Pakistan to complain to the UN about drones
Human Rights Ministry (HRM) has decided to take up matter of drone attacks with United Nations under international humanitarian law and file an official complain to Special Rapporteur on extrajudicial, summary or arbitrary executions.

Addressing a media briefing on Monday, Adviser to Prime Minister Mustafa Nawaz Khokar said the matter would be discussed with all stakeholders of the government after taking them on board an official complain will be lodged.

He categorically made it clear that drone strikes are not acceptable. He said so far the debate has only circled around loss of collateral damages and not about the specific legislation of the strikes in the light of international humanitarian law (law of war).

He explained that apart from being in violation of Pakistan’s territorial sovereignty, there was growing consensus among International law experts that these strikes can be aptly described as “Target Killing”, or “ExtraJudicial Killing” primarily because the targets are being ‘taken out’ without giving them opportunity to defend themselves in court of law.

This view is gaining ground in the international legal fraternity and is supported by various international treaties as well as United States’ own constitution.

Giving brief description of history of drone attacks, Mustafa Khokar, said the first drone attack was striked at Jordan and the UN Special Rapporteur on extrajudicial, took serious notice and conveyed the government of US to explain their position in this regard. He opined the military action should be proportioned.

Mustafa mentioned that one does not have to be a legal expert to see that there is blatant disregard of International Law, Customary Law, treaties and conventions by the American administration.

The moral and legal obligations are being flouted by the US administration, he said, adding, complain regarding drone attacks has already been lodged with US several times but unfortunately it was not proved fruitful and the HRM has decided to take up this matter with UN.

Mustafa Khokar further said that a photo exhibition would start in London on Tuesday (today) titled “Gaming in Waziristan”, in which the snapshots of drone attacks victims, including corpses of children, women, clothes, shoes and other belongings of these people would be displayed to unveil the reality in front of international forums.

The adviser said that America and its allies record is questionable ranging from disrespecting the environmental treaties to torturing detainee and now extra-judicial killings. He hoped that as the UN Special Rapporteur is considering the matter, Pakistan’s official communication in this regard might prove to be highly productive.

The Lahore High Court has directed Pakistani authorities to block access to all websites, including Facebook, that are involved in "spreading religious hatred" and to submit a compliance report by October 6.

In an order issued on Monday, Justice Sheikh Azmat Saeed directed the Information Technology Ministry to "deny access to all websites in Pakistan involved in spreading religious hatred".

However, the judge directed the ministry that access to Google or other search engines should not be denied.

I think this ban is a complete sham and means nothing. For a nation that has only 1 million people who read English this is meaningless tripe. And half the Pakis who seem to have any angrezi seem to type urdu or Punjabi in english.

However the move may be aimed at Facebook pages of English speaking non resident Pakis who may be causing taqleef to the establishment.

KARACHI: A Chinese company, which had earlier shown interest in investing in the Thar coal project, has now refused to make any investment in view of the deteriorating law and order situation in Karachi, sources said on Monday.

Meanwhile, the Sindh government on Monday signed a memorandum of understanding (MoU) with another Chinese company for coal extraction and setting up a power plant in Thar.

Sources said that China’s King Hu was short-listed by the government in July to invest in Block VII of the Thar coalfield following an international competitive bidding process. The company had to extract coal and establish a power plant before setting up a chemical complex in Thar.

“Initially, the company was willing to invest $3.5 billion. The investment was likely to reach $19 billion, as the company agreed to establish a chemical complex. But it has now refused to proceed in view of the volatile security situation in Karachi,” one source said.

“The agreement was ready, but suddenly the company refused to invest, saying that banks and international financial institutions have refused to extend any loans in the wake of uncertain situation in Karachi,” the source added.

Commenting on the development, Sindh Board of Investment Chairman Zubair Motiwala said that the company had not refused, but only ‘suspended’ its programme temporarily.

“We are in close contact with the company because it will be a long-term and huge investment. I hope the company will agree to come and generate power from coal,” he said, adding that in addition to King Hu, the government had short-listed other companies, including Global Mining Group of China, Australasia Mining and Pakistan Petroleum.

Power generation project in Block I of the Thar coalfield

The Sindh government signed a memorandum of understanding (MoU) with China’s Global Mining Company (GMC) at the Chief Minister’s House on Monday for a coal-mining and power generation project in Block I of the Thar coalfield.

Coal and Energy Development Department Secretary Mohammad Younus Dagha and Liyang Liu, who is the chief executive officer of Sino-Sindh Resources, a local subsidiary of GMC, signed the MoU.

Speaking on the occasion, Motiwala said that the Sindh government initiated the process of international competitive bidding for the allocation of various blocks of the Thar coalfield in December 2010. “After due deliberations and diligence, the Thar Coal and Energy Board allocated Block I of the Thar coalfield, spread over 122 square kilometres, to GMC,” Motiwala said.

GMC intends to develop a mine producing five million tons of coal per annum initially with power generation of 900 megawatts (MW) to be scaled up to 2,100MW with an initial investment of $3 billion. It is also willing to invest $1.5 billion in key infrastructure projects.

In his speech, the CEO of Sino-Sindh Resources assured Sindh government representatives that GMC would complete the feasibility study within six months. He added that the ground-breaking ceremony of the mine construction project would be held in the first week of April.

He said that production of coal would start within three years, adding that power generation of 900MW would begin by 2014. He said that the GMC consortium would invest approximately $4.5 billion up to 2016, adding that another $4 billion would be invested to meet the target of 10,000MW of power generation by 2020. Sindh Chief Minister Qaim Ali Shah said that the government would provide GMC with all possible help.

ISLAMABAD: Senior police officers are learnt to have allegedly stopped their junior colleagues, who had been selected to perform Hajj under an official scheme, from proceeding to Saudi Arabia to make way for their favourites, The Express Tribune has learnt.

A source said 25 police officials from the capital police had been nominated for pilgrimage following a draw. However, top officials of the police force have blocked them from going to Saudi Arabia without giving any reason.

The source also said the religious affairs ministry had already issued letters authorising their travel and they subsequently joined the Hajj Complex for training. However, police bosses intervened and added names of their own liking to the list of nominees.

That video posted by Sridhar - the one with Mani Shankar Aiyer with Pakis - in that one the Pakis just sort of ignore the reference to the army and don't say much. Paki journalists too are quiet. Of course Pakis are afraid of speaking up against the army.

That would leave only India and the US having both the incentive and interest to talk about the Paki army. India of course is sitting mum and the only noises I am hearing from India are the protestations that we should be getting more and more friendly with Pakistan because hostility has got us nowhere. The two major recent refs to the paki army I have read are the awarding of Kiyani with that Spanish honor and a US reference (was it Panetta or someone?) who said that Kiyani and Pasha are the best they have to work with.

What intrigues me is this: Musharraf actually earned US gratitude (and even Indian gratitude maybe?) for doing a lot of stuff that was seen as beneficial by India and the US - and this is despite all his perfidy. Are Kayani and Pasha playing a similar and extremely dangerous game (to them in Pakistan) of simultaneously opposing the US and India while at the same time doing things to undermine certain entities for the benefit of the US?

This award-shaward business is odd. US praise of Kiyani would earn him wrath and US criticism of Kiyani would be used against the US. Some deeply funny business seems to be occurring. That is why I was looking for status of arms supplies. if those supplies go through then the men are actually helping the US in some way. Just a guess.

Indian govt sets up polio booths at Wagah

NEW DELHI: The Indian government issued orders to set up screening booths at the Wagah border with Pakistan to administer polio drops to all children up to the age of five entering the country by bus or by foot.

India is one of four countries that still has not eradicated polio. One polio case was reported this year from West Bengal. No cases have been reported from traditional hotspots
UP and Bihar .

Indians authorities have been put on alert because of an infectious strain of polio in Pakistan.

This year alone, Pakistan has registered 84 new cases of polio, 83 are of the more dangerous strain.

According to a statement issued by UNICEF, “India is surrounded by countries that still have polio virus transmission. Afghanistan and Pakistan have never stopped the transmission. They currently have upgrades of polio virus and just last week, the virus from Pakistan re-infected China.”
The Union Health Ministry has now issued an alarm along the Wagah Border, in Punjab, Indian-held Jammu and Kashmir, Gujarat and Rajasthan.

The warning comes after China confirmed that polio re-entered its territory after 10 years. Four infants in China have been infected with the polio virus transmitted from Pakistan, media reports said.

Railways’ employees not paid for a month

Railway Colony quarters to be demolished.

FAISALABAD: Grade one to seven employees of Pakistan Railways (PR) have not been paid for one month and have also been notified that residential quarters of Railway Colony will be demolished, office-bearers of Pakistan Railways Employees Union Faisalabad said.

Prem Railway Union Faisalabad Vice President Muhammad Anwar, while speaking at a press conference on Monday, said that the railway administration was not paying salary to the employees.

He said that the administration was deducting gas charges from employees’ salaries but not depositing them with the gas company, due to which Sui Northern Gas Pipelines Limited (SNGPL) had issued notices, threatening to cut gas connections of railway colonies.

Union’s Divisional President Khalid Mahmood said that the administration had also issued a notice, saying quarters in the Railway Colony would be demolished.

He said that 70 per cent engine and power plants of the railways have become useless due to wrong policies of relevant authorities.

Anwar said that railway employees have decided to go on a strike if the government did not take serious notice of these issues by the end of this month. He added that the employees will not only go on strike but will also close railway gates across the country and block railway services.

Financial crisis at the railways is deepening with every passing day as the organisation has no funds for repairing locomotives and buying fuel. Prime Minister Yousaf Raza Gilani had announced a Rs11 billion bailout package, but the amount could not be released.

Employees have appealed to the chief justice of Pakistan to take suo motu action to save jobs of 76,000 employees.

The Spanish award is due to the NATO-TSP conference in Madrid for which Do Nothing was present. It could be hafta to prevent attacks on Spain and any Spanish troops in NATO in Afghania.

Mushy was in better psotioin as the TTP was a non-enitity.

Its now gaining legitimacy and might bite the Do Nothing cabal.
Hence the apparent silence.
They would be busy plotting to get rid of the twin rocks: 10% and TTP.

Recent Chinese reports indicate that US and NATO are discussing with Beijing alternate transportation routes via Xinjiang.

Pak refuses to hand over ex-ISI chief to Bosnia tribunal

Pakistan has refused to hand over a retired general, who headed the spy agency ISI, to an international tribunal investigating war crimes in Bosnia, according to a media report today.

It was then revealed that Nasir was actively involved in the war and had supported and provided arms to the Bosnian Muslim resistance.
