In fact, traders form both sides have been asking for upgradation of infrastructure to keep pace with expanding trade, especially through the Attari-Wagah land route. And with India mulling importing onion to increase domestic supply, traders in India are quite enthusiastic sensing another opportunity and have asked their counterparts in Pakistan to be ready with permission for exporting the commodity that their government does not allow.
....
And the Nawaz Sharif government has sought assistance from the Asian Development Bank (ADB) to set up a border management system to deal with increased trade and transit traffic through the Attari-Wagah border. Reports from Islamabad said the objective is to speed up processing of goods and people and cut down on waiting time.

"Both sides have made considerable progress in improving bilateral trade ties. Pakistan has moved from a Positive List regime to a Negative List regime, which substantially increases the tradable items with India. India has similarly liberalized its earlier restrictions on inward/outward investment flows to Pakistan. Both sides also agreed on a detailed roadmap for Preferential Trading Arrangements under the SAFTA (South Asia Free Trade Area) process," Minister of State in the commerce ministry D Purandeswari told parliament Wednesday.
The first India-Pakistan Joint Business Forum, which met in June in Islamabad, said the minister, "had very productive meeting with Pakistan prime minister for further improving bilateral trade ties."
...
Total trade between India and Pakistan for last year stood at $2,351.09 million compared to $1,942.76 million in 2011. Millions in revenue are currently lost via smuggling and informal trade.
...
Pakistan's exports to India would rise by a staggering 202 per cent under the MFN plus enhancement of bilateral trade facilitation, says the Bank.
Infrastructure and logistics are a major hurdle to growth of bilateral trade between Pakistan and India. And poor logistics deter engagement in regional production sharing. These include an array of essential activities including transport, transit trade, warehousing, cargo consolidation, border clearance, distribution and payment systems.
Aftab Vohra, Lahore Chamber of Commerce and Industry convener on Indo-Pak trade, says that insufficient infrastructure and logistics is a kind of "non-tariff barrier" imposed by the two countries, which needs to be addressed for promoting two-way trade.
"Although the new integrated check post has been set up on the Indian side, it is already running at full capacity," he told the News International. He added that the facility would not be able to handle increased trade volumes when the current permissible list of goods to be imported to Pakistan via the road route was expanded.
The land customs station is operational only 12 hours a day and loading and unloading of trucks is still manual. Moreover, there is lack of warehousing facilities on both sides and testing laboratories are not present at land ports.
The business community in both the countries feels that the border points will achieve significance once Pakistan allows India to transport goods to central Asia through Pakistan.

The two countries had agreed to resume talks on Sir Creek, a 96 km strip in the Rann of Kutch marshlands of Gujarat, and the Wullar Barrage built on river Jhelum in Kashmir.
Efforts were also being made for a meeting between Sharif and Manmohan Singh in New York on the sidelines of the United Nations General Assembly in the last week of September.
External affairs minister Salman Khurshid says the government will have to explore at what level dialogue between the two countries can be taken up as the situation along the LoC is not normal.
"We will have to see what steps are needed to normalise the situation and at what level the two countries can engage in dialogue," Khurshid said on Friday.

RAJOURI: An Indian general warned Pakistan on Sunday that it was making a “serious mistake” and said a “befitting reply” would be given with “full force” at a time and place of India’s choosing.
“You (Pakistan) are making a serious mistake (with regard to ceasefire violations and BAT attacks) — do not do it,” General Officer Commanding Major General V.P. Singh told reporters in Rajouri, India-held Kashmir. He was replying to a volley of questions about what strong message he wanted to convey to Pakistan with regard to alleged ceasefire violations and what India had described as “border action team” (BAT) attacks on Indian posts along the Line of Control in Poonch. According to Indian officials, BAT is a mix of “Pakistani special forces personnel and terrorists” who carry out attacks on Indian targets. “What you are putting across, it is not going to affect, deter us or weaken our resolve,” General Singh said. Regarding the Indian army’s strategy in the wake of the alleged BAT attacks, Gen Singh said: “As far as BAT action is concerned, we are absolutely aware what kind of response it (Pakistan) is going to get — that response will be delivered.”

Seema Sirohi is questioning very late in the day. This is the geostrategic game that the US is playing (along with its allies) since the early 50s. Just wait till 2014. The leftover arms and equipment are also going to reach the TSPA. Just to compare. During the atmospheric stage of a rocket flight, the higher stage is ignited before the lower stage tails off in order not to be buffetted by strong effects. The same is the case with TSPA. It started its Op. Topaz well before the 1989 Geneva accord. It is doing the same thing now. Institutions rarely make drastic changes to their vision. TSPA is continuing similarly.

From the State Bank of Pakistan Web Site, Today's rate is Pakistani Rupees 160.8739 to the Pound Sterling. The prevailing rate of transfer offered by smugglers was stated to be about Rs20 as against a little over Rs19 envisaged under the new scheme.
Seems to me that this deal was cut as part of US's AfPak end game. And then all this "rivalry" crap that was put out.
The old mindset of some “babus” in the US State and Defence departments to keep Pakistan as a “regional balancer” against India is alive and well – an idea that incidentally also fits in with China’s plan of action. One official familiar with this thinking said the babus want the “Rawalpindi boys to be able to face India with dignity.” Thus the largesse of American weapons. Oh boy, I said.
Strong reply by Indian Army : five Pakistani Posts Destroyedआईबीएन-7 | 18-Aug 23:10 PM

"As far as I am concerned, those directions are with me - we are responding and retaliating to the situation as per the requirements with full force", Gen Singh said.
He further said that Army Chief had also made it clear that Army is free to reply and respond to the BAT attacks as per opportunity and strategy.

The situation at the Line of Control or LoC in Jammu and Kashmir continues to remain tense with another ceasefire violation by Pakistan. The Pakistani troops opened fire at the Indian posts along the LoC in Mendhar area with mortars drawing retaliation from India.
The Indian Army foiled another infiltration bid by the terrorists in Keran sector in Kupwara districts in Kashmir along the LoC on Saturday night. The Indian troops retaliated to firing after the troops on the Pakistani side opened fire last night.

A senior Army official said Pakistani troops are not just targetting Indian posts, but also the villages along the Line of Control.
On Thursday, Pakistan fired across the Line of Control in the Kargil and Drass sectors of Jammu and Kashmir for the first time in the 14 years since the Kargil war of 1999.
The last two weeks have seen what the Indian Army has described as the biggest ceasefire violation in recent months. About 28 militants have also been killed while trying to infiltrate into India under the cover of fire by the Pakistani troops in the last two months.
Pakistan has been known to favour the strategy of pushing through as many militants as possible into India before the mountain passes of the Himalayas close with the onset of winters. They use the skirmishes at the border as cover for the infiltration attempts.
The attacks also mark a complete breakdown of ceasefire with Pakistan, a month before Prime Minister Manmohan Singh and his Pakistani counterpart Nawaz Sharif are expected to meet in New York on the sidelines of the United Nations General Assembly.
