I downloaded the whole HTML dump, extracted to my HD (~3.5Gb) and indexed using the windows index. I'm able to search for specific key words. I'll keep posting interesting things as I come across.

DIRECT FIRE Kandahar - 2006-01-09 15:03
TF Bayonet reported a grenade attack in Kandahar. At 1522Z, TF Gun Devil reported a vehicle occupied by unknown individuals drove along the Indian Embassy compound wall, and one of the passengers threw a grenade over the wall. The sentries took cover. However, the grenade failed to detonate. The unit sent its quick reaction force (QRF) and an explosive ordnance disposal (EOD) team responded to the site. The grenade was secured by the Afghan National Police (ANP) until the patrol arrived on site. There were no injuries or damages reported.

ANP reported a grenade attack IVO Kandahar. At 1545Z, TF Gun Devil reported they received a report from the ANP of a grenade was thrown and detonated at the Indian Consulate. ANP conducted an onsite investigation and no injuries or damages where reported.

061500Z TF GLADIUS HAD ANP ARREST 4 INDIANS FOR TAKING PICTURES OF BAF :shock:
06 1500Z FEB 08: T25 reported a red 4xdr Honda sedan w/4xPAX were at the Water Plant taking pictures of BAF. At 1530 MRF and ANP were at the Water Plant, and the ANP are detaining the individuals ATT. At 1643Z the ANP arrested 4 Indian male employees of the water plant who were taking the pictures, confiscated 4xcameras and 1xunregistered AK-47. In addition, the ANP have detained 23 Indian/Philippine employees and are checking their passports ATT. NFI

DNW says Notice the following from the release:
1 - Only US related docs have been released. Not much on the other 30 odd countries present in Afg.
2 - they ommitted British French intel reports from the docs. Therefore note the single minded targetting of the amrikans.
3 - They also chose to surround the project with an air of high drama and secrecy. They operated from Guardians offices along with journos from NYT, Der Speigal.
4 - Why was the documents' chronological frame clearly restricted to the six-year period from 2004 to December 2009, when President Obama unveiled his new Afghanistan War strategy? Why are no files included from January or February 2010?
5 - DNW says note that US British ties are at all time lows and its reaching the end of the special relationship. I guess you can gather that from Camerons words in India and how he wants to build a special relationship with India.
6 - BP oil spill saga and as soon as British CEO disappears with US replacement bad press dissappears and oil is about to be capped. Iraq Enquiry has been scathing on the american role which obviously hasnt gone down well.

I haven't scanned the leaked documents, but get the general gist that they expose the Pakis for what they are, from just the plain everyday litany of facts, no brains needed. IOW, even Foggy Bottom Pakis can't deny the sheer volume and precision of these reports.

So what was McChrystal's real problem? Note that he was pretty contemptuous of BO's famed FakAp Negotiator, same guy who was disinvited by India.

Also Gen. McCh had not-so-nice things to say about the US Amby (and vice versa) to A'stan.

And my Always Reliable but in this case Absolutely Impeccable Sources confirm the sentiment "Now I wish they would also fire....(XYZ)" where XYZ was one of the same Top Emissaries so dissed by the General.

Enqyoob, I expected Holebrooke to also exit after a decent interval as he has been sub-optimal. The Wiki leaks bolster the case that Hole-brooke has a hole in the head with regard to supporting the Pakis.

Pakistan
America's relationship with Pakistan has had its ups and downs over the years, much of influenced by how much they could do for us in furthering our national interests. That is, after all, what foreign policy is all about. During the Soviet invasion and occupation of Afghanistan, Pakistan's intelligence service, the Inter-Services Intelligence Directorate (ISI) was the conduit for virtually all American weapons and money to the Aghfan mujahidin.

Any one who knows Pakistan or the Pakistanis realizes that not all of the money nor weapons reached their intended recipients. The CIA officers responsible for the operation knew that there was going to be a certain amount of corruption, but that it was the price of doing business - there was no viable alternative to dealing with the ISI. The more important mission was getting weapons to the fighters in Afghanistan.

The weapons provided to the mujahidin included, as glamorized in the movie Charlie Wilson's War (see my comments on Charlie and "his" war), the FIM-92 Stinger shoulder-launched heat-seeking air defense missile system, to this day arguably the finest shoulder-fired system in existence.

As feared by many officers at the Pentagon when Representative Wilson basically forced the U.S. Army to provide Stingers to the ISI for the mujahidin, some of the missiles ended up in the hands of people we did not want to have them. In September 1987, while the CIA was still sending Stingers to the ISI, the U.S. Navy found Stingers on board the Iranian mine-laying ship Iran Ajr in the Persian Gulf. The serial numbers indicated that they had been shipped to the ISI for delivery to the mujahidin. A gift to the Iranian Islamic Revolutionary Guard Corps from our "allies."

After the Soviets were driven out of Afghanistan in 1988, our assistance to the mujahidin stopped almost overnight. The mujahidin were disappointed that we did not continue our support, but our operation in Afghanistan were not about them, it was about the Soviets. Once the Soviets left, our foreign policy objective was achieved and we turned to other matters.

No longer needing the cooperation of the Pakistanis, the U.S. Congress began scrutinizing Pakistan's nascent nuclear weapons and missile programs. In 1990, once it was assessed that Pakistan was in fact developing a nuclear weapon, the United States halted delivery of additional F-16 fighter aircraft (that had already been paid for) under the terms of the Pressler Amendment. Relations between Islamabad and Washington chilled.

In the early 1990's, the ISI was involved in the creation of the fundamentalist Taliban - its charter members were drawn from the millions of Afghan refugees in northern Pakistan. When the Taliban took over in Afghanistan, they were supported by the ISI, and diplomatically recognized by Pakistan. There is more to the relationship between the ISI and Taliban than than Pakistani national interest.

As with many countries in the Middle East and South Asia, ethnic and tribal loyalties trump almost everything else. Many of the ISI are ethnic Pushtuns, as are most of the Taliban. It is the Pushtun tribesmen in the Federally Administered Tribal Areas (especially in North and South Waziristan, the semi-autonomous regions along the Afghanistan border) that have extended protection to al-Qa'idah leaders Usmah bin Ladin and Ayman al-Zawahiri, and Afghan Taliban leader Mullah Omar. There is also a large Pushtun contingent in the Pakistani armed forces.

The thought that the ISI and many in the Pakistani army are going to be fully supportive of the Pakistani government's efforts to move against their fellow tribesman in the Waziristans is wishful thinking. In fact, the exact opposite seems to be the case - the ISI, or at least some officers in the ISI, along with some Pakistani army officers are actively supporting the Taliban in their operations against American and coalition forces.

Regardless of what Obama spokesman Robert Gibbs would have you believe - and the documents tend to make him out as less than truthful - the Pakistanis are not serious about helping us eradicate an organization that they created. To think otherwise defies logic.

Iran
The Iranians likewise are much more involved in supporting the Taliban in its operations against American and coalition forces than the administration would have us believe. The Iranians, as they did with the Iraqi Shi'a militias such as the jaysh al-mahdi (JAM) of Muqtada al-Sadr, have been providing weapons and other support to the Taliban. Although the Taliban and the Iranians have many ideological differences, their mutual hatred of the United States supersedes any reluctance to cooperate with each other.

There are also the much-touted Obama outreach efforts to Iran - all of which have been rebuffed by the Iranians and have been a dismal failure. Could a desire to not offend the Ahmadinejad regime have played into the downplaying of Iran's support for the Taliban? I have my suspicions.

Last words
Julian Assange, the self-righteous arrogant co-founder of Wikileaks is joined by Amnesty International in its condemnation of American involvement in Afghanistan and what they believe is a high level of civilian casualties. Why don't they spend as much time condemning the Taliban and its murderous activities? They act like the Taliban is a legitimate entity rather than a bunch of murdering jihadist fanatics.

Finally, if U.S. Army intelligence analyst Specialist Bradley Manning turns out to be the source of the leaked documents, I urge the Secretary of Defense to pursue treason charges and seek the death penalty. Release of these classified documents when American troops are involved in combat operations rises to that level - if he did it, he deserves to die.

These documents clearly show two things

1) America wants to fight this war on cheap. The reason being that there are many people in America who do not consider Afghanistan to be a priority or in its national interest. After more than 8 years of muddling through in Afghanistan, focusing on iraq, and undergoing one of its deepest recession since the great depression, America is no longer able or willing to do what must be done in Afghanistan. Rather items like meeting challenge of China, Iran's nuclear weapons and of course American economy are seen more important.

2) America sees a distinction between alqeda and the taliban. They are willing to allow elements of taliban back into power in Afghanistan. What they are not comfortable is alqeda.

India should have seen this coming, when America invaded Iraq and made that into the centre of its war and not Afghanistan. Afghanistan was a war or necessity while iraq was a war of choice, according to Obama. But it seems that this so called "good war", Obama will not or cannot fight. For India the salient feature is, if Pakistan can double time its most important benefactor, then it will do the same with its mortal enemy, India.

Well I downloaded SQL file and have run a primitive search on "Indian" , the following entry came up ( may be seen by others).
Trying to build a search script to query the data from various parameters through PHP/hosted site. Lets see if I get enough time to complete script test it and deploy for few select users to do full text search and boolean search with ranking on relevance

Attacks on Indian Consulate: DOS Rep expressed concern that attacks on Indian Consulate may be a deterrent to private sector investment. Gov Sherzai responded that after the first attack additional ANP forces were assigned to guard the Consulate. This move proved ineffective. Sherzai believes that Pakistani ISI backed individuals may be conducting the attacks from a hotel/wedding hall across the street from the Consulate. HE also stated that he thinks the Consulate should be relocated because the current location is too difficult to secure. DOS Rep replied that this should be discussed with the Indian Consul General. Sherzai said that we will discuss again after Eid. Until then he will order increased security at the Consulate. At the end of the meeting, Dep Gov Alizai, ANP Chief Gafar and PCC Chairman Talawar joined the group. More detailed discussion of the Indian Consulate attacks ensued. The ANP is investigating and is pursuing two theories: 1) that former security guards, who happen to be Pashaii, are initiating the attacks in retaliation for being fired, or 2) that the hotel owner from across the street is trying to force the Consulate to move so he can occupy the land and use it as a parking area for his establishment. Poppy: Gov Sherzai again confidently assured the PRT there will be no poppy cultivated in Nangarhar. Planting season is now over, he said. Sherzai said the ANP has discovered some poppy, but he claimed only small amounts that his ANSF have been able to eradicate. He said there will be another round of eradication in about 20 days in small, remote areas where there may be some poppy. He said he wants to eradicate while the plants are young instead of waiting for them to flower. He did express some concern that farmers have mingled poppy with wheat in the fields, but said he is determined to be tough on them. DOSrep informed Gov Sherzai that CN officials from the Embassy plan to visit him as soon as possible after Eid. Sherzai is scheduled to travel to Dubai tomorrow, but said he would welcome the visit after he returns. Canals: PRT CDR informed Sherzai that he received initial approval to go ahead with a $3 million repair project on the siphons for the JBAD Grand Canal. He also told him that work on the head gates of the Kama Canal will likely begin in the near future. Sherzai was pleased on both counts. Dr. Asef: After PRT CDR informed Gov Sherzai on the status of the Canal project, the Gov reported that he spoke with the Minister of Agriculture who agreed to replace Dr. Asef as Director of Canals after Eid. If Gov Sherzai holds true to form, Asef will be shifted to another position here in Nangarhar rather than fired. Sherzai did not share his plan as to what would happen with Asef. Gov Sherzai said that he had proposed a replacement who is "an educated man." He did not disclose the name. Mujahadin Shura: Discussed the recently convened Mujahidin Shura. Parliamentarian Hazarat Ali was chosen as the head of the shura; former Jalalabad Mayor Gafar Pacha was selected as shura secretary/spokesman. Gov Sherzai said he is not involved with the shura, but was told by those in attendance that the initial discussions were supportive of the GIRoA and the Constitution. However, he said Hazarat Ali, accompanied by Pacha and PC member Tahir Omar, held a press conference yesterday that was highly critical of the current government. Terrorists cannot survive without state sponsorship. ISI has 40K staff who are assured monthly salary, houses, servants, offices, chauffered cars. They have the time, inclination to do worldwide terror. Only when ISI is disbanded will terrorism stop.

Subject: Key Leader Engagement with NDS Officer Mohibullah. Mohibullah works directly for GEN Najib.

WARNING: (U) This is an information report, not finally evaluated intelligence. This report is classified S E C R E T RELEASEABLE to USA, GCTF, ISAF and NATO.

(S//REL USA, GCTF, ISAF, NATO) Summary: During a meeting with NDS the following issues were discussed: TB Commander Oji Mullah, recent suicide bomber reporting, and other notes.

1. (S//REL USA, GCTF, ISAF, NATO) TB Commander Oji Mullah

1A. (S//REL USA, GCTF, ISAF, NATO) According to Mohibullah, Oji Mullah is the TB Commander Mohamadullah; the same TB Commander we have known about from Kuti Village in Askin. Mohamadullah apparently goes by the name Oji Mullah to his friends and Al Jazeera.

(S//REL USA, GCTF, ISAF, NATO) Analyst Comments: This would explain why Oji Mullah is a higher up TB Commander. It is unknown why we have not heard this variation of his name until now. Oji Mullah may also just be a pseudonym for Mohamadullah as well.

2. (S//REL USA, GCTF, ISAF, NATO) Recent Suicide Bomber Reporting.

2A. (S//REL USA, GCTF, ISAF, NATO) Mohibullah stated that two suicide bombers are in the area targeting CFs. He claims that the bombers are coming to Tagab posing as traders or women from Surowbi. They are traveling here under orders from Zakhel and staying with a man named Hajji Kandagha in She Padar 42S WD 612 538. The recent bombers have also brought RC mines and bombs with them. Kandagha then might send the explosives to his brother Bakhtawar in Kabul where he stores them. Bakhtawar has a shop in Kabul where he makes passports and visas for the TB which he sends to India and are then disseminated.

(S//REL USA, GCTF, ISAF, NATO) Analyst Comments: By traders Mohibullah is talking about the Kuchis that travel around. This is not a new tactic by OMFs but it is something to remain cognizant of. If this is going to be a major way of moving OMFs near CF bases new standoff measures may need to be looked at.

He mentioned that is where Sarfraz, Salim, and Baryal stay; just to name a few commanders. This doesnt seem surprising given the fact that nobody really goes down there. He also mentioned that the people of Seh Padar dont like the TB but are forced to support them or else they will be killed.

Boucher urged Kasuri to refer to authoritative policy statements by the President and Secretary Rice, said the report requirements in H.R. 1 presented an opportunity to explain actions Pakistan is taking in the war on terror, and asserted that Pakistan signed the F-16 Memorandum of Understanding comprehending its terms. He assured Kasuri that the civilian nuclear cooperation agreement with India included controls on the use of reprocessed fuel and that ultimately the US retained the right of return.

INFORMATION: The PRT attended a shura in Azra with the district governor and the provincial deputy governor. Governor Hashimi, per his usual pattern, was unable to attend. The ISAF paper was a popular attraction and the IO was nearly mobbed while passing it out (Eventually the stack given to the ANP to pass out). Theres no local radio coverage in Azra, as we expected. Theyre able to receive AM broadcasts from large stations in India and beyond, but nothing local (or Pakistani). :twisted:

They are especially to kidnap India nationals. Once they have been kidnapped, the Taliban or Islamic group is to take pictures or video and then kill the hostages. NFI

^^^^ Just another way of putting pressure on Wiki Leaks by the state. Goes on to prove that the HR groups are a front for the establishments in western states.

I think the criticism by HR groups in this case is fair. Wikileaks has indeed put the lives of Afghan informers in danger by not removing their names from the documents. This is no way to end a war.

Looks like Wiki Leaks is internal fratricidal dossier war in US.

No real impact on TSP as the floods submerge everything. Atleast now US should intensify the Afghan ops and clear out the dregs.
