US lawmakers urge Trump administration to not end India's trade privileges – Reuters

WASHINGTON: Twenty-four US members of Congress sent a letter on Friday to US trade representative Robert Lighthizer, urging him not to end a vital trade concession for India, a day before the Trump administration is likely to announce a decision on it.

Ending the generalized system of preferences (GSP), which allows preferential duty-free imports of up to $5.6 billion from the South Asian nation, would impose “hundreds of millions of dollars annually in new taxes” on American companies, the lawmakers said in a bipartisan letter led by Democratic Representative Jim Himes from Connecticut.

“In the past, even temporary lapses in such benefits have caused companies to lay off workers, cut salaries and benefits, and delay or cancel job-creating investments in the United States,” the letter says. They urged the administration to continue negotiating a deal with India that would protect American jobs.

A decision to scrap the trade privilege comes as President Donald Trump has vowed to cut the US trade deficit and repeatedly called out India for high tarrifs.

India is the world’s largest beneficiary of GSP, which dates from the 1970s, and ending its participation would not only be the strongest punitive action against the country since Trump took office, but would also open a new front in the global trade war.

The elimination of GSP is likely to bring retaliatory tariffs from New Delhi, according to a senior source with direct knowledge of the matter.

Last June, India said it would step up import duties varying from 20 per cent to 120 per cent on a slew of US farm, steel and iron products, angered by Washington’s refusal to exempt it from new steel and aluminum tariffs. But it has since repeatedly delayed adopting the higher duties -- a move that could be implemented if GSP is withdrawn, the source added.

India is hoping the decision to end the trade privilege is delayed and the Trump administration is open to further negotiations, the source said.

In April, Republican Senator John Cornyn and Democratic Senator Mark Warner, co-chairs of the Senate India caucus, urged Lighthizer to delay adopting the plan.

India sent a trade package listing the concessions it was willing to make to the USTR in late February but hasn’t heard from them, the source said.

“They are usually very responsive so it is highly unusual for them to not respond to the trade package that was sent,” the source said.

The decision to drop GSP is also ill-timed as it comes in the middle of elections in India, hampering the country’s ability to negotiate further, the source added.

Despite close political ties between the two countries, trade between India and the United States, which stood at $126 billion in 2017, is widely seen to be performing at nearly a quarter of its potential.

Trade relations suffered in the past few months after India adopted new rules on e-commerce, reining in how US companies such as Amazon.com and Walmart Inc and Inc can do business in the country.

^^^ Nah. The markets have priced this in over the past several months. This has dragged on for such a long time that there will be no panic.

People know Trump will make Cheen capitulate. If not then the US will buy cheaper stuff from elsewhere -- ASEAN, Mexico and maybe even India if we play this right.

Cheeni market for Amreeki goods won't collapse either even with the trade war. They will continue buying Boeing and Tesla and Intel to support their urban modernization. Hollywood and Starbucks are breaking records in the PRC despite the trade war.

The markets will stabilize with Cheen being an importer instead of an exporter which it already is sans the US/Japanese/Korean/Taiwanese firms making stuff there for exports to the US/West. The jobs they lose from the phoren global supply leaving will be replaced by the chini MIC. We will see more warships and military transports versus toys and air conditioners for Walmart.

the fight that is being fought just seems to be about counter protectionism (US only and uncoordinated with partners)
not clear how this is going to pan out... or who is actually going to benefit
its unlikely to be rust belt manual workers

I guess you are right. I was sceptical about Trump's promise, at the time of campaign, to shift jobs back to US. It doesn't seem like he is going to show any tangible results by November 19.

Transferring bulk of manufacturing back to US is NOT part of any calculation. It doesn’t make any sense. May be a small percentage on the margin, but that is about it. Theoretically speaking, when a product is manufactured/assembled in China (or any other low cost country) ships to wyestern country, proportionately higher % of wealth (human effort and real asset) transfer out of China in exchange for digital monetary earning (thollar, euro etc.). Why would anyone move manufacturing out of China as long as unemployment at home is low? All that posturing using tariff is going to raise prices in the US. Some are claiming that the trade war may be an sneaky signal to wyestern businesses to move (by tariff math) manufacturing out of China to other Asian countries. If this were to happen, it could lead to large unemployment and cash ($$) crunch, which could a threat to the communist party. This scenario could help achieve geopolitical objective of containing China. Over the past 30+ years Chinese have benefitted tremendously from its status as a manufacturing hub of the world. Loosing that status partially or in its entirety (very unlikely) would be devastating. Uncle is playing a very long game (with many mini games including coming re-election).

still to be seen how far this can scale up as population is not huge. maybe cheen will export its lower cost workers too into viet/cambodia later if numbers fall short.

It is unlikely to come back to the US and even the Trump administration knows it. But getting the supply chain out of Cheen is a goal whether or not the jobs come to America.

Cheen had been pricing itself out of the supply chain even before the trade war.

Those jobs were going to leave Cheen sooner or later. The later the less disruptive. Trump wants to make it as disruptive as possible.

Yes, this is why the chinis has not capitulated yet. It actually surprised us in a report circulating last week that there are those in Cheen, including many in the private sector, who want this rupture with the US to recapture market positions INSIDE Cheen.

Right now, the only well known chini brand in the Yoo Ess is Huawei and it can't even sell there by Amreeki decree. What cheen sells in the US are items manufactured in Cheen by ohoren brands so the profits go to them not Chinese contractors. The big benefit to Cheen are the jobs and also the initial exposure to the global market place that allowed chini products to sell under their own brands to the turd world if not the West.

But the jobs calculus is no longer forward trending as salaries rise in Cheen. Rising salaries means consumption which Western firms had exploited with far more profitably in Cheen than Chinese companies had in trading commodity manufactures to the US. In fact, prices for American cars, diaper and drugs are often marked up to 300% more in Cheen than in the US.

Currently, the Chicommies tax their private sector far more than the SOEs (of course) and gets far less of the loans. They would gain far more from recapturing segments in Cheen owned by the West than actually selling to the West. GM is at the top of the chini car market, Disney on top of the chini box office, Yum, McDonalds and Starbucks on too of Cheen's fast good sector, etc. But no Chinese anywhere near that in any sector of the US market despite the $400B "surplus." Chinese products in Walmart and Target are under American brand names.

The thinking goes that the trade war will force the CCP to give tax breaks and open up loans to the Chinese private sector. As a result, there are actually many including their most progressive forces in Cheen actively hoping for a complete rupture.

one thing which happened was Mehico under nafta and the maquilladora border factories was supposed to the mohalla china, friendly, local, manageable...but that did not happen and i guess manufacturing moved from mehico to china again. instead we the los zetas, juarez, mexicali, sinaloa , tijuana cartels and their militias

Yeah he'll try. But it won't be easy, China has diversified it's export markets considerably and has taken serious steps in developing it's rather large consumer market. The US will find it painful and s large number of the big boys will hurt. Midwest Farmers are already whining...

The Trump admin had already came out and said so. Cheen is the first great rival who wasn't "caucasian."

Which sort of got me thinking. Technically, we are "caucasians" too. But I imagine this theory will be tested when we begin to pass them economically in three decades or so.

Cheen is pushing West with OBOR because Unkil is blocking it in the East. It is a huge win for the US if Cheen is forced to trade wealthy East Asia (its natural sphere of influence) for the piss-poor and dangerous muzzie hinterland. Still while it is good for Unkil to make Cheen exchange Japan and Korea for Pakiland and Bangladesh, is it good for us?
