The divided US government can't put together funds for Israel or Ukraine, so what to say of Nagaland? Not that the US is short of money; but the House, Senate and President are unable to collaborate to authorize the money.
So why this promise?

IMO, this is the setting for the manufacture of a grievance. US help is not forthcoming, Garcetti knows it, and is going to say that the Indian government did not allow it. Better yet, somehow put some money in say, Uttar Pradesh or Bihar, but say that Indian government did not allow it for Nagaland only - Center, mainland India etc., "discriminate" against Nagaland.
Truth doesn't matter, it is what circulates in social media.

New TeleCom Law Telecom Bill 2023: What powers it gives the government for ‘national security’
This bill most likely would get passed in the current Parliament session. The new Bill seeks to replace the Indian Telegraph Act, 1885, the Indian Wireless Telegraphy Act, 1933, and the Telegraph Wires (Unlawful Possession) Act, 1950.
It adds: “The nature of telecommunication, its usage and underlying technologies have undergone massive changes, especially in the past decade. Therefore, there is a need for enacting a legislation for telecom sector that serves the needs of our society.”
The Bill allows the government to take over telecom services and intercept messages in the interests of national security and in case of emergencies.
It further says that “on the occurrence of any public emergency or in the interest of public safety”, the central or state government, “in the interest of the sovereignty and integrity of India, defence and security of the State, friendly relations with foreign States, public order, or for preventing incitement to the commission of any offence”, direct that messages “transmitted or received by any telecommunication service or telecommunication network, shall not be transmitted, or shall be intercepted or detained, or shall be disclosed in intelligible format to the officer mentioned in such order”.
Under the new Bill, the government can also ask telecommunication services to transmit specific messages. “If it appears necessary or expedient so to do in the public interest, the Central Government may direct any authorised entity to transmit in its telecommunication services or telecommunication network, specific messages, in such manner as may be specified,” the Bill says.

The recent passing of the Post Office Bill, 2023 in the Rajya Sabha, and it being brought to the Lok Sabha for consideration, has raised many eyebrows for its provisions.
While it seeks to repeal the 125-year-old Indian Post Office Act of 1898, it allows the Centre to intercept, open, or detain any item during emergency or in the interest of public safety.
Chander Uday Singh, a Senior Advocate in the Supreme Court, and the counsel for organisations such as Lawyers Collective and Citizens of Justice and Peace, tells Rediff.com Contributor Shobha John that the Post Office Bill 2023 falls foul of the law on Article 19(1)(a) and Article 21 as laid down by the Supreme Court.
"The sweeping powers conferred by this Section go even further than the Indian Post Office Act, 1898, and are fraught with not just the possibility, but the certainty of misuse."
"It is readily apparent that the new Bill confers sweeping powers upon officers notified by the central government, and that there is no minimum rank or status prescribed in respect of who may be notified.
The Bill does away with the need for an order in writing authorising interception of particular articles or classes of articles.
It does two things that even our erstwhile colonial masters did not deem fit for their subjects: The Bill does away with any checks or balances on the exercise of interception and surveillance powers, including any penalty whatsoever for unauthorised interception, opening, scrutiny, or destruction of postal materials.
Moreover, Section 10 confers statutory immunity to post offices and postal officers."

No fundamental right is absolute. Courts have held that for every right, there can be reasonable restrictions as well. Article 19(1) of CoI should be ready with Article 19(2) - "Nothing in sub clause (a) of clause ( 1 ) shall affect the operation of any existing law, or prevent the State from making any law, in so far as such law imposes reasonable restrictions on the exercise of the right conferred by the said sub clause in the interests of the sovereignty and integrity of India, the security of the State, friendly relations with foreign States, public order, decency or morality or in relation to contempt of court, defamation or incitement to an offence." and Article 19(3) - "Nothing in sub clause (b) of the said clause shall affect the operation of any existing law in so far as it imposes, or prevent the State from making any law imposing, in the interests of the sovereignty and integrity of India or public order, reasonable restrictions on the exercise of the right conferred ".
Article 21 is about right of life & liberty. Here too reasonable restrictions apply, as other wise we will not see any one sitting inside jails now.
It is readily apparent that the new Bill confers sweeping powers upon officers notified by the central government, and that there is no minimum rank or status prescribed in respect of who may be notified.
This can be easily addressed when the new Rules (based on the new Act) are created. Rules are used to bring in more clarity on the implementation.
The Mumbai Police on Wednesday announced that prohibitory orders will remain in place in the city under section 144, till January 18.
As part of the restrictions, the flying of drones, remote-controlled microlight aircraft, paragliders, para motors, hand gliders and hot air balloons over the city will be banned for 30 days.
In a significant operation, the National Investigation Agency (NIA) conducted raids on December 9, arresting 15 individuals associated with the ISIS Maharashtra module. The raids spanned 44 locations in Maharashtra and Karnataka. The arrested individuals believed to be part of a terror network, had declared the village of Padgha in rural Thane as a liberated zone named Al-Sham, resembling areas in Syria.
According to the NIA's initial findings, the accused were motivating susceptible Muslim youth to relocate to Padgha, aiming to strengthen their base. The leader of the ISIS module, identified as Saqib Nachan, was reportedly administering an oath of allegiance to the Khalifa of ISIS to the recruits.

Honestly, I too don't have hopes. Right from the CAA, the BIF gang have tasted blood and their modus operandi was rioting and blockades which worked for CAA, Farm Bills. So success rate is 100%. Through riots and threats of violence, Congress and seculars have been able to hold BJP Govt. to ransom. And when it comes to local intelligence, media management and dealing with these protestors with a iron hand - BJP has been quite pathetic on it.

The truckers fears are not entirely without basis. In a hit, even if the victim was entirely at fault, mob lynching is a distinct possibility. To my knowledge, what usually happens and I am not referring here to Salman Khan type of incidents, is that the driver drives some distance and surrenders to the police station in a place some distance away.

I agree with that fear, as there are lot of similar incidents. But the same fear of the truckers, actually justify mob violence. The truckers are demanding lighter sentence, so that they can escape after hit & run. So if a mob knows about the lighter sentence, they take the "law into their hands" and bash up the drivers on the spot causing them more damages/injuries. Few folks, such as bus and truck drivers who regularly operate on the same route generally surrenders at a PS a bit far away. There are cases where the drivers just scoot.

A better way to deescalate accident situations would be to mandate a dash cam on buses and trucks.
Gadkari just mandated A/C in (new) truck cabins. They can mandate dash cams as well, with some reasonable and practical detailed rules.
Could solve lot of other problems for owners, drivers, Insurance company and the security establishment.
BTW, there is a death penalty for mob lynching now, isn't it? That plus hit and run law + dash cams could actually work quite well.
This semi-rollback by the govt is not good governance and sets needless bad precedents.
