One of the programs the director talked about was plantng tea instead of poppies. Apparently there is support or initiatives from Pakistan, but mostly from India, for farmers in those regions of Afghnisatn to grow India tea and then export it to India. The farmers can earn as much for the tea as they do for poppies.

G. Summary: Through the VCPs, we discovered 3 trucks (out of a total of 12) were going to Pakistan to sell items at a higher price, therefore not paying Afghani taxes. The ANA commander told us this was against the Afghani Law. In Walawas we discovered that a teacher, wants to begin teaching females in the village. Apache informed us to tell him to go to Sharona in a week to talk to the Minister of Education, possibly getting more support. Nothing of importance was collected at the Walawas Madrassa, the Mullah was not there, but two of his teachers were. We (ANA) gave the school supplies we brought to the teachers to use in the Madrassa.

Attacks on Indian Consulate: DOS Rep expressed concern that attacks on Indian Consulate may be a deterrent to private sector investment. Gov Sherzai responded that after the first attack additional ANP forces were assigned to guard the Consulate. This move proved ineffective. Sherzai believes that Pakistani ISI backed individuals may be conducting the attacks from a hotel/wedding hall across the street from the Consulate. HE also stated that he thinks the Consulate should be relocated because the current location is too difficult to secure. DOS Rep replied that this should be discussed with the Indian Consul General. Sherzai said that we will discuss again after Eid. Until then he will order increased security at the Consulate. At the end of the meeting, Dep Gov Alizai, ANP Chief Gafar and PCC Chairman Talawar joined the group. More detailed discussion of the Indian Consulate attacks ensued. The ANP is investigating and is pursuing two theories: 1) that former security guards, who happen to be Pashaii, are initiating the attacks in retaliation for being fired, or 2) that the hotel owner from across the street is trying to force the Consulate to move so he can occupy the land and use it as a parking area for his establishment.

FOLLOW UP TO PRT KHOST OPS SALT REPORT: Regarding this mornings attacks on PRT Khost LNs, ANP, ABP, NDS, KPF agree that the attacks were a result of the use of Night Letters in the Tani District. They confirmed the attack took place at approximately 07:00L, by two to three assailants parked on the side of the road in a white station wagon. When asked about who was responsible for the attack, there were no firm conclusions or assessments. When pressed about which group was responsible for the distribution of night letters in the Tani District, they all seemed to agree that HIG, Haqqani and Taliban were driving the message and deliveries.

The SG told me that he had info concerning a possible weapons cache in a nearby village that was inside the compound of a former associate of Jallaludin Haqqani. He told me that the cache had a guest house built over it and that if the windows are still nailed shut then the cache should still be there. He has an individual trying to confirm. I told the SG that we would be happy to assist in the recovery of this cache whenever he confirmed its location.
NDS Dept 62 reported a Haqqani Associate, Mohommad Omar established a camp in the Grupa Mountains, in the Bazaka Mountain Range, in the border area in Spera District, IVO BCP 10. 35 men with light and heavy weapons plan to conduct ground assault on security checkpoints in the Zurok District, Paktika Provience.
The Spera sub-governor requested more police in a security meeting about one month ago and was promised by the governor to get 45 more. So far he has only two. He reported that there is a group of about 250 ACM and are being lead by Mullah Mohammad Omar who works for Siraj Haqqani. He said there are two other leaders there as well, but not as senior as the other one. He just got this information yesterday and it is unclear if he gave it to anyone else. He said the people of Spera are supporting the government more than ever before, and that security is getting better, but he wants to address the concerns he has with ACM movement in the district.

ABP and ETT then moved to the compound to set up the dismounted ABP outer cordon. Next ABP and ETT began soft knock to clear the compounds vic. the weapons cache. All personnel, except women and children who remained in their homes, were moved to a central location and were cooperative. ABP searched the houses and compounds with each homeowner. After the compound was secure THT moved in to conduct tactical questioning. ETT questioned 19 military age males. While the questioning was going on ABP began digging in the suspected locations for the weapons cache. Nothing was found and I decided to wait until THT finished the tactical questioning of the males. The person who provided this information to COL Kowchi was in the compound and when THT questioned him we gained further information on where the weaons cache might be located. We questioned the source with the other people in order to keep his identity a secret. We then had the person show us exactly where he thought the weapons cache was located. We ensured the homeowner could not see him point out the sites by having the homeowner stay on another part of the compound. When ABP resumed the search for the weapons cache 2 radiac meters were discovered in the compound. ABP again did not find weapons or ammunition. After not finding anything we returned all cell phones and personal AK-47s to their owners. We also provided HA to the occupants of the compound and obtained statements from the homeowners stating that nothing was damaged or stolen. The local nationals in the vicinity of the objective were excited that we were there and very supportive of the operation. THT detained 5 military age males for further questioning and they were brought back to FOB Salerno. The detainees are suspected of stealing U,.S. Connexes along the K-G pass, transferring weapons and ammunition at the compound for employment in the Khowst area, ties to Haqqani, and firing rockets in Khowst. From the information gathered by THT and prior reporting by ABP I come to the conclusion that the people detained are operating a rocket cell in the Khowst area. Upon arrival the FOB Salerno the detainees were processed into the FOB Salerno detention facility. Statements for this were submitted by COL Kowchi and PFC Davidson. The source was also brought to Salerno. We processed him as a detainee at the OBJ and removed flex cuffs when he was in the M1114 so that the other detainees wouldnt know he provided the information. I paid him $4,000 Afghani for the information he provided for the return of the U.S. Property a week prior, the U.S. property we recovered today and the information about the detainees. THT then talked to him further to see what additional information he could provide. THT arranged for his transportation back to Khowst. We concluded the operation with an AAR with ABP at FOB Salerno. ABP performed the operation professionally. Although, it was not perfect it gave them confidence and experience in conducting these type of operations.
CJ2: Pass appropriate information to ANA G2 regarding actions of Barudin Haqqani.
BG Rahman agreed with the CJ2 assessments of Afghanistan and RC-E. He was not aware that Barudin Haqqani, son of Saraj haqqani, was moving toward the interior.
SECURITY: The PRT Commander reported that the Governor and Chief of Police spoke about how ACM activities and attacks will increase in the summer months. The Governor went on to say that the NDS and ANA should be working in Logar as hard as the ANP are in the province. The Provincial Chief of Police reported on the attacks of the old Kharwar District Center, IEDs found in Kolangar, missiles being fired at Hades Base, and attacks in Charkh on CF and ANP convoys. The CoP also discussed the deaths of 5 police officers I the Azra District from an IED explosion, stating that it was unclear why the bomb was set in a location a significant distance away from the district center. Additionally, the Chief is planning to establish mobile checkpoints in the province between1600 to 1900 nightly. Finally the NDS representative reported on the Haqqani network was planning on increasing attacks in the area over the next four weeks.
-Main currency in the town is Pakistani Kaldaris (rupees), not Afghans. That indicates close economic ties of some sort with Pakistan. The Haqqani network may be a possible link between this town and Pakistan.
A security shurra was held today (2 Aug) in Gardez attended by the PRT Cmdr. The two tribes that attended were the Zadran and Haqqani. Results of this shurra were an acknowledgement of lack of security in these areas. Governor Rahmat told both tribes they must provide security using their own people. Both tribes signed an agreement to do this with the Government and were reminded that they can be fined if no compliance. Governor stressed unity of security by both tribes and to work together always. Reconstruction can not happen overnight and if the tribes dont cooperate with security there will be no reconstruction. Governor Rahmat told both tribes that 300,000 Euro dollars were already being used in projects but $5 million Euro was in jeopardy of being pulled by Germany due to the security issues. Stolen ANP uniforms and identification cards from Shwak and Gerdis Seri needed to be returned ASAP. Governor Rahmat made a comment that he would move his office to the KG Pass and bring security from other districts if needed to stop the violence. Governor Rahmat mentioned that the 150 Arbacay MOI has not yet been approved by the Afghan Government. If they dont provide security, projects will not occur and get committed elsewhere. Elders asked the Governor for 5 more days so they can conduct shurras amongst the tribes. A follow on meeting is set for 9 August.
"The suspects were preparing remote-controlled devices for the Taliban in Afghanistan," the official said, adding that they had "links" with former mujahedin leader Jalaluddin Haqqani and his pro-Taliban son Siraj Haqqani.
2. The governor brought up the point of the negative impacts of having intense security operations during Khyber and following in the villages in the KG Pass; the increase of ANP in this region could have a negative effect in that the population would view this as an intrusion. It was agreed that the increased security operations are necessary to root out the Haqqani and Taliban insurgents who have assimilated into this region. It was agreed upon that mitigating the negative impact of increased village searches is difficult, but that the ANP/CF were going to do the best they can. The governor agreed that the initial push to search villages would at least make the people know their local leaders were being proactive.
Development: The subject of the overall development did not come up very much during the day, but observations from the drive in and out of Gardez point to an increasing and thriving economy. The tightening of the KG Pass due to Haqqani and Taliban insurgents have somewhat slowed the flow of economic traffic from Khowst to Gardez, and the upcoming operation and increased security measures within the KG Pass should, according to the governor and chief of police, eliminate those threats. Connecting Khowst and Gardez is definitely a key to the economic viability of the Tri-City ADZ, however connecting all of the districts in Paktia especially securing Zormat is just as important. The districts near the border face equal security threats from foreign fighters and Pakistani incursions, but a focus on the economic underdevelopment in those areas should tighten Paktia. ACM influence in Gerda Serai: Haqqani himself belongs to the Sultan Khel Tribe. Some of Haqqanis sons and many of his extended relatives are still reside in Gerda Serai. Gerda Serai is without a doubt, a Haqqani network stronghold. The Parangi tribe is also subject to strong Taliban influence, although the Parangi are not believed to share the Talibans ideology. They simply provide shelter and material support. - The ANP had information that 170 bad guys were operating in this area under the command of Sirajudin Haqqani.
A review of SIGINT traffic provided after the prosecution of the target, but collected earlier in the day on 5OCT indicated two ACM groups were meeting to conduct an arms deal. At 0735z, Bermels Prophet Team intercepted a Pashto gist with ACM discussing whether individuals were coming and bringing unknown items. Later the ACM referenced the meeting with them had occurred. At 1003z, Turkish ACM became active on SIGINT. At 1024z, a Turkish fighter was speaking on ICOM in eastern Orgun district with another individual, asking if Haqqani had 2,000 rupees with him and that he would need 50 pieces of (unspecified item) and 5 boxes. At 1054z, a Turkish fighter asked another to expedite his order. 2 hours passed without Turkish intercepts in either Bermel or Orgun districts. We assess this to be because the Turks were moving west from Bermel and east from Orgun to conduct linkup in southern Sarobi. At 1242z, the same Turks were active on push to talk communications in southern Sarobi, when a call-up for call sign Nasrat was monitored. These call-ups continued until 1310Z, when they stopped talking and, based upon what Predator observed, presumably effected link up with one another. After the conclusion of their meeting and just before the air strikes, SIGINT traffic was monitored with ACM in Bermel district that made reference to bringing the bullet.
-According to UNAMA the elders applauded the 29OCT07 air strike which resulted in the deaths of 17 ACM (account by elders). They claimed that a high ranking ACM member very close to Haqqani was killed. They also claimed that the two Haqqani sons were present, but survived the bombings.

The 4-73 S2 followed the Deputy Governor by updating the meeting members on all the Paktya AO SIGACTs that CF were tracking for the past two weeks and offered an assessment of potential future activity in each AO. The 4-73 S3 followed the S2 by reviewing the significant operational accomplishments of the past two weeks, which included the killing of three IED emplacers in Zormat district. The 4-73 SCO concluded by offering his assessment of where he believes the enemy currently lie in the Paktya AO. LTC Woods assessed that northern Zormat was influenced primarily by Taliban, with some of that influence carrying over to parts of Gardez and Sayed Karam. The Haqqani network was the major influencer in the KG Pass region and southeastern Zormat. HIG and foreign fighters were the main influencers in the Jaji region. Finally, Taliban and foreign fighters were the main influencers in the Chamkani region. After LTC Woods concluded, he turned the floor over to the ANA 203rd Corps XO Mir Sahib Gul, for his comments.
5. NDS Representative Yaumas began by stating that the NDS is working to collect more intelligence and is giving all of their intelligence to the PCC. Rep Yaumas believes the situation in Paktya is getting better. He believes the intelligence they are collecting is causing insurgents to change their plans. Rep Yaumas believes the key problem areas are Zormat, the KG Pass region, Chamkani, and Dand Paton. He believes Taliban are located in the villages of Sahak (Zormat) and Kolagu (Zormat), Sayed Karam district, Mirzaka district, Dand Paton district, and Jani Kheyl district near the Khowst border.Rep Yaumas mentioned that he believes insurgent activity will increase more next spring than it has in years past. He did not say why he holds this belief. Rep Yaumas also stated that Pakistani ISI is trying to bring insurgent leaders Siraj Haqqani and Mullah Omar together. He said that right now Siraj Haqqani is resisting these offers. Rep Yaumas concluded by stating that NDS caught two jingle truck drivers at a gas station in downtown Gardez trying to break into connexes and steal CF HMMWV tires, HESCO barriers, and plywood.
Target: SHIR RAHMAN (JPEL RTAF1333)Rahman has been acting as a Haqqani Terrorist Network Facilitator and Intelligence Collector for insurgent elements operating against ISAF in Afghanistan. Rahman has similar operational characteristics as Khair Mohammed so far as primarily conducting his facilitation activity throughout the day from the Margha Bazaar. Rahman has several high level Haqqani Network ties including Commander Hafiz Noor Zaman, Gulam Rasul, Mir Khan, Mir Alam Jan, and Mullah Kallam (prior to his death). Rahman is also tied to Zabibullah who is a Taliban Facilitator in Khandahar. Shir Rahmans direct involvement in insurgent facilitation and intelligence gathering, and his significant connections to the Haqqani Networks Leadership in Miram Shah and the Gorwek Valley make him an important personality.

-3Fury S5 stated that the CF had kept its side of the bargain by bringing improved security and numerous projects to Zurmat as promised. Now the Shura members had to do their part and help make the road project happen. He stated that this project was a test of the tribal shuras leadership. He also mentioned the example of the Gerda Serai unimproved road project and how the conflicting tribes in Gerda Serai defied the Haqqani network and decided to implement a road project together.
SIGNIFICANCE: Naib Salar is the deputy to Siraj Haqqani within Khowst province and has HiG connections, he also is a sub commander responsible for southern Khowst to include Mandozai District; he is involved with IED emplacements and suicide bombers. He is reportedly emotionally involved with Jalaladins youngest son, Omar; making him a valuable asset to HQN.
1. Abbas Khan ID# RTAF0573, Tier 1, JPEL A major facilitator in northern Khowst province. He is primarily associated with the HiG but has ties to the Haqqani Network, the Taliban and Al Qaida. He is responsible for directing IED emplacement, antagonizing feuding tribes and facilitating infiltration and staging of IED related ACM and materials.
--Many of the shura members stated that their district was safe and Gerda Serai did not have any Taliban or Haqqani. CPT Grant pointed out that this was a lie. Examples such as the VBIED that attacked 2A and the numerous kinetic attacks against CF and ANSF forces were mentioned. It seemed that the Shura members were very reluctant to debate the issue.

Dana Gul was an insurgent facilitator maintaining a weapons cache in the area. After TF Eagle killed Commander Tasir, Dana Gul was promoted to local commander by Haqqani Network commander Bachta Jan. Azam Khan, an IED facilitator, escaped CF capture following a raid on his home in October 2007. Kadim is a low level fighter who was wounded in the engagement with TF Eagle that resulted in the death of commander Tasir, and has been hiding in the mountains north of Gayan. Wakil and Daburi were also low level fighters. All five agreed to cease hostilities and become productive members of the Gayan tribe. Four of the five insurgents have now signed agreements with the Gayan Shura and conducted debriefings with NDS in Orgun and Kabul. All five of the individuals met with Governor Kpalwak just after the Super Shura in Sharana. The Gayan Shura has agreed to take full responsibility for their actions. Azam Khan, the fifth member, met with the Gayan Shura, but has not yet signed an agreement, and, so, was not invited by the Mayor to go to Orgun.
-3F6 emphasized that no matter what the Haqqani Network or other ACM forces did, progress in Gerda Serai district would continue. Development projects would not stop.
-After the shura ended with a meal, 3F6 spoke in private with Meyaki Khan (Shura leaders in Gerda Serai) who is reported by UNAMA to be an extremely influential elder. Meyaki offered to meet 3F6 at FOB Gardez in the future in order to discuss issues in Gerda Serai. -Pacha Khan stated that for 14 years he and Haqqani kept the Russians out of the KG Pass. However, now the two mujahadeen have parted ways and are enemies.

-He stated that Haqqani's spies were reporting false information about him. He also claimed that Haqqani made multiple assassination attempts on him, which explains Pacha Khan's 17 mand security detail.
-Pacha Khan stated that Haqqani had long relations with the Pakistani ISI, while he chose to take sides with the IRoA.
-However, Pacha Khan complained that the CF constantly accused his son of supporting criminal networks and ACM in the KG Pass. Pacha Khan stated the his son would cease to be the DC of Waze Zadran if the harassment continued. He stated that Haqqani's spies were constantly spreading lies about his son and him.
