Fernandes turns down Army medal

On the heels of the Kargil Medal that is being awarded to Finance Minister Jaswant Singh for diplomatic services rendered during the Kargil conflict, the Army has proposed a decoration for Defence Minister George Fernandes too —a proposal Fernandes has turned down. Fernandes is eligible for the Siachen medal given by the Army and the Air Force - anyone who has spent 90 days at Siachen or has landed an aircraft on the icy glacier 8 times or more is entitled to the Siachen medal.
Fernandes has visited Siachen 30 times —his last visit was on Christmas to distribute cakes to jawans. However, he is reported to have told Army brass that he doesn't want to 'create more problems' for himself by accepting the medal. Former Chief of Army Staff, Gen S Padmanabhan had informed Jaswant Singh of his eligibility for the Kargil medal, because all those who had performed meritoriously in the Kargil war were entitled to the medal.
Singh, who will be given the medal later this year after it is processed by the Rashtrapati Bhavan, will be the first minister to get a military medal. As and when the government finalises the medal, it will be the fourth the Finance Minister will have the right to wear: alongside one for the 1965 war. However, Fernandes, who is not a military man, seems to be afraid of the envy and competitiveness that the medal will spark off among his colleagues. The Indian Railways too performed signal service during disasters like the Gujarat earthquake. His colleague Nitish Kumar, with whom relations have been strained lately, is railways minister.

Indian troops leave Kashmir for border

India is withdrawing troops from Kashmir and sending them to the volatile de facto border with Pakistan. The Border Security Force said it would leave the Kashmir Valley, saying the Indian government had made a "policy decision". Director General Ajai Raj Sharma that other forces could take responsibility for internal security in Kashmir. He said the phase-out would begin sometime this year.
