Detect and deport illegal immigrants, states told

NEW DELHI: Asserting that illegal immigrants like Rohingyas pose grave security concerns and infringe on the rights of Indian citizens, the Centre has written to states, asking them to detect and deport them.

In a communication to states on August 8, the home ministry said, "These illegal immigrants not only infringe on the rights of Indian citizens but also pose grave security challenges." It says the rise of terrorism in last few decades has become a serious concern for most nations as illegal migrants are more vulnerable to getting recruited by terrorist organisations.

Infiltration of (the Rohingyas) from Rakhine state of Myanmar into Indian Territory, especially in recent years, besides being burden on the limited resources of the country also aggravates security challenges posed to India, it said.

The MHA said: "Due to a variety of reasons, including political and economic turmoil in neighbouring countries, people from such countries often enter India. There are cultural and ethnic similarities, on many occasions such migration goes unnoticed and they settle in Indian territory."

The ministry has asked the state governments to set up a task force at the district level to identify and deport illegal immigrants.

The intelligence agencies have often expressed concern over a large number of Rohingyas crossing over to India as they feel that terror organisations in J&K and other parts may use them against India.

Terror outfits like Indian Mujahideen and Lashkar-e-Toiba have in the past expressed solidarity with Rohingyas. In fact, IM had carried out the July 7, 2013 blasts at Mahabodhi temple in Bodh Gaya to avenge the killing of Rohingyas in Myanmar. Similarly, LeT bomb-maker Abdul Karim Tunda had disclosed after his arrest in 2013 that he was trying to recruit Rohingya Muslims. Pakistan-based LeT chief Hafiz Saeed has often spoken in support of Rohingyas.

Union minister of state for home Kiren Rijiju said in Parliament last week that, according to available data, more than 14,000 Rohingyas, registered with the UNHCR, are presently staying in India.

In Rakhine itself six members of a Hindu family have become the latest victims of the violence. Their bullet-riddled bodies-including three children and a woman-were discovered on Sunday and brought to a hospital in Maungdaw, the main town in northern Rakhine.

The victims had allegedly been shot dead by Rohingya militants on Saturday evening as they tried to flee to Maungdaw, a relative who lived in the town told AFP.

“We were still in contact with them yesterday by phone before they were killed. Now their dead bodies are in this hospital,” the distraught man told an AFP reporter.

Six persons belonged to two Hindu barber families were murdered by Islamist militants in Maungdaw on 26 August. The victims include four children, said a officer from the local police station.

“They were killed by the Bengali terrorists at Myo Thu Gyi Muslim village located at entry point of Maungdaw as they fled from Myin Lwat and U Daung villages following the terror attacks. Belonged to the barber community, the villagers were residents from southern Maungdaw locality,” added the police officer.

Their bodies were brought to the hospital by the police this morning for autopsy. Two other individuals of the group including one woman however survived the attack with senior injuries.

The victims were later identified as Nara Nar (35, son of Zaw Du Ram), Han Mawtaw (35, son of Mawno Rain), Khu Law Ni (5, daughter of Zaw Du Ram), Chunan Dar (5, son of Nara Nar), Shitar (5, son of Han Mawtaw) and Markuna Fee (3, daughter of Han Mawtaw).

Thawnar Yee (25, daughter of Nawnit Yar) with another Hindu male escaped the attack. They are presently admitted to the Buthidaung township hospital.

The State counselor office also admitted about the killing of six Hindu family members at Myothu Gyi village by the terrorists on Saturday.

COX‘S BAZAR, Bangladesh: More than 2,600 houses have been burned down in Rohingya-majority areas of Myanmar’s northwest in the last week, the government said on Saturday, in one of the deadliest bouts of violence involving the Muslim minority in decades.

About 58,600 Rohingya have fled into neighbouring Bangladesh from Myanmar, according to U.N. refugee agency UNHCR, as aid workers there struggle to cope.

Myanmar officials blamed the Arakan Rohingya Salvation Army (ARSA) for the burning of the homes. The group claimed responsibility for coordinated attacks on security posts last week that prompted clashes and a large army counter-offensive.

But Rohingya fleeing to Bangladesh say a campaign of arson and killings by the Myanmar army is aimed at trying to force them out.

The treatment of Myanmar’s roughly 1.1 million Rohingya is the biggest challenge facing leader Aung San Suu Kyi, accused by Western critics of not speaking out for the Muslim minority that has long complained of persecution.

Former colonial power Britain said on Saturday it hoped Suu Kyi would use her “remarkable qualities” to end the violence.

“Aung San Suu Kyi is rightly regarded as one of the most inspiring figures of our age, but the treatment of the Rohingya is, alas, besmirching the reputation of Burma,” foreign minister Boris Johnson said in a statement.

The clashes and army crackdown have killed nearly 400 people and more than 11,700 “ethnic residents” have been evacuated from the area, the government said, referring to the non-Muslim residents.

It marks a dramatic escalation of a conflict that has simmered since October, when a smaller Rohingya attack on security posts prompted a military response dogged by allegations of rights abuses.

“A total of 2,625 houses from Kotankauk, Myinlut and Kyikanpyin villages and two wards in Maungtaw were burned down by the ARSA extremist terrorists,” the state-run Global New Light of Myanmar said. The group has been declared a terrorist organisation by the government.

But Human Rights Watch, which analysed satellite imagery and accounts from Rohingya fleeing to Bangladesh, said the Myanmar security forces deliberately set the fires.“New satellite imagery shows the total destruction of a Muslim village, and prompts serious concerns that the level of devastation in northern Rakhine state may be far worse than originally thought,” said the group’s deputy Asia director, Phil Robertson.

Near the Naf river separating Myanmar and Bangladesh, new arrivals in Bangladesh carrying their belongings in sacks set up crude tents or tried to squeeze into available shelters or homes of locals.

“The existing camps are near full capacity and numbers are swelling fast. In the coming days there needs to be more space,” said UNHCR regional spokeswoman Vivian Tan, adding more refugees were expected.

The Rohingya are denied citizenship in Myanmar and regarded as illegal immigrants, despite claiming roots that date back centuries. Bangladesh is also growing increasingly hostile to Rohingya, more than 400,000 of whom live in the poor South Asian country after fleeing Myanmar since the early 1990s.

Jalal Ahmed, 60, who arrived in Bangladesh on Friday with a group of about 3,000 after walking from Kyikanpyin for almost a week, said he believed the Rohingya were being pushed out of Myanmar.

“The military came with 200 people to the village and started fires...All the houses in my village are already destroyed. If we go back there and the army sees us, they will shoot,” he said.

Reuters could not independently verify these accounts as access for independent journalists to northern Rakhine has been restricted since security forces locked down the area in October.

Speaking to soldiers, government staff and Rakhine Buddhists affected by the conflict on Friday, army chief Min Aung Hlaing said there is no “oppression or intimidation” against the Muslim minority and “everything is within the framework of the law”.

“The Bengali problem was a long-standing one which has become an unfinished job,” he said, using a term used by many in Myanmar to refer to the Rohingya that suggests they come from Bangladesh.

Many aid programmes running in northern Rakhine prior to the outbreak of violence, including life-saving food assistance by the World Food Programme (WFP), have been suspended since the fighting broke out.

“Food security indicators and child malnutrition rates in Maungdaw were already above emergency thresholds before the violence broke out, and it is likely that they will now deteriorate even further,” said Pierre Peron, spokesman for the U.N. Office for the Coordination of Humanitarian Affairs in Myanmar.

More than 80,000 children may need treatment for malnutrition in northern Rakhine and many of them reported “extreme” food insecurity, WFP said in July.

In Bangladesh, Tan of UNHCR said more shelters and medical care were needed. “There’s a lot of pregnant women and lactating mothers and really young children, some of them born during the flight. They all need medical attention,” she said.

Among new arrivals, 22-year-old Tahara Begum gave birth to her second child in a forest on the way to Bangladesh.

“It was the hardest thing I’ve ever done,” she said.

Why India is refusing refuge to Rohingyas

NEW DELHI: The Supreme Court has sought to know government's stand on a plea challenging its plan to deport Rohingya refugees. India has for decades sheltered people fleeing conflict and disaster, though it is not signatory to any pacts obligating it to offer refuge. Here, a look at the Rohingyas' desperate situation:

WHO ARE ROHINGYAS

1. Myanmar has not recognised the Rohingya among its 135 ethnic groups under a 1982 citizenship Act.
2. The Myanmar government terms them 'Bengali' to paint the Muslim minority in Rakhine state as recent migrants from Bangladesh.
3. In Myanmar, the word Rohingya is taboo.

ROHINGYAS IN NUMBERS

1. There are about 10 lakhs Rohingyas in Myanmar.
2. About 1.23 lakh have fled to Bangladesh since August 25.

BAKU (Reuters) - Turkey’s foreign minister called on Wednesday for a lasting solution to the plight of Myanmar’s Rohingya Muslims who he said had been living for years in “open prisons”, ahead of his visit to neighboring Bangladesh to discuss the crisis.

President Tayyip Erdogan, who leads Turkey’s Islamist-rooted AK Party, has been fiercely critical of Myanmar’s treatment of the Rohingyas, saying they have been subjected to genocide. Armenia anyone? How about Ankara's sponsorship of ISIS and Al-Nusra for more recent ventures?

The latest violence began on Aug. 25, when Rohingya insurgents attacked dozens of police posts and an army base. The ensuing clashes and a military counter-offensive have killed at least 400 people.

After Erdogan spoke to Myanmar leader Aung San Suu Kyi on Tuesday, Turkey said it would deliver 1,000 tonnes of food, medicine and clothing to the afflicted northwestern region of Rakhine.

Around 150,000 Rohingyas have fled to Bangladesh, where Turkey’s Foreign Minister Mevlut Cavusoglu is due to arrive later for talks on Thursday about tackling the crisis.

Cavusoglu said he would visit the border region to assess the humanitarian needs there, adding that Turkey would also provide ambulances and other equipment.

“We will not leave these people alone here. However, we need to find a lasting solution to the problem in Rakhine,” he said. “There have been events and cruelties before as well, many people died or had to leave their homes.”

“I went to Rakhine two years ago as well, and they literally live in open prisons covered in mud. It is unacceptable for people to live under these conditions in this day and age.”

Suu Kyi has faced increasing pressure from countries with Muslim populations to halt the violence against Rohingya Muslims which has prompted their flight to Bangladesh.

Erdogan, whose wife and a son will accompany Cavusoglu to Bangladesh, said this week he had spoken to 20 world leaders about the issue, and would press for it to be discussed at the United Nations later this month.

Turkey has said its state aid agency TIKA would start the first foreign aid deliveries to Rakhine on Wednesday.

Myanmar's State Counsellor Aung San Suu Kyi thanked Prime Minister Narendra Modi for taking a strong stand on the terror threat that Myanmar faced and assured India that 'terror would not be allowed to take roots in her country.'

"Together both countries will ensure that terror is not allowed to take roots in our country," de-facto leader Aung San Suu Kyi said.

"We would like to thank India for the strong stand that it has taken with regard to the terrorist threat that came to our country," says Aung San Suu Kyi, to which Prime Minister Narendra Modi responded that "India completely understands the challenges." Suu Kyi said, "There are many areas in which we can cooperate. I would like to talk about the role India has played in capacity building because that is what our country is more in need of - to build up the capacity of our people that we may be able to construct truly safe and lasting federal democratic unions."

Prime Minister Modi, on his part, said that India shares Myanmar's concern on extremist violence in the Rakhine state and that he hopes that all stakeholders can find a solution, in which the unity and the territorial integrity of the country is maintained, together. In a joint statement following the signing of agreements and Memoranda of Understanding (MoUs) between India and Myanmar, Prime Minister Modi said, "We share your concerns about extremist violence in the Rakhine state and violence against the security forces and how innocent lives have been affected."

Myanmar leader Aung San Suu Kyi blamed fake news and a misinformation campaign for fueling a crisis that the U.N. says has now pushed more than 125,000 minority Rohingya Muslims into Bangladesh with tales of atrocities at the hands of security forces. Suu Kyi told Turkish President Recep Tayyip Erdogan in a phone call Tuesday that her government is defending “all the people” in western Rakhine state, according to a government statement. The violence and civilian suffering have prompted international condemnation and resonated particularly in many Muslim countries.

Erdogan’s office in Ankara said that the Turkish leader told Suu Kyi that disproportionate use of force against the minority group should be avoided and maximum care is taken to avoid harming civilians. Suu Kyi’s office said that she told Erdogan that his deputy prime minister was a victim of fake news when he posted photos purportedly showing dead Rohingya that were not related to the crisis. The photos on Mehmet Simsek’s Twitter account had been taken down.

Suu Kyi said that such misinformation helps promote the interests of “terrorists,” a reference to Rohingya insurgents whose deadly attacks on Myanmar security posts Aug. 25 triggered the latest military crackdown and streams of refugees. The military has said nearly 400 people, most of them insurgents, have died in clashes. Security forces responded to the attacks with days of “clearance operations” the government says were aimed at rooting out insurgents it accuses of setting fire to Rohingya villages.

They found contact numbers of one "Brigadier Ashfaq' and of 'Major Salamat' of ISI and one ISIS recruiter in Iraq.Bangladesh intelligence put these numbers on surveillance and also passed their numbers to Indian R&AW external intelligence agency which has superb Signals Intelligence capabilities with a regional reach.

These three calls simultaneously intercepted by Bangladesh and Indian intelligence makes it clear ARSA and their backers (ISIS and ISI) were determined to cause problems for the Aung San Suu Kyi government which had committed to set up an inter-ministerial committee to implement the recommendations made by Kofi Annan-led Rakhine Commission.It is nor clear whether Bangladesh or India raised a red flag with Myanmar to warn them of an impending attack.

That would explain why India and Bangladesh, mindful of their own security threats, have not bought into the narrative of 'genocide' as some in the West and many in the Islamic World have. Of course they have... there is a concerted, well-funded and many-pronged effort to deliberately boost and dispense this exact narrative, in the service of an obvious political agenda. -R "The ARSA is determined to thwart Daw Suu Kyi's good intentions to implement the Kofi Annan report. They want to brutalise the discourse in Rakhine and help re-militarise the area so that the narrative of torture and extra-judicial killings help them boost the level of jihad and find recruits," said a top Bangladesh intelligence official.

The Rohingya tried and failed at militancy before through the vehicle of the Rohingya Solidarity Organisation (RSO). But now the new Harakah al-Yaqin (Faith Movement), which has switched to the English name Arakan Rohingya Salvation Army , has seized the initiative.

Arsa militants' first big attack against Myanmar security units came last October. The violence was "qualitatively different from anything in recent decades, seriously threatens the prospects of stability and development in the state, and has serious implications for Myanmar as a whole", the International Crisis Group (ICG) warned then.

Some 3,000 Buddhist Rakhine villagers fled to towns. Sounds like typical Ghazwa tactics were used by the ARSA jihadis: mass-murder of non-Muslims by the most visibly gruesome of methods, with the intent of clearing non-Muslims out of Muslim-majority areas and then "claiming" those territories for Islam. Further south, the state capital Sittwe remains stable. But the Myanmar security forces' reprisals were swift, driving many Rohingya across the border into Bangladesh, which officially complained about the influx.

On the morning of Aug 25 came a bigger attack with Arsa militants killing 10 policemen, one soldier and an immigration officer. Regional security sources told The Straits Times about 200 militants, including a smattering of foreigners, may have crossed over from Bangladesh for the attack.


"There are several credible reports of Indonesian fighters especially from Aceh, and Filipinos, fighting with Arsa but the majority of the outsiders are Pakistanis - that is established beyond doubt," said a regional security source.

Details are murky, but this time some Hindus - a small minority in Rakhine state - also claimed to have been attacked

There were mass evacuations of Buddhist and Hindu civilians, and this time even wider reprisals from Myanmar's security forces against the Rohingya.

"In the squalid refugee camps in Bangladesh, joining the Arsa is now becoming 'farj' - a religious obligation," Professor Zachary Abuza at the National War College in Washington, DC wrote last week, in a commentary for Radio Free Asia.

Arsa's chief on the ground is Ata Ullah or Hafiz Atharullah, Pakistan-born and raised in Saudi Arabia. According to sources, Ata Ullah has also spent time in Mae Sot in Thailand. The militants are thought to have trained in Bangladesh under Afghan war veterans, some of them Rohingya. The Arsa has also been killing Rohingya they suspect of being government informers. It may also have eliminated members of the RSO who did not agree with armed struggle.

Importantly, Ata Ullah has disavowed international terrorist linkages. Of course: a Saudi-raised Paki swine training anti-Myanmar terrorists in Bangladesh has "disavowed" international terrorist linkages. Again, don't lose sight of the fact that this is what power centers in the US, UK, and possibly other Western nations are aiming to inflict upon India and her neighbourhood through their diplomatic and political support for this jihad. It is no exaggeration to say this could turn into something worse than J&K in the near future.

"Now that (Arsa) has established its legitimacy and capability with attacks, it is unlikely to face funding constraints," the ICG presciently said in December last year. "It seems to be receiving funds from the Rohingya diaspora and major private donors in Saudi Arabia and the Middle East. It may also attract the attention of international groups interested in more than funding."

Hindus from Myanmar have joined streams of Muslim Rohingyas to seek refuge in Bangladesh after the killing of 86 people from their community in the ethnic violence in the neighbouring Buddhist-majority country.

"A total of 414 Hindus from (Myanmar's) Rakhine state took refuge at a Hindu village in Cox's Bazar," a Bangladeshi official told PTI on condition of anonymity.

2 crore illegal immigrants in India: Nation faces security threat, change in demographic pattern
There are over 2 crore illegal immigrants in India. While the Centre has stated that many pose a security threat, the other concern is that these persons are sourcing ration, Aadhaar and voter identity cards. This will change the demographic pattern in the country, senior officials in the Home Ministry say.

Home Ministry estimates suggest that there are nearly 40,000 Rohingya Muslims across India. The highest number is found in Jammu and Kashmir and as per records 11,000 are registered with the UNHCR. Data also suggests that there are nearly 2 crore illegal immigrants from Bangladesh and in its submission to the Supreme Court, the centre would say that it intends to deport all of them.
Most of the illegal immigrants had take shelter in Haryana, Jammu, Hyderabad, Uttar Pradesh and Delhi, the Centre says.
The Supreme Court while hearing a petition filed by two Rohingya Muslims had sought the Centre's stand on the issue of deportation. The Centre will submit its reply on September 11 when the court hears the matter. In its submission the Centre will not only provide data, but is also likely to elaborate on the security threat that the illegal immigrants pose.

Hindus+Buddhists+Animists were ~25% of Bangladesh in 1971. We should have taken 25% of BD as Dharmic territory & left the rest to rot with Pakistan. The Madhumati line in the south west was the real Hindu territory - the districts of (E Pak part of) Nadia, Jessore & Khulna, giving us the solid riverine border to defend against. In North, we should have taken the Hindu majority parts of Jalpaiguri given to E Pak for contiguity purposes (Patgram, Tetulia, etc). In SE, we should have taken the whole of Chittagong Hill Tracts. This would have reduced E Pak into an uncontrollable mess with Chittagong within our artillery range & no other port of significance to hold it from from West Pak. Instead, we got the Hindus & Buddhists killed, & ended up subsidising their Jihad against us, & make it more efficient, since we rid them of the Pakistan problem.
