Woman among three shot dead for honour
NOWSHERA: Two men and a woman were shot dead for ‘honour’ here on Saturday.

A police official said Zeenat Khan and her father-in-law Wali Mohammad were shot dead by the woman’s brother Javed Khan with the help of his uncle when the deceased were sleeping in their home late on Friday night.

Sources said Zeenat Khan had married Amjad Khan in a local court about two years ago and lived in Umer Abad.

The bodies were taken to the district hospital for post-mortem.

Amjad Khan filed an FIR against Javed Khan and his uncle at the Akora Khattak police station for murder of his wife and father.

Meanwhile, police found body of an Afghan man in Dagi Khel, Nowshera Kalan.

Police took the body to the district hospital for autopsy.

Police said the unidentified Afghan was accused of forcibly taking Shabeena Naz, daughter of Abdul Rasheed, to Afghanistan.

They said it appeared that brothers of Ms Naz had killed the man as they were missing from their home.

he turned useless for ISI after a while. IB has rescued him and he was the one who gave Intel about an attack on Aug. 15.

Trade it seems is more important than the lives of our people....

Trade flows between India and Pakistan despite tensions
In fact, traders form both sides have been asking for upgradation of infrastructure to keep pace with expanding trade, especially through the Attari-Wagah land route. And with India mulling importing onion to increase domestic supply, traders in India are quite enthusiastic sensing another opportunity and have asked their counterparts in Pakistan to be ready with permission for exporting the commodity that their government does not allow.
....
And the Nawaz Sharif government has sought assistance from the Asian Development Bank (ADB) to set up a border management system to deal with increased trade and transit traffic through the Attari-Wagah border. Reports from Islamabad said the objective is to speed up processing of goods and people and cut down on waiting time.
....
"Both sides have made considerable progress in improving bilateral trade ties. Pakistan has moved from a Positive List regime to a Negative List regime, which substantially increases the tradable items with India. India has similarly liberalized its earlier restrictions on inward/outward investment flows to Pakistan. Both sides also agreed on a detailed roadmap for Preferential Trading Arrangements under the SAFTA (South Asia Free Trade Area) process," Minister of State in the commerce ministry D Purandeswari told parliament Wednesday.

The first India-Pakistan Joint Business Forum, which met in June in Islamabad, said the minister, "had very productive meeting with Pakistan prime minister for further improving bilateral trade ties."
...
Total trade between India and Pakistan for last year stood at $2,351.09 million compared to $1,942.76 million in 2011. Millions in revenue are currently lost via smuggling and informal trade.
...
Pakistan's exports to India would rise by a staggering 202 per cent under the MFN plus enhancement of bilateral trade facilitation, says the Bank.

Infrastructure and logistics are a major hurdle to growth of bilateral trade between Pakistan and India. And poor logistics deter engagement in regional production sharing. These include an array of essential activities including transport, transit trade, warehousing, cargo consolidation, border clearance, distribution and payment systems.

Aftab Vohra, Lahore Chamber of Commerce and Industry convener on Indo-Pak trade, says that insufficient infrastructure and logistics is a kind of "non-tariff barrier" imposed by the two countries, which needs to be addressed for promoting two-way trade.

"Although the new integrated check post has been set up on the Indian side, it is already running at full capacity," he told the News International. He added that the facility would not be able to handle increased trade volumes when the current permissible list of goods to be imported to Pakistan via the road route was expanded.

The land customs station is operational only 12 hours a day and loading and unloading of trucks is still manual. Moreover, there is lack of warehousing facilities on both sides and testing laboratories are not present at land ports.

The business community in both the countries feels that the border points will achieve significance once Pakistan allows India to transport goods to central Asia through Pakistan.
...
The two countries had agreed to resume talks on Sir Creek, a 96 km strip in the Rann of Kutch marshlands of Gujarat, and the Wullar Barrage built on river Jhelum in Kashmir.

Efforts were also being made for a meeting between Sharif and Manmohan Singh in New York on the sidelines of the United Nations General Assembly in the last week of September.

External affairs minister Salman Khurshid says the government will have to explore at what level dialogue between the two countries can be taken up as the situation along the LoC is not normal.

"We will have to see what steps are needed to normalise the situation and at what level the two countries can engage in dialogue," Khurshid said on Friday.

Pakistan : Back to the Pavilion - This time with a Begging Bowl!

Back in the arms of the IMF

Pakistan is back in the arms of the International Monetary Fund (IMF), having stayed out of them for just over a couple of years. By way of a letter of intent dispatched to Washington, Islamabad has formally requested the institution to come up with another programme. We need to understand this new approach to the Fund in the historical context.

For the last several years, each new government that took office in Islamabad did so at a time of extreme economic stress. When the military forced itself onto the political stage in October 1999, it found that the economy was in serious trouble. The new government struggled to fend for itself knowing full well that having taken over by forcing an elected government out of office, it did not have many friends in the world outside to whom it could appeal for help. The terrorist attacks on the United States changed the equation. Having promised all the help Washington needed, Islamabad was showered with finance, including a new IMF programme.

In 2008, the military left the economy in a dire situation, which was even worse than the condition it had inherited eight years earlier. But there was one important difference. This time, the new government was in place because of people’s democratic choice. The elected government was certain that if it stretched its arm and held out its hand, the world would respond positively. A world pleased with the fact that politics in Pakistan had taken a turn for the better would make an effort to help the country make the economic transition as well. Islamabad’s confidence led it to create a Friends of Pakistan club, which the senior officials visited a couple of times in a couple of places. They came back with empty hands. The message given was clear. The government first needed the seal of approval for the manner it planned to pull out of the impending crisis. This only the IMF could provide. The Fund would give the needed signal only if Islamabad was prepared to act so that the country was not visited again and again by crises. It helped Pakistan that its approach to the Fund came at a time when the global economy was reeling under what came to be called the Great Recession. In a special meeting of the G20, the Fund had been provided a large amount of additional resources it could use to help the countries in economic and financial distress. Pakistan was one of them and it received a large package of support.

For a few days after the new government took office, it toyed with the idea of delaying this journey back to Washington. Even before they took over, the new policymakers were fully aware that Pakistan had entered another stretch in its economic roller coaster ride that has taken the economy up and down several times over the last 60 years. However, this time, the downswing lasted for more than six years and there was no sign that an upswing will begin anytime soon. Already, this was the longest period of low growth in history. During this long period of low growth, the GDP increased by a slightly more than three per cent a year.

Image

A consensus has built up that to revive the economy and to take it on to higher plane of growth, policymakers will have to do things differently. Islamabad needs a new model of economic growth. It will, of necessity, have some of the attributes of the old model but will also have a number of new elements. The new line of thinking is being developed by the donor community led by the IMF. Islamabad is set to receive $12 billion over the next three years, from 2014 to 2016 calendar years. Slightly less than one half of the amount will come from the Fund, the rest will be provided by the traditional set of donors.

The new programme will be presented to the Fund board in early September. Following the board’s discussion and its approval, the staff will proceed to have more detailed discussions with the Islamabad authorities. These conversations will lead to the filling of the details in the programme that for the moment exists in only broad outlines. The one similarity between the approach being developed at this time and those that were attempted on a number of previous occasions is to continue to rely on external finance in order to achieve stability. With the provision of $12 billion over a three-year period, Pakistan will receive four billion dollars a year. In terms of purchasing power parity, this is a bit less than two per cent of national income. Once again, the international community is stepping in with a large dose of finance to essentially bail out the country. The financial markets call this the ‘moral hazard’ approach — provision of help when an entity too important and too large to fail is standing at the edge of disaster. What do those who step forward to help receive in return? Invariably, those who assist are promised good behaviour and sound economic management. This did not happen in the past and may not happen again. If the latter is the case, Islamabad will be back bowl in hand begging once again.

NOTE : The frequent use of the Term "Donor"

TSP Temporarily Halts State Executions - ToI
Pakistan's government has halted all state executions temporarily, just a week ahead of the planned hangings of several al-Qaida-linked militants.

Information minister Pervaiz Rasheed said on Sunday that the executions were halted until Pakistani Prime Minister Nawaz Sharif and President Asif Ali Zardari held talks. The minister says Sharif will see Zardari when the latter returns from a trip abroad.

Some convicts, including members of an al-Qaida linked Pakistani Sunni militant group Lashkar-e-Jhangvi, were scheduled to be hanged next week.

In the arrest of Mohammadden Terrorist Abdul Karim Tunda and the finding that he was provided refuge in the Islamic Republic of Pakistan, our Nehru-Gandhi family led Congress Party disgracefully finds yet another excuse to reward the Islamic Republic of Pakistan with dialogue despite the killing of five Indian Army soldiers earlier this month.

Raashid Alvi of the Congress Party:
"For decades, we've said Pakistani intelligence has engaged in training and funding of militants. The statement of Abdul Karim proves our point," said Raashid Alvi, a senior member of India's ruling Congress party.

"I think it's very important, now more than ever, that peace talks be initiated," Mr. Alvi said. "With a democratic government in place [in Pakistan], we're hopeful that anti-India activities stop and that the two nations coexist peacefully."

Whatever? Don't sweat it. Any country in the world can get folks to speak against another one. The only reason we see this stuff a lot more is because these people will not face any consequences or music from either the govt. or society.
In case of non-democracies people fear for their lives and the life of their loved ones i.e., how many Chinese dissidents can speak up without fear of retaliation.

Indian general warns Pakistan of ‘befitting reply’

http://www.dawn.com/news/1036792/indian ... ting-reply
RAJOURI: An Indian general warned Pakistan on Sunday that it was making a “serious mistake” and said a “befitting reply” would be given with “full force” at a time and place of India’s choosing.
“You (Pakistan) are making a serious mistake (with regard to ceasefire violations and BAT attacks) — do not do it,” General Officer Commanding Major General V.P. Singh told reporters in Rajouri, India-held Kashmir. He was replying to a volley of questions about what strong message he wanted to convey to Pakistan with regard to alleged ceasefire violations and what India had described as “border action team” (BAT) attacks on Indian posts along the Line of Control in Poonch. According to Indian officials, BAT is a mix of “Pakistani special forces personnel and terrorists” who carry out attacks on Indian targets. “What you are putting across, it is not going to affect, deter us or weaken our resolve,” General Singh said. Regarding the Indian army’s strategy in the wake of the alleged BAT attacks, Gen Singh said: “As far as BAT action is concerned, we are absolutely aware what kind of response it (Pakistan) is going to get — that response will be delivered.”

Seema Sirohi is questioning very late in the day. This is the geostrategic game that the US is playing (along with its allies) since the early 50s. Just wait till 2014. The leftover arms and equipment are also going to reach the TSPA. Just to compare. During the atmospheric stage of a rocket flight, the higher stage is ignited before the lower stage tails off in order not to be buffetted by strong effects. The same is the case with TSPA. It started its Op. Topaz well before the 1989 Geneva accord. It is doing the same thing now. Institutions rarely make drastic changes to their vision. TSPA is continuing similarly.

SSJi,

Please see this quote

The old mindset of some “babus” in the US State and Defence departments to keep Pakistan as a “regional balancer” against India is alive and well – an idea that incidentally also fits in with China’s plan of action. One official familiar with this thinking said the babus want the “Rawalpindi boys to be able to face India with dignity.” Thus the largesse of American weapons. Oh boy, I said.
Seems to me that this deal was cut as part of US's AfPak end game. And then all this "rivalry" crap that was put out.

As I said, I have been having fairly cordial conversations with Uneven of late. But this Seema Sirohi artcile (who by the way he knows very well) detailing US perfidy just enraged me no end, that I fired off the following e-mail to him. Worth sharing with you guys.

Professor,

Reading this latest article by Seema Sirohi really enraged me on this Monday morning. She systematically details the weapons largess from US to the terrorist Pak army:

http://www.firstpost.com/world/why-is-u ... 42879.html

The other day you said US policy of propping up the Pak terrorist military machines has abslutely nothing to do with balancing India. Please see this quote from a state dept official she spoke with

<<

The old mindset of some “babus” in the US State and Defence departments to keep Pakistan as a “regional balancer” against India is alive and well – an idea that incidentally also fits in with China’s plan of action. One official familiar with this thinking said the babus want the “Rawalpindi boys to be able to face India with dignity.” Thus the largesse of American weapons. Oh boy, I said.

>>

Interestingly, on containing India, both US & China share the same objective, no matter what other disagreements they might have.

I wonder if the policy makers in US actually sleep at night knowing how much Indian blood will be spilt as a result of their disgusting policy of arming the Pak's terrorist machine whose obsession is the destruction of India.

And a scholar like you peddle this "India Pak rivalry" tripe, knowing very well that you are the ones feeding and harnessing Pak's obsession to bleed India.

Cheers

'Facing India with dignity' or 'We should not allow India to over run Pakistan' have been standard refrains from the US and the UK.

"You (Pakistan) are making a serious mistake (with regard to ceasefire violations and BAT attacks), do not do it," General Officer Commanding (GOC) 25 Infantry Div, Major General V P Singh told reporters in Rajouri in Jammu and Kashmir.
India has blamed BAT, which is a mix of Pakistani special forces personnel and terrorists, for the brutal killing of its two soldiers in January, one of whom was beheaded, and killing of its five personnel along the LoC in Poonch sector.
indianarmy"what you are putting across, it is not going to affect, deter us or weaken our resolve," Gen Singh said.

"As far as I am concerned, those directions are with me - we are responding and retaliating to the situation as per the requirements with full force", Gen Singh said.

The There have been 19 ceasefire violations in one week along the LoC. The Indian Army has said that the last two months have seen most ceasefire violations in months.

A senior Army official said Pakistani troops are not just targetting Indian posts, but also the villages along the Line of Control.
On Thursday, Pakistan fired across the Line of Control in the Kargil and Drass sectors of Jammu and Kashmir for the first time in the 14 years since the Kargil war of 1999.
The last two weeks have seen what the Indian Army has described as the biggest ceasefire violation in recent months. About 28 militants have also been killed while trying to infiltrate into India under the cover of fire by the Pakistani troops in the last two months.
Pakistan has been known to favour the strategy of pushing through as many militants as possible into India before the mountain passes of the Himalayas close with the onset of winters. They use the skirmishes at the border as cover for the infiltration attempts.
The attacks also mark a complete breakdown of ceasefire with Pakistan, a month before Prime Minister Manmohan Singh and his Pakistani counterpart Nawaz Sharif are expected to meet in New York on the sidelines of the United Nations General Assembly.
