MR TONER: Well, that’s an ongoing conversation that we have with the Pakistani authorities. They need to address all groups operating on their soil – Taliban groups that are operating on their soil and their territory. We’ve urged them to do so in the past. We continue to urge them to do so and have worked with them on addressing the very real threat on their own soil.

In a rare rebuke to its “all weather” ally Pakistan, China’s state-run channels have aired a documentary naming Lashkar-e-Taiyaba for the 2008 Mumbai terror attacks and even showed footage containing confessions of Ajmal Kasab, the lone Pakistani terrorist caught alive during the 26/11 carnage.
In a rare rebuke to its “all weather” ally Pakistan, China’s state-run channels have aired a documentary naming Lashkar-e-Taiyaba for the 2008 Mumbai terror attacks and even showed footage containing confessions of Ajmal Kasab, the lone Pakistani terrorist caught alive during the 26/11 carnage.

The footage was first-aired by the state-run Shanghai Television weeks ahead of President Pranab Mukherjee’s visit last month and was subsequently shown by another state-run Chinese television channel as well, officials here said.

The documentary containing vivid details of planning and execution of the Mumbai attacks by LeT militants caught Indian officials here by surprise as Chinese state media shows extreme care and caution in airing negative news about the all weather ally Pakistan.

The state media largely refrained from allegations that militants of the East Turkistan Islamic Movement (ETIM) from Muslim-majority Xinjiang province had training bases in Pakistan’s tribal areas.

“We have to wait and see what is the significance of the documentary on LeT on Chinese state television,” an Indian diplomat, who has seen the programme, told PTI.

It was a surprise as China has earlier blocked India’s bid to get a UN ban on LeT operational commander Zaki-ur-Rehman Lakhvi, the alleged mastermind of the Mumbai attack.

China had put a technical hold when India sought a ban on him after he was released from prison.

In March, China had put a technical hold again on attempt to get UN ban on Jaish-e-Muhammad chief Masood Azhar, accused of masterminding the January Pathankot terrorist attack.

China’s attempts to block the UN listings against the two has cast a shadow on its relations with India and diplomatic efforts were on between the two sides to resolve the issue.

Officials say the airing of the footage against LeT’s involvement in Mumbai attacks comes at a time when technical holds put in by China in the UN sanctions committee on some of the LeT leaders was set to expire in a few days.

It is to be seen whether there will be a change of stand in China’s position in UN, officials said.

Though it's well-known that the 26/11 attack was launched just as India-Pakistan home-secretary level talks ended in Islamabad on November 26, 2008, it has now come to light that then home secretary Madhukar Gupta and some senior officials were persuaded by the hosts to extend their stay by a day at the picturesque hill retreat of Murree. .
The revelation is surprising, not just because it took seven-and-a-half years for the overnight stay at Murree to come to light, but also because there does not seem to be any convincing explanation as to why senior home ministry officials chose to remain in Pakistan..
The apparent reason offered by the Pakistanis was that the delegation should meet the interior minister, who was then travelling. "It does raise questions as to why the Pakistanis insisted on the Indian delegation staying back an extra day after the home secretary-level talks had already concluded. Gupta was told on November 26 that he could call on the interior minister only on November 27, 2008, as the latter was travelling," said a former official who was in the home ministry at the time..
Both the request as well as the decision of the Indian officials to stay in Pakistan seems puzzling in the light of the unfolding mayhem in Mumbai. "Though we had been staying in Islamabad for two days, the host country made special plans to shift us to a nearby hill resort in Murree. In retrospect, it leads us to suspect if the real motive was to delay or weaken the response of Indian security brass to the 26/11 strikes," said a former bureaucrat..
Apart from possible Pakistani motives, the decision to accept the proposal shows the Indian delegation in poor light as 10 Lashker-e-Taiba terrorists, duly guided by handlers who included serving officers of Pakistan's ISI, hitting multiple targets in Mumbai the same night is not seen as a coincidence. .
Gupta, along with additional secretary (border management) Anwar Ahsan Ahmad, a last-minute addition to the delegation, joint secretary (internal security) Diptivilasa and other officers of the Indian internal security establishment spent the fateful night at Murree, which a former home ministry official now claims had weak phone signals..
The 10 terrorists struck between 8pm and 9pm on November 26 and the home ministry got into action around 9.40pm. According to an ex-bureaucrat, Gupta, on learning of the Mumbai strikes from a private person, called up special secretary (internal security) in the home ministry M L Kumawat, who was managing the initial response as per instructions of then home minister Shivraj Patil, around 11pm. .
However, he was advised not to discuss any details of the response due to fears that the Pakistani agencies may be listening in.
So it was left for Kumawat to pilot the initial counter-response and ask NSG to rush to Mumbai. This, while then joint secretary (north-east) Naveen Verma and under-secretary (internal security) R V S Mani reportedly manned the home ministry control room that night.
When contacted, Mani recalled how he and Verma spent tense hours in the control room, trying to gather details of the gunfight raging in Mumbai. "In the first few hours itself, ATS chief Hemant Karkare was killed. So we were trying to get updates from two top officers of the Mumbai police - commissioner Hassan Gafoor (on Taj attack) and joint CP (law and order) K L Prasad (on the encounter at Trident)," he told TOI.
By the morning of November 27, the security brass led by then NSA M K Narayanan had taken charge of things. Sources said Gupta finished off his engagement with Pakistan interior secretary and was back in Delhi on November 27 afternoon, having advanced his scheduled departure from Islamabad by a few hours.

Official Spokesperson, Shri Vikas Swarup: Well, as you know that the Mumbai terror attack trial in Pakistan has not progressed expeditiously although it would soon be eight years since that dastardly attack.

In order to bring the guilty to book our Foreign Secretary has recently written to his counterpart in Pakistan suggesting ways in which the trial could be expedited through cooperation through the legal channel.

He wrote this letter on the 6th of September, it was delivered by our High Commissioner in Islamabad on the 9th of September. So that is where we are.
Question: Sir, you have mentioned that FS has written the letter on September 6. What prompted this and what are the suggestions that have been made?

Official Spokesperson, Shri Vikas Swarup: What prompted this letter is the total delay that has been happening in bringing to book the persons responsible for the Mumbai Terror Attack. As you know the entire attack was planned from Pakistan, was perpetrated by Pakistani nationals, all the evidence is in Pakistan, yet we find that eight years have passed and still the trial is progressing at a snail’s pace. So FS has written a letter in order to, first of all it shows that our continuing focus is on terrorism, and we want to bring the Mumbai case trial to an expeditious conclusion and we are prepared to offer suggestions on how this can be done through the proper legal channel.

Question: Sir, the letter had been written ten days ago, has there been a reply?

Folks its ten more days to the anniversary. Lets remember Tukaram Omble and the people who died in the terrorist attack.
As we type this Pak Sharifs,both bad are again 'inspecting' defenses at the border.
And US has a messy election and a transition team in disarray.
Hope its not a repeat of 8 years ago.

It feels sad when foreign nationals show ignorance or lack of information on Mumbai terror attacks. When mentioned only few vaguely remember they happened, others simply don't know. Typical third world country treatment because of the napunsak UPA government at that time

I see the vids, Shiv posts every year and it get me angry and hateful again and again. still hoping those pigs across the border and their spawn die in pork fat
I have stopped shopping at Paki stores and restaurants and never ever pay cash if I have a feeling it is Paki based.
I sometimes dream of Indian soldiers going in to Paki land and ripping the generals and the terrorist leadership heads all the while broadcast live across the world. Let's hope India in the next generation will kick some ass.

A family member's unit was ordered to high alert during Mumbai. Never got the opportunity to extract revenge from Pakis. Hope the revenge is extracted before the b**st**d dies of some disease.

About a week after the event, I landed in Mumbai. Made a point to visit the sites with my young kids. What my eyes saw is etched in my memory. Shall never forget, forgiveness is not even a question.

The key learning is India CANNOT rely on a third party to act in her interests, even when the interests on an issue overlap. Larger geopolitical interests override narrow scoped ones.

The issue is what that tells about us. No one is stopping us from firing a brahmos in to Hafiz house. Nor anyone can do anything once it is done.

Will pakis go to war for hafz? What can US do once it is done.

Moral of the story. We don't want to fight the Pakis. Why blames the Americans.

pakis are certainly getting medical visas on the anniversary of 26/11. Winning paki hearts and minds as a payback for pakistan's institutional and public support for 26/11 and terrorism in India -- may as well accept this is the way of the Indian govt., no matter which party is in power.
