of this can be ruled out. Such is the seriousness of the situation," said Kugelman.
"Some may say that loose nukes and Islamist militant takeovers are the big fear for Pakistan. For me, the nightmare is water scarcity, because in Pakistan it is very real and already upon us," the expert added.
Once Kashmir is "given" to them and /or "solved" according to their terms, the water scarcity will disappear like magic :mrgreen:

San Bernardino Shooting: Feds File Suit Against Family of San Bernardino Shooter to Seize Life Insurance Polices
Federal prosecutors on Tuesday filed a lawsuit that would allow them to seize the proceeds of life insurance policies held by one of the San Bernardino shooters.
The two policies, owned by Syed Rizwan Farook, were worth a total of $275,000 and listed Farook's mother, Rafia Farook, as the beneficiary.
Farook and his wife, Tashfeen Malik, died in a shootout with law enforcement after the Dec. 2, 2015, attack at the Inland Resource Center that killed 14 people.
One policy, worth $25,000, was taken out in 2012, according to a statement from the U.S. Attorney's Office announcing the civil asset forfeiture suit. The other, for $250,000, was obtained in 2013.
The possibility that these policies were taken out for the mother to be taken care of financially, because of their planned martyrdom, cannot be ruled out !
The case prompted a legal fight between the Justice Department and Apple, which refused to unlock an iPhone that Farook used. The government eventually said it had managed to access the data stored on the phone.
During their investigation of the family, federal officials arrested three others with links to the attackers — the older brother and sister-in-law of Farook, plus Marquez's wife — on charges related to a possible sham marriage. They don't face any terror-related offenses.

Lankan monks perform Buddhist rituals in Pakistan for the first time :roll:
A 38-member delegation of Sri Lankan monks performed religious rituals for the first time at an ancient Buddhist historical site in northwest Pakistan.
The monks conducted rituals during Visak festival at Buddhist remains in Takht-e-Bahi tehsil of Mardan and Hund area of Swabi districts of Khyber Pakhtunkhwa, the Press Trust of India reported.
Pakistani officials said that in future Buddhists from all over the world would be invited to visit their sacred and worship places in Pakistan.
Are these monks aware that traces and relics of the famous Ghandara Civilization has been completely wiped out due to the Islamic invasion. And just a decade and half ago, the Taliban in their zeal (with financial support of Pakistan and Saudi Arabia ) destroyed the famous Bamiyan Budhist statues. Not to speak of different precious Bhuddhist relics exported illegally by officials of the Pakistan Govt and sold to art dealers in London and New York. The monks may be aware of all this, but just too polite to speak up.

Obviously the Mullah Brigade is not aware of this non- Islamic practice !
Samina is a worker for the Marginalised Area Reproductive Health Viable Initiative – Marvi – once a popular emblem of female independence in Sindhi folklore
Trained by the Karachi-based Health and Nutrition Development Society (Hands), roughly 1,600 Marvis are dispersed throughout Pakistan’s remotest villages...
In addition to birth control options, Marvi workers also teach women about birth spacing, or providing a gap between pregnancies to protect the health of a mother.
Opposition to birth control in Pakistan often takes on a religious hue, so Marvis are trained to sensitise local religious leaders on the health benefits of family planning. The Marvi programme relies on community mobilisers – ranging from religious leaders to influential landlords – to communicate the benefits of contraceptives. In 2014, approximately 40 Islamic religious leaders approved birth spacing for women in Pakistan.
IMO, all these practices are Unislamic and in contravention of Sharia Law. No less than Erdogan of Turkey , who fancies himself as the New Caliph of all Sunni Muslims has "fatwad" that birth control should not be done and advised all Muslims to have as many children as possible :mrgreen:

Pakistan: Jihadist Sanctuary Prospers In Eastern Punjab Province
For the past 13 years, Pakistan has strafed the country’s western mountainous regions bordering Afghanistan as jihadists killed more than 60,000 Pakistani civilians and soldiers.
But Islamabad appears to have turned a blind eye to parts of its eastern Punjab Province, bordering India, where an array of radical jihadist groups have quietly prospered and now pose significant threats to regional security.
Part of the Jihadist Reserve Force to ultimately use against India, but like the TTP may come back to bite its patron !
According to a report by the Brussels-based International Crisis Group (ICG) this week, the southern districts of Punjab, collectively dubbed south Punjab, “must be central to any sustainable effort to counter jihadist violence within and beyond Pakistan’s borders.”
The report said Pakistan will need to “end the climate of impunity” that allows hard-line Sunni militant groups such as Jaish-e Mohammed and Laskhar-e Jhangvi...
Ilyas Raza, a journalists based in Bahawalpur, a city in southern Punjab, agrees with the ICG’s findings.
Ayesha Siddiqa, a Pakistani security expert, shines more light on the mushrooming growth of jihadist groups in the region.Siddiqa, who has closely followed the rise of Islamist militants, says that unlike some militant networks in the Federally Administrated Tribal Area and Khyber Pakhtunkhwa, those in southern Punjab have not attacked Pakistani security forces and are instead accused of attacks in neighboring India and aiding militants active in Afghanistan.
Siddiqa herself is from Southern Punjab , so she knows what she is talking about !
India blamed Jaish-e Mohammed for the January attack on its air-force base. At least eight Indian civilians and soldiers were killed in the attack, reported to be mounted by four perpetrators. While Islamabad initially offered a joint probe into the incident, little progress appears to have been made in the investigation.“Pakistan doesn’t need to attack the militants in southern Punjab,” she noted. “Instead, it needs to amend its policies.”
Punjab Law Minister Rana Sanullah, however, claims Islamabad has abandoned covert support for militant groups.“Pakistani civilian and military leadership is adamant in ensuring that Pakistan’s soil will not be used for terrorism inside the country or against a neighboring country,” he told the BBC.He too, however, acknowledged that despite an official ban on Jaish-e Mohammed and other groups, it was difficult to prosecute them for alleged crimes.“If the state was behind something, then how can you prosecute these groups?” he asked.

Pak-Afghan border to shed ‘porous’ tag soon
PESHAWAR:
The adjective ‘porous’ will soon disappear from descriptions of the 2,450-kilometre-long border between Pakistan and Afghanistan, as the first border management system at Torkham, in Khyber Agency, will become functional from June 1, a senior security official said on Monday. People without a valid passport will no longer be allowed to cross into Pakistan.
The move is part of a comprehensive project to secure the Durand Line that has been a bone of contention between the two neighbours. After Torkham, the rest of the seven entry points into Pakistan from Afghanistan – right from Arandu in Chitral to Ghulam Khan in North Waziristan – will be built in the same manner, subject to funding and other modalities involved, said the official.

An estimated 10,000 to 15,000 people cross the border daily on either side at Torkham without proper travel documentation. Authorities have long believed that most terrorist attacks on Pakistan’s soil originated from Afghanistan. This may not tell the full story. The TTP originated in Pakistan itself ; these are Islamists nurtured by the Paki Fauj, who now feel that the Paki Govt is not "green" enough and are seeking their revenge !
The Torkham border was shut down on May 10 for four days after Afghan forces blocked a Pakistani authorities’ move to fence their side of the border, even though the hedge was 30 metres inside Pakistani territory. The Angoor Ada border post that was handed over to the Afghan defence ministry on May 21 as a trust building measure was closed for nine days by Afghan authorities.
However, the Easement Rights of Divided Tribes along the Durand Line, an understanding reached between the British Raj and Afghanistan that allows tribes straddling the border to move freely, will only be extended to the Shinwari tribe settled on both sides of the border – but that too within 20 kilometres of the border.
Another official explained that there were two areas in Fata where militants from across the border were still attacking, Alwara in North Waziristan and Rajgal in Khyber Agency. However; forward line troops have secured the areas surrounding these two zones to effectively check infiltration.
Another reason for these harsh measures is to give a message to the Afghan Govt to stop criticizing Pakistan in international forums; expect more such tactics in the future when the Chahbar Port is operational and India-Afghan trade does not have to rely on the "goodwill" of Pakistan !

I am waiting to see the liberation of Baluchistan and Sindhudesh+liberation of Sikh Lahore. Not only their formation, but getting absorbed into the Indian mainland and ending the 60 years of mass murder factory next door. For all the Jihadis' what's left can be the new Bakistan and all Bakis can live their like true Araps.And when time comes that also can be sorted out.

Taliban chief also issued local resident certificate
Afghan Taliban chief Mullah Akhtar Mansour had obtained not only Pakistani national identity card and passport but also a local resident certificate in the name of Wali Mohammad, according to the Federal Investigation Agency (FIA) which is investigating the issuance of the documents.

An officer of the FIA said that they had found a local resident certificate showing Wali Mohammad (Mullah Mansour) a resident of Qila Abdullah district of Balochistan and belonging to Kakar tribe.

The certificate was the first Pakistani nationality document issued to the Taliban chief in 1999. It was signed by the then deputy commissioner of Qila Abdullah district, Hafiz Mohammad Tahir.

“We have initiated an investigation into the issuance of the certificate,” the FIA official said.

Hafiz Tahir is already facing an inquiry into attestation of Mullah Mansour’s form for the identity card.

The Taliban leader was killed with driver Mohammad Azam in a US drone strike in Kochkey area of Nushki district on May 21 while going to Quetta from Taftan in a car.

The car was registered in the name of Ahmedullah Khan, a resident of the Gizri area of Karachi

Pakistani entrepreneurs arrested for allegedly stealing source code
Four members of a startup formerly incubated at Google-backed The Nest I/O have been arrested for infringing on intellectual property rights, according to local media reports in Pakistan.
The entrepreneurs run Investors Lounge, a portal for budding investors to see updated financial data on things like stocks, mutual funds, and commodities. It recently secured its first round of funding.
The four individuals – Baqar Abbas Jafri, Sennen D’Souza, Hammad Ali Hashmi, and Waqar Ehsan – were previously associated with The Nest I/O, a startup incubator based in Karachi which has received funding from Google for Entrepreneurs, Samsung, and the US State Department
The inevitable "funding" from the original "mai baaps" of Pakiland ! :mrgreen: While the Chini-blothers are known for their "famous" reverse engineering, the Pakis take the short route and indulge in pure and simple stealing ; the best example is that of the photo-chor A.Q. Khan still protected by the Deep State - lest he may be kidnapped or spill the beans to protect his own behind !
The complainant in the case says the founders of Investors Lounge were its former employees. While at AMZ MAK Capital, they had been given the task of building a social media platform for investors. Instead they allegedly stole the source code and used it to build an alternative product with a few minor modifications.
Coincidently, in this case, both the culprit and the accuser belong to the same nationality !
Mir Mohammad Ali Khan, the CEO of AMZ MAK Capital, said he took to the courts to prevent the entrepreneurs from running away with the idea. After hearing the merits of the case, the judge decided to issue arrest warrants. The source code is valued at US$140,000. That is lot of moolah for needy bhooka nanga Pakis !
A formal trial will now be held to determine the outcome of the case.
Outcome/ verdict may not be decided on objective evidence, but allowance should be made for factors such as how much "sifarash" is available to both players, is the (Islamic?) judge competent enough to understand the software development industry, can he be "adequately" bribed to look the other way and most importantly, what does Sharia Law have to say in all this (blood money applicable ?) :mrgreen:
Jehan Ara, the head of Nest I/O, says the case is totally without any merit. “This is a false accusation,” she outlines. “I know these youngsters personally and the product was created from scratch […] It is heartbreaking and totally unjust that these young entrepreneurs who have struggled so much and worked so hard to get to this stage should be put through this. Every year in June since 2013, Finance Minister Ishaq Dar presents the federal budget in Parliament, using the occasion for self-congratulation. After all, the government has spent just six months planning out expenditures that run into trillions of rupees.
What’s missing, however, is context.
In Pakistan, all policies, including budget process, are made on the fly (ad hoc, personal whim, IMF pressures etc)
]Unfortunately, there is no scientific planning involved in making the budget and tax policies are changed without thoroughly studying their implications on jobs, growth and the industry. The targets are set in the air, without any vision or consideration of their macroeconomic effects. If the past three years are any indication, the government’s focus has been on how to increase revenue, and not on growth.
Looks good on paper! implementation is headache of someone else ! :mrgreen:
Expenditures always turn out to be larger than envisaged. But when it comes to development, expenditures are often less than what were originally planned.
Revenues recorded are always less than stated in the law (budget) but what’s worse is that some of the decrease happens because the finance minister and the Economic Coordination Committee (ECC) of the Cabinet hand out tax exemptions as protests and lobbying influence gather pace.
. And then there is the "bribe and corruption factor" that nobody is willing to face !
Article 77 of the Constitution says Parliament has the power to tax. However, it is the finance ministry that always violates the Constitution and the law with ease. Add to that, Parliament is indifferent to or unaware of its responsibility, or worse, both.
The "quality and competency" of the MNA's leaves a lot to be desired, specially when the Head Of The Ruling Party (Ganja Sharif) is avoiding the National Assembly Building In Isloo like a plague (i) to concentrate on saving his Panama loot or (ii) concentrate on saving his own health :mrgreen:
Parliament’s hands are tied. The finance ministry provides supplementary budgets amounting to hundreds of billions of rupees and informs Parliament at the end of the fiscal year. Expenditure overruns and re-allocations during the year are all done whimsically by the finance ministry.
The ECC grants tax exemptions to various sectors on demand even though these have revenue implications for the original budget in place. (so "sifarish" here also comes into play !)These are gross violations of the budget law and no one notices. Experts argue that the ECC should not consider proposals that are not backed by the budget law.
..There are no checks and balances. Subsidies are always understated.
Dr Haque says to please donors the finance ministry chases fiscal numbers that are not in sync with ground realities.
So, Lahori Logic determines the numbers not honesty !
he worst element of the taxation part of the budget is that the annual collection target is set on flowery assumptions. The FBR does not bother to ask its field formations to conduct a survey to figure out whether businesses are doing well in their jurisdictions. Due to this faulty exercise, authorities end up levying new taxes to meet targets besides blocking taxpayers’ refunds.
What has remained constant in the past three budgets is the International Monetary Fund. For the IMF, the message has been that the government would adhere to fiscal consolidation and, to fulfill this promise, the government will not shy away from fudging some figures.
Two years ago, Finance Minister Ishaq Dar had announced to set up an Export-Import Bank of Pakistan with a paid-up capital of Rs100 billion, meant to give loans to exporters at reduced interest rates. He has yet to fulfill his promise. The government also announced a special textile package, which was never implemented despite the passage of two years. The end-result – exports are falling.
One of the highlights of the past three budgets has been the China-Pakistan Economic Corridor. It was a welcoming step and the credit largely goes to China. However, this strategic initiative has started meeting setbacks due to the usual bureaucratic inefficiency and the political leadership’s habit of performing groundbreaking ceremonies without doing any homework.
The writers have underestimated the role of the TWO BIG ELEPHANTS IN THE (BUDGET!) ROOM; the presence of the IMF factor- the organization is prodding the almost-insolvent ship of state and wants to ensure that at-least they are able to remit the interest portion of the repayment back to Massaland; And secondly, the writers have completely ignored the demands/pressures of the Defence Establishment (sacred "cow"; cannot be touched/ discussed in media forums :mrgreen: )in framing the budget process; the military is famous for appropriating a major portion of the available monies and no one dare question them on that score ; and also they are "smart" enough to fool all and sundry by "hiding their portions" in general allocations and vague terminology; even the IMF dare not question them !

‘India is widening spectrum of conflict’ - Dawn
ISLAMABAD: A think-tank specialising in defence and strategic stability affairs on Wednesday said that India was widening the spectrum of conflict and that Pakistan’s response was being constrained by poor governance.

While referring to Indian attempts to disturb Pakistan’s sub-conventional stability by sponsoring terrorism in the country, President of Strategic Vision Institute (SVI) Dr Zafar Iqbal Cheema said that India was expanding the spectrum of conflict in Pakistan.

Mr Cheema was talking at the conclusion of a three-day seminar on ‘National Security, Deterrence and Regional Stability in South Asia’ on Wednesday,

“Pakistan is militarily well equipped to maintain an adequate conventional and nuclear deterrence equilibrium vis-à-vis India. There are no major worries in military or nuclear realm as far as Pakistan’s preparedness is concerned for dealing with threats from India,” Dr Cheema said. {This guy, known for proximity to the military, is asking for the ouster of Nawaz Sharif, an Army obsession these days}

However, he expressed his fears that with fresh political and diplomatic challenges, weak governance would hinder adequate response.

“There is a consensus that the country is suffering from poor governance which does not enable us to deal with non-military challenges to national security,” he said.

He said that based on the proceedings of the seminar, SVI calls for urgent remedial measures. “India is trying to contain and squeeze Pakistan in terms of its foreign relations, economy and security,” Dr Cheema said.

A number of other defence experts, academicians, policy analysts and retired senior officials also spoke at the seminar.

Dr Zafar Nawaz Jaspal of Quaid-e-Azam University also expressed the concern that India was focused on encircling Pakistan. He said Modi’s recent visits to Saudi Arabia, Iran, Afghanistan and upcoming trips to Qatar and US indicate the Indian government’s policy direction and priorities. {So, Indian PM should not visit any foreign country at all because Pakistan is paranoid?}

Economic Survey: Pakistan misses GDP target

ISLAMABAD: Federal Minister for Finance Ishaq Dar on Thursday launched Economic Survey, a day before presenting annual budget for 2016-17, shedding light on macroeconomic performance achieved by the country in outgoing financial year.

Speaking at a press conference, the minister said government achieved 4.7 percent GDP growth in outgoing fiscal year. The government, however, missed GDP target, which was set at 5.5 percent, largely due to poor performance in agriculture sector.

The country, he said missed target in the agriculture sector due to 28 percent decline in cotton crop , adding that the government announced Rs600 billion Kissan package during the current fiscal year.

He said the government would announce package for growth in agriculture sector in the next fiscal years.

The minister said the budget deficit for the current year remained 1.52 billion dollars.

Pak needlessly internationalising Kashmir: India - PTI
India on Thursday lambasted Pakistan for “needlessly internationalising” the Kashmir issue, asserting it was not the main cause of tension between the two countries and that externally sponsored terrorism was the central issue.

External Affairs Ministry Spokesperson Vikas Swarup also said Pakistan needs to end its illegal occupation of parts of Jammu and Kashmir and stop interfering in India’s internal matters.

“We completely reject the insinuations by the vested interests against India which has rightful sovereignty over the entire state of Jammu and Kashmir. We also stress that there are no global dimensions of the Kashmir issue except in the minds of those who seek to needlessly internationalise a bilateral matter.

“Pakistan needs to vacate its illegal occupation of parts of Jammu and Kashmir and address the suffering caused to millions in those parts,” he said.

He was asked to comment on a conference in Islamabad organised to discuss global dimension of Kashmir issue.

When asked about Pakistan President Mamnoon Hussain’s comments on Wednesday that India was “running away” from talks, Mr. Swarup said, “The main cause for lack of peace and continued instability in our region is externally sponsored terrorism and Pakistan’s repeated interference in internal affairs of India.”

Mr. Hussain had said despite Pakistan’s offer of joint-probe in the Pathankot terror attack, India was avoiding the talks.

He had also raked up the Kashmir issue, calling it an “unfinished agenda of partition” and the main cause of regional tension.

Asked about Pakistani nuclear scientist A Q Khan’s comments that his country has the capability to hit New Delhi in five minutes, the MEA spokesperson did not give a direct reply, saying the Pakistani envoy in India has already said that only “foolish” people make such remarks.

Replying to a question on China occupying parts of Kashmir, the MEA spokesperson said it is part of talks on boundary issue between the two countries.

Asked about China-Pakistan Economic Corridor (CPEC) which passes through Pakistan Occupied Kashmir, Mr. Swarup said India has asked both the countries to cease activities there.

The participants were given comprehensive briefing on prevailing internal and external security situation of the country. They also held exhaustive discussion on professional matters.
The COAS said: “We are aware of all hostility being perpetrated against the upcoming China Pakistan Economic Corridor, which promises to transform the lives of people of Pakistan. We are ready to pay any price to turn this long cherished dream into reality.”
The day long conference must be as a consequence of the Bad Sharif's recent visit to China where he must have been (politely) "called on the carpet" by the Chini Top Brass and told to do more vis-a-vis security of imported Chinese Engineers and skilled administrators. (Chinese engineers were recently attacked in the port city of Karachi)Selling the remaining Paki -sov virginity to Chini blothers "to make CPEC a reality, is no guarantee of "good times" for Pakistan. And of course a new twist to all this is the "all of a sudden" announcement by the senile "FO Adviser" that Pakistan is interested in linking Gwadar with Chahbar in Iran!.

No evidence to show Pakistan government helped JeM to carry out Pathankot terror attack: NIA DG

Delhi: Director General of National Investigation Agency (NIA) Sharad Kumar has said that there was no evidence so far to indicate direct complicity of Pakistan government or Pakistani agencies in the Pathankot attack.

In an interview to News18, Kumar said, "No evidence to show that Pakistan government or Pakistani government agency was helping Jaish–e–Mohammed or Masood Azhar or his aides carry out Pathankot attack."

On being asked whether there was any inside help to terrorists in Pathankot he said, "Investigation so far does not point to any inside hand."

He added that the NIA had completed its India leg of investigation and were now waiting for Pakistan to allow the team to visit their country.

Kumar further said that chargesheet would be filed in the terror attack even if Pakistan did not give NIA access.


At the same time, he maintained, "We have sufficient and stringent evidence against Masood Azhar and his brother Rauf Azhar and we will include those in our chargesheet."

A Pakistan JIT had visited India in March in connection with the probe in the Pathankot terror attack. After the visit, NIA DG had said that the interaction with JIT was held in accordance with terms of reference mutually agreed on the basis of reciprocity.

The terrorists had entered the strategic air base at Pathankot on the intervening night of January one-two and mounted the brazen assault.

Pakistan's hardline leader and the head of the Jamaat-ud-Dawa (JuD), Hafiz Mohammad Sayeed, has rejected China's call to stop the practice of Islam which was made by the Chinese leadership at the recently held Second National Conference on Religion in Beijing.
Speaking to his congregation of hardline Islamists in Lahore, Sayeed said that it was true that China is Pakistan's all weather friend, but "any comment that hurts our religion, Islam, is not acceptable and we urge the Chinese leadership to take it back."
"By uttering such statements, China is hurting its time-tested relations with the people of Pakistan," said Sayeed.
Sayeed's unusual statement directed at China comes amid a strong reaction in Pakistan to China's crackdown on the practice of Islam.
While guarded in his use of language against China, Sayeed made it clear that Beijing must not take Islamabad for granted by telling its people to desist from practicing Islam.
Sayeed said that this statement by the Chinese leadership was a "challenge to the Islamic way of life" and, he called upon the Pakistan Government to "show some courage and direct China to stay away from hurting Islamic sentiments".
The hardline leader told his followers that he plans to meet the Chinese Ambassador in Islamabad to lodge his protest.
Sayeed’s counter to the Chinese leadership comes in the wake of the latter warning its people, especially those living in Xinjiang province to shun Islam and to stick to China's state policy of "Marxist Atheism".
Large parts of the Chinese population living in Xinjiang province are said have become radicalised and Beijing is desperately looking at ways to de-radicalise them.
Xinjiang borders Pakistan from where China says the hardline Islamic teachings flow. China has also been subtly warning Pakistan to stop the flow of Islamic messaging to Xinjiang but to no avail.
Communist Party Officials had strongly backed President Xi's statements and cautioned citizens to be vigilant against Islamic tendencies like Halal products. They made it clear that Halal products will remain banned in China as these "promote religious segregation."
China has already declared 2016 as the "Year of Ethnic Unity and Progress", a move aimed squarely at ridding the nation of Islamic influences.
President Xi Jinping is making efforts to tighten control over religious practices, as it is his belief that religion, especially Islam, could emerge as a competing force in society unless it is nipped in the bud now.
Making China's State policy of intolerance towards Pan-islamic tendencies very clear, President Xi warned Chinese citizens "not to confuse themselves with non-CCP approved tendencies" and to "never find their values and beliefs in this religion or any religion."
Other senior Communist Party Officials who spoke on this occasion highlighted the dangers that Islam is assuming in some parts of China, making the nation vulnerable to extremist infiltration.
Communist Party Officials strongly backed President Xi's statements and cautioned citizens to be vigilant against Islamic tendencies. While coming out strongly against Islam and Islamic traditions, the Second National Work Conference on Religion also promoted a number of articles that expressed support for the new policies.
President Xi has now made it clear that these policies will be reinforced with renewed vigour, as China is looking at Pakistan-sponsored Islamic radicalism as the number one threat to its society.
At this time, Hafiz-ul-Suar is confining his usually inflammatory statements to "urges" and making "polite noises" about China's treatment of Islam. IMO, the Deep State , who is the sponsor of this radical, will likely put pressure on him to confine himself to Anti- India and Anti- US topics !

Rs. 40 lacs sanctioned for repair of kitchen, water lines of Chief Secretary House
HYDERABAD, May 31: Sindh tops in corruption and bad governance in the whole country in comparison with other provinces(IMO this Lahore based Pakjabi tabloid is indulging in a bit of hyperbole- ignoring the "special role" of Pakjab in all things -including corruption :mrgreen: ) in making this and lacks in health and education because the public money otherwise to be spent on providing relief and facilities to citizens is so mercilessly spent on the personal extravaganza of ruling party members and bureaucrats. Chief Secretary Sindh Siddique Memon is considered as a respected officer, and no story of his corruption has come out so far, but it is amazing that how he accepted such a huge amount of Rs.40 lacs for repair or his house kitchen and water supply lines.
The news is that Sindh chief minister has sanctioned an amount of Rs.23 lacs for repair of the kitchen of chief secretary house while Rs.17 lacs for its water supply lines. This amount is not for original work but for repair. In Hyderabad and Karachi too costly cities of Sindh, one can purchase a flat of 3 rooms, lounge, kitchen, etc. (measuring more than 1000 ft) in this amount. Imagine what size of the kitchen has been of chief secretary house that an amount of Rs.23 lacs is required for its repair only. Then his house might have been more luxurious than the palace of any emperor. Sindh government has also sanctioned an amount of Rs.493,000 for colour of residence of Abdul Jabbar Khan, secretariat advisor to CM; Rs.497,000 for repair of a room of personal secretary to provincial health minister Jam Mehtab Dahar;Rs.498,000 for decoration of office of Waqas Malik special assistant to chief minister and Rs.847,000 for flour and bath room Secretariat No.4 Karachi.
In all this "reporting", one can detect the anti-Sindhi bias of the Pakjabi writer.
In a province where more than 600 children had died in 2015 and in 5 months of year 2016 around 300 had died of starvation and dearth of medicines in government hospitals. Various NGOs working on children had expressed failure of Sindh government in providing health care and medicines in Thar hospitals.
I am pretty sure that "there are lots of corruption stories" in Lahore and adjoining areas; therefore, the LAHORE TIMES should probably look for story leads in its own (dirty) back yard !!!

China May Back Ban On Masood Azhar If India Resubmits Plea: Subramanian Swamy
Beijing: The Sino-Indian deadlock over a UN ban on Pathankot attack mastermind Masood Azhar and others may end if India resubmits its application focusing on evidence against him than attempting to "censure" Pakistan, BJP lawmaker Subramanian Swamy today said after talks with Chinese officials.
"My impression is that India can expect cooperation from China on the issue of declaring Masood Azhar, leader of Jaish-e-Muhammad, as terrorist who should face trial in India, if India in the UN concentrated more on him than seeking to censure Pakistan as a sponsor of terror," Mr Swamy told Press Trust of India.
Mr Swamy, who is in Beijing on a pilgrimage to Kailash-Manasarovar in Tibet, said he is visiting China in an individual capacity as an "old friend" but with the knowledge of Prime Minister Narendra Modi and other senior ministers of his cabinet.
The BJP leader said "as a tactical move it would (be) prudent (to) resubmit the complaint in UN which was blocked after China put a technical hold."
"Based on what I learnt here, I will be very surprised if China continues to obstruct once it is limited to hard evidence," said Mr Swamy after meeting Wang Guo Qing, Director of the foreign affairs committee of the Chinese People's Political Consultative Committee, and Wu Hailong, President of the Chinese People's Institute of Foreign Affairs (CPIFA).
Once the Chinese decide that Islamic radicalism (promoted by Pakistan ) in their border province is their biggest threat, you will likely see a change in their policy and this may help India
Mr Swamy suggested India, China and Pakistan trilateral talks to address the issues of cross border terrorism. He said Prime Minister Modi is working hard to resume dialogue with Pakistan, but the "problem is that we can only talk to the constitutional authority in Pakistan which is the Prime Minister, who do not seem to have a final word. The army seems to have veto along with the ISI and Mullahs."
"China being a friend of Pakistan can help peace in South Asia by encouraging the constitutional authorities to assert their authority. If China convenes a tripartite meeting on India-China-Pakistan on issue of terrorism because terrorism from Pakistan is no longer a bilateral issue between India and Pakistan any more. It is also trilateral issue as terrorists from Pakistan also go to (Muslim-majority) Xinjiang," he said.

Indo-China-Pakistan talks on cross border terror seems to be a bad idea even if Pakistan and China were to agree to it. Pakistan will raise K word there and we will introduce a third party into the negotiation with Pakistan. Not clear what Su Swamy is thinking.
