Ajay Shukla was actually saying that people in Bihar and Delhi voted against the Modi because of his nationalist and hardline policy against Pakistan and therefore after the Bihar election, Modi is changing his policy by engaging Pakistan as the countries needs its to be friendly with neighbours for economic development.
