no one ever reads the manifestos and the parties rarely ever implement their manifestos.

that is, until Modi came on the scene and when questioned about many of his projects that blindsided the opposition when it was tabled, Modi repiled quite innocently that it's all there in our manifesto, a publicly available document.

that is when a dumbstruck opposition started to read the BJP manifesto closely, even when most of the opposition have not bothered to read their own party manifestos

as for the APMC/ECA bills tabled now by Modi, the amendments of the ECA and options to APMC are there in the BJP manifesto as well as in the congi manifesto but the congis, sore losers that they are, they have become the most vociferously opposing party railing against the bill on all tv channels. Go figure.

Just like Modi upstaged the congis with the GST, triple talaq etc bills, he seems to done that very thing once again by tabling the APMC/ECA bills.

The congis have been flatfooted by Modi many times recently where he has caused angst and consternation in the congi rank and file and embarrassed their "leaders" publicly.

after passing in the LS some days ago, the bills will come to the RS today. As the BJP is still numerically challenged in the RS, there will be many sly and previously arranged walkouts to balance the numbers after the customary fiery and incendiary opposition speeches are done, including some where the customary and mandatory references to godhra are made.

the MSP purchases have not been abolished. The PM himself has gone public with this in the last few days to counter the false commie/naxal propaganda.

the commies and naxals are trying to enforce an ammendment that all purchases from the farmers have to be made at MSP, even the purchases by private players.

The APMC players never buy at MSP because they cartelize and pay much less after forcibly deducting some pretty hefty "taxes" from the hapless farmers.

many smaller farmers are willing to sell below MSP and most usually do if they get cash on the spot because they have already incurred cost to transport their produce to the mandis and will incur further cost if they have to cart it all back, besides very few farmers have storage to hold the produce while waiting for the markets to rise.

this is where the APMC mafia makes its killing from almost every deal.

we all know who is the biggest APMC mafia gonda around and has been for decades.

The MSP with exception of wheat and rice and to some extent, cotton, is an academic exercise. Because the government doesn't have the infrastructure and resources for aggressively ensuring that the MSP prevails in the market place. In that sense the new law doesn't change anything on the ground. No way is this government or for that matter any government is not going to keep the PDS going. That means procurement of foodgrain that is, wheat and rice at MSP. So there it is.

Certainly this should have already been in place with country achieving independence in 2014. Though not sure how much it will help. I'm sure Shah already knows how this money moves with there's always someone else handling monies for both in and out and not seasoned bureaucrats entrenched in BIF. May be this will help them separate out actual BIF ones. With all this BIF civil servants having someone from family overseas, it's not always direct fund transfers. Hopefully, the Shah will get to school systems that this civil servants' kids attend where all are getting brainwashed.

Home Minister Amit Shah is all set to introduce the the Foreign Contribution (Regulation) Act amendment bill in the Lok Sabha today (20 September).

As per a Times of India report, under this FCRA amendment the NGOs cannot use more than 20 per cent of the foreign contributions to meet their administrative expenses like paying salaries. It also bars any public servant from receiving any foreign funds. The definition of public servants would be laid out as per the Section 21 of the IPC.

Until now the NGOs were permitted to utilise 50 per cent of their foreign funding to meet administrative expenses.

The bill states that there is a need to streamline FCRA provisions to enhance compliance and transparency over foreign funds worth crores which are sent to NGOs.

Under the amendment any new FCRA registration and renewal of FCRA licence will require the Aadhaar number of all office bearers or a copy of passport or OCI card in case of a foreigner.

Additionally, all the NGOs would be required to receive foreign donations in a designated FCRA account.

Perhaps this aspect is more close to heart

. But is there a report which clearly explains existing labour law provisions, the amendments planned for it and the rationale for the same. For example, the report says it makes hiring & firing a simple process. What were the earlier provisions which made hiring a tedious process especially in a populous country like India?

Not a bit.

As the announcement of MSP at APMC in the past set both the floor and the ceiling and n terms of the price. As the APMC was a monopoly and the farmers had no choice to sell out of APMC.

Now that the APMC monopoly is broken the MSP will only set the floor not the ceiling. As the APMC no longer controls who the farmers can sell to.

It's a good thing.

It not only helps farmers but the whole ecosystem from farmers to transportation to storage to food processing. Now actually there can be more investments into this without having to keep bribing this govt employees. Also levels a field where this civil servant doesn't get to live in luxury at the expense of everyone involved in food industry. Now other actors in the food industry can also think of having same lives as this people involved with APMC business. Consumers will also see better days. May be only if they can move past the onions.

Good points but for this bill to be successful it would need total cooperation between states, correct ? Ex : A farmer from PJ wants to sell produce directly in RJ, but the RJ govt machinery can still stop the PJ farmer from entering the state's markets in the pretext of protecting its farmers. Also, right now despite the abysmal infrastructure in APMC it still has some storage facilities, cold storage, dry storage etc. how will an independent farmer avail these facilities on his own without APMC support especially while dealing with perishables ? Lastly, although the govt has been clear that the MSP remains, how they ensure the farmer is getting the MSP as it is up to the farmer to price and sell the produce at a market dictated price ?

Having seen the corruption and thuggery in APMC, i am glad that steps are being taken to bypass the tainted vestige of our socialistic past. But having said that I think its success will depend on a lot of factors primarily states working together.

#BREAKING: As per FCRA Amendment Bill listed for introduction in LS today, NGOs can receive foreign funds only in designated FCRA account to be opened in SBI branch in New Delhi. However they may open one or more utilisation accounts in bank of their choice

Important: The SBI, New Delhi branch or any other bank subsequently notified, where such designated FCRA account is opened, shall report to the home ministry the prescribed amount of foreign remittance, the sources and manner in which it was received and other particulars.
The annual inflow of foreign contribution to NGOs/Associations in India has almost doubled between 2010 and 2019 but many have not utilised the funds for the declared purpose. As a result, MHA had to cancel FCRA certificates of over 19,000 organisations between 2011 and 2019
