Reuters is reporting for the first time that the contract came with an additional implementation agreement that addressed the transfer of tax benefits. The news agency is also revealing details about Bangladesh's plan to reopen the 25-year deal, and that it hopes to use the fallout from U.S. prosecutors' November indictment of Adani and seven other executives for their alleged role in a $265 million bribery scheme to press for a resolution.

And this time, it has started imparting training to Rohingyas in Naikhongchhari sub-district of Bandarban district in the country’s Chittagong division and to Islamist terror groups in Brahmanbaria district bordering Tripura and inside the Khadimnagar National Park in Sylhet district bordering Meghalaya.

The ISI has flown in a few ex-soldiers of the Pakistan Army’s elite Special Services Group (SSG) to oversee the training of Rohingyas and Islamic terror groups.

A few former soldiers — men, as well as officers — of the Bangladesh Army’s Para Commando Brigade have also been roped in to impart training in guerrilla operations.

This is happening with the concurrence, and connivance, of the head of Bangladesh’s interim government, Muhammad Yunus.

Naikhongchhari Camp in Bandarban

Rohingya men, all between 18 and 30 years of age, are being given training in arms, making and planting improvised explosive devices (IEDs), guerrilla warfare, surveying maps and terrain, and subterfuge.

At least 10 former Pakistani army officers and men and half a dozen ex-soldiers of the Bangladesh Army are training the Rohingyas at a large camp in the Shali Hills in the Gumdum Union (a ‘union’ is an administrative unit usually encompassing nine villages) of Naikhongchhari upazila (sub-district) of Chittagong division’s Bandarban district.

This camp is about 23 kilometres (km) east of the Kutupalong refugee camp at Cox’s Bazar in Chittagong, which has over 9.5 lakh Rohingya refugees.

Naikhongchhari was, until about two decades ago, home to the Marma people, who are ethnically affiliated to the people of Rakhine province. The Marmas are mostly Buddhists.

Muslims from other areas were encouraged by the government to settle in the upazila, and the Marmas were reduced to a hopeless minority within a span of just a decade.

Over the last five years or so, thousands of Rohingyas have settled down in Naikhongchhari and other areas of Chittagong division. The result: the Marmas have been reduced to just over 17 per cent of the population of Bandarban district.

Training Camp at Brahmanbaria

About 15 cadres of the Ansarullah Bangla Team (ABT), which is closely linked to the Islamic Chhatra Shibir (the student wing of the Bangladesh Jamaat-e-Islami), are reported to have reached the training camp located on the banks of the Titas river at Masaura in late November.

The area is remote and inaccessible and can be reached only on foot. It is about 15 km southeast of Brahmanbaria town, the headquarters of the eponymous district.

But the journey to the camp site, it is learnt, takes over three hours on foot. That is why this remote location has been chosen for establishing a camp to impart arms and other training to ABT terrorists.

Also, Masaura is about 15 km west of the Indo-Bangladesh border in Tripura. Many portions of the international border in that sector are unfenced and provide easy access to Indian territory.

It is learnt that another 20-odd cadres of the ABT are expected to join the camp, which is being supervised by a former major of the Pakistan Army’s SSG, within the next two weeks.

The Training Camp in Sylhet

This camp, which started functioning in mid-November, is still a work in progress. Located inside the Khadimnagar National Park near Sylhet city, it is accessible through a small track leading off N2, the national highway that connects Dhaka with Tamabil on the Indo-Bangladesh border.

While 10 cadres of the Hizb-ut-Tahrir have been undergoing training at the camp from November-end onwards, another 30 to 40 cadres are expected to join over the next couple of months.

This camp is near the Jalalabad cantonment that houses the Para Commando Brigade. The Khadimnagar National Park’s forest adjoins the Jalalabad cantonment, which is also the headquarters of the Bangladesh Army’s 17th Infantry Division and its School of Infantry and Tactics.

As is the case with the training camp for Rohingyas in Naikhongchhari, this camp in Sylhet is also under strict surveillance, and even the local people of Khadimnagar, a small town next to the cantonment, have recently been asked to keep away from the forest.

A former captain of the Para Commando Brigade’s 1st battalion is in charge of the camp. He has a former senior warrant officer and two former sergeants of the same unit under him. One retired subedar-major and two naib subedars of the Pakistan Army’s SSG are also trainers at this camp.

West Bengal Police on Friday (December 20, 2024) said that suspected members of the “global terror group” Ansarullah Bangla Team (ABT) who were arrested for allegedly running a sleeper cell in India had specifically targeted the Siliguri corridor that connects north Bengal to the seven northeastern States, according to their inputs.

The eight accused were allegedly running a sleeper cell across Kerala, Assam, and West Bengal. According to West Bengal Police, ABT is a splinter group of Bangladesh-based terrorist organisation Jamaat-ul-Mujahideen and is banned in India, Bangladesh, the United Kingdom and the United States.

All eight arrested individuals, including the two apprehended in West Bengal, were produced in court and remanded to 10 days of police custody, according to sources in the Special Task Force (STF) of Assam Police. Assam STF is currently analysing four pen drives and other incriminating evidence.

Two of the accused were arrested by West Bengal and Assam STF from Murshidabad district on Wednesday. “We received information that the Ansarul Bangla team was trying to set up sleeper cells in the country to recruit youth and procure arms,” Gaurav Sharma, Inspector General (IG) of the West Bengal STF, said. “They were trying to identify youngsters using communal fissures and economic disparities and from there they were trying to pick up the youth who were useful for their ideology.”

He went on to say that Farhan Ishrat, a close associate of the ABT chief, had sent one Saad Radi from Bangladesh to India to conduct recruitment activities. Accordingly, Radi had visited Kerala, West Bengal and Assam as part of the process, he added.

He also said that Radi was arrested in a coordinated operation on the night of December 17-18, when continuous raids were conducted simultaneously across all three States.

We can strangle them whenever we want. The silence on the Indian official side means, soon they will deal with it in a deft manner. Our guys know the power centers there. We have a much better handle inside Bangladesh than what we have with the Pakis. We need to take bit more nuanced approach until the dust settles. The need of the hour is to make sure our borders are secure and securing the Hindu communities there. Once that is achieved we can start playing a bit more assertively. Until then, doing quiet work is the best approach.

Potatoes are being imported from India at Tk21.60 per kg.

Including transportation costs and other costs and profits, the product is supposed to be sold at a maximum wholesale price of Tk28 and a maximum retail price of Tk35. But buyers are buying those potatoes at Tk75 per kg in the market.

....India imposed a minimum export price of $800 per tonne for onions -- much higher than the prices at which importers were buying – on October 28 to curb export and increase domestic availability until December 2024.

That min exp price of $800 explains BD's problem. Let us see how GOI changes the policy in such a way that BD hurts. We can easily charge USD 400 per tonne - cash basis only - for BD.

One thing I have noticed -- how much a country gets respected by others is inversely proportional to how easy it is for them to get entry into that country. For countries which get respect -- Singapore, US, UK, Australia, Japan, France, etc. -- it is very difficult to get visas or residency permits for them by non-citizens. People crave to get a chance to enter them. The easier it is for someone to enter a country, the less it gets respected. So India won't get any respect in the world till it keeps resembling a "dharamshala" and a place of easy refuge for everyone in the world.

Bangladeshis, Nepalese, Maldivians, Srilankans, Afghans .. they can enter India easily. Visas for them are easy. India's borders are not secure. The people who have easy access to India -- they are the ones who abuse India the most (Nepalese, Bangladeshis, Maldivians). I have begun to see a grudging respect in Pakistanis now, as it is almost impossible for them to enter India. Any Paki with an Indian visa is treated as a celebrity in Pakistan. So, for India to get respect, all these riffraff countries in the neighbourhood must not get a free pass to enter India anytime they want. Make their entry difficult, and see how their attitudes change. So this system of open borders with Nepal, Bhutan, etc. is stupid. So is lack of fencing on BD border. Treat everyone like Pakistanis. As India's economy develops further, people would be ready to give an arm and leg for an Indian visa. Don't make it easy for them, or you will lose value in their eyes. Just notice how once India made it difficult for Canadian Khalistanis to get Indian visa, how they have begun to squeal and complain to everyone
