PMO initiates probe into shoddy NTRO UAV deal
Sources said the PMO took the action after CAG submitted its report on the functioning of the technical intelligence wing of NTRO, which works directly under the National Security Advisor. However, according to highly placed sources, the PMO is yet to decide whether to table the CAG report in Parliament. The report was submitted to the President in the second week of February.
Sources told The Pioneer that the PMO had asked NTRO to explain the manipulation of the approval of Cabinet Committee on Security (CCS) in the purchase UAVs, which are presently defunct.

Lok Sabha Speaker Meira Kumar has returned the controversial report on the 2G scam that Public Accounts Committee chairman and Bharatiya Janata Party MP Murli Manohar Joshi had submitted to her at the end of his previous tenure on April 30 last.
Joshi’s report on the alleged scam in the 2007 allocation of 2G spectrum had been sharply critical about Prime Minister Manmohan Singh, his office and the then finance minister P Chidambaram. It had come also down heavily on former telecom minister A Raja.
Congress MPs on the PAC welcomed the decision of the Speaker and said it vindicated their stand that the report had no legal validity because 11 of the 21 members of the committee had rejected it.
The report had been caught in a dispute as a majority of the PAC members—mostly from the Congress and DMK—had raised strong objections to its content.
Joshi, however, had maintained that the recording of votes by the dissenting members of the PAC had been illegal and invalid as the rule book had no provision for rejecting the report.
Parliamentary rules, however, stipulate that a committee report can be tabled in both Houses only after it is approved by the panel that prepared the document

"The matter is over. There is a new committee now and it will discuss other issues," a Congress MP on the panel said. Congress sources said the Speaker had rejected the report on procedural grounds, pointing out that a majority had not adopted the report. With the report being sent back, the committee has a choice to consider the issue again if a majority of members present and voting agree with the move.
The controversial report, submitted by Joshi a day before his previous term as chairman ended on April 30, had scathing remarks on Prime Minister's Office, Home Minister P Chidambaram and former telecom minister A Raja. The party would obviously not want to revisit the issue and expose itself to more embarrassment .

In case people were wondering why onlee Reliance was successful in discovering big gas fields. DGHC shenanigans are also part of the same scam. There is deliberate policy to keep Indian dependence on foreign energy sources and manipulations. Hence, the issue isnt about auctioning blocs to the pvt sector..It is about making sure that contracts entered into are properly enforced and the regulation is done competently..On both these grounds, there were vested intersts at play favouring Reliance...

SC judge recuses in Kani’s bail case

The bail petition of DMK MP Kanimozhi will be heard on Monday by a bench headed by Justice G.S. Singhvi, who is monitoring the 2G scam case, after Justice P. Sathasivam, scheduled to sit as head of a vacation bench from June 20, recused from the hearing.
Highly-placed sources in the Supreme Court administration said Justice Sathasivam expressed his desire not to take up Ms Kanimozhi’s bail case.
Though no specific explanation was given, the reason apparently was that Justice Sathasivam belongs to Tamil Nadu and had served as a judge for a long time in the Madras high court. He had also practised as a lawyer in the Madras high court earlier.

Well, the KG basin discovery was even formally announced in the early 80s. I had myself seen news reports. In fact there was even a foreign oil consultant who had then said that the Godavari (offshore) was floating on a sea of oil. The problem was only technology. The seas were rough and oil/gas was found only in exceptionally deep water. ONGC neither had the technology nor were oil majors interested in partnering with the ONGC then. They still don't. ONGC gave up after about a decade or so of developing it themselves.
In time, deepwater drilling technology became suficiently diffused among foreign contractors and it was one such, Niko to be precise, that came forward to partner Reliance when the field was thrown open for bidding by private parties under the NELP rounds. So there is no conspiracy here.

9Years ago,on a medical camp,held at Barmer,we visited the oil refinery operated by Cairn.Employee posted there told us how ONGC declared there was no oil in the region and shortly afterwards,Cairn got the drilling job.Now they extract our own oil and sell us at a premium.......Wonder who made ONGC give that declaration.

The full implications of the Pranab Mukherjee "bugging affair" cannot be understood unless it is linked to the ill-conceived and mysteriously-ordered post-midnight police attack on Ramdev's peaceful satyagrahis in Ramlila Maidan earlier this month. And both events taken together suggest that a crew of cut-throats is taking a captain-less UPA ship in choppy waters rapidly down.
Hints of the monitoring of Pranab Mukherjee's conversations were carried in a www.newsinsight.net commentary called "Ulcers & the Congress" dated 2 February 2011. While Pranab Mukherjee may have his own reasons to downplay the bugging incident now, it has been known in top government and Congress party circles for a time that he had a showdown on the subject with a rival cabinet minister.
In February when this magazine and this writer broadly hinted that the finance minister's conversations had been tapped, it was insinuated that prime minister Manmohan Singh indirectly had ordered it. This now appears not to be true at all. The PM was as much in the dark about the bugging of Pranab Mukherjee as he was uninformed about the Ramlila Maidan police attack on 4-5 June. Both were, in a manner of speaking, rogue operations without Union cabinet or other authoritative clearances.
When the prime minister is not in control of his government and scandalous things happen, what is left to say?
The Pranab Mukherjee bugging affair probably had its roots in the 2G scam and Nira Radia investigations. That there was bugging of the finance minister's offices is not in doubt. Don't for a moment believe the Intelligence Bureau that chewing gum rather than sticking plaster to embed tiny listening devices was found strewn in the minister's office chambers. The point of the bugging, or at least part of it, was to figure what Pranab was up to in the matter of the exploding scams, including 2G.
The big question at that time was, and remains, as to who leaked the Nira Radia tapes. The needle of suspicion pointed to a senior minister. At any rate, that has been the thinking at top levels in the Congress party. The bugging could have been done to implicate/ embarrass Pranab in one way or another.
But on hindsight, it appears more and more to have been a rogue operation. It was not directed by the PMO. Certainly, Manmohan Singh had no hand in it. Talk persists in Congress circles that the PM was behind the bugging, but this writer does not believe it. Manmohan Singh must accept blame for the present powerlessness of his office and for heading India's most corrupt government. But he is essentially a decent and harmless man. The bugging of Pranab Mukherjee reveals rivalry and vindictiveness, traits that don't fit with the PM's character.
This writer would assume that the PM was ignorant about the electronic surveillance of Pranab Mukherjee as he was kept out of the loop in the matter of the Ramlila attack. Under pressure, Manmohan Singh owned up to the police crackdown, calling it "inevitable but unfortunate". According to some officials, the PMO got to know about the crackdown at four in the morning, at least three hours after the first lathi-charge and teargassing of Ramdev's satyagrahis.
So the natural question is, if the PM did not order the police crackdown, who did? And with the Pranab Mukherjee bugging affair, a second question follows. If Manmohan Singh did not ask for monitoring of his finance minister, under whose orders was it done? Don't expect the answers to come soon, or ever.
But this much can be figured. There are buccaneers at the helm, and they ultimately threaten to sink you and me.

However, the timeline shows(see page one of this thread) that Radia tapes leaks occured in Nov 2010. Pranab Mukherjee's letter to PM asking for investigation was dated Sept 2010. So by then the bugs were already taken down. So something else was going on.

home Minister P. Chidambaram in 2008 advised [or, to quote the exact word, "explained" to] former Telecom Minister A. Raja on how to brief the press over the controversial sale of shares to foreign companies by two new licensees of 2G spectrum, Unitech and Swan.
Both telecom companies were named in the CBI chargesheet filed in April this year. It was found that besides being unduly favoured in the issuing of licences, these companies also allegedly benefited from the policy allowing 74% FDI in the telecom sector.
Chidambaram's assistance to Raja in explaining the dilution of shares of these two companies is at variance with his stand distancing himself from issues related to the 2G case.
These facts form part of a letter written by Raja to Prime Minister Manmohan Singh in November 2008. Raja had put many facts on record in a series of letters to the Prime Minister that are being examined by the Public Accounts Committee and many of which will form the mainstay of Raja's defence that he had not acted alone in the 2G spectrum allocation and related decisions.
Raja wrote this letter, D.O.No.450/M(C&IT)/VIP/2008, to the Prime Minister on 7 November 2008 (picture given). He also enclosed a brief press note that Raja issued at the press conference the same day. The letter was acknowledged as received by the Prime Minister.
A. Raja’s letter to PM
According to this letter, on 4 November 2008, Raja was "advised" by the Prime Minister at a meeting, which was also attended by the then Finance Minister Chidambaram, to hold a press conference to explain "the policy and rules" being adopted for spectrum allotment.
Raja refers to meeting the Prime Minister "along with Hon'ble Finance Minister in connection with 3G spectrum auction and one time spectrum charges for 2G."
"During the discussion, you (the Prime Minister) have advised me to meet the press to explain the policy and rules being adopted in granting new licenses and spectrum allotment in accordance with the TRAI recommendations," Raja's letter states.
"Accordingly, I addressed the issues in the press conference today (7.11.2008) and explained the related issues including dilution of shares, as explained by the Finance Minister, of M/s Swan and M/s Unitech who are the new licensees."
The brief note issued by Raja at the press conference that day justified the dilution of shares in these companies as "infusion of FDI into the country" and argued that the question of "windfall gain or for that matter, any gain for the promoters does not arise."
The press conference was being held in the wake of the announcement in October 2008 that Norway's Telenor was taking over 60% of Unitech's telecom unit Unitech Wireless for Rs 6,120 cr. Earlier in September, UAE's Etisalat had finalized a deal for 45% of Swan Telecom.
"Regarding sale of shares by Swan and Unitech, it is clarified that the foreign companies have entered into agreement to subscribe to the new equity shares of the company," it was stated in Raja's press note. "No share of the founding promoters of the companies have been sold. Hence, the question of windfall gain or for that matter any gain for the promoters does not arise."
"In case of Swan, Rs 3500 crores approx. is proposed to be inducted into the company. Similarly, in case of Unitech, Rs 6000 crore approx. shall be inducted by the foreign partners in the company," the note said. "This is as per FDI policy of the government and these transactions are going to result in infusion of above FDI into the country," it adds.
"These funds in the company will be utilised for establishment of network including infrastructure. It is clarified," the press note states, "that it is necessary for such licensees to seek technical, managerial and financial support from suitable collaborators in order to successfully comply with license conditions which involves telecommunication operations."
It added, "The valuations being quoted are 'post-money' — it reflects the value of the funds applied to the business and not the value of the licence or spectrum."
"This matter has been discussed and clarified with the Finance Minister," the note stated.
The Sunday Guardian had sent a questionnaire to P. Chidambaram on 16 June 2011 for his reaction to these revelations. The answers are still awaited.
Raja's defence in the 2G case is expected to focus on the limited nature of his role in these decisions.
Says Manu Sharma, Raja's advocate, "Raja's role was over when the LOIs were signed and spectrum was allocated. He had no control over the promoters." Stressing that Raja is being unfairly "singled out" in the entire case, Sharma added, "We have always maintained that all the decisions were taken collectively."
