I personally reached the venue of the rally behind the stage at 12.10 pm. Two officers of the Gujarat police took me aside and told me that it was not safe to continue the rally in view of the inadequate security measures which have been deployed even though there were a large number of policemen and home guards around the venue of the rally. I was told by these two officers that Advance Security Liaison (ASL) which is necessary when a Chief Minister of another state is visiting had not been adequately carried out. There were no anti-sabotage checks or a full dress rehearsal undertaken in the required manner. Frisking of participants who came to attend the rally at various entry points have not been substantially undertaken. These two officers further informed me that blasts around and inside of the venue of the rally had already taken place and it was not safe for the Chief Minister of Gujarat to leave the airport and reach the rally. In the meanwhile, the President (BJP) Shri Raj Nath Singh also arrived. While we were discussing this, another major blast took place inside the rally. This resulted in a large number of participants getting scared and running for shelter. Some of them even left the venue of the rally. I requested some junior police officers of the Bihar police that I would like to discuss the issue with the senior officer of the Bihar police present at the site and take their advice. A young lady police officer came up to discuss the issue with me. I asked her whether to continue the rally is safe or not. I was worried that if BJP leaders and particularly Shri Narender Modi did not address the rally the enthusiastic crowd would surge to the dais. Some would panic because of the security threat and leading to stampede which could result in many fatalities. I asked the lady officer that if there was any evacuation plan ready. She replied that she would speak to her senior, the SSP. Thereafter, no police officer of Bihar contacted us or spoke to us. We were thus left below the stage to decide the future course of action on our own.
Meanwhile, Shri Narender Modi disregarding security advice left the airport for the venue of the rally. We decided that to discontinue the rally would encourage the terrorists and would definitely result in a riot, panic and stampede. We, therefore, decided to take a conscious risk of going to the dais and continue the rally. We decided that we would shorten the time of the rally in case any untoward incident further took place. The police officers from Gujarat started preparing the evacuation plan behind the stage for the leaders. In order to avoid the generation of any panic, a responsible BJP state leader appealed to the crowd not to blast any cracker in order to give confidence level to the crowd. Just as we climbed down the dais, some of those who had left the rally venue re-filled the ground again and we were back to addressing a jam-packed Maidan. The rest we had left to our luck and good fortune that no further blasts took place. Indeed some blast explosives have been left behind which did not explode. I was informed by the Gujarat police officers that the arrest of one of the accused could have scared the others to run away which prevented any further damage.

This is insane!!
For 90 nerve-shredding minutes, Brajesh Mishra watched over the plastic-wrapped device, pleaded with police to send a bomb disposal squad, asked people to stay away, and grew ever more frantic as five blasts went off elsewhere on Gandhi Maidan.
Then he watched the bomb go off from 15ft away at 12.45pm, the exact time shown on the timer.

The Gujarat Cops had intel/wisdom to request Modi to not go to the venue. All reports indicate, there were general and specific threat alerts, but the threat perception were not taken seriously by the State ?

Singha: the reason for the quick 12 arrests was because of the phone numbers on the suicide bomber.
The suicide bomber angle is scary. It shows that the MO of Al-queda, TTP etc are being adopted by IM. Since Rajiv Gandhi, we havent had a major suicide bomb attack. We are woefully unprepared for this

Why do they call PZR cooker bombs low intensity IEDs when they have been shown time and again to be effective?
I think DDM calls them low intensity if Paki RDX is not used.
What they don't understand is the packing in a pzr cooker makes the blast high intensity in the immediate vicinity.
Right after the Boston Marathon bombing the news agencies commissioned testing of PZR cooker bombs and broadcast the video to educate the public.
However DDM in India tries to downplay the bombs and portray them as amateur effort when they are quite sophisticated and very effective.
This is deliberate mis-reporting by the Indian press to mislead the public.

Subramaniam Swamy is asking MMS that Modi be provided SPG cover (upgrade from Z+). Currently only PMs, former PMs & their immediate family is covered by SPG. That means Rahul Gandhi comes under SPG while Modi comes under Z+
His proposal makes sense. Not just Modi - any declared PM candidate must be provided SPG cover for the duration of time between announcement & the elections. It can be downgraded later.

Jammers don't work against timed devices. The time that the rally and Modi's speech were to begin was known beforehand. From info so far can we piece together the terrorists strategy?
- Attacks away from the venue timed to be earlier than those at the venue.
- Attacks at the venue show a semi-circular placement. Cold be to drive the crowds towards a direction.
- Where were the bombs defused at the venue?
-Also multiple devices at the railway station timed to go off when trains arrive. Shows knowledge of logistics.

IMO the main idea was to scare the audience from attending the rally, that is why they were trying to targeted them at the train station first thing in the morning. However since that did not succeed they targeted them on the way to Gandhi maidan and around it before planting bombs inside the ground itself. The serial timings of the bomb points to only one thing that they wanted to rally called off at all cost.
Given this motive, involvement of the rival political parties having nexus with IM elements can not be ruled out.

0. Three separate teams of 2 each fanned out - 1 team for the station, 2 teams for the Gandhi Maidan.
1. The blast at a station was not intended. It was in the toilet that the suicide bomber was planning to prepare himself. Let us call this guy SB. SB died by accident when the suicide belt "suicided" SB himself. Any other IEDs planted at station were to be used as diversionary tactic for get away. SB was to prepare himself and go to the maidan.
SB getting suicided at the station itself was the first lucky break.
2. The timing of devices going off is very precise. Generally people rush away from the first blast, so with such a syncro-timing - the goal was to rush the people towards the dais.
3. This would have overwhelmed the security. Imagine a sea of humanity rushing towards you in panic - the dais would have broken down and put the entire BJP top leadership in jeapordy.
Hear the fortitude of Arun J, NaMo and RS came to fruition. They basically made announcement that this are fire crackers - this placated the crowds and NaMos presence showed that the show is going per script (in fact it was not). This actually saved the moment.
The courage of the local aam junta - Biharis - saved India. They stood fire with extreme courage and bravery. My heart goes out for the victims who got injured and who died.
4. SB (from point 1) would have looked for his target (Primarily NaMo, Secondary any BJP leader) and done a Dhanu on Namo.
5. At #4, this would have created mayhem - at this stage the station blasts would have occurred and stopped any movement of troops into the Patna city (or delayed it at the very least). Giving ample cover for the rest of the IM to escape and erase the evidence.
Lucky break here - since now the evidence was found. CM immediately calls NIA - so that the evidence is buried deep.
Here are my other takeaways:
1. CongI Dwivedi gave the green signal. This guy should be charged with criminal conspiracy for murder and given a death sentence. Basically it was a signal to IM to go ahead with a well thought out plan.
2. NiKu was the accessory. He single handedly ensured that the security process has several loop holes and purposely . Looking at Arun J's statement - which is now in public - the police officer deputed did not even had the authority or the capability to rise to the occasion. NiKu should spend a long time in jail.
3. The rest of the CongI team going all the way to termite queen approved of the plan to eliminate BJP top leadership or at least severely weaken them. Her silence speaks volumes. Shehzada was aware of the plan to kill NaMo - his task was to draw a defensive line indicating even his life is at risk. Like a baki equal-equal.
4. #MediaPimps. This are the guys giving WackoChacko max. airtime - painting NaMo as divisive. More importantly others jump in fray indicating BJP did it itself to gain TRP.

“An SP and a DSP visited the site and we told them about the bomb but the defuse team never arrived,” said Mishra, who has splinters in his hands, from his bed at Patna Medical College Hospital.[\b] {What was NiKu's instructions to them in case of such a situation?}

Hospital chaos
Someone had locked the room at Patna Medical College Hospital where the five mangled bodies had been kept and left. So, Naveen Singh, 29, had to climb the railings and peep through the ventilator to spot uncle Rajan Singh’s body. {PMC was wholly underprepared - on whose orders? NiKu should answer}
“We got separated at the rally. Around 1pm, I got a call from home (Gaurichak in Patna) saying they had seen my uncle on TV, bleeding and being carried away by cops.”
Her face contorted by anguish, middle-aged Anita Singh pleaded helplessly: “Please ask someone to open the door, son.” Then she too hoisted herself on the railings for a peek inside. She was luckier: brother Anil was not among the dead.
After half an hour, a man opened the door and a big crowd entered.
In the emergency ward, bleeding patients shared beds, waiting their turn for surgery to remove splinters.[\b] But BJP leaders made a beeline for the hospital with their supporters, worsening the chaos.
Giriraj Singh, Shahnawaz Hussain and Rajiv Pratap Rudy tried to browbeat policemen to let them and their supporters into the jam-packed emergency ward, from where even patients’ relatives were barred. Their SUVs left little room on a narrow street for the ambulances.

NIA should probe Rahul Baba as to what he knows as the Patna rally bombs perpetrator claimed he was inspired by Muzzafarnagar same as Rahul Baba.
Another angle to be covered is that of media. When was it tasked to cover the rally? Especially Doordarshan. Private media can claim to be independently coming to the scene vut DD works on Ministry of I&B orders only.
Instead of covering Rahul baba they switched to the Patna rally.

mango junta was escatic thinking DD is bowing to future boss. However, DD relaying NaMo instead of Rahul has to be noted. Why every single TV including Govt started relaying NaMo rally? Instructions were given to unleash a watching of bloodbath to declare a national emergency. That is a probable deduction.

Central investigating agencies probing the Patna serial blasts case have told senior Union Home Ministry officials that the local police even failed to sanitise the venue and conduct necessary security checks despite alerts by the Intelligence Bureau. One such alert was issued to the Bihar police on October 23.
Responding to the demand for SPG cover for the BJP’s prime ministerial candidate Narendra Modi, Union Home Minister Sushilkumar Shinde on Monday said adequate security arrangements were in place for his protection.
The Bihar police have come under fire from the former Union Home Secretary, R.K. Singh. He questioned their role in not interrogating alleged co-founder of Indian Mujahideen Yasin Bhatkal despite his obvious links to the Darbhanga-Madhubani wing of IM and its suspected role in various blasts. The police had purportedly refused to take Bhatkal into custody after he was brought to Raxaul.
Noting that the Home Ministry faced problems in conveying to the State police information about terror links as it was clueless about the emerging threats, Mr. Singh said ironically the State government and its police had raised objections to investigation by police from other States. In Patna, DGP Abhayanand cited a line from the October 23 alert letter sent by the Intelligence Bureau, which said “presently there is no specific input.” “The letter did not pinpoint anything. In fact, the Bihar police have made an arrest that throws light on the Bodh Gaya blasts,” said a police officer.

Is Bihar police modus operandi acceptable for any politician? Is the DGP also a politician? after faliing in his duty the bugger is hiding behind letters. next it will be grammar and sentence construction.

- Bombs are standard practice of IM
- Shouldn't he have the dais sanitized? Sniffer dogs? Bomb disposal sqaud at the venue? Ambulances at the ready? Senior police officers to give direction in case of untoward incident. The whole upper echelon of Bihar Police was at Lapata Ganj!!!
Does he need IB input to do the above?
If he does why is he the DGP? In case he forgot it stands for DIRECTOR GENERAL OF POLICE. Ie he gives the directions to all the police.
Does he need to be told how to do his job?

Patna blasts: IM aimed at setting off stampede at Modi's rally
PATNA/NEW DELHI: Tehsin Akhtar alias Monu, Indian Mujahideen's new commander, masterminded the bomb attack on Narendra Modi's crowded rally to kill women and children in large numbers by setting off a stampede, and was present at Gandhi Maidan to supervise the bombers as they ringed the rally ground with explosives.
This was revealed by IM operative Imtiaz Ansari who was fortuitously arrested with explosives and has since provided vital leads on the bombers and the terror plot. "Hamara uddeshya tha aatank faile aur bhag daur main kafi sankhya mein mahilayen aur bachche maren (Our objective was to trigger fear so that many women and children get killed in the resultant rush)," Imtiaz was quoted as saying in the FIR registered by Patna Police.
"Muzaffarnagar mein bahut Muslim maare gaye hain, aur tum sirf namaz hi padhte raho (Many Muslims got killed in Muzaffarnagar and all that you people do is to offer namaz)," Tehsin exhorted his associates, according to Imtiaz. This was noted in the FIR.
The incendiary exhortation of Tehsin, who used the alias of Memon for the Patna attack, had the desired effect with Imtiaz and others getting motivated to carry out a spectacular attack. "Yeh sun kar yeh bhi uttejit hue aur koi bada kaam karne ka tay hua," the FIR said.
Sources also quoted Imtiaz acknowledging the involvement of Tehsin, a resident of Samastipur district in Bihar, in the serial bomb blasts on Mahabodhi temple in Bodh Gaya in July: a terror attack scripted in retaliation against the alleged killings of Rohingya Muslims in Myanmar.
Besides Imtiaz's statement, Tehsin's involvement in Bodh Gaya attack is indicated also by the use of the same brand of clocks, Lotus, which is manufactured at Morvi in Gujarat's Rajkot district, in both the serial blasts.
Sources in Bihar Police confirmed to TOI that Tehsin, who is wanted for multiple terror blasts, was recently spotted in the state, adding that a massive manhunt has been launched for the fugitive jihadi. "His photographs have been circulated among authorities in districts and posts of the Shashatra Seema Bal, the paramilitary force which guards the border with Nepal," a source said.
In its FIR, Patna Police identified other members of the group as Tariq alias Ainul who suffered life-threatening injuries while planting bombs at the railway station, Taufiq, Nauman and Hyder alias Abdullah. It cited Imtiaz's testimony to say that Tehsin started instigating the group to carry out the serial blasts since Monday.
The group split into three batches of two each, and took different buses of Priyanshu Travels to reach Patna on the morning of Sunday when the rally was scheduled. Imtiaz and Tariq were to plant bombs at the railway station to strike those arriving for the rally, before reuniting with the others at Gandhi Maidan.
However, one of the IEDs exploded when Tariq was planting them. The explosion brought many policemen to the station and one of the constables nabbed Imtiaz when he was trying to escape.

sanitizing the venue with sniffer dogs and metal detectors is a SOP for any important function like aug25, jan26 where leaders gather. and bear in mind the venue of these functions and location of the dais does not usually change and is well known....explosives could be planted months in advance. I read somewhere the basque separatists of spain had in their possession timers that could work upto 1 year later.
if all these SOP were not followed , the police higher ups were either very negligent or asked by shadowy isharas not to do anything.

I am more worried about sniper after having seen the arrangements of Modi rallies. Lot of chaos, not enough frisking. Very risky onlee.

I think he issued a statement that security was adequate at the Patna rally. Which fairly was wrong.
Of course when something untoward happens, everybody including those of importance would be somewhere.

Not to mention the fact that the few available open maidans are surrounded by a concrete jungle in most Indian cities. The sniper wouldn't even need to get too close to the rally itself where he could be detected. The LeT/IM have never employed such tactics before though. But they've never had such a target before either. I wasn't really worried about Modi's life actually being under a serious threat till now. Everything's changed with these blasts.I am more worried about sniper after having seen the arrangements of Modi rallies. Lot of chaos, not enough frisking. Very risky onlee.
