Sir, to be play the devil's advocate here. 2611 looks like a very normal number, unless people start remembering the day, month & year of all tragic events which happened in India. To be frank; I could not make out the connection between Mumbai blasts and 2611 until some one figured out that connection. Same could be the case with RTOs who are handling 100s of vehicle registrations every day. Then it is better to ask Rishi Munis & Sadhus to take up RTO and Police work . There are 100s of Indian Muslims who wear the skull cap, and have no moustache and keep a long beard. The police/RTO cannot assume that every one in this attire is a potential Jehadi. There are minimum 50-100 files which would be getting processed at the RTO and now to start cross checking the applicant for his attire and then running the requested number against the dates of all terror attacks in India; will be just a waste of time. The last time I checked, I am in India and I hold an Indian passport. I know about Mumbai blasts. But have not found it worth while to keep remembering the date and month of the blasts. Saar ! . My understanding is that in US license plate can even have words such as 'HAHAHA' or any combination of letters and alphabets. Where as in India the only personalization is allowed in the four digits/number part of the overall registration number. The state and RTO code cannot be changed. In such a case no RTO will generally ask why some one asks for a specific four digit number. This is becoming pretty common these days. TN Police routinely videographs all political rallies. In very many cases these state police 'intelligence/CID' men can be easily identified; mainly due to their physique, hair cut and the style of walking. So most likely BJP folks would have identified who is this new videography enthusiast .He was supposed to be TG Police intelligence man.

Please note that this article is fairly recent and describes Macron's currently applied policy. There is always the gap between words and action. I am not suggesting it is the right thing to arbitrarily do stuff - but we have to move further out in closing down establishments that espouse separatism/violence. Please note : books, speeches, ideology espoused were all considered to close down an establishment . we currently are in the state of requiring hard evidence- i.e they have to commit a crime etc .
