NIA pins hopes on pact with Saudi Arabia

KOCHI: The investigation into terror-related cases in Kerala will get a shot in the arm once Prime Minister Manmohan Singh seals the extradition treaty with Saudi Arabia and initiates a discussion on handing over those accused in terror cases to India.

Sources in the Union Ministry said that the Prime Minister’s visit to Saudi Arabia later this month would be of prime importance as it would enable the government to get the custody of several wanted persons who were believed to be holed up in various parts of Saudi Arabia.

“The extradition treaty will benefit the National Investigation Agency (NIA), which has taken over the investigation of terror-related cases in Kerala,” sources said.

“The Prime Minister will take up matters related to handing over of those accused in terror cases to India during his visit to Saudi Arabia,” said Union Home Secretary G K Pillai.

According to senior police officials, the probe into several cases had revealed that the accused used to escape to Middle East countries and once they land there, it became difficult for the investigating team to nab them.

Investigation has already revealed that several accused in Kalamassery bus burning case, Ernakulam Collectorate blast case, and those involved in Panayikulam and Wagamon SIMI training camps, had fled to Middle East and had gone underground in several countries, including Saudi Arabia.

“After tracing the whereabouts of the accused in the Middle East, we used to approach the sponsor. We apprise the sponsor of the facts and ask him to cancel the visa of the accused. We keep trail of the movements of the accused and once he or she lands in India, we take them into custody from the airport,” police officials said explaining the arduous procedure being followed to nab those persons who had escaped to Saudi Arabia and the Middle East.

I guess Pranav ji has given a nice support towards understanding the global picture of the forces with whom Indic-ness is in association (either constructive OR destructive OR neutral). The external support in terms of money for abrahmic memes is very high. Furthermore, they are clear about their fundamentals and ideals. They have clearly defined simple goals backed up by lots of money to explain it to people in need. The Indic world-view is complex. There is no money in favour of Indic-memes for propagation. And most importantly, the society has forgotten the basics of Indic-ness.

Jesus, vishnu, avatar were just examples to make a point that in a civilization which says "everything in this universe which exists, is brahman" and "truth is one, different people call it by different names", there should not come such times as we are seeing today. The reason of our poverty (ideological) is that we have forgotten how to implement the most core ideals of our civilization, that is these two sentences. They remain theoretical, hence the present deplorable condition.

The understanding amongst Indics about their inherent unity has been on rise, since beginning of 20th century. However, IMO, Indics have forgotten the understanding of this concept of Dharma.

Perhaps, this is what Indic-ness is about, understanding that Dharma is something way different from religion. Ever since the construct of Hinduism is propagated amongst Indics, there has been a degree of confusion while looking towards self and our history. The debates between Vedantis and Buddhists are considered as debates between two religions, wherein one religion vanquished another. This is not how they looked at things during times of Adi Shankara (for example).

It is not about Hinduism, it is about something more fundamental. Hinduism as we know today is not more than 150 years old. The british simply clubbed few of ideologies together and referred as hinduism. As you said, caste is an Indic phenomenon, just like Dharma and border-less rashtra. A nation-state with inviolable borders is a european construct. Allegiance towards such geographical entity was called Nationalism. Subsequently, Shivaji, Vivekananda, Savarkar, Bipinchandra Pal, Lokmanya Tilak et al were called as "Hindu-Nationalists".

Both the terms in this phrase "Hindu-Nationalism" are alien to pre-islamic world-view of Indians.

There are forces which wish to return to this pre-islamic world-view where
1. everybody in this region known as "Bhaarat" are referred to as Hindus by outsiders and Bhaaratiya by insiders.
2. everybody has a dharma to follow. This dharma is basis of individual-society-rashtra's decisions regarding Artha and Kaama (Pursuit of material wealth, fame, power and fulfilment of desires).
3. This dharma is given utmost importance by everybody irrespective of their personal pursuits of Moksha (spiritual paths of achieving salvation).

The segregation of spiritual pursuits from Duty and sense of Justice (dharma) is what is advocated by everyone who is tagged as "Hindu-Nationalist" from everybody in this nation.

To oppose this, there are alien ideologies, which believe in concepts like "religion", "Infidel" and in principle deny the segregation of polity and spirituality (Deen and Daulat).

What exacerbates the matter furthermore, is that the proponents of religion of one god in category two, are global players, where as proponents of category one are local players. By this I mean, just like communism, there are no borders in Islam. Whereas, the idea of "utopia" for a "hindu-nationalist" does not run beyond the realms of Indian subcontinent. A person tagged as "Hindu-Nationalist" asks for few basic things, which people from category two cannot give (theoretically).

The irony is that, most of the Indics or "Hindus", themselves have forgotten about the idea of Dharma. They too have started equating Dharma as synonym to religion and rashtra as synonym to nation-state. hence all the confusion.

Please look at it from this point of view. The problem is not Abrahmic spiritual pursuits. The problem is refusal of Abrahmics to give higher precedence to Dharma and keep spiritual pursuits purely personal and non-proselytizing.

The things like "Caste" is accumulated excreta, which was once a useful organ, now a decaying waste. And Indic component of subcontinental popualation is slowly getting rid of it. There are many such problems which form a part of this accumulated waste which is worth getting rid of. But an entity which is now a waste and once a useful, is a part of a picture, not whole picture in itself. Things which should go, should go. and they will. Five operatives of the Pakistan-based militant group Jaish-e-Mohammed, including its Pakistani coordinator in Bangladesh who was also a recruiter for operations in India, was nabbed in Dhaka on Sunday, officials said.

Of the five JeM activists, one is a Pakistani national while the remaining four are Bangladeshi citizens, said Mohammad Kamaruzzaman, assistant director of the elite Rapid Action Batalion.

Rezwan Ahmed, 26, of Karachi, two brothers Imazuddin alias Munna and Sadek Hossain alias Khoka, Abu Naser Munshi and Nannu Mia alias Belal Mandol were arrested during the special anti-militancy drive near the Dhaka College.

RAB officials said Rezwan had confessed that he was JeM's regional coordinator and also a recruiting agent for conducting operations in India.

Rezwan, who was fluent speaker in Hindi, Urdu, Bangla and English, was well trained to use handguns, sniper rifles, automatic weapons, light machine guns, heavy machineguns, RPGs and executing operations using explosives, officials said.

They said he was also skilled in planning suicide attacks at rail stations and trains. The security forces seized passports, sharp weapons, computer CPUs, different identity cards and foreign currencies from them, Col Zia Ahsan of the RAB said.

Nannu Mia, one of the other detained militants, was reportedly arrested in India in 1999 for his role in the Indian airlines hijacking from Kathmandu.

RAB said they had also learnt that Nannu was imprisoned in Guwahati for about 10 years, with more than four militancy-related cases pending against him in different Indian courts.

Col Ahsan said the suspects would be taken into custody for interrogation. JeM, founded by Maulana Masood Azhar, was responsible for the December 13, 2001 terrorist attack on the Indian Parliament in New Delhi.

The banned terror group was launched on Jan 31, 2000, by Azhar in Karachi after he was released as part of a deal to release Indian hostages in Kandahar, Afghanistan.

After 17-year search, 1993 blast accused finally held in mumbai

Mumbai: It took the Mumbai police almost 17 years to catch up with Firoz Abdul Rashid Khan alias Hamza, 40, an accused in the 1993 Mumbai serial blasts case. He spent the last five of those 17 years right under the nose of the cops at Kopri, Navi Mumbai, a Central Bureau of Investigation (CBI) official said.

Hamza has told the sleuths that he met Dawood Ibrahim. Twice he stayed at the fugitive don’s residence. He used to handle hawala operations and narcotics trade for the D Company.

The Metropolitan Police Service’s Extradition Unit arrested 49-year-old Mohammed Hanif Umerji Patel on behalf of the Indian Government.

The authorities believe Patel’s real name is Tiger Hanif, who is wanted in connection with a terrorist bombing in Surat, Gujarat, in 1993. In the incident, an eight-year-old schoolgirl was killed and 12 other people were injured.

Border Fencing Update from the month of Feb-2010

Guys, I have re-arranged my sheet to make it more readable. Despite some cynicism from some quarters, I am optimistic on this front. Things have changed of late. Look at the sheet and you will see clearly how the Shivraj Patil Years screwed us up. Now the speed of fencing is a lot faster. We have just 630 kms of fencing left (this includes the phase 3 which is rehaul. We have 531 kms of new fencing left to do and 99 of rehaul). At the current pace, which is good at, worst comes to worst, we should be done by the end of 2010.

Any field observations, with pictures and proof (not editorials by news outlets) will be very useful.

ULFA ‘commander-in-chief’ Paresh Barua reorganising his outfit

According to Assam Tribune, the ‘commander-in-chief’ of the United Liberation Front of Asom (ULFA), Paresh Baruah, has started reorganising the outfit. Security sources said that at least 30 to 40 members of the outfit are still in Bangladesh. The ‘central committee headquarters’ of the ULFA is still located in the Bakapura area in Sherpur District of Bangladesh. After the arrests of the top leaders of the outfit, the ‘commander-in-chief’ is now the most powerful man in the outfit and Jiban Moran is the ‘second in command’. Sources added that ULFA has made three ranks among the remaining senior members. Most of the members of these three groups are still in Bangladesh. Sources further said that all is not well in the ‘28th battalion’ headquarter of the ULFA in Myanmar and the top leaders have ‘suspended’ a senior member Sujit Mohan. Though Bijoy Das alias Bijoy Chinese is now heading the ‘28th battalion’, still considered the strongest wing of the outfit, personality clashes among the senior members have created problems.

The National Investigation Agency (NIA) took Thadiyantavide Nazeer, the Lashkar- e-Taiba operative accused in many terror-related cases in the country, to various spots in the city as part of the investigation into the twin blasts here in 2006.

The NIA team led by SP T K Rajmohan took Nazeer to the spot near the Markaz mosque around 11 a.m.

Nazeer had reportedly told the police that he and his team had assembled in front of the mosque before proceeding to the KSRTC bus stand to plant the explosive.

Later, Nazeer was taken to the KSRTC stand and the Mofussil bus stand to identify the places where they had placed the bombs.

Nazeer was also taken to the road near Mananchira and the Link Road junction with tight police security as part of collecting evidence.

Nazeer, who was in the custody of the Bangalore police, was handed over to Kerala following the production warrant from the NIA Special Court in Kochi.The court later released the accused to the custody of the NIA for 10 days. Nazeer was brought to the NIA temporary office at the PWD Rest House two days ago. His role in the twin blasts case was revealed after the arrest of Abdul Halim by the Kannur police. Halim told the interrogators that it was Nazeer who plotted the blast on March 3, 2006, to protest against the denial of justice to the accused in the Marad killings in 2002.

Indian investigators to quiz JeM terrorists in Bangladesh

A team of sleuths from the Research and Analysis Wing (RAW) and the Intelligence Bureau (IB) will soon visit Dhaka to interrogate five Jaish-e-Mohammed (JeM) terrorists to ascertain their role in the terrorist activities in India.

The terrorists who were held in Bangladesh include Belal Mondal alias Nanu Miyan Ilyas, suspected to have a role in the blasts in several Indian cities.

Union Home Minister P Chidambaram clarified that the role of Mondal in IC-814 hijacking, reported widely by the media, seems to be exaggerated.

Mondal, however, is wanted in Bangalore and Surat blasts of 2008.

Looks like the NIA does have officers from K.P on deputation (or permenantly absorbed to its strength). T.K Rajmohan was a Deputy Police Superindent (Dy.SP/ACP) at Kozhikode not long back. Looks like he has picked up his ranks, and now moved into the NIA. During Marad fishing village riots this officer did report the true findings and had not fabricated any stuff. IIRC he was in charge of the SB CID of the city at that time.

The terrorists through the separatists then adopted a new tactic to revive terror in the apple town. A substantial number of people took to the streets during the Amarnath Land row agitations in the summer of 2008. Since then, separatist forces egged on by their terrorist handlers have organised several demonstrations in Sopore following any allegation of human rights abuse by the security forces. They got their opportunity on 21 February 2009, when the local Rashtriya Rifles unit opened fire on a procession of devotees at Bomai village, north of Sopore town. As the demonstrations and protests acquired momentum all over Sopore, the army relented and hauled up the men responsible for the shooting incident for inquiry. The army post at Bomai in the heart of the Zaingeer belt which links Sopore with Lolab was re-located alongside a CRPF camp on the Sopore-Kupwara road. This led to the weakening of the army’s dominance of the rural belt of Sopore leaving the field open to militants. Since then, militants from the LeT, JeM, HuM and HM managed to regroup and have started operating from there with impunity. They had managed to re-group in similar fashion in Shopian following the agitations after the death of two women in May 2009. Last year since the Bomai incident there have been several militant attacks in Sopore which left eight civilians and seven security force personnel dead. Eight militants were also eliminated in different encounters. This year so far three civilians and six security force personnel have died in militant attacks in Sopore town. The attack on the Sopore Police station on 15 January where militants fired for at least 25 minutes was reminiscent of incidents in the 1990s when militants regularly carried out such stand-off firing on paramilitary bunkers in the town. The first fidayeen attack in the valley since 2007 which took place in Srinagar on 6 January 2010 was also launched from Sopore. There have been intercepts indicating that top terrorist leaders have based themselves in the Sopore belt and are co-ordinating and pooling their resources from there. The security forces were reluctant to operate freely following the uproar after the Bomai incident and removal of the post from Bomai led to the weakening of the counterinsurgency grid in the area. It was this freedom of movement which the terrorists sought and obtained by using the agitators.

But a substantial amount of responsibility lies with the politicians especially the elected legislators from the area who should ensure that anti-national elements do not hold sway following allegations of excesses by security forces. Hartals and Intifada style stone-pelting activities have to be nipped in the bud before they prove beneficial to the militants as it did in Sopore. The government should not succumb to pressure and take steps which weaken the security forces’ dominance over an area. The shifting of the RR camp in Sopore did just that. Such moves de-moralises the troops and imposes unnecessary restraint on them which compromises the efficacy of successful counterterrorist operations. The government should stand by its forces and desist from taking hasty decisions under pressure. It should lend its support to the men in uniform who have so painstakingly turned the tide in J&K. Playing into the hands of the agitators funded and abetted from across the Line of Control could well reverse the clock again and the stone-throwers would succeed in bringing the gun culture back to the valley. It is imperative that the momentum of the gains in J&K is maintained and politicians should build on this opportunity provided by the security forces towards resolving the impasse.

So, as per Swami, India is presently undergoing a "still unfinished communal war". The ISI could not have phrased it better.

In December 1992, Hindutva groups tore down the Babri Masjid. Hundreds died in the violence that followed — many at the hands of police who often sided with Hindutva groups.

Perhaps Mr Swami should tell us who were the infiltrators that damaged the domes. And how is it that the thick walls were brought down only after imposition of governor's rule?

The Babri incident is similar to the MK Gandhi assassination ... in that, in both incidents, Congress elites perpetrated skulduggery in order to demonize the commons, and perpetuate their rule.

Gujarat cops have guns but no bullets to fire

The minister also lamented the fact that the Union government has reduced allocation under MPF from Rs 119.53- crore in 2000-01 to Rs 49.33-crore in 2006-07.

Shah said the Gujarat chief minister has been raising the issue at the CMs meeting with the Prime Minister on internal security since last three years.

The minister said that in the last three years there has been significant increase in MPF from Rs 69.40-crore in 2007-08 to Rs 87.47-crore in 2009-10.

Looks like the Central government is correcting itself after slashing spending on internal security, but allocations are below budgets set 10 years ago.

He was also involved in the serial bomb blasts in Gorakhpur on May 22, 2007, blasts in the Varanasi civil court on November 23, 2007, the May 13, 2008 bomb blasts in Jaipur, as well as the serial blasts in Ahmedabad on July 26, 2008.

Following the Delhi blasts, Salman slipped away to Nepal via Basti and Siddhartnagar districts of Uttar Pradesh and got himself a fake passport, Mr. Lal said.

Armed with the passport, the IM operative went to Pakistan in December 2009 and stayed there before returning to Nepal on January 20, 2010. During his stay in Pakistan, Salman undertook training in handling AK-47 rifles and other weapons at a camp in Lahore.

Arrested Maoist Dipak had hatched plan to flee to B'desh

Kolkata, 6 March : The CPI (Maoist) in West Bengal has successfully developed a coordination system with some so-called Maoist forces in Bangladesh, arrested Maoist leader Venkateshwar Reddy alias Telugu Dipak has confessed. Indian minister P Chidambaram had warned a few weeks ago about Indian Maoists having established links with similar groups in neighbouring countries. Before his arrest, Dipak was coordinating with Bangladeshi group Lal Pataka (Red Flag), a wing of the Purba Banglar Communist Party (Marxist - Leninist). According to West Bengal director general of police Bhupinder Singh, Maoists had tried to establish many such networks with terror outfits in India and abroad.
The main purpose behind establishing links with Lal Pataka was to set up subsidiary Maoist bases at the bordering districts of Maldah, Murshidabad and Nadia. “Setting up bases at these bordering districts would have helped them escape to Bangladesh as and when necessary,” a CID official said.

For the past couple of weeks the government has been making noises to the effect that they would introduce measures to investigate and control foreign funded NGOs. Every government for the past thirty years has been threatening to do so, but nothing has really come of it although President Premadasa did make a start with an investigation on a couple of respected NGOs for reasons we will not explore. In this country, there is deep rooted mistrust of NGOs even among the general public. The general impression is that these NGOs are up to no good, promoting foreign agendas on local soil and engaged in various anti- national activities. One foreign funded NGO that is acutely aware of the distrust of some NGOs is Transparency International. Its annual report for 2008 said "The anti-NGO sentiment prevalent in the country unfortunately affected our work. The general tendency is to look at all non-government organizations with suspicion and mistrust." The question on most people’s minds is, why are foreign countries pumping so much money into these NGOs and what are they doing with that money?

Government may liberalise conference visa norms

New Delhi: Facing flak for its rules requiring foreign academics to obtain “security clearance” from the Home Ministry in order to attend conferences in India on “sensitive political and social subjects,” the government is considering a relaxation of the norms for “genuine scholars.” This was disclosed by Home Secretary G.K. Pillai at a debate here Tuesday on whether the government's restrictions amounted to “thought policing.” The event was organised by the Foundation for Media Professionals.

Mr. Pillai said academics from eight countries needed clearance regardless of conference subject because “these are countries on which we have more inputs.” India did not want Chinese citizens to visit Arunachal Pradesh, for example. Pressed about the effect of such restrictions on friendly countries like Sri Lanka or Bangladesh, he said, “We are working on new rules so that genuine scholars will be able to come without security clearance.” One criterion could be that the applicant should on the staff of a well-known university.

Security forces led by CRPF deputy commandant Jagdish Yadav today nabbed 34-year-old Pandu Manjhi, alias Dynamite Manjhi, one of the most dreaded Maoist rebels of the region. When presented before the media today, Manjhi brazenly admitted to killing more than 24 policemen in a series of landmine blasts in the last four years. He claimed he had planted the explosives. An area commander, Manjhi belongs to Parsabera in Nawadih block of Bokaro. He has 16 cases lodged against him in Bokaro, eight in Hazaribagh and six in Giridih district. Adept at handling explosives, Manjhi claimed he was trained by two experts from Andhra Pradesh.

The arrested rebel revealed that he masterminded the Nawadih blast in June, 2009, in which nine policemen were killed. He also carried out the Kanjkiro attack in 2006, which left 14 dead. A father of three, Manjhi worked as an electrician and mobile tower mechanic in Jammu before returning home to Nawadih five years ago and becoming involved with the Maoists who promised him food and a better life.

DRDO employee abducted by suspected Maoists in Chhattisgarh

Suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) abducted a security personnel posted with the Defence Research and Development Organisation (DRDO) unit in Bastar from Gorli area in Dantewada District on March 7, reports Indian Express. Quoting preliminary reports, Police said 26-year-old Vinay Kumar Chouhan, who was on leave, belonged to Kukanar village.

Two Indian Mujahideen terrorists arrested on India-Bangladesh border

Two suspected terrorists of Indian Mujahideen (IM) outfit were arrested by Security Forces (SFs) along the India-Bangladesh border on March 8, reports PTI. Both the terrorists belonged to Uttar Pradesh and were returning to the country from Bangladesh when they were arrested by the SFs. "We suspect that they were returning to India via Bangladesh after getting training in Pakistan," a Union Ministry for Home Affairs (MHA) official said. The two suspected terrorists were being interrogated by central security agencies at an undisclosed location. Their names were yet to be revealed by the security agencies.

Dalbhumgarh BDO Prashant Layek is yet to recover from the trauma of his abduction by Maoist rebels and is reluctant to resume work in the red-zone of Ghatshila. The fear runs so deep that even three weeks after his release, Layek was unable to muster courage to join work today. He also avoided meeting his colleagues. “I went to Dalbhumgarh, but could not work. I could feel the presence of some unseen danger,” said the BDO over phone, before leaving for his hometown Dumka. “Dar ka vatavaran ab bhi hai, mujhe nahin lagta ki main wahan kaam kar paunga (The atmosphere of fear is still there. I don’t think I will be able to work there),” said the 36-year-old official.

Roads along China border top priority : Tripura CM Manik

IANS, Agartala, 8 March : The Border Roads Organisation (BRO) has given top priority to constructing strategic roads along the China border, Tripura Chief Minister Manik Sarkar said Monday. "The BRO has also agreed to take up roads along the Bangladesh border as these are equally crucial for India's security," Sarkar told the Tripura assembly. The chief minister Saturday met BRO director general Lt. Gen. M.C. Badhani Saturday and discussed the upgrading of border roads. "The BRO chief told me that despite their highest commitment to build strategic roads along China, they would consider taking up the maintenance and development of border roads with Bangladesh," Sarkar said. "Northeast in general and Arunachal Pradesh in particular have been given the highest importance for the development of road and bridge infrastructure. Around 2,770 km of roads, including border roads with China, are in various stages of construction by BRO," an official told IANS on condition of anonymity. Arunachal Pradesh shares a 1,030-km unfenced border with China.

This information, and also about the fidayeen attacks, was given to intelligence agencies by Salman Ahmed, alias Chotu, a 21-year-old IM operative arrested by the anti-terrorist squad of the UP police on Saturday. Shahnawaj is the elder brother of Mohammad Saif, who was nabbed by the Delhi police after the encounter on charges of conducting bomb blasts in Delhi, Jaipur and Ahmedabad.
