Rules are meant to be broken . Anyway, this is Pakistan, where rules do not matter. :mrgreen: The Bureau, in a statement, confirmed Sharif’s arrest and added that the PML-N president will be presented before an accountability court on Saturday (tomorrow).
After which, he will be sent to Adiala or Kot Lakhpat jail !
NAB in November last had launched a thorough probe into the affairs of the 56 public-sector companies formed by Shahbaz administration in Punjab for their alleged involvement in corruption.
"Corruption" is a handy excuse to jail anyone in Pakiland . Even Immy - one day- will be accused of this "crime" :mrgreen:

Protecting the black economy - Khaleeq Kiani

THE government appears to be backtracking on its decision to remove restriction on the purchase of vehicles and property over Rs 5 million by non-filers of tax returns after widespread public criticism.

There are indications that Finance Minister Asad Umar, in his wind-up speech on the supplementary budget, would envisage exemptions to some genuine cases and keep intact the overall ban introduced by the PML-N government which was considered to be crucial for documenting the economy, broadening the tax base and increasing tax recoveries.

As a consequence of the PML-N policy, the ‘own money’ on sale and purchase of new cars had almost vanished over the past two months and car manufacturers had been campaigning for an end to the restriction as their sales had tumbled dramatically. Likewise, the powerful real estate developers and property dealers had been lobbying extensively to get rid of the restriction that dampened the property business.

Real estate has been the key to the black economy. The inability of the provincial governments to document this area and bring it under an effective taxation system has been the major cause of the failure of the 7th National Finance Commission to the increase tax-to-GDP ratio.

There are indications that the finance minister would envisage exemptions to some genuine cases and keep intact the overall ban introduced by the PML-N government

It was after this failure that the former finance minister Ishaq Dar led economic team had done away with, after a long hiatus, the so-called DC rates for registration of property to be replaced with an indicative price that was far below the actual market rate.

Even then a lot of amendments intruded into the scheme as vested groups found a way around. Therefore, the departing strike former finance minister Miftah Ismail to block the purchase of vehicles and property by non-filers was considered one of the deadliest attacks on the black economy.

Surprisingly, the Federal Board of Revenue (FBR) appears to be changing its position. While it had supported the ban when the PML-N had introduced it in the budget and the Boards had expected to gain revenue, the FBR now seems to support the PTI when it is set to lose revenue.

A senior FBR official therefore argues that the abrupt implementation of any reform on the informal economy will cause serious damage to the entire economy. “We have to resolve the matter in a way that the real tax evaders cannot escape and those who are not genuinely required to file returns are protected including pensioners, widows, overseas Pakistanis and those who have inherited properties or those who are not legally required to file returns.”

The new PTI government had nothing to lose in continuing with the ban when the blame for a slowdown in the underground economy had already gone to the PML-N. Instead, the it gave a contradictory message to the economy when it advocated for a fair and equitable tax system through broadening of the tax base and yet reversed two major initiatives that could have reduced space for the black economy.

As a result, the new government had to face backlash from the formal economy that was already under criticism for a massive gas price increase, resulting in increase in the price of all types of bread, roti etc.

Minister of State for Revenue Hammad Azhar showed a willingness to continue with the ban and allow exemptions in hardship cases during the course of the debate on the supplementary budget by the Senate Standing Committee on Finance.

Although a revised scheme is yet to be made public, most members of the senate panel led by PPP Senator Farooq H Naek had recommended and the government team had agreed that widows, pensioners, overseas Pakistanis and cases of inheritance should be exempted from the ban. Likewise, small cars not above 800cc may be considered for exemption.

As a face saving measure and to support some revenue yields, senators from across the party line have endorsed the increased tax on tobacco, import duty on vehicles over 1,800cc engine and withholding tax on banking transactions of non-filers from 0.4 to 0.6 per cent.

Although recommendations of the senate on the finance bill are not binding on the government, it is also customary that the finance minister accommodate some suggestions of the upper house.

The Senate committee’s recommendation to reduce income tax against business income and salaried income to a maximum of 25pc and 20pc respectively instead of 29pc and 25pc proposed in the supplementary finance bill is unlikely to be accepted by the finance minister because of an impact of around Rs35 billion.

The committee’s final recommendations are being presented to the Senate today for onward consideration of the government and the National Assembly for approval.

The Senate committee has also rejected, with a majority vote, proposals in the supplementary budget for reducing tariffs on import of 34 items intended to enhance exports and support local industry when the ministry of commerce and the FBR failed to justify the revenue impact, how exports would go up and local industry would be protected in the absence of any data. The committee believed some vested interest was behind these facilitations.

The senators have also opposed, with majority, to charge revised higher income tax rates for individuals with backdated effect from July 1. Some of them have warned litigation on the ground that until the supplementary budget had been passed by the National Assembly and signed into law by the President had no locus standi in the eyes of the law and the constitution even though the law ministry did not buy this stance.

IMF Staff Concludes Visit to Pakistan

End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. This mission will not result in a Board discussion.

*Pakistan is facing significant economic challenges, with declining growth, high fiscal and current account deficits, and low levels of international reserves.

*Recent policy measures are steps in the right direction, but not yet sufficient. Decisive policy action and significant external financing will be needed to stabilize the economy.

*Once stabilization is beginning to take hold, increasing focus is warranted on critical reforms to foster sustained and inclusive growth and strengthen institutions.

A staff team from the International Monetary Fund (IMF), led by Harald Finger, visited Islamabad from September 27-October 4, 2018 to discuss Pakistan’s economic situation and exchange views on necessary policies for economic stabilization and sustainable and inclusive growth. At the end of the visit, Mr. Finger made the following statement:

“Pakistan is facing an increasingly difficult economic situation, with high fiscal and current account deficits, and low international reserves. This mostly reflects the legacy of an overvalued exchange rate, loose fiscal policy and accommodative monetary policy. The fast rise in international oil prices, normalization of US monetary policy, and tightening financial conditions for emerging markets are adding to this difficult picture. In this environment, economic growth will likely slow significantly, and inflation will rise.

“The team welcomes the policy measures implemented since last December. These include 18 percent cumulative depreciation of the rupee, interest rate increases of cumulatively 275 bps, fiscal consolidation through the budget supplement proposed by the minister of finance, a large increase in gas tariffs closer to cost recovery levels, and the proposed increase in electricity tariffs. These measures are necessary steps that go in the right direction.

“Additional decisive policy action, anchored in a comprehensive strategy, and significant external financing will be needed in the near term. Policies should include more exchange rate flexibility and monetary policy tightening, further fiscal adjustment anchored in a medium-term consolidation strategy, and strengthening the performance of key public enterprises together with further increases in gas and power tariffs. Together, these steps would help reduce current account pressures and improve debt sustainability. Importantly, to protect the more vulnerable segments of society, there is a need to further strengthen social protection through the Benazir Income Support Program. These policies will help stabilize the economy and lay the foundations for sustainable and inclusive growth.

“Once stabilization is beginning to take hold, the focus should increasingly shift to reforms to foster sustained and inclusive growth and strengthen key institutions. Priority areas include modernizing the tax system and public financial management, strengthening fiscal federalism arrangements, improving governance and eliminating losses of public enterprises, enhancing the SBP’s autonomy, intensifying AML/CFT efforts, improving the business climate and anti-corruption efforts, and fostering the economic inclusion of the poor, youth, and women.

Oct-Dec: SBP to sell debt instruments worth Rs4.9 trillion - Salman Siddiqui

KARACHI: The State Bank of Pakistan (SBP) announced on Thursday that it would sell government-backed long- and short-term debt instruments worth Rs4.9 trillion between October and December this year.

A big chunk of the debt, to be raised through the sale of three to 20-year Pakistan Investment Bonds (PIBs) and three to 12-month treasury bills during October-December 2018, would be utilised to pay back the maturing debt of Rs4.449 trillion.

After paying the maturing debt, Rs450.20 billion will be left which will add to the overall outstanding debt, which stood at Rs29.861 trillion as on June 30, 2018, according to the SBP.

The new debt will help the government to partly bridge the deficit in budgetary financing, which economists fear will be higher than the target of Rs2 trillion for the current fiscal year 2018-19.

The central bank will auction the debt instruments to primary dealers who comprise mostly commercial banks.

The government, through the central bank, will raise Rs4.60 trillion through six auctions of T-bills from October to December 2018. During the same three-month period, T-bills worth Rs4.40 trillion will mature.

Moreover, the government would raise Rs150 billion through the auction of PIBs at a fixed rate of return of 7.25% on three-year bonds, 8% on five-year bonds, 8.75% on 10-year bonds and 10.75% on 20-year bonds, the central bank said.

Apart from this, PIBs valuing at Rs48.34 billion will mature during Oct-Dec 2018.

In addition to this, the government aims to raise another Rs150 billion through the auction of 10-year PIBs at a floating rate.

For the first time, the government auctioned PIBs at a floating rate of return worth Rs150 billion in May 2018 that market experts termed a smart and unique move to attract maximum funds.

By 2020 Pakistan will be having 1.3 bcfd gas from Turkmenistan through $10 billion TAPI. The LNG in the open market gets cheaper in summer season and it surges a lot in the winter season.”
$ 10 TAPI ( India :roll: ) pipeline, $ 20 Billion Gwadar oil refinery, spanking brand new railway line from Karachi to Khunjerab Pass, $ 20 Billion . And now underground gas storage costing probably another billions ! Where is the Damn ( forgot about The Dam !) Money coming from :mrgreen:
Idea is, the official said, to store the imported gas in summer season at cheaper rates and utilise it in winter season for keeping the country energised and industrial activity intact. More importantly in case of disruption in LNG supply chain on account of any Tsunami in the sea or any reason, the gas storages will be used for industrial activities till the time the problem is vanished. :((
It does not "cost" anything to cover all these possibilities :mrgreen:
There are Bokhari and Kharewl gas fields wherein the government would first make the gas storages as strategic stock. “For this purpose, Pakistan has initiated interaction with an international company --Gazprom of Russia.” The official said that a top delegation of Gazprom is due in the end of the current month of October.Managing Director of the Inter-State Gas System (ISGS) Mobin Saulat said that USA has the gas storages for 10 years. “China and Japan has also built many gas storages and more importantly India has also erected the gas storages.
This is the main reason ! India has it ! So (bankrupt ) Pakistan should also have it .!

LAHORE: The Lahore police is busy blackmailing and extorting unwitting young couples in the city with impunity, as senior officials of the department look the other way.According to details available with Pakistan Today, a number of cops of the Lahore police have been intercepting and filming young couples travelling together on cars.
Videos reportedly obtained from the phone of one of the policemen involved in the extortion ring show how the gang operates. The gang stops cars and then verbally and physically assaults the men while making videos the entire time. They then use those videos as leverage to get money out of those they corner.
No need to get alarmed . This is a well organized racket . Everyone on the "inside" knows it ! Right from the top ( DIG) to the Police Station's chaprassi will get his cut ( on a weekly basis !) :twisted:
The matter came to light when a police constable of Ghalib Market Police Station, Nadeem Iqbal (C/6412) filed an FIR [First Information Report] in which he alleged that a couple he and his colleagues – Usman Mushtaq (C/14575) and Usman Saeed (C/20154) – had tried to intercept had used their contacts to have him and the other two cops kidnapped.
Not sure why Nadeem was NOT on the scam :mrgreen:
However, sources privy to the details of the incident revealed to Pakistan Today that the trio had in fact tried to blackmail the couple by filming them when they were stopped near LDA Park in the Ghalib Market police precincts for ‘checking’ on the night of Oct 1. However, Iqbal and his companions faced resistance from the man, who happens to be a close friend of Mian Hassan, the son of Punjab Housing and Urban Development Minister Mian Mehmoodur Rasheed.
The risk is always there ! Maybe, they catch someone, who have more sifarish :mrgreen:
The man asked the policemen not to record the video and put the phone aside, however the trio reportedly attacked the couple. During the scuffle, the man was able to snatch the constable’s phone while the woman telephoned some friends, including the son of the Punjab minister, for help. The couple’s friends reached the spot and managed to secure their release from the three policemen.
Is it possible that the Police are forced to resort to these tactics because they have not yet been paid their salaries due to the country's desperate financial situation :mrgreen:
Constable Iqbal later registered an FIR, seemingly in an attempt to cover his tracks, making a hue and cry about having been abducted on duty.He alleged in the FIR that the couple was being taken to the police station when the youth called Mian Hasan, who immediately arrived there along with his three friends in two cars.

The complainant claimed that the suspects snatched their guns, bundled them into their cars and drove away. They later dropped the kidnapped policemen at different places and fled away, he alleged in the FIR.The police claimed that they kept looking for the suspects and traced one of the cars finally on Thursday through a CCTV camera footage that was registered in the name of Mian Mahmoodur Rasheed.
Responding to allegations that his son was involved in the abduction of the policemen, Mian Mehmoodur Rasheed said that the couple caught by policemen was just going to the market to have coffee. He alleged the policemen on bikes without number plates tried to blackmail the couple and demanded Rs 50,000 as bribe from his son’s friend which prompted Mian Hasan to reach the scene to help him.He said that he himself directed his son to visit the police station and join the investigation to show that he respected the law.
“I’ll quit my office if the allegations leveled against my son proved true,” the minister said.
Typical Paki bravado !
However, the recovery of a large number of videos featuring different couples from the phone taken from the cop belies the police’s claim regarding the incident.
Speaking to Pakistan Today, DIG Operations Rana Shahzad Akbar said that for now the police was only looking into the FIR filed by Constable Iqbal, and that they had not yet received any complaint from the other side.DIG Akbar said the minister’s son Mian Hassan was involved in the entire episode.“They (suspects) kept driving the cars on various roads of the city for two hours, slapping the kidnapped policemen and also filmed the torture with their mobile phone cameras,” the DIG claimed, adding that the police traced out the suspects with the help of CCTV cameras of the Safe City Project which also showed them dropping the policemen one by one on different roads.
The plot gets thicker !
However, after being brought up to speak about the videos in question, the DIG said that the police would be launching two different investigations, one into the claims made by Constable Iqbal and one into the gang that has been harassing couples.“While we are investigating the FIR as per procedure, we are also conducting an internal investigation regarding these claims that have surfaced,” he said, hinting that no immediate action would be taken against the three policemen accused of extorting money from young couples.
Forgot about an "objective investigation ".! This is Pakistan! Whoever brings the biggest sifarish in the investigation - The DIG or the Minister- wins th case :mrgreen:

Is it not kind of a bit late to investigate this kind of a thing . Almost 4 years after the fact !

Treason Trial for Pakistani Journalist Signals New Pressure on Media

A prominent Pakistani journalist has been ordered to face a court hearing on accusations of treason next week, in a case the country’s press corps says is one of several recent attempts under the new government to intimidate the news media into silence.
The journalist, Cyril Almeida, a leading columnist for the newspaper Dawn, has been summoned to appear before the High Court in Lahore on Monday. The accusation stems from an article he wrote in May that featured an interview with former Prime Minister Nawaz Sharif, who was at loggerheads with Pakistan’s powerful military until he was ousted last year.
In the interview, Mr. Sharif appeared to reinforce India’s accusation that Pakistan’s military aided the militants who carried out the 2008 Mumbai attacks, which killed more than 160 locals and foreign tourists.
Mr. Almeida’s summons to stand trial on a potentially capital offense for simply conducting an interview was instantly alarming to veteran Pakistani journalists, who were already worried that the country’s new government will continue the intimidation tactics favored by the military in the lead-up to the parliamentary election in July. Pakistan’s opposition and European observers said the military created an unlevel playing field before the polls, censoring the news media and pressuring candidates to secure a victory for Imran Khan, who became prime minister in August.
On Tuesday, journalists, editors and other civil society groups will stage a demonstration against the court’s action against Mr. Almeida and what they say is pressure on media organizations to stifle criticism of the government and military.“This is the darkest period for journalism in the country’s history, no doubt about it,” said Afzal Butt, president of the Pakistan Federal Union of Journalists.
In the months before the election, several journalists were beaten or abducted, with only one thread tying them together: their criticism of the military.In June, the columnist and political commentator Gul Bukhari was abducted in an army-controlled area of Lahore by unknown attackers, including men in military uniform. And Dawn, which Mr. Almeida works for, was prevented from being distributed in military cantonments, which make up large residential areas of most Pakistani cities.
Mr. Almeida and the editors at Dawn declined to comment for this article, citing the upcoming trial.
Before the election, while most parties decried the pressure on the news media, Mr. Khan was silent. In an interview with The New York Times weeks before the polls, he said that the pressure certain media outlets came under was deserved, as they supported Mr. Sharif, the ousted prime minister.
He came into power through the support of the Army !
But in the same breath, Mr. Khan insisted that the news media was free.“Pakistan’s media is one of the most vibrant medias in the world,” he said in the interview. “Watch the programs every evening. There are 10 current affairs programs going on; everyone expresses their views.”
But, there are Red Lines !
Many journalists and editors say the current hostility is more dangerous than pressure seen under previous governments: They see it as coming from all pillars of the state, with Mr. Khan’s government considered closely in sync with the courts and the military. The military is accused of pressuring the courts to block any opposition — or even criticism — of Pakistan’s powerful army, and military pressure was seen as a factor in the court’s ruling last year removing Mr. Sharif from office on corruption charges.
Soon after the inauguration of Mr. Khan’s new government, Information Minister Fawad Chaudhry ( he is Propaganda Minister not Information Minister !) raised hopes among the international news media when he said in an interview in August that he would ease visa restrictions for foreign journalists. But since then, editors and reporters have been on edge.
In mid-September, Mr. Khan created the Content Committee, a board to coordinate and oversee the distribution of state advertisements to local newspapers and electronic media. The government is the country’s largest media advertiser and has not paid its recent bills, several newspaper publishers said, leaving hundreds of journalists and other media employees without salaries for the past four months.
Another pressure tactic !
Editors and publishers fear that the Content Committee may favor media outlets deemed to be supportive of Mr. Khan’s government while indirectly punishing those that are critical by withholding needed advertising.
“We have to wait and see if this is a monitoring body to favor some groups and curtail advertisement for others that in the past or present were critical to government,” said Mazhar Abbas, the former secretary general of Pakistan’s journalist union.“The tactics are now different, to financially cripple strong media houses, unlike before where they may ban a newspaper for some time. By crippling the media houses, newspapers are curbing their reporting, reducing their pages,” Mr. Abbas added.
Mr. Almeida is not the first journalist to be charged with treason, and Mr. Khan is certainly not the first Pakistani leader to be accused of hostility toward the news media. During Mr. Sharif’s second term as prime minister in 1999, Najam Sethi, a prominent journalist and editor, was beaten and arrested on suspicion of treason after he gave an inflammatory speech while visiting India. He was detained for several weeks, but the Supreme Court ordered the charges against him dropped.
But Mr. Abbas and others say Mr. Almeida’s case is unique because his treason charges stem directly from an interview he conducted.“If an interview is now a crime, how can we do our jobs?” Mr. Abbas asked.This month, the Ministry of Information started a Twitter account called Fake News Buster, supposedly to debunk social media rumors. The move was a chilling reminder of the army’s warning to journalists before the election that their social media accounts were being monitored, hinting that they would be punished for any posts that were unfavorable to Pakistan.
“This seems to be a well-thought, sinister move on the part of both government and military to remodel and regulate the country’s print and electronic media industry to strengthen the military’s narrative about politics and the economy at the cost of constitutionally guaranteed freedoms,” said Matiullah Jan, a prominent talk show host.The tendency by officials to “paint critics as anti-state and traitors is pressurizing and endangering the lives of journalists,” Mr. Jan added.

SLAMABAD – A federal court has issued permanent arrest warrants ( no expiry date, forever good, !) of Pakistan’s former ambassador to the United States Hussain Haqqani today (Friday).
During the hearing of Memogate scandal headed by special judge Irum Niazi, ( From Kaptaan's biradari :roll: ) Federal Investigation Agency (FIA) presented its report, alleging Haqqani of embezzlement of Rs2 million dollars.
The FIA official said that the former ambassador was deliberately hiding to avoid arrest.
He goes to work every day at the Hudson Institute in DC :D
Haqqani was criticised by the Pakistani parliament for his column in The Washington Post in which he had written that he had helped US forces in action against Al-Qaeda chief Osama bin Laden when the government and the Inter-Services Intelligence (ISI) had been kept in the dark about the secret operation. :roll:

Putin in India – Editorial

Vladimir Putin is in New Delhi. Today sees the annual Russia-India summit; a tradition dating back to 2000. Topping the agenda is the inking of a $5 billion-arms deal. For the Modi government is all set to buy the much-coveted S-400 anti-craft missile weapons system. Also on the cards is a formal plan of action on nuclear cooperation.

All of which underscores Moscow’s regional designs that thus far India is happy to embrace. Indeed, this sits well with New Delhi’s active tilt towards diversification on defence and energy. And while the US will not be pleased with this ongoing penchant for Russian weapons of mass destruction, it will likely not protest too much. After all, India is not buying exclusively from Moscow. American arms sales to its strategic partner for the twenty-first century skyrocketed from zero to $15bn in the last decade alone.

Thus Trump Town looks ready to issue a waiver on the S-400 deal under CAATSA (Countering America’s Adversaries Through Sanctions Act). This legislation effectively penalises any country from doing significant business with Moscow and has been in place since the latter’s annexation of Crimea back in 2014. Though it remains to be seen if the US will take punitive measures against the proposed $4.2bn Russian loan earmarked to cover the cost of India’s new nuclear park. What will likely irk Washington more is how Putin is now firmly back in the driving seat; selling arms to those whom the US views as sitting on the wrong side of the Middle Eastern fence. Such as Qatar. Or Syria.

Of course, the foremost American concern in this region remains China. In terms of the Belt and Road Initiative (BRI) as well as the Beijing-Moscow strategic partnership; both of which are regarded as directly challenging US hegemony in this neck of the woods and beyond. This is to say nothing of Chinese and Russian intermittent attempts to mediate in the Taliban peace process. And then there is the matter increased bilateral trade between the two sides; which is scheduled to reach the $100 bn-mark this year.

It is rather ironic that the US is far warier of Russia-India ties than is Pakistan. This is because Islamabad is adopting a pragmatic approach to regional shifts. Indeed, it now enjoys close ties with all the big players: China, Russia and Iran. Not forgetting Saudi Arabia and Turkey. Then there are traditional relations with the US that it is endeavouring to reset. In fact, Pakistan has positioned itself as a force to be reckoned with. Which is another way of saying that it has finally harnessed its significant geo-strategic location. India, for its part, is doing the same as it continues to court the Russian bear.

Washington would do well to recognise these realities. After all, nothing stays the same for too long. At least not when it comes to the ebbs and flows of nations on the rise and those in retreat.

Pakistan Stock Exchange (PSX) on Friday crashed and shed 860.77 points or 2.15 per cent amid investors’ concerns over International Monetary Fund’s (IMF) assessment report of Pakistan economy and the declining forex reserves of the country.
The IMF mission in a report after completing an assessment of Pakistan economy said Pakistan is facing significant economic challenges, with declining growth, high fiscal and current account deficits and low levels of international reserves.The Fund’s report and State Bank of Pakistan’s report about declining Pakistan forex reserves triggered panic selling which led to market’s crash.The shares market opened trading on Friday in the green zone. But soon the market crashed and then there was all-round fall.
At one point during the trade, the market shed 1054 points. However, it managed to recover some of the losses in the last session and closed 860 points down. During the trade, some 87,369,890 shares changed hands at the market.
On Friday, trading held on the shares of 367 companies out of which share prices of 311 companies decreased, whereas share prices of 43 companies increased. Prices of 13 companies remained unchanged.

The federal government has slashed the development budget allocated to Science and Technology in the Public Sector Development Programme (PSDP) by 44 per cent.
The government has cut the allocations for Science and Technology by Rs1.172 billion in the mini-budget passed by the National Assembly.As many as 10 new projects of Science and Technology Ministry in the Public Sector Development Programme (PSDP) for Fiscal Year 2018-19 out of the total 11 projects have been dropped.The dropped projects include upgradation of National University of Science and Technology’s (NUSTG) laboratory as per international standard. A research project of the Ministry costing Rs 200 million was also dropped.
The government has also shelved the NEUTECH University project and dropped it from the PSDP. The Model Science School project costing Rs 100 million has also been dropped. Besides, Pa-Korea Solar Testing project has also got an axe from in the mini-budget.Out of the axed projects include a programme for groundwater management. With the fresh cut in the mini-budget on PSDP allocations of the Ministry, the allocations for Ministry of Science and Technology have dipped to less than one per cent of the GDP.
The budget was slashed despite the Senate’s Standing Committee on Science and Technology recommendations to increase budgetary allocations for Science and Technology to 4 per cent of the GDP. The Standing Committee has made the recommendation recently with a view to promoting scientific research in the country.
India recently signed a massive arms deal with Russia , which will equip its arm forces with the latest Missile System . Informed sources in Islamabad have rubbished the rumours that the massive cut in the Science and Technology Budget , coupled with the decrease in education and other social welfare programs have anything to do with this increase in Indian Defence Expenditure nor the cut is related to the uncertainty surrounding the IMF loan . :mrgreen:

Not sure that this Christian lady will get justice in the Islamic infested atmosphere of Pakiland , whether there is a two level system . One "justice" for followers of The Book . And other for minorities :evil:

Cosying up to extremists – Editorial

The government has failed rather spectacularly to contain the fallout of a sitting federal minister sharing a stage with globally proscribed terrorist Hafiz Saeed; the man that India and the US accuse of masterminding the 2008 Mumbai attacks. Regrettably, the Foreign minister appears to have made things worse.

While still in the US, an explanation was sought from Shah Mehmood Qureshi. Naturally, no one was expecting him to publicly throw a colleague to the wolves. Especially not when social media was rife with rumours that Noor-ul-Haq, the minister for Religious Affairs and Interfaith Harmony, had attended the Difa-e-Pakistan Council event on Kashmir at the behest of Prime Minister Imran Khan. That being said, there was absolutely no excuse for Mr Qureshi to refer to Saeed as a “political element”. The world stage is no place for such dangerous and mainstreaming vernacular. Not least when Pakistan had, just last week, spoken at the UN of how the country remains committed to strengthening its counter-terrorism frameworks and regimes; as a rebuttal to repeated Indian accusations of double-gaming on this front.

Thus the entire fiasco represents an own goal. Particularly from where New Delhi is sitting. A convenient means of deflecting the spotlight from human rights violations in -held Kashmir. Sadly, the PTI is familiar with charges of cosying up to those whom it should not for political gain. From indirectly throwing its weight behind the Tehreek-e-Labaik Pakistan (TLP) as the latter held the federal capital hostage for three weeks; while crying blasphemy against the then PMLN government. Prior to this there had been murmurings of Khan wooing extremist groups such as Jaish-e-Mohammed (JeM) and Jamaat-ud-Dawa to make up the numbers at a rally calling for then PM Nawaz Sharif to step down in the wake of the Panamagate disclosures. Or, indeed, in April when the PTI chief reportedly submitted an adjournment against the suspension of Saeed’s so-called charitable endeavours.

That the ruling party appears to be pursuing the same trajectory in office demonstrates sheer reckless and a blatant disregard for the country’s precarious situation. For the Noor-Saeed fiasco comes at a time when Pakistan is not only trying to reset ties with the US; which does not believe it is doing enough on the terror fighting front. But when it also has to convince the soon-to-be arriving FATF delegation that it is taking appropriate measures against money laundering and terror financing. If things do no go well, the country could join Iran and North Korea on the blacklist. Yet the PM appears indifferent to all this.

Someone somewhere should tell him that the financing of terrorism is perhaps the worst form of corruption. And that it needs to be tackled most urgently. What is not required, however, is hobnobbing with extremist figures with untold blood on their hands. For this helps no one. Especially not the Kashmiris.

Only 44%!? The budget for STEM should be zero and the budget to the madrassas should be doubled. After all, all the worldly knowledge there is in math and science that needs to be learnt or discovered or invented is already in The Book.

She is not going to get any different response from this SCJ. Her past appeals have been rejected. Besides, is there any brave attorney in the paki legal system who would dare to take up her appeal in earnest? Finally, it will come down to the president.

Sources told The Indian Express that a top Pakistan diplomat was summoned by the Ministry of External Affairs in Delhi on Friday, and a similar demarche was made in Islamabad by the Indian High Commission.
India pointed out that Saeed is a UN-proscribed terrorist, and the US has offered a $10-million bounty on him.

Who is prisoner number 8 in Bangkok's jail? Why India & Pakistan want his custody
For the past two years, a Thai court has been trying to determine whether prisoner number 8 in a Bangkok jail is an Indian or a Pakistani national. The inmate is wanted by New Delhi and claimed by Islamabad as its own.
On Indian police records, Prisoner Number 8 in Bangkok's Maha Chai Road jail is identified as Mudassar Hussain Sayed alias Munna Zingada, a Dawood aide involved in a shooting attack on gangster Chhota Rajan in the Thai capital back in 2000.
According to highly-placed intelligence officials, Islamabad always feared that if extradited to India, Zingada would reveal some more fine details of the ISI's nexus with Dawood Ibrahim.
ISI spies were, therefore, flown to Bangkok with a battery of lawyers to block Zingada's deportation to India.
In the city's Lat Phrao court, they sought to own Zingada as a Pakistani citizen. The ISI-sponsored attorneys first produced a forged Pakistani passport identifying the Indian fugitive as Mohammad Salim, said top intelligence sources.
"What followed next was a forged marriage certificate to mislead the court. After that, they came out with another false testimony about the death of Zingada's father in Pakistan," said a senior official monitoring the Bangkok court proceedings.
A notorious shooter, Zingada travelled to Pakistan in 1997 via Nepal on the orders of Dawood Ibrahim, intelligence sources say.
But India called the Pakistani bluff last month in the Bangkok court.
Investigators paraded Zingada's entire family, including his father, before the judges. The Bangkok court was also shown DNA reports authenticating the relationships, said security officials.
With India's compelling evidence now with the Bangkok court, officials are hopeful Zingada would finally be handed over to New Delhi in the next few months.

30 companies enter Gwadar free economic zone with $474mn investment

ISLAMABAD: Gwadar Port Authority Chairman Dostain Khan Jamaldini, in an interview with the media on Friday, has said that at least thirty companies from various industries including hotels, banking, logistics and fish processing have entered :roll: the free economic zone.
He said that the companies have directly invested around $474 million in Gwadar.

Dostain Jamaldini said there are many corridors linked through the network of the Belt and Road Initiative (BRI) announced by Chinese President Xi Jinping, but the most viable corridor is the China-Pakistan Economic Corridor (CPEC).
He stated that the Gwadar port collection, connectivity, and production areas are now almost ready, and added that the authority is receiving a ship from the China Ocean Shipping Company (COSCO) on a weekly basis, and with the start of industrial production in the free zone, the frequency of these ships is bound to increase.

Is gawadar worth investing in for an ordinary salary man these days? My early 2000s investments were wasted as the housing projects i booked never even started construction
If so, where is it safe because I'm thinking medium to long term rather than for high returns

ISLAMABAD: Qatar has urged the new Pakistani government not to discuss LNG terminal accord signed between Qatari and Pakistani company in the Parliament, media reports said Friday.
In case the issue was brought under discussion in the Parliament, this would be tantamount to violation of agreement and Qatar would not only suspend the supply of energy but no relation would be established in future, they added.
This is like a blackmail threat !
According to credible sources, a recent visiting delegation had visited Pakistan to cater to this issue. Qatari government apprehends that new Pakistani government like other matters will try to revisit this agreement also, in which $2bn corruption has already been surfaced.
So, it seems that there was some sort of a gol-maal arrangement between Ganja Sharif Govt and the Qatari Sheikhs ( houbara hunting licences, "false" affidavit", import of cars without paying custom duty and now this latest "scandal" !)
Qatari government wants Pakistan government to implement the agreement without any argument.Visiting delegation has assured that in return of this cooperation it will extend the fullest cooperation in CPEC mega projects also.Qatar also hinted at large scale investment in Pakistan.

Contrary to its previous claims, the PTI government will not public the secret clauses of the LNG deal with Qatar, sources said on Friday.In case of violation, Pakistan can face serious consequences, an official said. It is pertinent to mention here that Qatar Petroleum Chief Executive Officer Saad Sherida Al-Kaabi held a meeting with Prime Minister Imran Khan.Al-Kaabi highlighted the importance of the LNG accord and discussed over the deal. The LNG deal was made by the PML-N government; however, corruption was alleged in the deal.Prime Minister Imran Khan, before assuming charge of the country’s premier post, had promised that everything will be made public. However, the Ministry of Petroleum has decided to not public the accord, citing few sections which are a must for Pakistan to keep hidden.
A large number of people have the view that, LNG will be imported from the public tax money and it is public’s right to know on which grounds the agreement was made. An official on condition of anonymity said the PML-N government had agreed to keep few sections of the agreement hidden and these sections can never be public. He said if Pakistan public this agreement Qatar can end the agreement.Following the situation, Pakistan would not be able to sign an accord with any other country because Qatar produces 70 of LNG in the world.Minister of Petroleum Sarwar Khan, when asked, said the matter is not in his knowledge. The Qatar High Commission is silent over the matter.
The Qataris ( also Wahabis ) are in a major dispute with Saudia . The Saudis have placed an economic embargo on the Qataris. In any dispute, the Pakis are likely to toe the Saudi line , though for face saving purposes they may profess "neutrality"

IT is no secret that low-wage workers in the Gulf are the most vulnerable of Pakistan’s expatriate community. The kafala (sponsorship) system giving employers tremendous control over workers has created exploitation of a magnitude that can be compared to modern slavery. It is also no surprise that these states have the highest population of Pakistani prisoners abroad. Their notoriously opaque legal systems essentially deprive migrants of their rights through habitual due process violations. Over the past few days, as our new government has sought to cement its ties with Saudi Arabia — which, despite a dramatic reduction in Pakistani labour in recent years (50,000 in the past eight months alone) is still one of its largest employers — its constituents at home and abroad have been calling for commitments of another kind. On Tuesday, a Senate body was told that around 650 laid-off Pakistani workers are now petitioning Saudi labour courts to claim their unpaid dues. According to an overseas Pakistanis ministry official, one firm owes 127m Saudi riyals in back wages. Similar cases have been reported in the past. Meanwhile, on Wednesday, protesters in Islamabad called on the government to assist in the release of their loved ones currently incarcerated in the kingdom. There are approximately 3,000 Pakistanis languishing in Saudi prisons, including many on death row. Since 2014, the kingdom has executed more than 70 Pakistanis, most of them poor and convicted on drug ‘smuggling’, which they were likely tricked or coerced into.

While the issue of unpaid salaries, as well as of increasing the job quota for Pakistanis, reportedly being broached with the visiting Saudi delegation, is a positive step, there is an urgent need to address the lack of safeguards —– functional consular services, legal support, a prisoner transfer treaty and a labour agreement — for Pakistanis living in Saudi Arabia. They, and their families at home, are desperate for a more equitable relationship between our two nations. Clearly, it is not only livelihoods but lives that are at stake.
Beggars cannot be choosers . If you do not want to annoy the "arrogant" Saudis , in this your hour of needed , you better keep your trap shut :twisted:
