I have never witnessed different departments working so close in tandem for disaster management. And social media is so effectively used that MSM is in danger of extinction with the type of idiotic reporting and trying to inflame passion against India under NaMo ( as if it is his fault) and instead of reporting efforts they are asking downright foolish question.

Consent must before sending aid: Ministry
KATHMANDU, APR 29 - The government on Tuesday asked the international community, including INGOs, to seek the consent of the offices concerned before delivering aid for the quake victims.

The Foreign Ministry stated on Tuesday, “With a view to ensuring effective coordination as well as smooth handling at the airport, the government requests all the foreign governments and international organisations to send prior information about the details of the relief materials, medical teams as well as their flight to the Ministry of Foreign Affairs.”

The statement comes at a time when news reports claimed that some nations were engaged in evacuating their nationals instead of distributing relief materials.

“At this hour of need for immediate relief works, any indication that the government is declining humanitarian assistance from any friendly countries is not true and, therefore, misleading. The government expects continued humanitarian assistance from all the friendly countries,” the ministry s aid .

Govt rejects New Zealand help
KATHMANDU, APR 29 - New Zealand will not be sending an urban search and rescue (USAR) team to Nepal, with the Nepal government saying it has enough capability at present.

“Prior to their departure, the Nepal government informed us that they had enough USAR capability and our team was no longer required,” New Zealand’s Foreign Minister Murray McCully said.

The 37-member team was set to leave on Monday night. New Zealand has already made an initial contribution of $1 million as relief assistance.

“We completely understand the Nepal government’s decision and based on our own experience of managing the Christchurch earthquake, we know that dealing with international offers of assistance can be fast moving and needs can change rapidly.”

McCully said the team would be ready to help if required at a later date.

Fourteen New Zealanders are missing in the aftermath of Saturday’s earthquake in Nepal.

Unpreparedness of local Administration in the event of disaster is clearly evident. Despite so much of supplies reaching Nepal, coordinated delivery is still difficult. This is compounded by lack of communication infrastructure , damaged roads, lack of public transport facilities. Civil Administration seems to be non existent as of now. Many of them must be grappling with their own losses. Political squabbling among parties for a longer period, inability to finalise constitution and put in place a functional administration had the fate of ordinary citzen sealed even before quake hit. It was long in coming. Hope they realise even now.

As far as international perception goes IAF is israeli. How many chars for C130 ad? vs 3 for IAF. What is wrong with Indian air force plane? Is this seriously in some contract? They never get this C-130J (model even) Super hercules bit right even if they have to name their own kids after it. I call shenanigans.

Chaanakya,

The scale of the event is off the charts.

Nepal is exactly like Haiti. It was three days before US got boots on the ground. And look where Haiti is now. I am heartened by the fact that the scale of operations is an order of magnitude better than Haiti. But someone will need to track this thread here for years now to tell if the outcome will be any different.

Apart from Indian government, the sikhs, and the nepali army, the rest of the muddle is the same as in Haiti. Lots of pools will be built with Hyatt hotels and villas. Now how will the governments distinguish themselves?

Not a doubt. But still looking for an official confirmation in print. As arshyam previously pointed out, the FAQ of the website says "for use ..... citizens of india". Does that exclude Nepal?

I think not. The BJP seems to think not. But there is no govt word on thnking or thinking not that can be handed to manu pabby on a plate.

If it had not happened earlier then but Nepal has faced quake of even greater magnitude not more than 8 decades ago. There is no denying the fact that they have been squabbling over constitution and Maoists for last many years. But I had close interaction with their local administration many moons ago and point to point they lack capability which exists even in bordering districts of India. However I am not too optimistic of how we would have fared had the epicentre been nearer to Bihar. Bihar in a way now resemble Nepal.

The Income Tax department has launched a 'Tatkal' approval mechanism for those charitable and self-help organisations who desire to help the victims of the earthquake in Nepal.

"A special desk has been deployed at the back end of the I-T systems and they have been put on 'Tatkal' or quick service mode. As soon they get an application for seeking I-T exemption in this regard on the department's website, the case will be picked on priority and approval granted in two days," a senior I-T officer said.

Spotlight: Chinese presence in Nepal's earthquake rescue operations

KATHMANDU, April 29 (Xinhua) -- As the Nepalese people grapple with an intensive rescue effort in the aftermath of Saturday's 7.9-magnitude earthquake, hundreds of Chinese are working side by side with them.

The presence of Chinese at the quake-stricken country is a mix of rescue crew, medical personnel and volunteers.

The massive earthquake and its aftershocks have devastated the landlocked Asian country by claiming more than 5,000 lives and injuring over 10,000 so far, while causing shortages of food, water, tents and medical supplies.

The Chinese government has responded quickly to the needs of the Nepalese people, sending a rescue team as early as possible and following that up with more personnel and relief materials. In addition, some Chinese tourists in the popular tourism country have also lent a helping hand to the distressed locals.

RESCUE TEAM ARRIVES EARLY

Following the earthquake, the 62-strong China's International Rescue Team arrived Sunday noon in Nepal's capital Kathmandu after a five-hour jet ride, making it the first heavy international rescue team to have reached Nepal after the massive disaster.

The Chinese rescue team is composed of 40 rescuers, 10 medical workers and 12 seismic experts.

Taking with it six sniffer dogs and equipment needed for rescue efforts, the team also brought some emergency relief materials for the country, including tents, blankets and power generators. Their plane was loaded with 20.5 tons of goods.

Members of the team successfully pulled a trapped 16-year-old out of the debris of a collapsed building in Kathmandu Sunday evening, the first survivor saved by the team.

The latest news from the team is that its members rescued another survivor in the capital early Tuesday morning, according to the Chinese Foreign Ministry.

The Chinese government has pledged to provide 20-million-yuan (about 3.4 million U.S. dollars) worth of humanitarian aid to Nepal.

MEDICAL & RESCUE PERSONNEL FOLLOW

A couple of hours after the search & rescue team started digging for survivors, a 58-member medical team from China arrived in Kathmandu Monday morning.

The team, which set up a makeshift hospital in one of the worst-hit areas, had so far treated 83 people, Chinese health authorities said Tuesday.

The team comprises experts from medical, pharmacy, osteology, nursing and psychology departments, among others.

They brought with them 13 tons of medical aid and are expected to stay in Nepal for about 10 days to carry out their humanitarian mission.

In light of the tremendous needs, the Chinese government also sent a 170-member army rescue and medical team to Nepal to further assist the rescue operations.

The majority of the military personnel arrived in the capital Monday evening, with the other 45 members set to arrive on Tuesday, the Chinese Foreign Ministry said.

The rescue soldiers, all experienced in earthquake rescue missions, are taking with them four sniffer dogs, five recovery vehicles and rescue equipment, including life detection equipment and entry tools.

Nepalese people light candles and pray for victims of Saturday's earthquake in Bhaktapur, Nepal, April 28, 2015. (Xinhua/Pratap Thapa)

They had participated in operations after several deadly quakes in southwest China, including the 2008 Wenchuan earthquake in Sichuan Province that killed more than 87,000 people.

In addition, four IL-76 planes from the People's Liberation Army (PLA) Air Force left an airport in Chengdu, capital city of Sichuan Province, for Kathmandu on Tuesday, carrying around 90 tons of humanitarian materials, military sources said.

The materials, including tents, blankets and power generators, are the first batch of 180 tons of goods offered by the Chinese government.

TOURISTS TURN INTO VOLUNTEERS

Besides official personnel, some Chinese tourists stranded in Nepal have also joined the efforts to help local victims.

Ye Liang, a tour guide from a Chinese travel agency, said he is staying to ensure all Chinese tourists from the agency depart safely, and also to provide assistance to local people.

"Heavy rain with hail poured down just now, and we brought some lemon ginger tea," Ye told Xinhua reporter on Tuesday. "Everyone has just gathered to pray, drink tea and chat, with no panic."

"A lot of tourists donated before they left," Ye said.
