(IraqiNews.com) Nineveh – Iraqi media outlets reported on Wednesday, that an unknown sniper started to pursue the members of the Islamic State in four neighborhoods of Mosul, amid significant popular interaction.
Al Sumaria News stated that the accelerating events in the last 24 hours contributed to the emergence of the sniper in four residential neighborhoods in the city, and added that the sniper shot patrols belong to ISIS and injured a number of members.
“The emergence of the ‘Sniper of Mosul’, as the residents call him, increased the pace of the popular resistance against the ISIS,” Al Sumaria added. “The presence of the sniper in four neighborhoods emphasizes that there are many snipers and not only one,” Al Sumaria explained.
The media outlet also declared that rebellious youths started to form combat detachments based on previous military experience to fight the ISIS members.
Yesterday, Mosul started to show signs of a popular armed uprising against the Islamic State, where a group of armed rebellious residents attacked a headquarters of ISIS and destroyed six patrols in less than five hours in the city.

I think the amnesty is designed to sap the morale of the defenders .... here is a govt offer to absolve of their crimes, go home or go to Idlib, warm food, a clean bed, hot water bath....perhaps the warmth of a woman....vs slinking around the piles of rubble, occasional meal of rice and beans, constant sniping and shelling, death just a unlucky moment away, surrounded on all sides by hostile enemies ..... it will surely create cracks among the rebels with some wanting out and some preferring to fight to the death. if both troops of rats start firing on each others, makes task easier.

Putin recently changed his stance toward Turkey and they were trying to make nice with each other. That has turned out to be a mistake. This attack on Mosul proves that the only thing the Turks are interested in is killing Kurds and gobbling territory in Iraq and Syria if they can. They don't give a rat's musharraf about ISIS. After they're done killing the YPG they'll go back to helping the jihadis in Syria. And they'll even claim part of the credit for liberating Mosul. Turdogan is a true Paki.
The americans true to their glorious tradition of helping jihadis and creating future problems for the entire world can't look beyond "OMG! Iran and Russia are helping Assad. Kill him!!" in their typical short-sighted mindset. If their beloved "moderate" jihadis gain permanent territory in Syria it will be Afghanistan 2.0 and the next OBL will be sheltered there.

Whether the Americans, other Western powers or Baghdad likes it or not, Turkey will be at the table when Iraq is carved up into new states. Under President Recep Tayyip Erdoğan, Turkey is now a game setter and not a player sitting on the substitute bench.
This is exactly what they are doing in Syria too. Its called expansionism.While doing all this Turkey has to forge a plan for its Turkmen brothers in Northern Iraq especially in Kirkuk, in Talafar and in the Turhurmatu regions. As the situation unfolds Turkey can push for Turkmen enclaves in these areas.

The Kurds themselves are already facing serious challenges with growing internal strife as Masoud Barzani, controlling Irbil and Dohuk, is facing strong dissent from Suleimaniyah, run by Jalal Talabani's Patriotic Union of Kurdistan (PUK) and the Goran Movement led by Nourshirvan Mustafa. Their financial problems are massive. The PKK is also challenging Barzani with its terrorist bases in the Qandil Mountains and its presence in the Sinjar province between Mosul and the Syrian border. Turkey has to establish dialogue with all political actors of the Kurdish area and act as a brother, as a Kurdish state will never survive without the active support of Turkey.

Hopefully Putin has realised his mistake.On Thursday, the Syrian military said it would bring down any Turkish war planes entering Syrian air space.
"Any attempt to once again breach Syrian airspace by Turkish war planes will be dealt with and they will be brought down by all means available," the Syrian army general command said in a statement.

Move is aimed at isolating Russia on world stage
UNITED NATIONS—The U.N.’s General Assembly met informally Thursday to discuss whether to take steps to override the Security Council on the Syrian conflict, as the council remains deadlocked over how to bring an end to the bombing of the northern city of Aleppo.
Four of the five permanent members of the Security Council are butting heads over competing resolutions for a cease-fire in the northern Syrian city of Aleppo, where rebels are battling the Russian-backed Syrian government. The council’s division pits Russia against the U.S., the U.K. and France. China, the fifth member, is neutral.
Several member states and the U.N.’s envoy to Syria, Staffan de Mistura, asked the Assembly to invoke a provision that would allow it to convene a special emergency session while the Security Council is at an impasse. The session would allow the Assembly to recommend measures to its members for collective action.
The move is aimed at isolating Russia on the world stage and force it to revise its policy of supporting the Assad regime. Other efforts now under way include calls by member states for a U.N. investigation into the deadly strike on an aid convoy in September that led to the unraveling of a Syrian cease-fire deal between the U.S. and Russia.
Thursday’s meeting didn't produce concrete next steps. It remains unclear whether the General Assembly can muster the majority needed for an emergency session. The informal session was called by Canada in a letter to the Assembly’s president signed by 69 of the U.N.’s 193 members. The letter said the session aimed to explore concrete action and apply pressure on the parties involved in the war.
“The world is looking at the U.N., all of us, all of you, to not let this happen under our watch,” said Canada’s Foreign Minister Stephane Dion, who traveled to New York to attend the meeting. He said the Security Council’s “inability to carry its responsibility” was troubling.
Of immediate concern is the situation in Aleppo, where fighting has killed 500 people and injured 2,000, according to U.N. data. Secretary-General Ban Ki-moon said more than a quarter of the deaths were children, and food rations are likely to run out by the end of this month.
If the fighting continues, Aleppo would be completely destroyed by the end of this year, Mr. Ban said.
While Mr. Ban didn't share his views on a special emergency session for the Assembly, he criticized the Security Council.
“I regret that the Security Council has failed to discharge its responsibilities to uphold peace and security for Syria,” he said.
Russia and the Syrian government suspended airstrikes on Aleppo on Thursday. Moscow presented the cease-fire as a way to relieve suffering in the city where Western leaders have said civilians have been caught in the crossfire.
Consensus between Russia and the U.S. is considered crucial to ending the Syrian conflict. During the three-hour informal session, representatives of the two nations exchanged heated words.
U.S. Ambassador Samantha Power called on member states to hold accountable those who share responsibility in Syria’s conflict and demand that they change their behavior.
“The perpetrators have names. When we don’t say ‘the Syrian regime’ or ‘Russia,’ we obscure responsibility,” Ms. Power said.
Russia Ambassador Vitaly Churkin shouted, “Enough already,” and criticized everyone from Mr. Ban to Canada’s foreign minister and the U.S. for turning a blind eye to the culpability of terrorist groups in Syria.
Mr. Churkin said the U.S. wasn't able to control the “genie [of terrorism] that got out of the bottle.” Mr. Churkin then left the chamber.
At the end of the session, Mr. de Mistura told the Assembly that if the cease-fire in Aleppo doesn't last, “it will be time for General Assembly special session” because the Security Council doesn't have the capacity to unify itself to stop “this horror.”

the core black circle of mosul city is around 16km in diameter so the nearest iraqi units are around 20k away and the furthest around 50k.

The EU has pulled back from threatening Russia with immediate sanctions over the bombing of Aleppo as a UK-backed plan ran into opposition from Italy.
At a summit of EU leaders on Thursday, Britain, France and Germany made a last-ditch push to issue a sanctions warning to Russia if “current atrocities” in Aleppo continue.
Despite vocal support from Theresa May and her French counterpart, François Hollande, the plan failed to win the necessary unanimity to pass.
The EU’s three biggest countries had wanted to warn Russia that individuals and organisations linked to the bombing of Aleppo could face asset freezes and travel bans if the violence continues.
Arriving at the summit in Brussels, the British prime minister had urged fellow leaders to press the Kremlin to stop its “appalling [and] sickening” atrocities in Syria.
May told her counterparts over dinner that Russia posed a challenge to Europe’s democratic values and institutions, according to Downing Street sources.
But after talks finished around midnight a reference to sanctions in the summit communique was dropped and replaced with a more vague statement: “The EU is considering all available options should the current atrocities continue.”
Italy’s prime minister, Matteo Renzi, told reporters “it was difficult to imagine” this would mean further sanctions against Russia.
The tense debate ranged widely over tensions between the EU and Russia. Leaders discussed airspace violations, disinformation campaigns, cyber attacks and “interference” in the political processes of the EU, said Donald Tusk, the European council president.

Earlier in the week EU foreign ministers said Russia could be guilty of possible war crimes in Aleppo and agreed to widen sanctions against Syrians implicated in the bombing.
Britain’s impending exit from the EU has raised questions about whether the bloc will be able to stay united on Russia. Russia offered to stop bombing eastern Aleppo for 11 hours a day over four days but the proposal was seen as insufficient to bring about a peace deal.
According to the Syrian Observatory for Human Rights about 2,700 people have been killed or injured in Aleppo since Syrian forces, backed by Russia, launched an all-out assault in September.
The EU imposed economic sanctions against Russia in July 2014 in response to Russia’s arming of rebels in eastern Ukraine and failure to cooperate in the investigation over the shooting down of Malaysian Airlines flight MH17, which killed 298 people. Talk of ending those sanctions, which target Russian banks, energy companies and arms makers, had “completely disappeared without trace”, an EU diplomat said.
