Lt. Gen. Harwant Singh, a former Army deputy chief of staff, feels a "pathological dislike" of the Indian military by the leaders of the immediate post-Independence period led to a "downgrading" of the armed forces; and that this "bias" was exploited by the civilian bureaucracy, which fuelled fears in the political class of a "possible military takeover... as had happened in some neighbouring countries."

Another Army deputy chief, Lt. Gen. Satish Nambiar, says the main stumbling block to the creation of a CDS remains the IAS, which he describes as the "one service which is dispensable." Says Gen. Nambiar: "While the armed forces, foreign service and many others are absolutely necessary for nation-building, this (IAS) is one without which the country would certainly not come to a standstill." And Vice-Admiral A.K. Singh, former Coast Guard D-G, points out that even if the CDS is implemented, it will be only after the defence secretary is elevated to Cabinet Secretary rank so that he can lord it over the CDS, who will then become his principal military adviser.
