A device was found in a bag around 11:15 pm in a state transport bus that was going to Apta from Karjat.
According to reports, three kg urea and Improvised Explosive Devices (IED) were recovered from the bag.
The new fire seems to have been minor.The reason for the fire in the Aero India incident is suspected to be an overheated silencer of a parked car, according to a Ministry of Defence statement. SRINAGAR: The Kashmir plotter of the February 14 suicide bombing that claimed the lives of 40 CRPF jawans was killed by security forces in a joint operation in Pulwama’s Pinglish areawhich ended in the early hours of Monday, the Army said.
With the killing of 23-year-old Mudassir Ahmed Khan, who worked as an electrician before taking to arms, 18 dreaded terrorists have been eliminated since last month’s suicide bombing.
Acting on Intelligence Bureau leads that JeM handler Ashiq Negru from Pulwama’s Rajpora was conceiving another terror attack in Pinglish, security forces conducted a search operation which turned into an encounter. While Mudassir and another terrorist have been eliminated, Negru is absconding.
The probe by intelligence agencies also led to a discovery that the carrier of explosives used in the Pulwama attack was one Mufti Abdullah, a resident of Karachi, who was eliminated in an encounter along with a local Jaish militant in Khanmoh, on the outskirts of Srinagar, on January 26. A cache of gelatin sticks, used in a stone quarry, was recovered from the site.
Addressing a joint press conference with J&K police and CRPF, the Corps Commander of Chinar Corps of the Army, KJS Dhillon, said: “We have eliminated 18 terrorists, out of them 14 alone were from Jaish-e-Mohammad. Besides, six out of 14 were main commanders. And today, JeM’s second commander Mudassir, who was the main conspirator in the national highway attack, has been killed.” Another terrorist, whose identity has not been ascertained, was also killed along with Khan. “We believe that the other terrorist was a Pakistani citizen. He used a code, ‘Khalid’. The two killings are a dent to Jaish-e-Mohammad,” said IG Kashmir Swayam Pani.
CRPF was also involved in the operation that ended on Monday. Zulfikar Hasan, IG CRPF (operations) Kashmir, said, “We are peacekeepers and we ensure that no one raises a gun against the country.”
TOI had on February 19 reported that Mudassir along with one Shaheed Baba were among the homegrown JeM terrorists, who were assisting a 21-member suicide squad that infiltrated from Pakistan in December last year.
Though Mudassir was a resident of Mir Mohalla of Tral, he had joined JeM in 2017 as an overground worker. He was recruited by Mohammad Tantrey alias Noor Trali. Mudassir had gone missing from his home in January 2018.
According to the probe details on both local and foreign members of the JeM squad that were involved in the Pulwama attack, Arzoo Bashir, a young man from Tral was recruited to carry out the suicide bombing. But he chickened out and ran away from the fidayeen squad. His family brought him to police. He is currently out on bail. Finally, Adil Ahmad Dar had carried out the suicide bombing.
The probe details reveal that Mufti Abdullah, a resident of Karachi, infiltrated into J&K from Hiranagar sector of the Jammu region. He was the group’s explosive’s expert. Another member of the squad was Negru. He brought around 15-17 terrorists to Kashmir. Another member was Kamran alias Ghazi, a Pakistani national killed in Pulwama encounter earlier. Hilal, a local militant, was killed along with Kamran.

Keeping in mind all the eventualities and following the Prime Minister's advice, the defence ministry has swung into action. Last week, a meeting was called at the Situation Room in the South Block to prepare an action plan for preparatory stage of war. The meeting was attended by NSA Ajit Doval, IB chief Rajiv Jain, RAW chief Anil Dhasmana and the three service chiefs.
Some key decisions were taken in the meeting after which ammunition factories in India were asked to speed up production for contingency. The Jabalpur-Khamaria ordinance factory was advised to produce new bombs.
After the meeting, the Israeli developed missiles – SPICE were also asked to be ready for operation use. SPICE is EO/GPS guided kit that is used for converting air-droppable unguided bomb into guided precision bombs.
The underground emergency oil bankers were also asked to be ready with high-pressure oil for six months.

MHA issues notice to Mamata Banerjee’s nephew’s wife for ‘false representation’ and not revealing her Thai citizenship
As per reports, Abhishek Banerjee's lawyer, Sanjay Basu at first said that they will respond within the stipulated time, but minutes later denied confirming the receipt of the letter claiming he had not seen the show cause notice.

The Ministry of Home Affairs has issued a show cause notice to TMC MP and Mamata Banerjee’s nephew Abhishek Banerjee’s wife, Rujira Naroola, for obtaining the OCI (Overseas Citizens of India) and PAN (Permanent Account Number) by allegedly making false representation and concealing her Thai citizenship.
As per the reports, in the notice, the MHA has mentioned that on November 14, 2009, Rujira Naroola applied for a PAN by filing the form 49A without disclosing that her status as a Thai national holding the OCI card. Naroola would have to file form 49AA and obtain the PAN by declaring she is a foreigner holding the OCI card. Instead, she obtained one as an Indian national. Thus, owing to the discrepancies, Naroola’s OCI card is liable to be cancelled in the interest of general public.
The MHA notice also sought a reply within 15 days, failing which an ‘appropriate decision’ will be taken on the basis of the merit available on record with the central government.

As per the report, the lady flew in on a Thai Airways flight from Bangkok and while passing through normal screening, was found carrying two kilos of gold.
When customs officials questioned her about the gold, which was approximately valued at Rs 68 lakh, she reportedly called up her husband Abhishek Banerjee, who is Lok Sabha MP from Diamond Harbour. Soon, several senior Kolkata Police officers reached the airport and tried to allegedly whisk her away.
Kerala Floods: Amicus curae tells HC poor dam management aggravated disaster, recommends judicial probe

Thiruvananthapuram: In a setback to the Kerala government, a High Court-appointed amicus curiae has pointed out that lapses in dam management had aggravated the impact of August floods which had claimed over 400 lives besides causing widespread devastation last year.
It has also recommended that an inquiry be conducted by an expert committee headed by a former Supreme Court judge.
The opposition Congress and BJP held the CPI(M)-led LDF government responsible for the loss of life and destruction and demanded the resignation of Chief Minister Pinarayi Vijayan.
In the 49-page-report, amicus curiae (friend of the court), Jacob P Alex, stated that none of the 79 dams in the southern state were operated or used for the purpose of flood control or moderation, as per the stipulations under the National Water Policy, National Disaster Management Authority guidelines on floods and similar directives.
The report, submitted to the High Court and accessed by PTI, also recommended a detailed enquiry into the floods by an independent expert committee headed by a former Supreme Court judge and a hydrologist, dam management experts and engineers as members.
The amicus curiae was appointed by the court based on a slew of petitions including the one submitted by 'metro-man' E Sreedharan, also the president of the Foundation for Restoration of National Values, alleging that the devastating floods was a man-made disaster.
According to the report, dams in the state had not maintained effective Flood Control Zone and the Flood Cushion, said to have been maintained, was not as mandated by the BIS report, RTIOR and Q&M Manuel.
Most of the major reservoirs were almost full before the heavy rainfall that occurred on 14 to 16 August, 2018 and they did not have the capacity to accommodate the additional flow generated by extreme rainfall, it said. "Sudden release of water simultaneously from different reservoirs, during extreme rainfall aggravated the damage,"it said adding that various alerts - blue, orange and red - had been issued not in accordance with the EAP guideline.
"No proper follow-up action and effective precautionary steps (especially for evacuating people and accommodating them in safe location) were taken after issuance of Red Alert," it said.
None of the dams in the state had updated Rule Curves based on which the same were operated during the floods, it said.
The report also pointed out that the dam managers ought not to have 'solely' relied on IMD predictions for dam management and variation in the forecast or prediction cannot be counted as a justification for delayed release of water from dams.
It also suggested that the proposed enquiry panel be directed by the court to investigate various aspects including the causes of the August floods and the factors that had led to or aggravated the damage, whether the high reservoir storage and sudden release of water had worsened the deluge and so on.
Meanwhile, State Power Minister, MM Mani Tuesday evaded questions when journalists sought his reaction on the report. A visibly angry Mani told reporters: "I have nothing to say on this.. you clear out from here... If I ask you people to go out, you should get out from here."
Leader of Opposition in the assembly, Ramesh Chennithala said the LDF government was responsible for the deluge.
"We had said that the releasing of dam water, without taking any precautionary measures, was the cause of the floods. Our allegations have now proved to be true with the amicus curiae report. Chief Minsiter Pinrayi Vijayan should answer for the life which had been lost and property destroyed", he said. There was grave lapse in the management of dams by the government, the leader added.
BJP state president, PS Sreedharan Pillai demanded the resignation of Vijayan in the wake of the adverse report. "The left government cannot hide away from the responsibility of the worst ever flood which had hit the state. Murder charges should be slapped against the Chief Minister, power minister and the concerned officials," he said.
According to the amicus curiae report, the August floods had claimed 433 human lives, affected 5.4 million people and displaced 1.4 million.
The total loss incurred by the state was to the tune of Rs 26,720 crore and the total recovery needs are estimated at 31,000 crore, it added.

Federal prosecutors said Tuesday that 50-year-old Manmohan S. is accused of providing information to India’s foreign intelligence agency, the Research and Analysis Wing, from January 2015 onward.
His wife, 51-year-old Kanwal Jit K., allegedly also began cooperating with the spy agency starting in July 2017. Their full names weren’t released due to German privacy rules.
Prosecutors said the couple is accused of receiving a total of 7,200 euros (about $8,100) for the information they provided to their handler, who was stationed in Germany.

Financial Intelligence Unit slams Allahabad Bank for not filing transaction reports of NGOs receiving foreign funds

New Delhi: The Financial Intelligence Unit (FIU) has pulled up Allahabad Bank for incorrect reporting of transactions involving non-profit organizations, Cross Border Wire Transfer Reports (CBWTR) and failing to adhere to anti-money laundering norms. The public sector bank claimed to have 461 Foreign Contribution Regulation Act (FCRA) accounts, however, the bank filed transactions related to only 18 such accounts.
FCRA license is provided by the Ministry of Home Affairs for NGOs operating in India to receive foreign funding. FIU also claimed that Allahabad Bank incorrectly reported Suspicious Transaction Reports (STRs), Cash Transaction Reports (CTRs) and red flag indicators in the banking system pertaining to demonetisation, Trade Based Money Laundering (TBML), Afghan Drug Control and terror financing had not been factored by the bank into its alert generation module.
Reporting entities (banks) are required to furnish monthly reports of all cross border wire transfers of more than Rs 5 lakh or its equivalent in foreign currency where either the origin or destination of fund is in India. The banks are also required to file monthly report regarding transactions related to the NGOs.
During the last five financial years, the 45 Red Flag Indicators (RFIs) implemented in the Bank's system had resulted in 50, 64,166 alerts which ultimately materialised into merely 492 STRs.
“This implied a conversion percentage of around 0.01 percent which is abysmally low. The manner in which alerts were being dealt with by the bank implied that it lacked mechanism for review of the closed alerts. As per the reply of Bank, the screening committee only decides on filing STRs in cases of alerts which have not already been closed by anti-money laundering officer. Also, the composition of the said screening committee is not known,” FIU said in an order.
Allahabad Bank admitted that it had not carried out determination of beneficial ownership regarding top 50 accounts in the name of trusts and societies opened during the previous financial year. The Bank has admitted that top 50 accounts opened during the previous financial year in the name of companies were also not examined to determine beneficial ownership.
“The Bank further submitted that determination of beneficial ownership with regard to the account referred in the aforesaid points had not been carried out by the Bank as all these accounts were opened prior to implementation of the beneficial owner capturing procedure in the central banking system,” FIU order said.
The FIU has slapped Rs 3 lakh fine for violations-Rs 1 lakh each for not having effective internal mechanism for detecting all suspicious transactions, failure of the Bank to identify and verify ultimate beneficial owner for NGOs and failure of the bank to fully implement a client due diligence programme approved by the board of the Bank specifically with the regard to screening names of prospective customers in the latest UN security council sanction list.
In 2014-15, Allahabad Bank uploaded 7474 reports to cross border wire transactions, which were not validated and rejected by FIU asking the Bank to refile the reports. Subsequently, 9 files containing 7474 reports were refiled on 30 October 2018. In 2016-17, Allahabad Bank had filed 39,798 and FIU had asked for 28,237 reports to be refiled again by the bank. A show cause notice was served to Allahabad Bank for the alleged failure.
FIU said although in the recent past, the Bank has taken necessary steps for implementation of the red flagged indicators pertaining to trade based money laundering, demonetisation and terror financing within its anti-money laundering application but the same could not be implemented due to software issues. The Bank has claimed red flagged indicators pertaining to Afghan drug control and instructions issued on 21 June 2018 were not received by it. This claim was rejected by the FIU.
“It would be worthwhile to state that Allahabad Bank is one of the oldest public sector banks and as such it must act as a torchbearer of the anti-money laundering compliance in the country...However, considering that the non-compliance, as enumerated above, were continuing till pointed out during the review by FIU despite statutory obligations,” FIU Director Pankaj Kumar Mishra said imposing penalty against the Bank.
FIU historic crackdown In 2017-18
The FIU in 2017-18 received over 13.3 million cash transaction reports, 14.36 lakh suspicious transaction reports, more than 8 lakh transactions related to NGOs and around 94 lakh cross border wire transfer reports from various banks.
The Intelligence unit responsible for safeguarding the country's financial system analysed and collaborated with other domestic agencies launch a crackdown against abuses like money laundering and it resulted in unearthing more than Rs 19,000 crore during 2017-18.
On the basis of suspicious transaction reports, the Enforcement Directorate (ED) too seized assets worth Rs 984 crores. The agency also analyses counterfeit currency incidents at banks and in 2017-18 more than 3.5 lakh reports were received. Around 71,000 reports were forwarded to law enforcement agencies and 800 reports were sent to Intelligence agencies for further action. However, in an interesting observation, FIU revealed that private banks contributed a majority of reports and the compliance level of the state-owned banks continued to be low despite the matter having been taken up with the Reserve Bank of India (RBI).
