Whoever expected SIMI to die out? Only people who think that organizations are born self-sufficiently - somewhat like the immaculate conception - and has no basis in ideological frameworks and institutions. Since the societal basis, the institutional and ideological basis has not been damaged - why should not the SIMI resurface and reinvent itself?

It is FCRA, not FERA. FERA was repealed in 2000 and replaced with FEMA. FEMA's purpose is to deal with foreign exchange, primarily NRIs/PIOs/ityadi. FCRA is about foreign contributions to NGOs and voluntary organizations in India. If you are an NGO, you have to report through FCRA, does nt count under FEMA (that is what I think happens). If you muddle up the two, you will look at the wrong source of cashflow.What about the issue of foreign money being pumped in to fund religious conversions?
We have checked this aspect as well. If foreign money had come in, it would have been under the purview of the Foreign Exchange Regulation Act, and there is no such instance. Small sums have come in and these have not been misused. It has been used for the betterment of hospitals and educational institutions.

Bangalore district alone has received Rs. 669.76 crores making it no. 2 such district in India after Madras (p. 5), mostly by Christian organizations (p. 26, 29), Karnataka is no. 4 in the list of states (p. 16). Rs. 91.95 crore was received by Action Aid, Karnataka making it no. 4 in the list (p. 31). Yes, small change indeed.

Not to down play the threat. But this is not some thing new. It was known to the Intelligence agencies and the state Special branch folks that SIMI is re-grouping in new avatars. There were numerous other reports which quoted the police agencies which said that SIMI activists are now trying their tricks through other front organisations. A "study class" which was conducted at Panayikulam, Ekm Rural Dt., a camp which was held at Vagamon hills etc., were all noted down by the state police. Received an internal email a few days ago about my company being on a high alert during the days when the World Cup matches will be hosted at Wankhade.
It was based on their communications with Maharashtra Police and other security agencies. I am quite sure Maha Police has sent this communication out to all the major offices in the city.

We have had a discussion on EJ activities in the garb of service during Kandhamal days.
Many people argued that one should not only appreciate the service done by EJs but welcome them. They used to remark at yindooism's "lack of" service culture because they didnt see it as prevalent as EJ service programs.
If a religious sect is allowed to convert in the name of or thru service the what is the difference between them and say CPC in china. Dont we hear the same logic from the chink drones who say party and communism are good for china because it offers service (economic of cource...)?

The International Cricket Council (ICC) Cricket World Cup 2011 is scheduled to be held from 19 February to 2 April in India, Sri Lanka and Bangladesh. The tournament will comprise 49 matches held at 13 different venues and will be contested by the national teams of Australia, Bangladesh, Canada, England, India, Ireland, Kenya, Netherlands, New Zealand, Pakistan, South Africa, Sri Lanka, the West Indies and Zimbabwe.

Comment and Analysis
The high-profile nature of the event and the significant presence of foreign spectators mean that heightened security measures on a par with those of other high-profile sporting events held peacefully in India during 2010, including the Commonwealth Games and the Hockey World Cup, will be implemented in the host cities. Militant groups will view the event as an attractive target given the media attention it will receive, while political interest groups may also seek to exploit for domestic benefit the international profile of the tournament. Security will be tight at all match venues and hotels hosting players and officials, as well as at locations popular with foreign visitors in host cities. Security measures on match days are likely to exacerbate traffic congestion, particularly in the vicinity of match venues and hotels where players and officials are staying. There is a risk of scuffles between the security forces and people queueing up to buy tickets outside stadiums hosting matches; one such incident was reported on 24 February outside the M Chinnaswamy Stadium. Foreign business travellers who find themselves in the vicinity of such scuffles face a risk of incidental exposure to violence.
The matches are also expected to attract a significant amount of spectators, which in turn is likely to lead to an increased demand for hotel accommodation and transport options in the host cities. The potential also exists for delays at the following airports, which serve host cities, ahead of and on match days: Chennai International Airport (MAA); Sardar Vallabhbhai Patel International Airport (AMD, Ahmedabad (Gujarat)); Dr Babasaheb Ambedkar International Airport (NAG, Nagpur); Indira Gandhi International Airport (DEL, Delhi); Netaji Subhas Chandra Bose International Airport (CCU, Kolkata); Bengaluru International Airport (BLR); Chandigarh Airport (IXC); and Chhatrapati Shivaji International Airport (BOM, Mumbai). Given the heavy security presence at match venues and airports, attacks on ‘soft' targets such as markets, restaurants, bars and public transport facilities, are considered comparatively more likely than militant operations targeting well-guarded, high-profile locations.
Failings in intelligence-gathering and crisis response identified in the wake of the November 2008 terrorist attacks in Mumbai have not entirely been resolved. However, security assessments indicate that small-scale or relatively crude attacks are more likely than a co-ordinated operation such as the 2008 incident in Mumbai; the February 2010 bombing of the German Bakery restaurant in Pune (Maharashtra), a September 2010 shooting in Delhi in which two Taiwanese tourists were injured and a deadly bombing in December of a religious site in the city of Varanasi (Uttar Pradesh state) are recent examples of this approach. Attacks on sporting events are also not unheard of; in April 2010, two explosions outside an Indian Premier League cricket match at the M Chinnaswamy Stadium injured 16 people. An ambush of the touring Sri Lankan international cricket team in Lahore (Pakistan) in March 2009 also raised concerns about terrorists targeting international sporting events in South Asia.
Travel Advice
Normal travel can continue.
Travellers are advised to allow additional time for journeys when ICC World Cup matches are scheduled in their city; wherever possible, plan routes that avoid the vicinity of match venues to minimise inconvenience.
Allow additional time for airport check-in and security procedures during the tournament.
There is a credible risk of terrorist attack by militant separatist, Islamist extremist and communal groups. Potential targets include public transport, religious sites, busy unsecured areas such as market places, government and military buildings and personnel, and venues where the Indian social elite and Westerners are known to congregate. Small-scale attacks targeting locals are more likely than large-scale attacks, or attacks that directly target foreigners. Personnel should remain alert to their surroundings, and report any suspicious activity or suspect packages to the authorities.

Purulia Case report in the independent
The Purulia arms drop, as the operation became known, was the subject of a two-year trial at the end of which Bleach and the crew, five ethnic Russians from Latvia, were convicted and jailed for life. Years later, all six were freed after pressure from the Russian and British governments.
The case was closed with the mystery of who the arms were intended for still intact: the man at the heart of the operation, a Dane who went by the name of Kim Davy and who had been spirited away before Bleach and the crew were arrested, has been living in Copenhagen all these years. Now the Indian government is fighting to extradite him to India to stand trial. If they succeed – we will find out in the next few weeks – one of the most puzzling mysteries of recent times may finally be solved.

IB, RAW job aspirants lack 'intelligence': Report
In a worrisome trend, researchers have found that candidates with less or poor general aptitude are getting attracted to jobs in the Intelligence Bureau and the Research and Analysis Wing (RAW) among other agencies and suggested changes in selection procedures
Citing examples, a researcher requesting anonymity said a candidate identified Hyderabad as the capital of Karnataka instead of Bangalore while facing such an interview. Another candidate could hardly speak a sentence when asked to brief on the situation in Kashmir and cross-border infiltration.This, according to the report, is a "tail-end" syndrome which is attracting aspirants with less marks in the civil services exams to the country's intelligence agencies.

^^ I thought it was the trend, that people who get rejected 2nd round or during interview civil services are are given option in RAW..beside the seperate exam. But how did this guy even reach interview stage..is there no exam ?

^^^All poppycock stuff..The "intelligence" level of RAW/IB would be as much or as less as the average police/army officer being recruited..
RAW: staffed exlusievely by "deputationists"..People from various other services - Army, IPS etc get deputed, some of them get "absorbed" as RAS officers, some prefer to go back to their parent cadre. RAW used to also have direct recruitments into RAS earlier, but has been stopped now AFAIK.
IB: staffed exclusively by IPS deputaionists at the senior levels...Have a permanent cadre at the junior levels..

There is direct recruitment to RAS , even now. UPSC interviewees are not the only source that much I can tell you.. Though both IB and RAW are still staffed by deputation . It is for the first time that a RAS officer ( Sanjeev Thripathy1973 batch IPS absorbed in RAS) has been made head of RAW, a significant move . India is home to 160 million Muslims, the third-largest such concentration within a state's boundaries (after Indonesia and Pakistan). As in many developing countries, where ethnic minorities tend to perform relatively poorly in post-colonial environments, India's Muslims declined from a middle-tier economic position at the time of the country's independence in 1947 to the bottom of the ladder over the subsequent six decades
The reason for their decline is the same as for ethnic minorities in peer countries (including, by the way, Christians in Egypt) - discrimination by the state (acknowledged, in India's case, even in official reports) started the process. This included undue police harassment, discrimination in hiring for government jobs and reduced allocations of development funds for Muslim-majority areas. This was followed by social stigmatization that is political, cultural and economic. It led ultimately to the formation of ghetto societies from which Muslim Indians have been largely unable to escape (again, a fact acknowledged in Indian government reports).
Mostly, ethnic discrimination is a feature of authoritarian societies. That discrimination against Muslims occurred in democratic India is remarkable, a denial of justice on the tacit grounds that - though citizens - they are subject to different rules. Despite repeated efforts by Muslims to participate in civil society as citizens of the Indian state - high voter-turnout rates in elections, investing their meager resources in education - the reality is that Muslims have failed to progress socioeconomically and to gain either a civic identity or political power within the context of a secular, democratic state. Instead, they are identified in the average Indian mind as those favoring a theocratic state, a position from which they are unable to gather any momentum to escape the ghetto.
Authoritarian Muslim societies like Mubarak's Egypt allowed India's rulers to ignore the declining state of its Muslims with the false argument that Muslims did not know how to prosper in a free society. These lies are now exposed.

My opinion is that India is oblidged only to respond to Indians and not to qualified Indians. Author should make up his mind about the identity / identification. This is beside the fact that 1/3 of Indian land had been given to Muslim causes in 47 so the rest can work on promoting Indian interests .

I would not bet on the resolution. It could not have taken place without sections of the rashtra helping it. If the rashtra helped it it could not have been genuinely to help any other group than sections of Maoists, Islamists or Christianist separatists. Lashkar Plot to Attack Cricket Stadiums Unearthed
Intelligence agencies of the Union government have unearthed a suspected Lashkar-e-Taiba (LeT) conspiracy to attack one or more venues of the ongoing World Cup cricket matches in India. Specific inputs have been communicated to Tamil Nadu and other States, where the matches are to be played.
Sources in the Ministry of Home Affairs told The Hindu on Monday that inputs received through “sensitive channels” indicated that in October 2010, the Pakistan-based LeT cadre, Zaibuddin Ansari, or his associates researched information pertaining to explosive chemical substances and the stadiums where the 2011 World Cup matches were to be played.
The suspects allegedly analysed eight cricket stadiums in India, including the Sardar Patel Stadium in Ahmedabad, Chinnaswamy Stadium in Bangalore and M.A. Chidambaram Stadium at Chepauk in Chennai, the sources said.
“We have been given an alert that Ansari and his associates researched the composition for chemicals known to be used in explosives, including ammonium nitrate, ammonium nitrate fuel oil and pentaerythritol tetranirate (PETN). They seem to have showed more interest in the manufacture of lead styphnate, which is used in the manufacture of different nitro compounds in explosives,” a senior police officer said. Intelligence agencies sent copies of dossiers containing the photographs and profiles of notorious and absconding extremist elements to enable the law enforcement agencies to keep a watch during the matches.
About the security arrangements in Chennai, where matches have been scheduled for March 17 and 20, Commissioner of Police T. Rajendran said the police had intensified anti-sabotage checks. “We will have strict access control. Vehicles mounted with speed-dome cameras would be stationed on all roads leading to the stadium. The police have insisted that vehicle passes should have the registration numbers mentioned,” he said.
Mr. Rajendran said a special team conducted surprise checks in lodges, mansions and guesthouses at Triplicane, near the match venue. “Adequate security arrangements are being made at the hotels where the players would stay. Vehicle-checks and night patrolling have been intensified. Special emphasis is on providing security along the perimeters of the stadium,” he said.

linkAHMEDABAD: There are no lights at the Indo-Pak border in Kutch district. For the last three years, a stretch of 203 km of the Indo-Pak border has been fitted with floodlights to check illegal infiltration.
Ironically, three years have passed since the lights were installed but these are yet to be switched on. Inspector general of BSF A K Sinha said: "The project has been completed with financial grant from the central government. We have little to do in this project. Now, the CPWD (Central Public Works Department) has to take over operations."
The reason is more political than technical - the state and central governments cannot come to a consensus on who should foot the electricity bill.
"Some three years back, the government took the decision to put up barbed wire fencing along the border. Then came the requirement for lights for better security. Floodlights were fitted in the 203 km that has been fenced. This is to ensure that security personnel can see for a greater distance in the night and are able to stop infiltration," said a source in the state government. Paschim Gujarat Vij Company Limited (PGVCL) was assigned the task for setting up infrastructure of power lines. The company has fitted the lights and set up a 66 KW unmanned power substation. But, that too is now plunged in darkness.
"It was a tough task for us since we had to set up this critical infrastructure in a coastal line. In different phases we completed the task for this unmanned substation. The next phase of the project about commissioning of substation and floodlights has to be completed by central PWD and BSF authorities," said PGVCL chief engineer Jagdish Parekh.
Government sources, however, say that the financial concerns have stalled the project from being taken any further. "Both the governments cannot decide on who will foot the electricity bill," said the source.

The wisdom is that everything has a monetary price, and any such incident of course can be compensated for by the promise of potential development, and surely we must have seen that people have still voted the government back to power even after supposed atrocities! [This is of course only applicable to UPA led state governments and central gov. The same logic is not legitimate for non-Congress states in general - i.e., for those states, it is fascistic grip on state machinery whoch ensure non-Congress govs returning to power].

Army told to reconvene court of inquiry on Purohit
In a major setback to the army’s efforts to dismiss Malegaon terror attack accused Lt Col Shrikant Prasad Purohit, the Armed Forces Tribunal (AFT) Wednesday asked for the Court of Inquiry (COI) to be reconvened as it suffered “from the vice of irregularity”.
Army Rule 180 stipulates that the military personnel, whose reputations are being questioned by the COI, has to be present when witness statements are being recorded and he or she should be given an opportunity to cross examine them.
Purohit, 39, had said in his plea: “The COI makes an investigation into the criminal offense punishable with jail sentence. Therefore, the mandatory character of Rule 180 cannot be ignored while holding a court martial.”

There are no specific reports to suggest that rebels in the North East were offered sale of surface to air missiles by agents who were working on behalf of Chinese intelligence agencies. However, there have been inputs suggesting visit of some leaders of insurgent groups in the North Eastern region to China on several occasions, with the objective to establish rapport with Chinese authorities to facilitate procurement of arms and ammunition from arms agents in that country. The armoury being acquired from China by the insurgent groups is being smuggled through Thailand and Sino-Myanmar border to the North Eastern States. The acquisition of arms is facilitated by the easy availability of weapons in the Sino-Myanmar border towns like Tengchong, Ruili and Yingjiang in Yunnan province.
India has to shed its inhibitions on not supporting seccessionist movements in pandaland covertly.This was stated by the Minister of State in the Ministry of Home Affairs, Shri Mullappally Ramachandran in written reply to a question in the Rajya Sabha today.

Apparently, 'moral high ground' we've taken is more necessity than virtue driven. We don't have enough ammo against dlagon yet, apparently. Not stepping on the gas in covert ops against TSP is entirely our own myopia, though.

Shashadhar is Chhatradhar's brother and was running PCPA, the front organization of the maoists in Jangal Mahal, Singur and elsewhere. Good riddance, but the fight is still on as PCPA has Trinamool support.
