They have/had 5 military and 5 civil mi8/17 in shree airlines, plus a puma, and 4 dhruvs. They arent as poor as made out to be. There are another 20 some as350s, including 1 with army.

There are bunches of chinooks (came out the ass of an an124 not the great and mighty c17),pumas, and as350s coming in. Add to that the seahawks variants and 4 v22s. its a mini air force. no wonder china is pissed.

nepal has 20+ airstrips and many more helipads. expect many military facilities to pop up for the decades of "reconstruction".

At Kathmandu's historic Durbar Square, soldiers and volunteers form human chains to remove the debris, brick by brick. The bricks come from historic buildings levelled by the earthquake. Many are very old and are being stored so that they can be used to rebuild these ancient sites.

The soldiers are joined by aid workers - but also tourists. One French visitor said she "just wanted to help". But it's an ad-hoc approach which characterises the entire relief operation.

I met rescue and medical teams from France and China. After wandering around they left. "We don't know what we are supposed to be doing," one French rescue worker told me

7,276 killed in earthquake across country


KATHMANDU, MAY 04 - The Home Ministry has updated the number of deaths at 7,276 caused by the April 25 earthquake across the country.

As per the update, the number of injured ones has reached 14,362.

As many as 10, 680 government buildings have been flattened while 14,677 received partial damages.

Similarly, as many as 190,664 houses belonging to the common people were damaged completely while 173,547 others were partially damaged.

The highest number of deaths the Ministry recorded is 2,829 in Sindhupalchowk district while Kathmandu district is the second to suffer worst with 1,202 casaulties. RSS

Govt prepares to send back rescue teams


KATHMANDU, MAY 04 - A meeting of the Central Natural Disaster Committee headed by Deputy Prime Minister and Minister for Home Affairs Bam Dev Gautam on Sunday decided to send back foreign rescue and search experts.


“The meeting decided to send back all foreign teams as the search and rescue in the quake aftermath is almost over. Very few bodies are likely to remain in the rubble which our own security agencies are able to handle,” Home Ministry spokesman Laxmi Prasad Dhakal told the Post after the meeting.

After sending them off with appreciation and gratitude, only a few hundred foreign experts will stay back for relief distribution. The decision is forwarded to the Cabinet which will take a call possibly on Monday. As many as 4,050 experts from 34 countries have been helping in the past nine days.

They searched big structures for bodies, said Dhakal, adding that “our agencies are now capable to look through small structures”.

The government on April 25 had called the international community to dispatch their teams to Nepal. Now the decision to send them back needs Cabinet approval. A total of 129 sniffer dogs were also involved in search and rescue efforts. The international practice is that rescue teams leave the affected country within a week

Briefing to Diplomatic Community

Briefing Note
(Ministry of Foreign Affairs, 11:30 hrs. 04 May 2015)



1.It has been more than a week since we met last time. I would like to express my sincere thanks to all of you for your continued cooperation, understanding and expression of solidarity with the people and government of Nepal at this difficult hour. The response of the international community to disaster in Nepal has been overwhelmingly supportive and encouraging. More than Fifty (50) countries, including our immediate neighbours India and China, fellow SAARC Member States, our donors and other friendly countries, the United Nations, the EU and Multilateral institutions have already been involved in the ongoing rescue and relief operations. I consider this as a significant gain as well as a source of comfort amidst the tragic and unprecedented loss besetting the country.



2.Over the past ten days, the loss of lives has been constantly on the rise. The scale of damage to property and infrastructures as well as to the historical, cultural and archaeological sites, including famous World Heritages Sites, has been heartbreaking. Some of them are with inscriptions from the 5th century. It may take several days to get a full picture of the loss and devastation.



3.In the aftermath of the devastating earthquake, Nepal not only confronts the immediate humanitarian challenges but also the long-term impact on the socio-economic development undermining the country’s efforts in achieving internationally agreed development goals including the MDGs.



4.The Government is equally saddened by the loss of lives of many foreign nationals. Some of them have also been injured and some are still missing. I would like to take this opportunity to express our heartfelt condolences on the loss of lives, and wish for a speedy recovery of the wounded people. We will continue to pursue our search for the missing people.



5.The following is the summary of the devastation as of now:

Deaths: 7276

Injured: 14362

Houses completely destroyed: 200552

Houses partly damaged: 186285

Death of foreign nationals: 58

Number of foreign nationals injured: 52

Missing foreign nationals: 112




6.The Government of Nepal commends the international community for the spontaneous and generous support extended to Nepal at this hour of national tragedy. More than 76 rescue teams and 70 medical teams with the strength of above 4050 trained personnel with 129 canines from over 34 countries were effectively involved in rescue operations across the earthquake-hit districts (Sindhupalchok, Kathmandu, Nuwakot, Dhading, Gorkha, Rasuwa, Kavre, Bhaktapur, Lalitpur and Dolakha). They have recovered 16 people live and 150 dead bodies from the rubbles of the collapsed structures. I extend my sincere thanks to all of them for their heroic jobs so professionally and courageously undertaken despite difficulties posed by recurrent aftershocks, rainfall, remoteness of hardly-hit areas, Himalayan terrain, etc. We wish them a safe journey back home.



7.The high level visits from neighbours, and other friendly countries as well as from the UN, EU and WFP have been significantly reassuring. We understand a few more visits would be undertaken in the coming days. We thank them for their visit and expression of genuine concerns and solidarity with the Government and people of Nepal.



8.As the rescue works have come to an end, the government has laid its focus now on relief operations in all affected areas. We are concerned about the need to speed up the delivery of relief materials to the people in need with greater efficiency. The government is committed to doing its best to facilitate the process and mobilizing all its resources for this purpose. An effective coordination between the security and civilian agencies has been established. We immensely value the support being extended by our friends from the international community. While we are guided by purely humanitarian objectives, we should also take into consideration the need to incorporate transparency in our efforts. This is in commensurate with our policy to follow the rule of law and good governance. Moreover, the people as well as the parliament would like to know what we receive from our well-wishers and how we distribute them to the victims. The government would like to ensure that the support received from our friends at this difficult hour is best utilized for the benefit of the affected people. We expect cooperation and understanding of our donors and friends in sharing the list of relief materials they bring in. We are ready to welcome your suggestions in this regard.



9.The Government of Nepal has issued an indicative list of priority items (that cover shelter, food, hygiene, clothes; drug and surgical items and construction; emergency veterinary medicines, vaccines, disinfectants and feeds; and agricultural nutrients) required in connection with the relief operations and basic needs. The list may be revised based on the evolving circumstances in the areas affected by the devastation. It is expected to serve as a useful reference for any friendly countries and organizations willing to donate relief materials in support of the ongoing relief operations. The list is transmitted to all Diplomatic Missions, United Nations and its Specialized Agencies and other International Organizations based in Kathmandu for ready reference.



10.We are assessing whether we still need the fully equipped, self-mobilizing, smart and efficient medical teams comprising orthopedic surgeons, anesthetists, neurologist, paramedics, general surgeons, etc.



11.To facilitate customs clearance of relief materials, the Government has assigned at TIA a Joint Working Level Team consisting of representatives from the Ministry of Home Affairs, Ministry of Finance, Ministry of Foreign Affairs, Immigration Office and Nepal Army. It has been instrumental in significantly speeding up the clearance procedures. Similarly, with regard to the landing permission for the flights with relief materials, we would like you to understand that we are doing our best in view of the capacity of our airport, need for maintaining the regularity of commercial flights as well as the arrival of the priority items. We have excellent mechanisms in place to facilitate the immigration procedures. We request you to ensure that all members of your team have proper documents and that the request for landing permission also includes the list of persons travelling and the items to be brought in. For safety, security and practical reasons, except in exceptional situation, diplomatic vehicles will not be allowed to have access to tarmac.



12.NGOs and other charity organizations are advised to get involved in relief works in coordination with the designated local authorities of the Government of Nepal.



13.The Government of Nepal appreciates all genuine initiatives of individuals and organizations to help victims by raising funds. However, it has also become a duty of the government to regulate the public funds and contributions raised in the name of disaster so that benevolent contributions are not misused. In this context, the Nepal Rastra Bank issued a directive on 29 April directing that all funds thus raised be deposited with the Prime Minister Disaster Relief Fund and that no withdrawals from the related accounts be made. It has become necessary to clarify that the directive does not affect the operation of accounts maintained before 25 April 2015 by development organizations, relief agencies and other social organizations.



14.Also an e-portal to facilitate online transfer of money (through Visa/Master Card) to the Prime Minister's Disaster Relief Fund (PMDRF) has been created for the ease of contributors from around the world. The strict regulations under which the fund will be spent will ensure that the funds will be utilized only for the search, rescue and relief operations. The Fund's activities are coordinated at the central level by a committee headed by the Vice Chairperson of the National Planning Commission that also includes secretaries of eight different ministries. To ensure accountability and transparency, all expenditures under both the central fund and the district fund are audited annually by the Auditor General of Nepal.



15.Rehabilitation and reconstruction efforts will require huge resources. Therefore, the Government has decided to set up a Reconstruction and Rehabilitation Fund (RRF) with a target of collecting US$ 2 Billion. The Government has already transferred US$ 200.00 Million to the Fund as seed money. I am confident that generous contributions of the international community to the Fund will significantly contribute to the rehabilitation and reconstruction process.



16.We place high priority on the restoration of the monuments and sites of historical, cultural and archaeological significance and urge the international community to share their expertise and extend necessary cooperation to preserve our ancient cultural heritage.



17.The Government of Nepal welcomes the launch of the United Nations’ Flash Appeal of 29 April 2015 and calls on all Member States to contribute to it to provide the affected people with the life-saving assistance and protection in the next three months.



18.This earthquake, probably being the first major disaster after the adoption of Sendai Framework for Disaster Risk Reduction last month, we believe that the international community has to take actions in line with the provisions of this Framework. While the immediate response needs to be in the form of rescue and relief, we need further support for rehabilitation of the victims and reconstruction of the infrastructures and architectures.



19.The situation in the aftermath of the tragic disaster in the country is quite delicate also in the context that the political constitutional process of drafting a new constitution is in the final phase. The government needs your continued support and full understanding to confront the unprecedented challenges in the days ahead.

Faith is still alive
Sunday, May 3rd, 2015

When a deadly earthquake struck central Nepal, just before noon on 25 April, nearly 80 Christians had congregated at a protestant church in Kapan, Kathmandu.

Arun Moktan, a 30-year-old taxi driver, a member of the congregation and he – like other worshippers – was kneeling down quietly when the church started shaking violently.

Everyone got up and started crying and screaming, but they did not try to run away because their church was on the sixth floor of a seven-story building.

“We realised that we would not be able to escape unhurt from a high-rise building,” he says. “And our pastor was also asking us to stay calm.”

In a matter of few seconds, the iconic building of Kapan area was uprooted and fell to the ground, killing 26 and wounding 49 worshippers.

“It tilted for a while and then just collapsed,” he says.

Arun was holding on to the door, praying to God to save his life. “We were all buried under the rubble,” he says. “I was lucky to survive.”
The

Arun’s right arm got fractured and he still has livid bruises almost all over his body. He had parked his taxi in the parking area of the church building. The taxi was completely destroyed by the debris.

Even after witnessing the horrific death of his church members, Arun has not lost his faith in God.

“Those who died in the earthquake were taken to heaven by God,” he says. “God left me to struggle on the earth. My survival has a purpose and it is to continue serving god.”


The earthquake demolished the Kapan church but could not deter the faithful worshippers from their weekly prayer. On the first Saturday after the earthquake, they gathered in a room under corrugated sheets to pray.


“Our bodies are mortal but souls are immortal,” says Arun. “But our souls die the day we lose faith in God.”


The Kapan church that collapsed in the earthquake was an extension of Cannan Pray House, a protestant church in Buddhanagar of Kathmandu. Ever since it was set up in Kapan, Arun had been going there every Saturday and on other religious occasions.

Cannan Pray House has its extensions in Thali and Gwarko of Kathmandu, Chilankha and Laduk of Dolakha and Peepal Chaur of Kavre as well. Its Kapan and Gwarko extensions were completely destroyed while other churches have some cracks.

More than 300 Christians affiliated with various extensions of Cannan Pray House have been affected by the earthquake.

Thousands of students possibly survived the earthquake because it was on a Saturday. But because of this same reason, more Christians were affected as they were in their weekly congregations.

No one has, yet, collected the information on the amount of damages on churches in central Nepal. National Council of Churches Nepal (NCCN) and Christian Federation of Nepal (CFN) have just started assessing the extent of loss.


The Kapan church collapse has also exposed the vulnerability of church buildings in Nepal.


Activities of churches and Christian organizations were restricted in Nepal until 1990. After the restoration of democracy, the number of churches flourished. However, most of them were set up in haphazardly-built building

Radha Krishna Baral, pastor of Cannan Pray House, says they knew that Kapan’s seven-story building was not earthquake resistant but they could not find any other safe place to extend their branch.

“Though Nepal is now a secular country, the state still doubts our activities and it is difficult for us to find a perfect place to build our church,” he says. “So we set up churches in any building we get.”


Baral, however, says the recent earthquake has taught them a lesson and they will not compromise the quality of buildings before setting up their churches in the future

He is against India and commands one faction of his party against Prachanda. I think he is propped up by Chinese as well after Prachanda failed to remain in Govt. Chinese have control on some levers of power and are wary of increasing popularity of Indian PM

The agitators also burnt effigies of Deputy Prime Minister and Home Minister Bam Dev Gautam, who had said recently that Modi would not address public gatherings during the proposed felicitation programme.

PM’s relief fund may extend to Nepal
Faced with a flood of enquiries and donations from Indians wishing to help the earthquake-affected people in Nepal, the government is working on a mechanism to extend the Prime Minister’s National Relief Fund to Nepalese citizens as well.

A team of senior officials, including National Security Adviser Ajit Doval and Foreign Secretary S. Jaishankar who visited Kathmandu on Friday, met on Saturday to review the relief operations and to decide on this matter, sources told The Hindu.

The meeting of the Crisis Management Committee, chaired by the Cabinet Secretary, discussed the ongoing relief operations in Nepal launched by the Indian government. The government will now move from sending supplies by air to using the land route, and is discussing how to change the rules of the PMNRF to help more Nepali citizens.


According to the rules of the Prime Minister’s National Relief Fund and the tax exemption granted to donors, the fund can be used to provide relief only to the citizens of India.

The PMNRF website (pmnrf.gov.in) says “contributions wherein the donor mentions that the amount is meant for the foreign citizens/calamities abroad, are not accepted in the fund.” Official sources told The Hindu that this has hampered the government’s plans to use the fund to help in the reconstruction and rehabilitation work in Nepal.

The confusion deepened when Prime Minister Narendra Modi announced on April 27 that he would donate one-month salary “for assistance to those affected by the recent earthquake”.

The Prime Minister’s decision spurred hundreds of Indians to follow suit, including Members of Parliament who too donated a month’s salary to the fund. Shiv Sena leader Aditya Thackeray tweeted, “All Shiv Sena MPs will give their 1 month's salary to the Prime Minister's relief fund for the Nepal earthquake relief.


As the rules stand now, however, the PMNRF money can only be used for the earthquake victims in India, where more than 50 were killed, or for affected Indian citizens in Nepal, where at least 70 were killed.

If the government agrees, Mr. Modi could use his discretionary powers to extend the fund for Nepali citizens, given that the India-Nepal Friendship Treaty (1950) accords them “national treatment,” and they are treated on a par with Indian citizens with regard to property and commercial rights.

Contributions to the PMNRF would only be a small part of the massive total package of assistance that the government is providing to Nepal, and intends to provide for the reconstruction process. Even so, the change in rules would allow thousands of Indians to contribute to the work India is doing in Nepal.


According to officials, the Indian rescue teams will soon start clearing the rubble and rebuilding damaged houses. An estimated 6,00,000 homes in Nepal were destroyed in the quake that measured 7.9 on the Richter scale.

West Bengal govt hands over 100,000 tents

Mamta didi must be praised for providing a critical component in relief operations. That too in good numbers.
KATHMANDU, MAY 04 - The West Bengal State Government of India has provided 100,000 tents for the quake-affected people in Nepal, sources said.

Chief Minister of West Bengal Mamata Banerjee handed over the tarpaulin s to Nepal’s Minster for Urban Development Narayan Khadka at a function organised at Panitanki of Siliguri in the West Bengal state. Panitanki is a small town near Nepal’s border.

The tarpaulin s were ferried to the programme venue by 20 trucks.

Earlier, Nepali officials said there was a need for 400,000 tents to distribute among the quake victims.

150 tonnes of relief distributed via helicopter: NA

KATHMANDU, MAY 04 - Nepal Army (NA) has been continuously carrying out the rescue operation and relief distribution for the earthquake victims, NA officials said. NA has been distributing food, cloths, tent, among other items, through air and road routes.

NA informed that it has already distributed 154.48 tonnes of relief package through helicopter alone.

According to NA, it has distributed 7,295 kg of relief materials in Gorkha district through air route. Likewise, 29,920 kg of relief materials have been dispatched to Sindhupalchok, 22,430 kg to Dhading, 16,665 kg to Dolakha, 9,080 kg to Solukhumbu, 8,342 kg to Nuwakot, 8,450 kg to Kavre, 2,600 kg to Lalitpur, among otherdistricts, NA stated.

Nepal Army has said the amount of relief packages distributed via road route stands higher than air route.

They are racing against time. First week of June is when Monsoon hit home. There will be rain, deluge, cloud burst, flash floods, impassable roads and more suffering, epidemic , food shortage, lack of fuel, shelter and what not...

From my experience they are ill equipped to handle the oncoming crisis which would claim many more than what this great quake claimed so far. THEY really need all the help and fast.

Nepal Army must come in for highest praise for its untiring efforts in doing rescue and relief work. Public faith of ordinary Nepalese is restored in them. With Indian Army and with other agencies they did a great work. Not finished yet. They have many months before they can take a wink of sleep.

to me it looks like just the yellow band ones are milk packets and the ones with blue mark are water packets.
there are also water bottles.

these pro-sinic cats paws should just get a clue. they should ask for chinese milk packets if they want to risk it.
atleast they have a mountain of water packets for free there, instead of drinking from a tube well

india has sent lakhs of water packets and bottles there.
