The most charitable interpretation could be that the GoI wanted to send a message. International opinions are formed through various such fora and India played ball. India had consistently and fiercely protected its turf and its stand on NPT issues for a very long time and of late we are seeing a wavering in that stand and that is a cause for great concern.

BUT, to his credit:
He conceded there was a direct connection with China if one were to examine the idea of an “effective” nuclear weapons-free zone in South Asia, given Delhi’s stated desire for parity with Beijing.

“You are absolutely right in the connection between South Asia and North Asia _ all these things are inter-connected and you are absolutely right that the India-China piece of the puzzle is as important as any other.”

India’s rationale for acquiring an overt nuclear weapons’ capability flowed from its perceived need to act as a counterweight to China along with the issue of prestige and status.
That is the first time I have heard that.

At the same time, the former Australian Foreign Minister hinted at the possibility of accommodating these three countries in the non-proliferation regime without giving them recognition as de jure nuclear powers.
What is conveniently forgotten is the time-dimension. NPT came in effect in 1970, but retrogressively set the cutoff date at 1967. India demonstrated the capability 4 years after NPT came into effect. IOW, NPT almost entirely targeted India when Pakistan/NK were not even on the radar.
He felt that the 2008 Indo-US civil nuclear mechanism, which allowed India access to international nuclear technology and fuel, was a one-sided deal that favoured New Delhi.

Describing the deal as “fantastic” for India, he said that New Delhi was allowed to produce more fissile material for nuclear bombs even while obtaining nuclear technology from abroad.
Wait.. Guess who else got away with all the above! The 5 states and the last one debuting in 1966.
“With respect, you (India) have got away very easily and this is not a good precedent for anybody else,” he opined.
No...... it was China and France which got away easily, both signed in 1992.

What a load of rubbish awarding Obama the Peace Prize for his intentions! I see nothing extraordinary about it,in fact Rajiv G was a far more deserving candidate.This is a clear conspiracy to award Obama the Peace Prize for N-disarmament so that he can armtwist the world into accepting a Nuclear Pax Americana,which allows the US and its allies to retain their overwhelming nuclear superiority.The clock has started ticking and India shoud make great haste in planning for further rounds of N-tests to validate our TN warheads.

The committee said it attached special importance to Mr Obama's vision of and work for a world without nuclear weapons.

"(Mr) Obama has as president created a new climate in international politics. Multilateral diplomacy has regained a central position, with emphasis on the role that the United Nations and other international institutions can play."

The prize worth 10 million Swedish crowns (£878,000) will be handed over in the Norway capital on Dec. 10.

Mr Obama's name had been mentioned in speculation before the award but many Nobel watchers believed it was too early to award the president.

Theodore Roosevelt won the award in 1906 and Woodrow Wilson won in 1919.

Former President Jimmy Carter won the award in 2002, while former Vice President Al Gore shared the 2007 prize with the U.N. panel on climate change.

The Nobel committee received a record 205 nominations for this year's prize.

Former Finnish president Martti Ahtisaari won the award in 2008.

In his 1895 will, Alfred Nobel stipulated that the peace prize should go "to the person who shall have done the most or the best work for fraternity between the nations and the abolition or reduction of standing armies and the formation and spreading of peace congresses".

The committee has taken a wide interpretation of Nobel's guidelines, expanding the prize beyond peace mediation to include efforts to combat poverty, disease and climate change.

Conservatives pounced on the the Nobel Prize committee's decision to award President Barack Obama the Nobel Peace Prize, with talk-radio host Rush Limbaugh calling it a "greater embarrassment" than losing the Olympics.

"This fully exposes the illusion that is Barack Obama," Limbaugh told POLITICO in an e-mail. "And with this 'award' the elites of the world are urging Obama, THE MAN OF PEACE, to not do the surge in Afghanistan, not take action against Iran and its nuclear program and to basically continue his intentions to emasculate the United States."

Limbaugh continued: "They love a weakened, neutered U.S and this is their way of promoting that concept. I think God has a great sense of humor, too."


The Nobel award comes a week to the day after Obama's personal pitch for the 2016 Olympics in Chicago was rejected by the International Olympic Committee.

Republican National Committee chairman Michael Steele echoed the view: “The real question Americans are asking is, ‘What has President Obama actually accomplished?’ It is unfortunate that the president’s star power has outshined tireless advocates who have made real achievements working towards peace and human rights. One thing is certain – President Obama won’t be receiving any awards from Americans for job creation, fiscal responsibility, or backing up rhetoric with concrete action.”

Good article. Is there a way uncle can help us covertly with validated TN bomb designs, and relevant information for producing them in India ? in return can we afford sign the NPT and CTBT?

That is breach of NPT once, under the guarantee that India would sign these two treaties. That would imply that Pakistan, Israel and others can be forced to follow suite. Ultimately Uncle's double standard can cause some greater good (more international unity) and accomplish considerable progress on non-proliferation, henceforth.

The US is not in the business of proving future peer competitors with strategic offensive weaponry.

Also, India can only sign the NPT as a Non Nuclear Weapon State. It would have to destroy all its weapons and the manufacturing facilities, as South Africa did when it signed the NPT.

IMO for first time in Independent USA history the European elite got a dhimmi president and they are rewarding him for that. Al-Gore was supposed to be the first one but he was stopped by USA SC. The EU-USA relationship has its own dynamic.

2 Units of RAPS to go online before January due to fuel availability
The original schedule for commencement of commercial operations was August 2007 for the fifth unit and February 2008 for the sixth. Fuel shortages had held-up the commissioning of both the units at RAPS, as well as a new unit at Kaiga (unit four) in Karnataka.

. . . earlier this year, received natural uranium in the form of pellets from Russia and as yellowcake from Areva of France for use in its safeguarded reactors.

India had also received clearance from the IAEA for the fabrication of this imported fuel into fuel rods and the process is currently under way at the Nuclear Fuel Complex (NFC), Hyderabad.

With the imported fuel coming in, NPCIL had, earlier last month, synchronised the second unit of the RAPS using the uranium supplies from France, making it the first reactor unit to be operated using the fuel consignments received after the NSG waiver. RAPS-2 was shut down in July 2007.

The reactor, which has a capacity of 200 MWe started generating power from the first week of September.

Under the current fuel fabrication plans of the NFC, enough fuel is expected to be available for the two new units of RAPS — units 5 and 6 — so that they would start operating at full capacity by January, officials said.

Since RAPS-5 and 6 would come under the IAEA safeguards as per India’s Separation Plan, the two reactors would become eligible to receive imported fuel supplies.

India signs nuclear pact with Argentina

New Delhi, Oct 14 (PTI) India and Argentina today signed an agreement in civil nuclear cooperation and nine other pacts with a desire to establish strategic partnership.

The agreements were signed after wide-ranging talks between Prime Minister Manmohan Singh and Argentine President Cristina Fernando de Kirchner here.

The Agreement for Cooperation in the Peaceful Uses of Nuclear Energy was signed by Vivek Katju, Secretary (West) in the Ministry of External Affairs and Argentine Foreign Minister Jorge Talana.

Argentina became the seventh country with which India has signed a civil nuclear agreement after the 45-nation Nuclear Suppliers Group lifted a 34-year-old ban on nuclear commerce in September last year.

India has already signed similar pacts with the US, France, Russia, Kazakhstan, Namibia and Mongolia.

Russia: According to the secretary if the Russian Security Council, the Russian governments recently announced review of its nuclear weapons policy retains and expands the option of preemptive nuclear weapons use in war.

Analysts are again referred to the National Security Archive file of interviews with Russian senior officials about Soviet views of nuclear weapons. The documents show the Russians concluded that the threat of theater nuclear weapons was not real except as it made escalation to total nuclear war inevitable. Thus, theater use = global use.

The Russians have no new nuclear weapons doctrine. As during the Soviet regime, the Russians will use nukes when they conclude the enemy has begun preparing nukes or conventional forces capable of defeating Russian forces in a theater, such as the Far East. According to a BDM contractor study, this is “pre-emption” in Russian doctrine.

What it means and has always meant is that the Russians will not fire first but nor will they absorb a first strike without firing, nor will they absorb a conventional defeat without using nuclear weapons against the attacker, China.

Thus the doctrine is not new, only its public articulation. Russian strategists are telling the truth now, whereas they were evasive about pre-emption during the Cold War.

By definition, pre-emption means Russia will try to attack with nuclear weapons in the interval between the start of enemy war preparations and the launching of the attack. In the West this is described as launch on tactical warning (LOTW).

For China, the message is that that Russians want China to know that any border incursion risks all.

The not-so-new doctrine means almost nothing for NATO, unless NATO tries to use force to intervene in the Ukraine or Georgia. The National Security Archive documents establish that the Russians are bluffing because they know nuclear war is inherently not limitable.

Thus a Russian threat of theater use of nuclear weapons implies the Russians are prepared to accept 85% destruction in a nuclear exchange and are challenging a would-be enemy to examine whether he is prepared to accept the same. That is the essence of deterrence.
ABV once clarified that NFU doesn't mean India will sit tight when it knows the enemies are preparing nukes.

NEW DELHI: In the run-up to PM Manmohan Singh's first state visit to Washington in the Obama administration, India has notified its separation plan in the IAEA, which formally separates India's civilian and military nuclear establishments. The plan, which was announced in March 2006, has passed muster at IAEA and India's safeguards agreement is now officially operational.

This is likely to help along the negotiations for the reprocessing agreement that is currently under way between India and US. But more than that, this will silence many non-proliferation critics in the new US administration who have been looking at the delay in notifying the safeguards agreement as an example of Indian dithering.

After the second round of talks, sources said the two sides are closer to an agreement, and officials are hopeful of this being achieved when Singh goes to Washington. While there has been some agreement, a number of issues on the agreement will have to be referred to the political level. A number of these nuclear issues will come up for discussion during US undersecretary Bill Burns' visit to India, which began on Thursday.

But weeks before the Washington visit, Indian officials continue to search for that Big Idea which will distinguish the Obama-India relationship from the Bush-India one. There are few accomplishments to boast of, so the visit will mainly focus on the future.

As a quick follow-up to the Bill Burns visit here this week, which is another prep, NSA MK Narayanan will be travelling to Washington towards the end of next week for talks on security and the reprocessing agreement.

Post 26/11, counter-terrorism has emerged as a strong area of cooperation, a synergy that was cemented during Chidambaram's visit to the US last month. Therefore, the US is expected to commit to giving technical expertise in building India's version of a national counter-terrorism centre.

But apart from this, India doesn't want the visit to be dominated by areas like defence, because the government is much happier keeping the focus of the visit on big developmental issues. Taking off from Hilary Clinton's visit, the big announcements during the Singh visit will most likely be in health, agriculture and climate change.

There is a possibility of setting up a green research and development centre in India with help from the US, while environment minister Jairam Ramesh has spoken of a US-style Environment Protection Agency.

On the nuclear front, a formal announcement of two nuclear sites for US companies -- in Mitri Vidi in Gujarat and Kovada in Andhra Pradesh -- is expected. But India also wants to push for a pruning of the Entities List, and opening up of dual-use exports to India, which remains a problem, even after the nuclear deal.

If mangoes made it to the US during the Bush visit, could India persuade the US to help save the tiger? Sources said, during his recent visit, Jairam Ramesh had held several meetings on this issue, and it's possible that a China-type deal may be envisaged -- US helps fund the "save the tiger" initiative, and India gifts a tiger to the US. Many years ago, the Chinese did a similar deal -- for the panda.

Anti-uranium stir gathers steam, govt jeep torched

SHILLONG: The anti-uranium stir in Meghalaya is getting murkier than ever. A government vehicle was set ablaze by miscreants on Wednesday, hours ahead of a night road blockade called by Khasi Students Union (KSU), which begun at 7 this evening to protest against the proposed uranium mining project in the state.

A Maruti Gypsy, belonging to the health department's Pasteur Institute, was burnt down at Jaiaw locality in the city in the afternoon. "The vehicle was parked on the roadside when four men lobbed something burning at it. The driver was inside, but disembarked immediately after the vehicle caught fire," police sources said.

The East Khasi Hills district administration has imposed prohibitory orders under Section 144 (CrPC) restricting any person or group of persons from obstructing any vehicular movement or causing damage to any vehicle," East Khasi Hills deputy commissioner J Lyngdoh said.

N-reactor sites go to French, Russian and US firms
The French company, Areva, will get Jaitapur in Maharashtra, Russian companies will get Kudankulam (Russia is already building two reactors there) and Haripur in West Bengal, while the US will get two nuclear sites in Kovvada, Andhra Pradesh, and Chayamithi Virdi in Gujarat.

Site Allocations for Nuclear Plants
India has signed civil nuclear energy pacts with seven countries, including the U.S., after the Nuclear Suppliers’ Group unanimously decided to given an exemption to Delhi. The pacts with Namibia, Kazakhstan and Mongolia are intended either to source uranium or look for construction opportunities for indigenously designed small nuclear plants.

The agreements with the U.S. and France seek to source technology and material for large nuclear power plants. The pact with Russia is more broad-based than those with the U.S. and France, as it also includes an agreement to secure long-term uranium supplies. New Delhi last week signed the seventh pact with Argentina which, like India, is seeking to expand the nuclear footprint in its power sector with a limited national reserve of uranium.

Since our parliament is yet to pass a law on limiting liabilities for nuclear equipment vendors, the sites alloted to US will matter little till the law is passed. The government should pass it only after the reprocessing agreement favourable to India is clinched with the US and not before that. I remember Anil Kakodkar or someone saying that there won't be repeat of the tarapur case where the spent fuel is in storage and US is not willing to take it back or allow it to be reprocessed. I hope the govt sticks to the same stand, that unless the reprocessing agreement is signed with US, the companies won't be allowed to start the plants ( or indirectly delay passing of the liabilities act)

Anybody can impart their vision on to the dead and gone.

Bhabha and Meghnad Saha rivalry is all to well known to say that Bhabha would welcome private investment in Nuclear reactors.

Bhabha won the confidence of Nehru and went on to see that the (great) institutions he nourished became monopoly and since 1998 we seen the good results.

KS is these more of spin and less of strategy. Of late more in sync with power centers raather than independent thought.
