- Launchers: HLVM3 (human-rated), LVM3-SemiCryo, NGLV, NGLV-HR (human-rated), NGLV-Augmented
- Gaganyaan/HSF: HE1 (humans in LEO), HM1 (humanoid robot in lunar orbit), HM2 (humans in lunar orbit), HM3 (humans on Moon)
- Chandrayaan: SPADEX (Space Docking Experiment), Chandrayaan4 (lunar sample return), LUPEX (Lunar Polar Exploration joint mission by ISRO/JAXA), Chandrayaan5 (long-duration surface mission with RHU/RTG), Chandrayaan6 (robot surface hab module with ISRU), Chandrayaan7 (infrastructure building / fuel station)
Along with the HSF milestones mentioned, we see 2 additional related programs:
- Indian Space Station ("Bharatiya Antariksh Station")
- Lunar Cruiser (for "Docking with Artemis Gateway")

So there are the Artemis Accords set up under the auspices of the USA, which are a set of guiding principles and conduct for members to abide by, while seeking to explore and colonize the Moon -- such as helping other astronauts in distress, etc.
But then there is the Artemis program, which is the US-led 5-country program for building a Lunar Orbital Gateway, which is meant to be the next permanent manned station beyond the International Space Station, for the purpose of facilitating exploration of the Moon.
We'd seen that India has signed onto the former, but we haven't yet seen India sign onto the latter, since in order to participate in the Lunar Orbital Gateway, you have to be able to contribute in making it -- something which India doesn't yet have the technological means to do.
So maybe this notional "Lunar Cruiser" is about trying to develop such means, so that India can then later be in a position to sign onto participation with the Artemis Program if allowed.
And if India were to sign onto the US-led Artemis program, then would it mean that the first manned landing of Indians on the Moon would be done through Artemis as well?
