Austin,

Is it fine if i give you a question list for DEFEXPO. Won't make you run around since most questions will be related to Phalcon AWACS & 2052 AESA [Elta], EW & DAS [Elbit & Elisra], Python-5[Rafale], maybe 1 or 2 for Thales ? Thats all.

Let me know if its alright with you.

Lockheed Martin exploring Indian defence patronage
The American company, which will be largest US exhibitor at the forthcoming Def-Expo 2006, is also making a bid to sell its new anti-submarine MH-60R helicopters and the latest version of its long-range surveillance aircraft P3C-Orions.

On display from its stable apart from the F-16s, will be P3C Orions, and the PAC. Lockheed will also exhibit the F-16s cockpit, simulator and the Javeline missile, on show.

“This is a corporate show and is a big deal for us. Some of our projects on display are currently under discussions between government to government, and the others which can have applicability to the services,”he added.

The US major seems to have its first major setback, with the Indian Navy opting for the Russian IL-38s instead of the state of the art P3C Orions.

According to highly placed sources, “even though the US company has the top of the class technology, the fear of sanctions is looming large in anything that is being offered to the Indian armed forces.”

However, undeterred by this, Lockheed Martin is offering medium capacity transport aircraft C-130J as a fast-reaction carrier for special forces.

The company wants to enter the Indian market with the sale of a squadron of these highly manoeverable aircrafts, which have the capability to fly without navigational aids and operate from short and unprepared runways, he said.

Also during the show, the company will be, for the first time, have a Network Centric warfare briefing. “This has all taken a new dimension for defence forces to maximise their capability. We have the expertise in these areas and we feel we have much to offer to the Indian forces,” the managing director pointed out.

they will soon realize how to talk/behave with us. Let MRCA deal will be an open slap on their face. I can imagine what will be going in minds of LM and Boeing as they see a 10+ billion dollar market going to france, israel and russia consistently.

The Defexpo area is cordoned off from the rest of Pragati Maidan. You have to display your pass to guards who are all over the place.

Rosoboronexport State Corporation Presents Defense Industry of Russia at DEFEXPO INDIA’2006

Once more time, under umbrella of Rosoboronexport State Corporation are being demonstrated in New Delhi export products range of military and dual-use applications as models, posters, electronic presentations, video films and advertising materials at the united Russia national pavilion of space capacity up to 600 sq.m. The Russian layout incorporates stands and booths of around 30 Russian defence industries. The total number of exposed exhibits, representing practically all arms and services, exceeds 350 items.

The Land Forces arms systems’ agenda at the Rosoboronexport’s pavilion is one of the best-exposed and covers both modern types and up-grade versions of armour, missile-gunnery, fire control, radar reconnaissance systems and engineering means, small arms of standard and special application, optical and electro-optic devices.

Foreign experts may got detailed information on T-90S MBT, which has been operational with the IA since a few years back, as well as on options of up-gradation of the IA’s Armour Corps inventory like T-72 MBT, PT-76 amphibian tank, BMP-2 ICVs. Russian versions on T-72 MBT up-grade feature certain technological ‘know-how’ like modern fire control system, new dynamic protection system, electro-magnetic protection against mines equipped with magneto-metric fuse, aerosol-screen installation system.

2C31 VENA self-propelled automated gun (SAG), embodying latest trends in development of gunnery technologies, occupies a special place at the Russian pavilion. The SAG, which actually has no comparable foreign analogues, is designed for defeating enemy’s man-power, deployed both open and under cover, weapon emplacements and commanding points at company, battalion and brigade levels, important highly maneuverable pin-point targets, armoured objects in nearest tactical zones.

The gun features an ability to fire 120 mm caliber mines and projectiles of both Russian and NATO standards, an availability of autonomous system of topographic ID, as well as SN-3700 space navigation ID’s sensor accommodated for GLONASS system, connected with on-board computer. BMP-3 ICV’s floating chassis, used in the SAG, provides the gun’s easiness in operation and its outstanding characteristics in performance and maneuverability. The SAG may be operational with Army and Marine Corps units.

In view of increasing importance of automation in artillery’s fire control, the Russian exposition contains detailed data on KAPUSTNIK-B and MASHINA-M automated fire control systems (AFCS). The systems make possible to undertake reconnaissance activities around the clock and in any climate and terrain, to plan combat actions, to control fire and maneuvering and to provide artillery units with secured secrecy in combat actions in tense radio-electronic warfare environment. With than, combat efficiency of artillery units increases on average by 30-40%.

A special emphasis at the Russian layout is focused on SMERCH and GRAD MLR systems plus a wide range of missiles applied. Being the most powerful and efficient means for neutralization of enemy at the distance of 40 – 90 km from the fire line, the systems are in demand worldwide. During 2002, SMERCH system had undergone complex trials in India successfully with confirmed proving of its unique combat characteristics.

The Russian exposition boasts of its exhibits’ correspondence to latest technological trends on today’s armament market. It is perceived that in near future the most demanded will be such means of fire damage, which are able to engage with equal efficiency open sea targets, as well as targets on the enemy’s onshore and main territory’s zones. In this context, foreign specialists will be briefed on CLUB-M multimode mobile smart onshore missile system, equipped with 3M-14E, 3M-54E, 3M-54E1 missiles, capable to accomplish these assignments. The system has the following combat performances: fire range – 300 km, missile’s flight altitude – 10-50 m; at the final phase of its flight the missile flies with supersonic speed. The system’s reconnaissance equipment secures target detection at the maximum distance. All processes of preparations for fire and firing itself are fully automated. Launching units may be installed on different types of chassis, chosen by a Customer.

In view of increasing number of natural and technological catastrophes as a common tendency, the Rosoboronexport’s exposition exhibits for the first time a mobile field hospital (MFH), designed for providing competent urgent medical assistance in areas of emergency situations with varied weather conditions (high and low temperature, rain, snow, wind, sand, dust). The MFH is manufactured on base of bodies and containers with constant and variable volumes and may be equipped as per a Customer’s requirements with first class medical facilities of both Russian and foreign origin. In case of necessity, the hospital’s construction makes possible substantial increasing in its operational capacities by mating additional bodies and containers using specialized transitional anterooms.

Specialists will definitely show keen interest to a wide range of highly efficient small arms and ammunition showcased at the Russian exposition: calibre 5.56 mm AK-101 and AK-102 improved Kalashnikov assault rifles, as well as calibre 7.62 mm AK-103 and AK-104, 5.45 mm AN-94 “Abakan” submachine gun, calibre 9 mm «Bizon-2-01» submachine gun, OSV-96 sniper rifle of calibre 7.62 mm, night and day optical sights for small arms, 30 mm AGS-30 automated grenade launcher, RPG-7V2 antitank grenade launcher with UP-7V sighting device, as well as rounds, grenades and cartridges of different purpose and type of damaging effect.

A considerable place in Russian exposition is occupied by export versions of rotorcraft, both of famous Mil and Kamov families: Mi-35, Mi-35P and Mi-35M assault combat helicopters, Mi-17-1V assault cargo helicopter, Ka-29 ship-born utility helicopter and Ka-31 radar picket helicopter.

Different SAM systems and means of radar reconnaissance are wide exposed at the ROE’s layout. Experts and visitors will be briefed on technical performances of FAVORITE S-300PMU2 and ANTEY-2500 long-range mobile multi-channel SAM systems, which in their combat characteristics surpass foreign analogues. FAVORITE S-300PMU2 system provides efficient protection against cruise missiles, as well as against ballistic missiles with firing range up to 1100 km. ANTEY-2500 is actually an universal air defence and anti-missile system, capable to destroy efficiently ballistic missiles with firing range up to 2500 km.

Attention of specialists will be drawn to Russian air defence systems of middle and short range, including Tor-M1 and Buk-M1-2 SAM systems, Tunguska-M1 gunnery-missile SAM system, Igla mobile antiaircraft missile complex. The Russian manufacturers of air defence systems attribute special significance to up-grade projects of weaponry, which were supplied to foreign partners many years ago, including ZU-23, “Quadrate”, “Osa-AKM”, “Strela-10M” and “Pechora” SAM systems.

A central place at the Naval part of the Russian exposition is occupied by «Amur-1650» and «Amur-950» new diesel-electric submarines, which embody the latest achievements in the technology of the twenty-first century. As compared with submarines of the previous generation, they have substantially improved combat capacities due to increasing in their concealment, installation of modern missile and torpedo systems, hydroacoustics, augmented speed, depth of diving and operational autonomy.

Rosoboronexport Corp. also presents at the exhibition a wide spectrum of Russian amphibious ships and air cushion crafts, including «Mercury» amphibious craft for customs services (project 14232) and Murena amphibious craft (project 12061E). It should be noted that Murena craft exceeds many Western analogies by its combat efficiency, seaworthy qualities, reliability and simplicity of servicing. The attention of showroom visitors will undoubtedly be attracted by Mangus fast patrol boat (project 12150). High speed and powerful armament make it an optimum option for defending littoral areas of any state in the region, by providing secured protection of border regime in open ports (on sea roads) and sea resources in littoral zones.

Rosoboronexport State Corporation is hopeful that participation of Russia in the DEFEXPO INDIA'2006 will become an important milestone in the expansion of military-technical cooperation of Russia with India and other countries of the region, while talks and negotiations, held within the framework of the exhibition, will facilitate to signing contracts on acquisition of Russian armament here with its further integration into systems of national and regional security of the region.

Yes let me reiterate for you infidels. We STILL discuss whats on the info boards/brouchures of AI05. Info boards contain LOTS of referencable information. They are more important that the shiny gee-gaw models, static displays and errr.... women pics. You need to keep your eyes peeled for the smallest boards.

Oh I forgot: if any of the DRDO, Indian defence industry stalls are showing those continuously looping video clip. Please watch them carefully. You will be amazed what tid-bits you pick up from them.

Indian arms fair attracts global companies
Indo-Asian News Service
New Delhi, January 28, 2006
The world's biggest armaments companies are making a beeline for a defence exhibition that begins in New Delhi next week, drawn by India's emergence as one of the largest buyers of hi-tech weaponry.

The fourth edition of Defexpo India beginning on Tuesday will be dominated by defence majors from the US, all with an eye on several big-ticket arms purchase deals that India is likely to finalise in the future.

So large is the American presence at the fair that Russia, which has supplied almost 75 percent of the arsenal of India's armed forces for decades, has been nudged to the third spot at Defexpo 2006, behind the US and Israel.

Lockheed Martin, Raytheon, Boeing, Bell Helicopters, DCN, Thales, Rolls Royce, Israel Aircraft Industries, Elbit and Rosoboronexport are among the more than 400 companies from 29 countries that will participate in the four-day event.

And while no deals are likely to be finalised during the fair, experts say the interaction it will facilitate will help firm up purchases in the coming years, worth millions of dollars.

"Nobody will come here unless he sees the market opportunities," said Wing Commander Rajesh Dhingra, joint director with the Defence Exhibition Organisation, which is organising the event along with the Confederation of Indian Industry.

"The manufacturers are attracted by the size of the market, and they are also looking at forging joint ventures for technology transfers and outsourcing, especially under the offset clause which necessitates a tie up with Indian firms," Dhingra said.

According to a report by the US Congressional Research Service, India was the largest arms purchaser among developing nations in 2004, inking deals worth $5.7 billion, higher than Saudi Arabia ($2.9 billion) and China ($2.2 billion).

Last year, India signed its largest-ever individual defence deal worth $3.5 billion to build six Scorpene submarines using technology and know-how provided by France's DCN in December 2005, it concluded a contract of over $500 million with Russia to buy Smerch multiple rocket launchers.

India is now in the market for 126 combat jets and has also said it intends to buy scores of helicopters, transport aircraft and medium ships that would help it respond to natural disasters.

Under new arms purchase guidelines, however, all contracts of over Rs.6 billion ($136 million) have an offset clause, whereby foreign firms will have to source components worth 30 percent of the total value of the deal from India.

And it is here, said Dhingra, that Defexpo could play a key role in helping forge partnerships.

"India's defence market has been opened up recently but private firms need to make substantial capital expenditure (to enter the defence sector). Besides it takes a lot of time, effort and money to attend foreign fairs," he pointed out.

"On the other hand, Defexpo provides a good platform to Indian firms as they can participate for a fee which is 60 to 70 per cent less than that for foreign exhibitors."

This year's edition of Defexpo, a biennial event first organised in 1999, marks a growth of 40 per cent in participants over 2004. The total number now is 410, including 212 foreign and 198 Indian companies.

Defexpo 2006 will also be attended by official delegations from 40 countries, including eight teams led by ministers.

Lord Drayson, the minister for defence procurement, will head the British team. The US delegation will be led by Richard Millies, deputy director of the Defence Security Cooperation Agency, which oversees all arms sales.

Military innovation rides the technology wave

Modern warfare is a a complex affair, involving the widespread use of highly advanced technology. Most military people will tell you that no matter how hard they try not to, they always train to fight the last war. That’s because wars are unique. The time, terrain, technology, enemy and other variables make each conflict a one-of-a-kind, and what any military ends up doing is adapting its tactics to the tempo and techniques of its latest enemy.

Plasan Sasa, a global leader in the development and manufacture of combat-proven integrated ballistic armored solutions of Israel is expected to display its wide rage of ballistic protection products and solutions. According to company officials, “Plasan Sasa employs an “Integrated Solution” approach when planning the armour requirements for a particular platform, to deliver solutions that offer both outstanding ballistic protection and engineering innovation, based on the company’s expertise in lightweight composite materials”.

The company manufactures ballistic armour to protect all types of tactical transport, assault and cargo helicopters. These include the Blackhawk, Chinook, Bell, Puma Super and Mi-17 models. The Chinook project, perhaps one of the mot complex ballistic armor solutions ever achieve, answers all the needs relevant to the Chinook’s deployment on so many diverse platforms, and disparate battle scenarios.

Indian forces have recently started concentrating on network centric warfare, so they can check out the CNR-900M HDR, which the manufacturers claim is the world’s highest rate data communications, 115 kbps over 25 KHz standard bandwidth tactical VHF channels, its multi-mode radio enables streaming video on the move. After all, information warfare, a new area of focus for the armed forces, is a kind of warfare where information and attacks on information and its system are used as a tool of warfare. Information warfare may include giving the enemy propaganda to convince them to give up, and denying them information that might lead to their resistance.

Also, HF-6000 HDR: A new member of the high quality combat proven HF-6000 family, by the Israeli company, HF-6000 HDR adds 9600bps data transmission capability over the entire HF radio band. The system’s capabilities have been further extended, to integrate with STANAG-5066 as well as highly advanced digital encryption.

HF-6000 HDR—like the entire HF-6000 family—features crucial built-in Automatic Link Establishment (ALE) function, is self-synchronising, with full band frequency hopping capability ensuring highly reliable and secure HF communications. The HF-6000 HDR configurations include: low-weight compact manpack, 100W vehicular, 100W, 400W and 1,000W base station.

New Generation LOS Radio Telphones: GRC-408E — ECCM capable, jamming resistant Multi-Channel Radio Relay for highly reliable, multi-media wide-band communications up to 34 Mb/s, could be of interest to all the three forces as well as the special forces in India.

India opens defence sector to 100% pvt participation

India has opened out its Defence sector to 100% private participation and this will encourage co-production and co-marketing of its equipments in keeping with the need of the times.

This was stated by Defence Minister Pranab Mukherjee, at the inauguration of the Defexpo 06 organised by the Confederation of Indian Industry (CII) and the Ministry of Defence on Tuesday.

Speaking at the inaugural function of the fourth Defexpo at the Pragati Maidan, Mr.Mukherjee said that with 420 participants from 31 countries showcasing their products at the Defexpo 2006 was the largest ever participation in the exhibition which was started in 1999. The Defence Minister said that India had 39 Ordnance factories and 50 laboratories under the DRDO which had been producing equipments and complex arms and ammunition for the Indian army. But in the wake of the liberalization of the economic policies India was open to collaborations with other countries, which could be mutually beneficial, he said.

The Expo 06 was not only an occasion for discussing the latest trends and technology but also showcasing the state-of-the-art products by the various participants for the markets in Asia, the minister said.

K.P.Singh, Secretary Defence Production, in his address said that the Defexpo was aimed at providing a trouble free environment for the exhibitors to showcase their latest products.

He said that the policy decisions taken by the Minister had led to greater freedom to the public sector and opened it to private participation by allowing 26% FDI in Defence production.

He said that the decision on offsets taken by the Government was a major step in that direction whereby 33 % of the goods had to serviced in India. ”This requires a lot of hard work on both sides, the foreign supplier and the Indian authorities,” he stated.

Earlier, welcoming the guests Arun Bharat Ram, Past President CII, said that the environment in India was very conducive for private and public participation in the DRDO and also for international collaboration.

He lauded the institutionalization of off sets by the Defence Ministry as a landmark decision, which allowed defence production globally. Atul Kirloskar, Chairman, CII National Committee on Defence, in his vote of thanks stated that the changed environment in the Defence sector was evident from the factor that 189 private sector companies were taking part in Expo 06.

India-Britain-Naval aircraft

British High Commissioner Sir Michael Arthur said it would have to stop supply of spares for the Indian Navy's aging Islander maritime aircraft if New Delhi went ahead with supplying its aircraft to Myanmar.

"Britain is bound by European Union guidelines of no military dealings with Myanmar," Arthur said.

He said the bar on supply of spares would only pertain to Islander aircraft and not affect other frontline British platforms in use with the Indian Navy like Sea Harrier fighters and Sea King helicopters, media reports said here today.

The high commissioner was replying to questions by newsmen during the Indo-UK Defense Partnership Summit held on the eve of DefExpo 06, which today sees 300 British companies participating.

Russia to exhibit new weapons at Defexpo India 2006

MOSCOW, January 31 (RIA Novosti) - The fourth land and naval systems show, Defexpo India 2006, opened in the Indian capital of New Delhi Tuesday.

The opening ceremony gathered the military Indian leadership, foreign diplomats and about 30 delegations from participant countries, with Indian Defense Minister Pranab Mukherjee delivering the opening speech.

Russia was represented by Ambassador Vyacheslav Trubnikov, and the chief delegate and a senior official in charge of military and technological cooperation, Vyacheslav Dzirkaln.

For the first time, Russia, which has attended the show since its inauguration in 1999, will exhibit the Club M mobile high-precision coastal cruise missile system equipped with 3M-14E, 3M-54E and 3M54E1 missiles, which are capable of destroying naval and land targets, the source said.

The missiles have an effective range of 300 kilometers (about 185 miles) and flight altitude from 10 to 50 meters (30-160 feet). When approaching a target, the missiles fly at supersonic speed.

Another innovation at the Russian exhibit will be the 2S31 Vena 120-mm self-propelled artillery system installed on BMP-3 IFV chassis. The system can fire regular 120-mm artillery rounds and NATO-standard mortar shells. It also has Glonass-supported targeting system.

Overall, Russia will show more than 350 exhibits at the show in the Indian capital, which will run from January 31 until February 3.

US makes sales pitch at Defexpo

New Delhi: The US is making its boldest sales pitch to emerge as the dominant arms supplier to India as the international arms bazaar has descended upon New Delhi for India's largest defence exhibition, Defexpo 2006.

The US is the biggest participant in the expo, which opens in Delhi on Tuesday.

This is a land and naval systems' exhibition, but that has not deterred American aviation majors from saturating the event

Says Robert Trice, Senior Vice-President of Lockheed Martin: "One of the reasons we're here is to engage with the Government of India to see where they are."

Traditional arms supplier Russia have been pushed down to fourth place among the largest exhibitors. But business here for the US is still dogged by uncertainties.

A single event like the Iran vote could jeopardise their prospects. The door is still only half-open.

Explains Robert: "Governmental relationship in the national security arena has an impact on our ability to do business. There will be ups and downs."

While the governments clear suspicions, the American arms dealers are getting used to the ways of doing business in New Delhi.

"You survive on rumours. You live on rumours, waiting for official word to come out of the government," adds Royce Caplinger, also of Lockheed Martin.
