Kenya attack is product of brutal power struggle within al-Shabaab

Westgate mall atrocity looks like statement of intent by hardliner Ahmed Abdi Godane after consolidating power over group

The attack on the Westgate shopping centre in Nairobi by Islamist militants from the Somali-based al-Shabaab terrorist group is a direct product of the long-running failure of western powers and African Union countries to end more than 20 years of anarchy in the "failed state" of Somalia. But it also reflects the outcome of a brutal power struggle within al-Shabaab that has brought the group's hardline global jihadist wing to the fore.
At first glance the Westgate atrocity simply looks like a vicious reprisal for successful military operations undertaken in southern Somalia by the 4,000 Kenyan troops attached to Amisom, the 18,000-strong African-Union-led, UN-backed peacemaking mission. A statement by al-Shabaab said as much, and threatened more of the same until the "Kenyan invaders" withdrew.
But Westgate also looks like a chilling statement of intent by Ahmed Abdi Godane, the al-Shabaab leader, who consolidated his power in June in an internal coup. Among four top commanders who were executed by Godane were two of the group's co-founders, known as al-Afghani and Burhan. Al-Shabaab's spiritual leader, Sheikh Hassan Dahir Aweys, fled for his life, and was subsequently detained by Somali government forces.
The infighting continues. Earlier this month, the Alabama-born al-Shabaab commander Omar Hammami, known as Abu Mansoor al-Amriki or "the American", and a British national known as Usama al-Britani, were shot dead in a dawn raid on their hideout by Godane's allies. Hammami, who was on Washington's most wanted list, had previously accused Godane of behaving like a dictator.
Godane, also known as Mukhtar Abu Zubayr, was behind al-Shabaab's decision in 2011 to affiliate to al-Qaida and adopt its global jihadist outlook. It is Godane who is said to have ordered the 2010 bombings in Kampala that killed 74 people – in protest at Uganda's participation in Amisom. In 2011 he published a jihadist video entitled "At your service, Osama". In it he vowed that "the wars will not end until sharia [law] is implemented in all continents in the world". Even before Westgate, he was one of the world's most wanted terrorists, with a $7m bounty on his head.
Sheikh Aweys, in contrast, is seen as a Somali Islamist nationalist opposed to foreign intervention of any kind, be it jihadist, western or African, a position he elaborated in a rare interview with the Guardian in 2008. His vanquishing was a victory for the hardliners, who are now in the ascendant. "[They] will want to show that it [al-Shabaab] remains a cohesive force, and my fear is that there will be an escalation of conflict, with more bombings," the Kenya-based Somali analyst Rashid Abdi presciently told the BBC after the June coup.
Al-Shabaab is under pressure on a number of other fronts. Having been ejected from the capital Mogadishu two years ago, it is facing a renewed campaign to retake key towns in central Somalia. Last week the central town of Mahadeey was overrun by Somali troops backed by Amisom. Although it still controls much of the south, loss of territory means loss of revenue and influence for the group. Meanwhile, 150 leading clerics have signed a government-supported fatwa asserting that al-Shabaab under Godane has strayed from the true path of Islam.
The apparent decision by Godane and fellow hardliners to again take the fight beyond Somalia's borders looks like a bid to regain the initiative in the face of these setbacks and disagreements. In addition, the group's occasional bomb attacks in Mogadishu keep the government on the back foot. The recent decision by the charity Médecins Sans Frontières to pull out of Somalia, due to worsening security, is a perverse vindication of such tactics. And Godane doubtless welcomes the negative impact of Barclays Bank's decision to close accounts used to send remittances to Somalia.
AFAIK Younger Mehsud too conducted similar high profile attacks when he ascended after the internal ferment (after the drone killing of Baitullah) to establish his signature style.

It PAYS to identify such reoccuring patterns - helps to understand when to predict an Islamist terror attack.
Corollary if tomorrow suddenly Hafiz Suar dies from heart attack due to excessive stuffing his mouth with Chapli kebabs ,and his successors will have an internal struggle (let's say tspa takes a handoff approach - and treats LeT as an independent Jihadi tanzeem) and one guy comes on top and consolidation happens he will signal his arrival and his hold on the org through a devastating terror attack on India.

That's how these orgs work. Actual strategic requirement of a terror strike is second to leaders H&D considerations to conduct a terror strike on the kaffir.

Lilo Ji, you are right of course at the operations level of planning, stalling. My post was frustration at the slow seepage of the Truth and it's consequent shame on the practirtioners of excluvist ideologies. The tragedy that slow dawning and the repercussions ultimately that lie in store for many good intentioned nations that seek to assimilate a poisonous and virulent bacteria. The naivete and innocence that will ultimately lead to blood spilling on a scale never envisioned before. This cult of Islamism has no idea what may be in store for it. If the cult indoctrinates non existence with others, it should not yelp when others wipe it's existence of their geography. For a truly inclusive State, there is no space for excluvist doctrines. The inclusive and excluvist are disjoint. One must give way to the other. I vote for Dharma the Incluvist..and i want Rama, Krishna, The Dharmics to rally to defeat excluvist ideology, doctrinally, ideologically and every peaceful means..failing which options will and should be unrestricted.

This is a carbon copy of the concept of the Bombay 26/11 attacks,storming public places with massive firepower.The Paki's bloody handprints and footprints are all too evident.Secondly,the multi-national nature of the terror team indicates that Paki/Islamist terror,is now firmly established as a global "MNC".If Kenya truly wants to hit at the root of terror,it must strike hard diplomatically at the Paki establishment,that pretends to be a democratic civilised institution,while it winks at its left hand,the military controlled ISI which plans and executes terror against the "infidels".Kenya having strong ties with India,was an opportune target.

Ok that's it, there you have it folks. The grievance for the "gunmen - misguided youths" is because one is an evil yindoo. Does one need any more justification for the violent path chosen by the 'gunmen". Being a yindoo, is a crime. OK next question, please. But there will be lot of press about how many non-yindoos and non-christians were also victims.

Kenyan security forces, including commando teams and military helicopters, have launched a "final assault" on the luxury shopping mall in Nairobi where a group of armed militants were holding around 30 hostages.

As night fell in Nairobi a huge blast reverberated around the Westgate mall where the attackers – thought to be members of the Somali jihadist group, al-Shabaab –had been holed up since shooting their way into the shopping centre on Saturday.

The explosion was the loudest heard since the attack began and was followed by a long silence. "This will end tonight. Our forces will prevail," the Kenyan government's Disaster Operation Centre said late last night.

The carnage in and around the four-storey building, where heavily-armed fighters opened fire on weekend shoppers on Saturday lunchtime, claimed at least 68 lives with 175 people injured. That toll, which rose steadily throughout Sunday, was expected to climb higher.

Kenya's president, Uhuru Kenyatta, who lost a nephew in the attack, promised to punish those behind it "swiftly and painfully," and said Kenya "would not relent on the war on terror".

The US president, Barack Obama, called Kenyatta on Sunday to offer condolences, and US support in bringing the perpetrators to justice .

The attackers have so far refused any attempts at negotiation, but an al-Shabaab spokesman demanded that Kenya withdraw its troops from Somalia, where they have been fighting Islamist militants since 2011. "If Uhuru wants peace from us, he should withdraw his troops from Somalia," spokesman Abu Musab told Reuters.

The likely reason why the attackers chose Westgate became apparent as one embassy after another confirmed that some of its citizens had been murdered in the assault.

David Cameron confirmed that three Britons had died, and said: "We should prepare ourselves for further bad news." France said that two of its citizens had died, both women. Canada's prime minister Stephen Harper said that two Canadians had died, one of them a diplomat named as Annemarie Desloges, who served in Canada's high commission to Kenya.

The US government said that the wife of one of its citizens working for the US Agency for International Development had been killed, while four Americans were injured.

Security sources said there were at least 10 attackers, including one woman, but there could have been as many as 15. There was mounting concern that some of the attackers may have escaped the scene on Saturday when as many as 1,000 people were evacuated or escaped amid chaotic scenes.

One of the soldiers who took part in the attack, speaking on condition of anonymity, said that two of Kenyan troops had been killed as they came under sustained heavy fire, including what appeared to be rocket propelled grenades. "They were very intelligent and they are well-armed," he told the Guardian.

He said that the frequent exchanges of fire between security services and the attackers had been designed to drain their ammunition supplies.

A number of eyewitnesses inside the security cordon in the Westlands neighbourhood of Nairobi said that Kenyan special forces who had been assembling outside during the day appeared to be being assisted by foreign military advisers.

Kenyan police, working with officers from the British high commission succeeded overnight on Saturday in erecting a security cordon around the busy commercial district but fascinated crowds gathered on a hillside overlooking the mall and crowded access roads on all sides.

Kenyan State House spokesman, Manoah Esipisu, confirmed that his government had received offers of help in the anti-terror operation from many nations including the UK and Israel, one of whose citizens was reported to own Westgate.

"We welcome all offers of help but this is a Kenyan operation," he said.

The attack, which is the worst that Kenya has witnessed since the 1998 embassy bombings, may strengthen calls from the Kenyan government to abandon the trials of Kenyatta and deputy president William Ruto, due to start at the international criminal court at The Hague in November. Both men face charges of crimes against humanity

In a statement from his lawyers, Kenya's second-in-command, who fades charges of crimes against humanity in 2007-08 after the country's election. called for an adjournment so he could help govern the crisis.: "Thereafter, Mr Ruto will be required to deal with the aftermath of such a traumatic and tragic event for Kenya."

In a news report on Egyptian television of a Gebali speech, translated by researcher Walid Shoebat, a former Palestinian Liberation Organization operative, Gebali said she would like “to inform the American people that their president’s brother Obama is one of the architects of the major investments of the Muslim Brotherhood.”

“We will carry out the law, and the Americans will not stop us,” she said. “We need to open the files and begin court sessions.

“The Obama administration cannot stop us; they know that they supported terrorism,” she continued. “We will open the files so these nations are exposed, to show how they collaborated with [the terrorists]. It is for this reason that the American administration fights us.”

Shoebat said Gebali explained the news is important to Americans who are concerned about their president’s actions, calling it “is a gift to the American people,” implying there were more revelations to come.

In an interview on Egyptian television, Gebali said the cost to Egypt has been great, and she vowed her country will not allow any conspiracy against its people or the Egyptian state. She insisted that pushing Egypt to bankruptcy is unacceptable, because it would plunge her country into a dire state similar to Iraq and Libya.

Shoebat said that if the reports are correct, Turkey appears to play a central role in the alleged conspiracy. He emphasized that Egypt has asserted to the international community that it will not tolerate any attempt to push the country to bankruptcy.

Shoebat’s blog linked to three “very credible sources” that corroborate the report on Gebali’s comments.

Shoebat reported in May that Malik Obama is the executive secretary of the Islamic Da’wa Organization, or IDO, a group created by the government of Sudan, which is considered by the U.S. State Department to be a terrorist state.

In 2010, Malik Obama attended an IDO conference in the Sudanese capital, Khartoum. One of the objectives of the IDO is to spread Wahhabist Islam across the African continent.

Sudan President Omar Al-Bashir supervised the conference. Bashir is wanted by the International Criminal Court on seven counts related to crimes against humanity.

Shoebat asserted the evidence places Malik Obama “in bed with terrorists, working in a terrorist state as an official of an organization created by terrorists.”

Malik’s tax-exempt problems

WND reported in May that funds contributed in the U.S. to a 501(c)3 foundation run by Malik Obama have been diverted to support Malik’s multiple wives in Kenya, an expert on Islamic extremism has charged.

Lois Lerner, the director of the IRS tax-exempt division currently under congressional investigation, signed the letter approving tax-exempt status for the Malik Obama’s Barack H. Obama Foundation.

Lerner, currently on paid executive leave from her IRS supervisory position, took the Fifth Amendment before the House Oversight and Government Reform Committee on May 22 rather than answer questions on inappropriate criteria used by her IRS department to delay or otherwise deny tax-exempt status for tea party and “patriot” groups.

Shoebat has detailed his allegations in a 22-page investigative report titled “New IRS Scandal: Islamic Extremism and Sex Slaves: Report Reveals Obama’s Relatives Run Charities of Deceit,” published on his website

After a thorough examination of available evidence, Shoebat explained to WND his allegations against the Obama family tax-exempt foundations:

When Malik Obama and Sarah Obama raised money in the United States as the respective heads of foundations claiming to be charities, not only did the Internal Revenue Service illegally grant one of them tax-deductible status retroactively, but these foundations have supported – to varying degrees – illegal operations that acquire funding for personal gain, philandering, polygamy and the promotion of Wahhabism, the brand of Islam practiced by Al-Qaeda.

For the past two years, since long before the current IRS scandals became public, WND has been reporting irregularities in two IRS-approved 501(c)3 organizations operated in the U.S. by Obama’s half-brother and step-grandmother in Kenya.

WND reported in September 2011 the Barack H. Obama Foundation apparently received IRS approval one month after an application was submitted in May 2011. The IRS determination letter June 11, 2011, granted a highly irregular retroactive tax-exempt approval only after the group came under fire for operating as a 501(c)3 foundation since 2008 without ever having applied to the IRS.

In October 2012, WND reported a separate foundation, the Mama Sarah Obama Foundation, created on behalf of Obama’s step-grandmother in Kenya, has transferred funds, 90 percent of which are raised from U.S. individuals and corporations, to send Kenyan students to the top three most radical Wahhabist madrassas in Saudi Arabia.

Since its founding in 2008, the Barack H. Obama Foundation, operating out of a commercial mail drop in Arlington, Va., has solicited tax-deductible contributions on the Internet, listing addresses and telephone numbers both in the U.S. and Kenya, without disclosing the group lacked an IRS determination letter.

In September 2011, the IRS confirmed to WND that the Barack H. Obama Foundation had received a determination letter in June 2011, awarding the group tax-exempt 501(c)3 status retro-actively to 2008

On March 3, 2013, Andrew Malone, reporting for the London Daily Mail, documented that Malik’s youngest wife in Kenya, Sheila Anyano, 35 years his junior, had spent the past two years living with three of Malik’s other wives at the “Barack H Obama Foundation rest and relaxation center,” a restaurant complex that profits from visitors drawn by the family’s connection to the American president.

According to the Daily Mail, members of his extended family in Kenya have accused Malik, a practitioner of Islam and a polygamist, of being a wife-beater and philanderer. Malik is accused of seducing Sheila, the newest of his estimated 12 wives when she was a 17-year-old schoolgirl – a crime in Kenya, where the legal age of consent is 18.

Malone tracked down Sheila’s mother, Mary, who explained to the reporter that Malik Obama had “secret trysts” with the girl after spotting her attending prayers at the mosque he has built in Kogelo, the family’s ancestral home.

Sheila, now age 20, told Ambrose that marrying Malik, now age 55, was the “worst decision” of her life and confirmed that she and Malik kept their marriage “a secret,” because she was 17.

“At first he was good, after he started speaking to me at the mosque,” Sheila told the Daily Mail. “But he has changed. Marrying him has been the biggest mistake of my life. He beats me, but mostly he’s just nasty and quarrelsome.”

Shoebot charged that Malik Obama is abusing non-profit funds.

“There is no evidence to suggest that Malik is building any houses in Kogelo for widows and orphans as claimed,” Shoebat said.

Neither is there evidence that the Mama Sarah Foundation has built any homes for widows, orphans and HIV/AIDS victims.

“The only evidence where monies were spent involves the Barack H. Obama Recreation and Rest Center in Kenya, which housed Malik’s 12 wives in a facility that includes a restaurant and a mosque with a madrassa,” he said.

“While building mosques is legally considered charity, evidence shows the entire funding came directly from entities and individuals from Saudi Arabia, Qatar and Bahrain,” Shoebat said. “There is nothing of charitable nature to show for all the funds Malik raises from the United States. To date, there is no evidence for any accomplishments toward building homes for orphans, widows and AIDS victims in Kogelo or anywhere else in Kenya.”

The Form 990-EZ appears to have been hand-written by Malik Obama himself, complete with an unorthodox page of calculations evidently included to back up the amounts entered into the form.

The Form 990 reported the foundation had received $24,250 total gross income for 2010, derived from contributions, gifts and grants.

“We were not very successful this year because of limited contributions,” Malik reported on the Form 990. “The Foundation sponsored a Youth Tournement (sic) and embarked on construction of community bridges.”

During the 2008 mumbai attacks, indian govt mistakenly thought that they(terrorists) wanted to take hostages and place a demand.

It took a good 24 hours for the govt to realise that it was actually an operation to kill as many indians as possible.

I strongly suspect that the kenyan operation too is like that. The terrorists will humiliate the hostages as they kill them. In mumbai attack, the attackers made the hostages undress while the jewish couples were sexually torchered for days.

Thank you all for your kind wishes for my safety. The following is what I gathered from interactions here. There has been a steady influx of Somali refugees across the border into Kenya and there are now settlements of Somalis inside Kenya and in Nairobi as well.

Apparently the piracy from Southern Somalia had made some Somalis wealthy and they are awash with Gold. Somalia of course has been exploited by western powers for years and the society there has been a fertile breeding ground for Al Qaeda and its brand of Wahabi Islamic terrorism. I am yet to get an understanding of Pakistani role and link into that aspect. Will get some information on the same.

The southern port city of Kishmayu in Somalia was the center for Al Shabab. The East African community led by Kenya and Ethiopia which wore the brunt of Somalian refugee inflow, and its attendant problems in terms of blow back in terms arms inflow and crime, have gone in to defeat extremist Islamics in Somalia and taken control of the port and the area. This has crippled the Al Shabab badly. The present attack seems to be the desperate attempt by them to escalate the cost for Kenya and exploit the fault lines inside Kenya to provoke a civil uprising here.

Kenya is a multi ethnic and multi cultural society that is now doing well economically. Kenyans are moderate and largely peaceful and as such there is a lot of tolerance for all religions. Hindus, Sikhs and Muslims all have plenty of places of worship and they celebrate their festivals peacefully. Kenyans are largely Christian.

There is a good amount of literacy and as the country is experiencing economic growth slowly the opportunities for the talented Kenyans are expanding. Indian origin businessmen are well integrated and do well here. There is a lot of cooperation and involvement with local population and government in terms of participating in civic activities and also building of hospitals - the main centres relief are M.P. Shah and Aga Khan Hospital.

Indian industry is present and visible. As I came from airport, I could see Tatas, Mahindra and other Indian brand names. Airtel is here and have based their African head quarters here. Indian businessmen see opportunity here. I am not sure about Chinese presence.

Kenya has close links with the UK, US and Israel. They now have a new constitution and a Presidential system. Apparently there are some tribal fault lines as well. I do not have much insight on this. Tourism is important and that is why this attack is very damaging if the usual travel advisories are issued. The Kenyan leadership across political spectrum have stressed on this aspect publicly and have pointed out that terror attacks are global and have happened in UK and Spain and US. I thought that clearly indicated that the national leadership has a firm grip on strategic interests and have sought to get assurance from these western powers that they will not just give lip sympathy.

The fact that the attack is led by a White British woman is not being highlighted in Kenyan media. Although this has been going the rounds through social media. Perhaps this is part of the negotiations with western powers. Westgate mall is part Israeli owned and I am told that they are playing an important role.

Unverified reports suggest that the hostages have been booby trapped and are held in a multiplex theatre in the mall and that is why there is a very slow progress for flushing them out. I had predicted to the locals here that it will take at least 3 days. The mall is well stocked with food. It is large. The terrorists are well armed and in good numbers - 10 -15 in number. Kenyan Forces seem to be well armed. But it looks like a long haul.

A lot of similarities with India. Mainstream thinking is still thinking that Terrorism is distinct and do not see the connect between Islam and its cross border dimensions. That is because of the peaceful co-existence. The influx of refugees, both legal and illegal have permanently changed demographics. Corruption is well entrenched. The borders are soft. The people are not used to have National Security as an important element. Economic Growth seems to be important and paramount. Political leadership clearly is into populist agenda.

India relationship does not seem to be in high gear but largely seen as positive. More as I get to know better.

Nairobi Westgate attack: Gunfire heard inside complex - 23 min ago

Heavy gunfire and explosions have been heard at the shopping centre in Nairobi where militants are believed to be holding a number of hostages.

Sixty-eight people have been killed and more than 170 injured since the attack began on Saturday.

Between 10 and 15 attackers - thought to be militants from the Somali al-Shabab movement - are still inside the Westgate shopping centre.

An unnamed Kenyan security source told the AFP news agency that an army assault was underway.

An AFP correspondent at the scene said he heard about 15 minutes of fierce gunfire which then subsided.

A photographer accompanying the correspondent said troops deployed around the mall were forced to duck for cover.

The photographer said it "sounded as if the shots were coming from somewhere around the mall, or were being fired from a vantage point in the mall".

The defence forces said on Twitter several hours ago: "All efforts are under way to bring this matter to a speedy conclusion."

Authorities have emphasised that it is a delicate operation as the safe rescue of the hostages is their top priority, says our correspondent.

'More bodies'

Last week, I saw a strange report of Al Quida no 1, saying the Hindus should not be killed in Muslim lands. Now I am not able to search this report On Line.

Two days later, we have this attack in Nairobi. Where non Muslims have been targeted by an Al Quida affiliated terrorist group.

kenyan forces (from what little i have seen on tv) seem well organised, equipped and are handling the perimeter and media quite well. i was irritated to hear gora news anchor interviewing military spokesman and asking if they had help from gora special forces (implication being obvious about poor turd world kallus) - even after the spokesman confirmed that it was entirely a kenyan security forces operation, anchors turned to face the camera and say - ya so as we were saying, gora loge have been helping the poor kallus

Al-Shabaab breaks new ground with complex Nairobi attack

(CNN) -- The Al-Shabaab assault on a mall in Nairobi, Kenya, is alarming for its audacity, its scale and the sophisticated planning that went into it. Both the choice of target and method of attack exactly fit the new al Qaeda playbook.
Few counterterrorism experts are surprised that the Somali group launched another attack in the Kenyan capital. It has threatened to take revenge ever since Kenyan forces entered Al-Shabaab's heartland in southern Somalia. Small-scale attacks, frequently with hand grenades, have already brought bloodshed to Nairobi's streets. Back in September of last year, Kenyan authorities said they had disrupted a major plot to attack public spaces in Nairobi in its final stages of planning. Authorities also broke up a plot by the group against Western tourists in the city in late 2007.
But the scope of the assault on the Westgate Mall -- and especially its eerie similarities to the attack in Mumbai, India, in 2008 -- show that Al-Shabaab has taken its ability to strike outside Somalia to a new level.
Only once before has the group caused such carnage in East Africa, when bombers attacked bars and restaurants in the Ugandan capital, Kampala, on the night of the World Cup Final in 2010. More than 60 people were killed. Al-Shabaab said the attacks were in retaliation for Uganda's leading role in the African Union force supporting Somalia's weak government in Mogadishu.
But the attack on the Westgate Mall is very different, involving perhaps 10 or more heavily armed assailants, using multiple entrance points to lay siege to a high-profile venue in an upscale neighborhood. The assault then evolved into a hostage-taking to garner maximum publicity.

Al-Shabaab says the attack took months of planning and training, and as it unfolded the group kept up a running commentary on its Twitter feed.

Al Qaeda Template
The operation ticks the boxes that al Qaeda leader Ayman al-Zawahiri listed in a message published just over a week ago.

1. Ensure the target is Western. The Westgate Mall has several Israeli establishments and is popular with expatriates. Those killed include three British citizens, two French nationals and two Canadians, their governments said. In his September 13 message, al-Zawahiri warned against attacks on non-Western states unless the regime was part of "the American forces." Kenya, with its long tradition of pro-Western governments and close relationships with Western militaries, fits that bill.
2. Take hostages where possible. Al-Zawahiri recommended taking "the citizens of the countries that are participating in the invasion of Muslim countries as hostages so that our prisoners may be freed in exchange."
3. Try to avoid Muslim casualties. Al-Shabaab claimed on its Twitter feed that the gunmen escorted Muslims out of the mall, before turning on the "disbelievers" inside. Witnesses said the gunmen at the Westgate tried to identify Muslims by asking shoppers the name of Mohammed's mother. They shot those who didn't know.
Nairobi is vulnerable to Al-Shabaab attacks not least because of the large Somali community, many of them refugees from the country's long-running clan warfare, that lives in the Eastleigh district. Known as "little Mogadishu," Eastleigh is now home to an estimated 250,000 Somalis. And Al-Shabaab is well established there, raising money, finding recruits and setting up safe houses.
Al-Shabaab also has an ally in the militant Kenyan group al Hijra, formerly the Muslim Youth Center, which has a strong presence in Eastleigh and in the coastal city of Mombasa. Investigators will be examining whether al Hijra played a role in the attack on the Westgate mall. Kenyan al Hijra militants are suspected to have been responsible for several of the small-scale terrorist attacks that have hit the country. {the equivalent to PigLeT and IM combo implemented in desh}

This is a worrying trend, analysts say. While Al-Shabaab's Somali fighters are not used to operating abroad, non-Somali East Africans have been training with the group in southern Somalia. Al Hijra is the most potent outgrowth of that training. Founded in an Eastleigh mosque in 2008, al Hijra took advantage of growing radicalization among a minority of Kenya's 4.3 million Muslims to build a significant presence in Nairobi and Mombasa. Investigators established the group had close links to the attacks in Kampala in July 2010. According to the U.N. Monitoring Group on Somalia, most of the operatives who conspired in the attack were Kenyan and close to al Hijra leaders.
A crackdown against al Hijra by Kenyan authorities, helped by the United States, has weakened the group. According to a 2013 United Nations report, "Al Hijra members were plagued by unexplained killings, disappearances, continuous 'catch and release' arrest raids and operational disruptions." But al Hijra is far from defeated. According to the U.N. report, it has established links with Al-Shabaab affiliates elsewhere in East Africa and is enlisting the services of fighters returning from Somalia "to conduct new and more complex operations." Its leadership has become closer to al Qaeda through figures such as Abubakar Shariff Ahmed, known as "Makaburi," who is said to favor large-scale attacks in Kenya in support of Al-Shabaab.
Al-Shabaab has other valuable alliances in the region, including the government of Eritrea, which sees it as a useful ally against its arch-enemy Ethiopia. A United Nations Monitoring Group reported in 2011 that financial records and shipping movements indicated Eritrea's support for Al-Shabaab went far beyond the humanitarian.
In a 400-page report, it concluded that Eritrea's relationship with Al-Shabaab seemed designed to "legitimize and embolden the group rather than to curb its extremist orientation or encourage its participation in a political process."
Al-Shabaab has also established a relationship with al Qaeda in the Arabian Peninsula in Yemen, from which it obtains weapons and training, according to counterterrorism officials and former members of both AQAP and Al-Shabaab. One former jihadist tells CNN the relationship began in 2008 when he linked up a senior figure in Al-Shabaab, Ahmed Warsame, with the Yemeni cleric Anwar al-Awlaki.

The Kenyan capital became much more vulnerable to retaliation when Kenyan troops and tanks, supported by airstrikes, moved into Somalia in October 2011 in response to growing cross-border violence. Al-Shabaab immediately warned that the incursion would have "cataclysmic consequences."
What was meant to be a limited engagement dragged on. It took a year for Kenyan forces to capture the port of Kismayo, but in doing so they dramatically raised the stakes for Al-Shabaab. According to the U.N., Al-Shabaab used to collect an estimated $35 million to $50 million annually in custom tolls and taxes on businesses in Kismayo and two secondary ports higher up the coast -- about half its entire estimated annual income.
Its expulsion from Kismayo changed the dynamics for Al-Shabaab. Previously the group held off plotting large-scale attacks in Kenya because of Kenya's importance for recruitment, logistics and fund-raising. Al-Shabaab commanders realized a crackdown by law enforcement on Somali interests in Kenya would be devastating to the Somali business community, creating a backlash against it in Somalia. But after they lost control of Kismayo, the gloves came off.
In March, Al-Shabaab warned Kenyans they would not "sleep safely" in Nairobi as long as their soldiers were in Somalia. And in the midst of the siege, the group tweeted: "For long we have waged war against the Kenyans in our land, now it's time to shift the battleground and take the war to their land."
"The attack at #WestgateMall is just a very tiny fraction of what Muslims in Somalia experience at the hands of Kenyan invaders," another tweet said.
It's notable that Al-Shabaab was able to plan and train for such a sophisticated attack despite losing much territory in southern Somalia and around the capital, Mogadishu. As it has lost ground, the group has resorted to suicide bombings. Earlier this month it carried out a bomb attack against a restaurant popular with Westerners in Mogadishu, killing more than a dozen people.

A U.N. report issued in July noted that Al-Shabaab "has shifted its strategic posture to asymmetrical warfare in both urban centres and the countryside" but added that it "continues to control most of southern and central Somalia." The report estimated the military strength of Al-Shabaab at about 5,000 fighters, with a functioning chain of command, and said it had "preserved the core of its fighting force and resources."
After years of infighting and feuds, the Nairobi attack may also confirm the ascendancy of Al-Shabaab's most militant faction and its leader Mukhtar Abu al Zubayr (aka Ahmed Abdi Godane). Zubayr attended a madrassa in Pakistan as a young man and merged the group with al Qaeda in February 2012. He sees Al-Shabaab as part of al Qaeda's global jihad.
Dissenters have defected or been killed. Sheikh Hassan Dahir Aweys of Al-Shabaab's old guard surrendered to Somali authorities. And earlier this month Zubayr reportedly ordered the killing of two Western militants who were critical of his leadership style and had aligned themselves with Aweys -- Omar Hammami and Osama al Brittani. Hammami was an American from Alabama who had become a prominent mouthpiece for Al-Shabaab before publicly criticizing Zubayr last year.
Zubayr's increasingly tight grip on Al-Shabaab -- thanks to his ruthless use of the group's intelligence wing in hunting down opponents -- appears to have forestalled the collapse of Al-Shabaab, and may have made it more dangerous.
Zubayr has threatened a direct attack on the United States, and last year the U.S. offered a $7 million reward for information locating him. It would be very surprising if the attack in Nairobi did not receive his blessing, and it may be a sign of things to come as Al-Shabaab takes its war to other parts of East Africa.
Of more immediate concern to Kenyan authorities, in a country where political violence can explode quickly, is a likely backlash against Somali and Kenyan Muslims, which could create a new cycle of radicalization and unrest.

Alas, those items are only what gets the attention of the West. Had there been no attack on Israeli interests in 26/11 it would have hardly been mentioned in the Western media and any mention on BBC/CNN would focus on the possible role of 'saffron terrorists'
