As far as my limited awareness goes, I don't think anybody in the UPeeA has answered that question. The points that have been raised by them are, instead - we need to plug down leaks, we need to stop ruining peoples' reputation, we need to tone down lobbying, we need to let the Parliament function, even they did it, not necessarily in that order.

See, the things that troubles everyone are:

This PM is not cut out for the rough and tumble of Indian politics. Under his rubric of honesty, a crowd has been swindling the nation and hijacking governance. Mr. Man Mohan Singh can no longer sustain his leadership by invoking his personal integrity. Time for him to save whatever is left of that by taking some personal decisions.

^^ Not so fast. Unless Badi Amma asks him to quit, he is not going to sign the dotted line. The addiction of power has spoiled so many and MMS ji is one among those. The days of ethics, morality and personal responsibility died way back in Indian Politics.
I think these are dangerous times to bring in RG since the stock of Kangress is as low as could have been in recent times.
With inflation running unabated and scam after scam tumbling out of the cupboard, The odds of people welcoming RG with open arms and things settling down in near future look remote.
My guess is that MMS will continue till this tsunami of bad news for Kangress subsides. The fabric of morality and honesty that MMS had built around himself lies in tatters and we can all see the Naked King. Just that King is unwilling to look at himself in the mirror.
He unfortunately will leave with impression as the one who lead the most corrupt central Govt ever and did diddly squat about it.

Personally I would still prefer MMS anyday over RG.

Thanks gpati for the above link. The mobile subscribers in India stands at 70 crores and is fast approaching near 100% coverage. Of a population of over a billion, that number nearly represents close to 100% coverage, discounting the population of children. Hence, this 2G scam is going to capture the imagination of the aam aadmi like no other. Bofors, land, defence scandals are far removed from the public touch. While 2G is everyday phenomena for everyday people. Hence this is going to stay in limelight for quite sometime and rightly so.

The least that can be done to salvage the situation is JPC. Other distractions are buying time, so the things that need to be covered up by the interested parties, can have adequate time to do that.
Trying to bring in other regimes such as NDA etc., is diversionary at best and is going to backfire. This seems like a gold digger after enjoying the encounters, suddenly seems to realize there is money to be made if rape charge is alleged.
Laughably, when the present dispension slept while in opposition to bring attention to whatever the scandal with regards 2G that had been committed. Now, since the current opposition is gunning, they seem to be acting like gold digger trying to cry how this is corruption ridden country and how previous regime/s were no saints. That's laughable.

The current scam requires clean up and shielding someone is not a solution. Bring on JPC or go back to the people, as most politicians would do when heat turns up. But wait a minute, do not have that luxury because PM never went to people in first place.

The simple fact is that MMS made a quid pro quo with SG. If he was made the PM, they could use his personal integrity and honesty as a shield to indulge in corruption. In short, he agreed to be a frontman for the corrupt congress. He will wink and nod at the corruption going on in his government. The letter that he wrote to A Raja was just for CYA in case the scam became public. Hence, no follow-ups on his letter.

As one of the earlier secretaries had written in a newspaper, if MMS was so concerned, the cabinet secretary could have called in the telecom secretary for explanation and stopped the sale of spectrum. The telecom secretary couldn't have gone against the cabinet secretary irrespective of what the mainister said.

Even the current offer of appearing before PAC is just for publicity and to keep up with his "honest and peronsal integrity" image. He should be called out for what he is, a frontman of the congress. If it was a company, MMS would have been been asked to step down and an inquiry launched into why he didn't have checks and balances in place.

That signal in my humble opinion is going to be much more important specially in a corrupt political climate that exists in the country than whatever MMS do or don't do.

It is very obvious from congress perspective. If it has to revive to its old glory, a Gandhi has to take the mantle. The initial plan was to not have a PM candidate for 2009 elections. Tactically handling EVM-tampering could put Rahul to PM after the elections. However, NDA forced the PM candidate and they did not have the guts to go-ahead with Rahul at the time of elections as they feared an anti-family coalition taking place. However, they thought they could replace MMS post elections and they are not able to go that far.

To get Rahul into place they just cannot afford either MMS or his policies. They need a showbiz with so called left-of-center stuff. Muslim appeasement, not anti-maoist, being anti-US and not too much of anti-china etc.,(all the 1980s stuff) are to be brought back with a different loyal puppet. They wanted a replacement of MMS. Not just that and in politics one cannot be given a long leash if you have to keep control. They are already seeing the problem.

However, MMS is no puppet post 2009. He has tasted the blood and he knows his position. He made it clear by making his famous statement “miles to go before I sleep”. He knows what to leak and what not to leak to extend his time and he knows pretty well that he is not having age to continue beyond 2014.

The senior congressmen know that a replacement is in progress and they want to position themselves. Revealing the scandals of the party is the strategy everyone is using to get one-upmanship. The thought process is to build pressure so that MMS will crumble. Instead he may be willing to take actually JPC route as he knows that he will be not be affected. For him, it is either he or congress goes down. He is simply not interested to get out unceremoniously. The game is currently on and not over yet. Enjoy the show…

While PAC deals with accounts, JPC deals with accountability and governance. Under Lok Sabha Rules, PAC cannot call a Minister, much less the Prime Minister. Prime Minister's offer therefore, has no meaning."

While the PM may have made what he describes as "an unprecedented offer" to answer questions from the PAC, the rule book for Parliament needs the Speaker to sanction any summons for any minister. And for the PM, the rules will have to be amended by the Parliament's General Purpose Committee.

New Delhi: Are there cracks emerging in the BJP over the 2G spectrum scam probe? While senior BJP leader Murli Manohar Joshi, who heads the Public Accounts Committee (PAC), said on Monday that the committee is perfectly capable of probing the 2G scam, party leader Sushma Swaraj later slammed it, saying the Joint Parliamentary Committee (JPC) has more teeth.

In its steadfast campaign against the Prime Minister, the BJP has been insisting that his offer on the 2G scam is well out of line. Dr Manmohan Singh wrote on Monday to reiterate what he announced in a speech last week - that he is willing to appear before the PAC to explain the A-Z of the 2G controversy.

The BJP - also in a repeat move from last week - says that's not good enough, because the PAC by definition has a limited mandate. What it wants instead is a wider scope of inquiry conducted by a JPC.

Except that Joshi declared on Monday that the PAC's investigation need not be a limited one. Joshi said that the committee can extend its scrutiny all the way back to 2001- when the BJP-led NDA was in power.


He also stressed that the PAC is not consigned to tackling only what's covered in the report on the 2G scam by the government's auditor - a fact his party has used to justify its demand for a JPC.

Later in the day, Leader of the Opposition in the Lok Sabha, Sushma Swaraj, told the world via twitter why the BJP had been demanding a JPC and why it is not satisfied with a Public Accounts Committee. Her post on Twitter said, "Under the Lok Sabha Rules, the PAC cannot call a minister, much less the Prime Minister. Prime Minister's offer, therefore, has no meaning. The scope of PAC is totally different from that of JPC. While PAC deals with accounts, JPC deals with accountability and governance."

But even as Joshi's out-of-party-line comments raise the BJP's eyebrows, there's another complication. While the PM may have made what he describes as "an unprecedented offer" to answer questions from the PAC, the rule book for Parliament needs the Speaker to sanction any summons for any minister. And for the PM, the rules will have to be amended by the Parliament's General Purpose Committee.

The technicalities could be the motive for the PAC's reserved response to the PM's letter. "We will take an appropriate decision at an appropriate time," said Joshi.

But meanwhile, within the PAC, the Congress and the DMK have begun contesting the Rs. 1.76 lakh crore price tag that the government's auditor has put on the 2G scam. The same report also said that it was A Raja who deliberately undervalued spectrum in 2008 to virtually gift mobile licences to companies that weren't eligible for them. That thesis led to a dramatic exit from government for Raja, who is a prominent DMK leader.

With the Congress and DMK using their presence on the PAC to challenge the government's auditor, the BJP will increasingly have to rely on its man, Joshi, to keep the pressure on the government. Its insistence on a JPC contradicts his vision for his committee. And that could provide a much needed diversion for the Congress.

If India has to grow and become a developed country, it has to put a cork on corruption of such a magnitude, imagine 40 billion USD looted in a single scam - entire GDP (nominal) of Sri Lanka!

This is the only chance to unseat firangee and make her flee along with her stealth scamster kids. JPC is the sharpest tool ever to unmask her. She is the Robert Clive in the making. If JPC is a pass this time, please remember the adage - golden oppurtunity does not come twice.

Man Mohan Singh who is synonymous with finance, is letting India go to gutter by not doing anything either on whopping fiscal deficit of India which is going to hit trillion USD in five years time, from here onwards. And that would be a real disaster. Last time we took a refuge in Bank of England by pawning our gold. What shall we do this time? What ya gonna do, when they come for you?

Alas! my motherland is being bled with 1000 cuts from masked looters to Maoists to Mujahids!

The politicsparty site has a post up where the writer points to a tussle between MM Joshi and Advani (+Sushma) within the BJP. Joshi would become a hero for anti-Congress forces if MMS resigns because of something the PAC finds, hence the speculation of a split in the BJP camp.

Communications and IT Minister Kapil Sibal’s attempt to educate his Congress party’s Delhi MLAs and MPs on the 2G spectrum scam has left them more confused than enlightened.

The Minister briefed the Congress MLAs and MPs from Delhi on the spectrum scam on Tuesday at the residence of CM Sheila Dikshit. At the briefing, Sibal tried explaining — though in vain — that 2G was not a scam, rather “just an opinion” of the Comptroller and Auditor General (CAG) of India. Sibal also advised the MPs and MLAs, much to their dismay, to hold public meetings in their constituencies and spread this message to counter the Opposition’s onslaught on the scam.

Reacting to Sibal’s tutoring, a Congress MLA said that he failed to understand why Sibal sahib was educating Delhi MLAs as they have nothing to do with the scam and, more importantly, “who among the public will believe us?”

“The entire exercise will portray as if the Congress is defending tainted DMK leader A Raja. There is no need to defend the scam as the party was not directly involved in it. People have already realised that A Raja was involved in the scam. If we defend it, message would go out that the party is defending Raja,” the MLA said.

“If the party leaders really wanted to educate MLAs, they should have been briefed on the controversy and allegations related to the Commonwealth Games projects, executed by Delhi Government,” said another Congress MLA.

“Sibal claimed that 2G spectrum allocations did not amount to a scam. But who will believe us? People are no fools. His theory would be hard to sell to aam admi,” said another Congress leader. Sibal tried convincing the MLAs that CAG report was an “opinion based on facts”. The Minister said, “The CAG report talks about presumptive loss, it does not talk about actual loss right…but it does not talk about revenue generated.”

The “clarification” made it more difficult for the MLAs to sift between “presumptive loss” and “actual loss”. He said the party workers should confront the BJP propaganda “aggressively”.

According to sources, Rajya Sabha MP Dr Karan Singh, who was also present at the session, was apprehensive that it would be difficult to educate people and party workers at this stage. “It is too late. Who will trust us if we say it is not a scam?” Singh asked, adding that the Rajiv Gandhi Government had fallen on the Rs 65-crore Bofors scandal. South Delhi MP Ramesh Kumar was the only other parliamentarian to attend the session. In all, 31 Congress MLAs — including six Ministers — were present. The “briefing” lasted about an hour.

MLAs Naseeb Singh, Harishankar Gupta and Kanwar Karan Singh asked why the Government had rejected the Opposition’s demand to constitute a JPC to probe the scam. Because investigating agencies were already probing the matter, the Minister replied. “The Government has already instituted an investigation by a retired Supreme Court judge on this issue, so the demand for JPC is invalid,” Sibal said, adding that JPC was not an investigating agency. Congress MLA Naseeb Singh wanted to know how could the PAC, which can probe the audit objections on the year 2009-10, investigate the telecom licences since 2001.

The Union Minister added to the confusion by claiming that the Congress had not played any role in allocating the Telecom portfolio to Raja. This assertion left the MLAs aghast, and they kept asking how could a portfolio be allocated without approval from the Prime Minister and party leadership. “Who would buy this argument?” asked an MLA.

When Delhi Jal Board vice-chairman Ramakant Goswami asked how they should counter the Nira Radia tapes controversy, the Minister asserted that the Congress had nothing to do with the controversy. He “assured” the Congress MLAs and MPs that he would soon challenge the Opposition BJP on scam with fact and figures.

Intervening in the discussion, Chief Minister Sheila Dikshit asked Sibal to provide printed documents so that the MLAs could “convincingly” educate party workers and other people of Delhi.

Radia nexus: KG Balakrishnan in more trouble
KOCHI: More trouble is brewing for former CJI K G Balakrishnan as the alleged links of his family members with the now infamous corporate lobbyist Niira Radia are being revealed.

The controversial corporate connections are mentioned in the complaint filed by Delhi-based journalist Dr M Furquan before the Vice- President’s office on May 4, 2010. The complaint said that Balakrishnan’s son Pradeep had mediated with Dubaibased NRI businessman Yusuf Ali for settling the legal battle between Mukesh Ambani-owned Reliance Industries Limited (RIL) and Anil Ambani-owned Reliance Natural Resources Ltd (RNRL) over Krishna Godavari (KG) basin gas supply.

Furquan contended that “Pradeep, who is a practising advocate in the Supreme Court, visited Dubai seven times for mediating with the NRI businessman in connection with the disputed”.

The three-and-a-half-year battle between the Ambani brothers ended when the Supreme Court on May 7, 2010 delivered a verdict favouring the stand taken by the RIL.

This verdict was what Niira Radia was referring to in her conversations, including that with Vir Singhvi.


The complaint also pointed out the alleged role played by the former CJI in granting relief to CPM leader Pinarayi Vijayan in the sensational SNC-Lavalin case.

“Justice K G Balakrishnan has fast-tracked the SNCLavalin case due to pressure exerted on him by his family members, who are very friendly with Pinarayi Vijayan,” the complaint said.

It said, “the PM’s Principal Secretary T K A Nair, who is also Chairman of the Kerala State Industrial Development Corporation, and Christy Fernandes, who is the secretary to the President, have jointly met up with the Chief Justice for influencing him in favour of Pinarayi Vijayan with whom both of them are very friendly.” Furquan also contended that “mining tycoon Janardhana Reddy has met the CJI’s son-in-law P V Sreenijin in Kochi seeking his help in getting the CJI go soft on cases in which the Reddy brothers are embroiled.
so ex-CJI is open-ended no holds barred corrupt person.

The whole point is getting the message across that a corrupt government is not tolerable. MMS, by quitting will set a clear precedent which anyone who comes later will have added pressure to deal with or at the very least actively prevent his immediate cabinet minsters from indulging into corruption.

Not unless a clear message goes that that there has to be a cost paid personally by those who were involved in this scam by going to jail and professionally by this government falling.

Sibal must have some financial stake in this scam as well.

^ The sadder part is that the bar for corruption has been raised and now we don't even care about corruption of few 11 crores here or there.
The last bastion of morality "The honorable SC" is now under the radar of corruption.

There must be someway of kicking out scum for any part of Public life under extreme circumstances else we wait for 5 years to kick out Govt while rest of the corrupt crowd JPB-etc. just keeps feeding on this corpse called morality and ethics.

Nearly one month, the Parliament is stalled, (150 crores lost out of 350 crores budgeted for the entire year) and the audacity of Congress - opposition is responsible - despite being responsible for mother of all the Indian scams (2G)......

Against the backdrop of unease in BJP over pursuance of 2G probe by Parliament's Public Accounts Committee, its Chairman M M Joshi today associated himself with his party's demand for JPC into the issue of corruption during UPA-II, saying he was "fully committed" to it.

In a statement issued a day after his reported meeting with BJP President Nitin Gadkari, Joshi sought to clear doubts in his party by saying that the PAC would be looking into only the aspect of accountability in public spending with regard to 2G spectrum allocation.

"The PAC has a constitutional jurisdiction and its function is well laid out. It shall function within its purview and within the rules and procedure of the Parliament. It shall make sure that every paisa of public money is well accounted for," Joshi said.

He noted that the PAC does not deal just with the Telecom Ministry but analyses every report of the CAG dealing with the various ministries.

After a meeting between Lok Sabha Speaker Meira Kumar and party leaders, the BJP today said it was "firm" and "clear" on its demand for a JPC probe into the 2G spectrum scam and that the responsibility of finding a way out of the impasse lies with the government.

"BJP's position is that we are asking for a JPC. We are clear and we are firm on our demand for a JPC," party spokesperson Nirmala Sitharaman said.

Pressed further about Kumar expressing hope after the meeting that a way out would be found soon, Sitharaman said: "Definitely, our hope is this too (that a way is found out). The government should do some deep thinking and find a way out."

I have never actually undersstood why the PAC probe by MMJ is being taken to mean that he is not in favour of the JPC. Also the determination of MMJ to conduct the probe and the determination to discharge his duty as the head of the PAC is in no way in contravention of the oppositions demand for the JPC.

The kangress is trying desperately along with the media to shift attention from 2G scam. Hence the "saffron terror" thing , so called rift in BJP due to MMJ as head of PAC investigating it etc.
The focus however does not seem to shift from 2G. Expect some more dramatic arrests, revelations on "saffron terror"

^^ Even now after MMJ cleared it up, they (TOI/IE/HT/Outlook) are projecting as if Gadkari arm twisted MMJ to accept this. There are new attacks on Gadkari about his son's wedding.

I have a feeling that may be a lot of journalists are also involved in the scam along with Rajamata.

TOIlet's last hope. Joshi spoiling BJP's plans. The corrupt media is doing its best to use even a single word from any one in BJP and magnifying it billion times to create doubts about BJP in people's eyes. This is their last hope so that the 2G scammers (Sonia"JI" and Rahul"JI") go scot free.

People who take themselves rather seriously don't often realise just how vulnerable they are to being sold their own self-image. The fine line separating an assured bearing from being stuffy is not easy to tread, particularly for those steeped in a gratifying lore.

At a recent meeting of the Public Accounts Committee (PAC), held under the shadow of a controversy over BJP veteran M M Joshi defying his party on a Joint Parliamentary Committee (JPC) on the 2G scam, the leader was at his solemn best. If there was a sense of occasion, Joshi was surely aware of it.
The unlikely proposition of Joshi being sponsored by Congress as a repository of parliamentary virtue would make the most trusting soul smell a rat. But not Joshi. Intellectual vanity, alongwith a fierce resentment at being passed over for leadership roles that went to perceived inferiors, have fed a desire for revenge and recognition.

It is hardly a surprise that having got an opening with Joshi's ambivalence over rejecting Prime Minister Manmohan Singh's offer to appear before the PAC in spite of Opposition members on the committee arguing the rules did not permit this, the Congress is repeatedly expressing the earnest hope that the BJP man will uphold constitutional propriety.
He was once media's No.1 enemy for saffronising education whatever that means. They pin every hope of saving the ITALIAN"JI"s in 2G scam.
