TOI - Outgunned Maoists recruiting even 9-year-olds as soldiers
Crumbling under relentless pressure from security forces, Maoists in Bastar may be recruiting child soldiers as young as nine years old.

A handwritten Maoist letter in Telugu found at a recent encounter site in a forest in Bijapur’s Abujhmarh claims that CPI (Maoist) has recruited 130 cadres from Marh region, 80 of them minors, including children aged nine. It says these raw recruits are undergoing training in “guerrilla warfare, weapon handling and IED-making”.

It also paints a picture of an insurgent organisation in disarray, low on morale and fighters, and the gnawing realisation of being locked in a losing battle. Union home minister Amit Shah has vowed that Naxalism will be uprooted from the country by March 2026.

“Earlier, teenagers were recruited into Maoist cultural wing, called Chetna Natya Manch, and later given combat training. If the review report is to be believed, then it indicates a dangerous trend of Maoists recruiting children as ‘child soldiers’. We don’t want a soldiers-vs-children and will run campaigns to stop this recruitment,” a senior officer of Bastar range said.

A young surrendered cadre in Bijapur told TOI that Maoists make it mandatory for villages to hand over a certain number of children and youngsters and threaten to evict families that don’t abide by the ‘rule’.

Maoists have imposed stricter rules on new recruits — they are no longer allowed to visit their villages or families, fearing they may surrender or be arrested. If a recruit tries to leave, or is seen interacting with family or outsiders, this is to be immediately escalated to the committee commander, it says. Of 14 such cases, six were summoned for “counselling and review” by the leadership.

depending on how it goes, the 0.5 front is actually a 0.75 front, closer to a 1 than a 0. hopefully most people barking on xitter remain just that, and not translate it on the ground

otoh, you have tikait, who has expressed solidarity with the paki farmer and his upcoming perceived plight, the commies, worker and trade unions / jnu and urban naxals cannot also be far behind, they after all have a glorious history of such during 1962, point being, when the balloon goes up, you may have:

1. willful destruction
2. sabotage of efforts
3. free passing of information on sm
4. protests and general unrests
5. tractor marches to delhi
6. non cooperation on industrial output
7. minority opportunism - in restive lands, border areas, localised pettiness - riot like conditions

hopefully, the government has gamed all and more of the above, our people are as a rule stupid, they will cut off their nose to spite their face, and that is not me being hyperbolic, political vitriol and hangover of sadbhavana has left us a curious mixture

by the bye, has the bharat nyaya samhita been totally adopted? or is the good ol' sec. 144 still the be all and end all of all situations, curious how the judiciary will also come into play during the above

Yes BNSS has been adopted since June 1, 2024 and that is the criminal procedure law now. Sec 144 Cr. PC has been retained as Sec 163 BNSS.

i found unlawful assembly under sec 189:
(1) An assembly of five or more persons is designated an unlawful assembly, if the common object of the persons composing that assembly is---
(a) to overawe by criminal force, or show of criminal force, the Central Government or any State Government or Parliament or the Legislature of any State, or any public servant in the exercise of the lawful power of such public servant; or
(b) to resist the execution of any law, or of any legal process; or
(c) to commit any mischief or criminal trespass, or other offence; or
(d) by means of criminal force, or show of criminal force, to any person, to take or obtain possession of any property, or to deprive any person of the enjoyment of a right of way, or of the use of water or other incorporeal right of which he is in possession or enjoyment, or to enforce any right or supposed right; or
(e) by means of criminal force, or show of criminal force, to compel any person to do what he is not legally bound to do, or to omit to do what he is legally entitled to do.
Explanation.---An assembly which was not unlawful when it assembled, may subsequently become an unlawful assembly.

(2) Whoever, being aware of facts which render any assembly an unlawful assembly, intentionally joins that assembly, or continues in it, is said to be a member of an unlawful assembly and such member shall be punished with imprisonment of either description for a term which may extend to six months, or with fine, or with both.

(3) Whoever joins or continues in an unlawful assembly, knowing that such unlawful assembly has been commanded in the manner prescribed by law to disperse, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both.

(4) Whoever, being armed with any deadly weapon, or with anything which, used as a weapon of offence, is likely to cause death, is a member of an unlawful assembly, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both.

(5) Whoever knowingly joins or continues in any assembly of five or more persons likely to cause a disturbance of the public peace, after such assembly has been lawfully commanded to disperse, shall be punished with imprisonment of either description for a term which may extend to six months, or with fine, or with both.
Explanation.---If the assembly is an unlawful assembly within the meaning of sub-section (1), the offender shall be punishable under sub-section (3).

(6) Whoever hires or engages, or employs, or promotes, or connives at the hiring, engagement or employment of any person to join or become a member of any unlawful assembly, shall be punishable as a member of such unlawful assembly, and for any offence which may be committed by any such person as a member of such unlawful assembly in pursuance of such hiring, engagement or employment, in the same manner as if he had been a member of such unlawful assembly, or himself had committed such offence.

Looks like you are checking Section 163 of BNS (Bharthiya Nyay Samhita - which replaced Indian Penal Code).
The declaration of curfew/people should not move around exceeding 5 people in a group etc was usually done under Sec 144 Criminal Procedure Code (Cr. PC). That is now Section 163 Bharthiya Nagarik Suraksha Sanhita (BNSS).

"During the operation, the troops were fired upon by suspected cadres to which they quickly reacted, redeployed and retaliated in a calibrated and measured manner. very nice move by govt and officials.
on a serious note, is there any process where such red flag is permanently captured in aadhaar or any other central portal which ensure these people cannot avail such benefit from other states or any other schemes?

Top CPI (M) leader Basavraj among 27 Naxals killed in Chhattisgarh operation
NEW DELHI: Top CPI(Maoist) leader Nambala Keshava Rao alias Basavaraju -- the mastermind behind deadly Maoist attacks including the 2010 ambush killing of 75 CRPF personnel and the 2013 Jheeram Ghati massacre involving senior state Congress leaders -- was killed in Narayanpur, Chhattisgarh, on Wednesday in an intelligence-based operation by the state police's district reserve guard (DRG) wing.

Announcing the "landmark achievement" in the battle to eliminate Naxalism, home minister Amit Shah posted on X: "Today, in an operation in Narayanpur, Chhattisgarh, our security forces have neutralised 27 dreaded Maoists, including Nambala Keshav Rao, alias Basavaraju, the general secretary of CPI-Maoist, topmost leader, and the backbone of the Naxal movement".

Shah further posted: "This is the first time in three decades of Bharat's battle against Naxalism that a general secretary-ranked leader has been neutralised by our forces. I applaud our brave security forces and agencies for this major breakthrough."

Basavraj, aged around 68 years, was CPI(Maoist) general secretary and member of its Politburo, Central committee and the Central Military Commission. He hailed from Jiyannapeta in Srikakulam district of Telangana and had done engineering from the Regional Engineering College, Warangal. Basavraj carried a Rs 1 crore bounty on his head, declared by NIA and various state govt including Chhattisgarh govt. Known by several aliases — Ganganna, Gaganna, Prakash, Krishna, Vijay, Basavaraju, BR, Umesh, Raju, Darapu and Narasimha — Keshava Rao had taken over the reins of CPI(Maoist) from Ganapathy in 2017-18 after the latter stepped back due to age and unspecified ailments. Basavaraju was a potent combination of a technical brain and an extremely violent disposition.
The latest anti-Naxal operation in Abujmaad region -- involving DRG units from Narayanpur, Dantewada, Kondagaon and Bijapur districts -- follows days after successful completion of the largest ever, 21-day Operation Black Forest in Karreguttalu Hills on the Chhattisgarh-Telangana border. Operation Black Forest by the CRPF, Chhattisgarh police and other Central and state forces had neutralised 31 Maoists and led to the recovery of a huge cache of weapons and other Naxal supplies.

The home minister on Wednesday shared that after the completion of 21-day Operation Black Forest on May 11, 54 Naxalites have been arrested and 84 Naxalites have surrendered across Chhattisgarh, Telangana, and Maharashtra. "The Modi government is resolved to eliminate Naxalism before the 31st of March 2026," he posted.

According to Chhattisgarh police, several encounters were undertaken and recoveries made during the Narayanpur operation, which was on for the past three days. Around 7 am on Wednesday, a fresh encounter broke out between the Maoists and DRG personnel in Boter village and the jungles of Lekawada, leading to neutralisation of 27 Naxalites including Basavaraju. There was a massive haul of modern weapons, ammunition and explosives. One DRG personnel was martyred while confronting the Naxals.

Sources indicated that other senior Naxal leaders and wanted cadres may be among those neutralised in the operation. Their identities are being ascertained.

Chhattisgarh chief minister Vishnu Deo Sai was quick to commend the courage and determination of the security personnel involved in the Narayanpur operation. He stated, “Our brave soldiers have been standing firm for three days, facing extremely challenging terrain with unmatched dedication and bravery. This fight is not just against Naxals but in favor of peace and development. The entire state salutes their spirit.”

The search operation is still underway.

Following the recent offer by Maoists for conditional peace talks with the government, a group of 54 organisations and concerned citizens from across the country on Friday (April 4, 2025) appealed to both sides to announce a ceasefire and stop the use of violence.

“We, the undersigned organisations and individuals, welcome the [Communist Party of India] CPI (Maoist) offer of peace talks and the Government of Chhattisgarh’s response keeping the door for talks open. However, the government needs to demonstrate its intent by stopping the war on the ground Immediately. We further call upon both parties to keep the best interests of the Adivasis and other villagers in mind, and to engage in peace talks keeping in mind the constitutional, democratic and human rights of citizens within the broader framework of the Constitution of India,” said a joint statement, issued on Friday (April 4, 2025).

This comes at a time when the number of operations against Maoists is on the rise, particularly in Chhattisgarh, with over 300 alleged Maoists killed in the past year. On March 28, the banned CPI (Maoist) had reportedly said that it was ready for peace talks on the condition that the government halted its anti-Maoist operations in the region and stopped the establishment of new camps of armed forces. As the letter surfaced on Wednesday, the Chhattisgarh government said that it was ready for talks but would not accept any pre-conditions.

On April 27, civil society organisations :rotfl: and individuals came together for a virtual press conference to demand immediate peace talks between the government and the Communist Party of India (Maoist) (CPI(Maoist)). The CPI (Maoist), through multiple letters and press interviews, expressed its willingness for a “unilateral ceasefire, unless attacked”. This offer, according to the press statement released after the conference, makes it “imperative on the Government of India to also declare a ceasefire and start peace talks”.

However, police officials believe it is a tactic by the rebels to buy some time to regroup. “As per the desire of the native population and intention of both state and Union governments, we executed a comprehensive action plan to bring an end to the Naxal menace,” says Inspector General of Police for Bastar Range Sundarraj P. “The results are remarkable and now we are in a dominant position. Assuming the press note by Naxals is authentic, it prima facie appears to be a time-buying tactic that they (Maoists) have used in the past too. They might be trying to get some breathing space. If they are serious, they should surrender their weapon,” Sundarraj says, adding that it was the prerogative of the government to take a final decision regarding peace talks.

Former Chhattisgarh DGP and Naxal expert R K Vij told The Indian Express it was the second time Maoists had offered a ceasefire, and that the peace talks would fail again unless the Maoists ended their armed struggle.
“First, it is not clear if the offer is authentic… Before this, they have talked many times about a ceasefire, laying down conditions, but only when offers were made to them from the government’s side. They offered a ceasefire for the first time in 2002, back when Chandrababu Naidu’s government was in power in undivided Andhra Pradesh. But the peace talks did not happen as Naidu wanted a permanent solution and the Maoists were not ready to give up their armed struggle,” Vij said.

“Peace talks are not part of their ideology, which is capturing power through an armed struggle,” says Vij. “Peace talks mean their agenda of armed struggle is defeated… We should go for peace talks once they lay down their arms and go for a long-term solution… If they are not giving up their weapons and ammunition, it simply means they will use this period to regroup… They want the talks only when it is of some advantage to them.”Vij, a former additional director general for Naxal operations, adds that the government had done “effective work” through encounters and setting up police camps to fill the security vacuum.

Since the BJP returned to power in Chhattisgarh in December 2023, more than 350 Maoists have been killed in various operations. Of these rebels, 135 have been gunned down this year.

Apparently the Maoists are having a difficult time in recruiting their foot soldiers.
A large section of rank and file are dissatisfied, and ready to lay down their arms. This is because the Maoist leadership is mostly Telugu speaking - upper caste people, whereas the foot soldiers are mostly non-Telugu tribal. This is causing a serious rift, so much so that many tribal people are now
tipping off the security forces about the presence of Maoists in the vicinity. The real needy - that means the tribal population are eager to get education, healthcare and job opportunities where are being prevented by the top Maoist leadership.

Are there still Telugu people (upper or lower caste) still joining the naxal groups? Basavaraju @ Nambala Keshava Rao who was killed two weeks back was around 60-70 years old, and he was "active" for 50 years. He may have joined the movement some where in early 1970s. But what about the enlistment after 2000s? Year 2000 and beyond India did make good progress overall, and there were many other avenues for youngsters to improve their lives.

Even in Kerala where Naxalism did exist in mid 1960s till around late 1970s the leadership was "intellectual/educated" most likely upper caste Hindus & X'ians. The police dealt with them with iron hands (which also led to the custodial death of at least one sympathiser - an incident which is still milked by the commies today). But after some "study classes" by the police most of them mended their ways, some even becoming extremely religious. Then the overall development, or financial prospects in the state improved due to the Gulf boom etc and naxals were finding it tough to get people join their movement (especially on a long term basis).
