MALAPPURAM: Kerala Police have decided to blacklist Free Gaza Movement co-founder and globally-known advocate of the Palestinian cause Paul Larudee, who was taken into custody from Tirur in Malappuram district on Saturday night, for violating visa norms in India. On Sunday evening, police issued a "quit India" notice to the American human rights activist, asking him to leave India as early as possible. If blacklisted, Larudee can never visit India again.
After police received information that Larudee, who has been in India since last three days on a tourist visa, was to attend a conference of Student Islamic Organisation at Tirur, a police team led by Malappuram SP K Sethuraman reached the venue took him into custody. The police team took Larudee into custody soon after he finished his speech on 'Youth and Arab Spring'. Larudee was the chief guest at the conference.

Has the UPA Government covertly given foreign missionaries a free hand to proselytise and convert ‘heathens’ in India? Persons seeking passport services in November 2012 were startled to discover that, without any discussion in Parliament or in public, the UPA Government has quietly relaxed restrictions on the entry and stay of foreign missionaries coming to the country. These restrictions were enforced on the recommendations of the Niyogi Commission, appointed to investigate the activities of missionaries in Madhya Pradesh, which submitted its report to the Union Government in 1956.
This backdoor act has set alarm bells ringing in many quarters. The news is true. The missionary visa is issued to those going to India “for a religious purpose”. It takes up to three months to process, and the duration of stay is decided by the Government of India, which means it is open to discretion!
A visit to the passport office website and visa service clearly states, at Item 17: Missionary Visa: Visa to foreign missionaries, other than those holding ‘No objection to return to India Endorsements’, are granted only after clearance by concerned Ministry/ Department in India.
This is further clarified in Item 24: Registration: Foreigners entering India on Student visa, Employment visa, Research visa, Missionary visa valid for more than 180 days are required to get themselves registered with the concerned Foreigners Registration Office within 14 days of their arrival in India. Foreigners holding any other type of visa valid for more than 180 days do not require registration if the period of their stay in India on each visit is less than 180 days. However, they must register themselves within 180 days of arrival if the period of their continuous stay exceeds 180 days. It is also learnt that the Government has decided to end the requirement for Protected Area Permit (PAP) needed by foreigners visiting Manipur, Mizoram and Nagaland, three States where the Church is well entrenched since the colonial era, and where the missionaries want to expand the separatist agenda.
It is pertinent that the website of the Ministry of Home Affairs does not mention the ‘Missionary Visa’ at all. Nor does the Foreigners Regional Registration Office (FRRO) where foreigners must register themselves if staying beyond 180 days, mention the Missionary visa. This is revealed only in the passport section, and is thus not known to the public at large, but word would have been spread through the international network of the church. The consular services of the Indian missions abroad would have received instructions regarding the processing of Missionary visa.
The creation of a special category of visa for missionaries may legitimately be considered as official patronage for Christian conversions in India. This violates the constitutional provision that the state would have no religion, and would treat all citizens as equal without discrimination on grounds of caste, religion, gender, or any other reason. The missionary visa in effect makes India a country where the state – or at least the regime of the day – has declared Christianity as a state-promoted and favoured religion, which has to be privileged even in violation of the Constitution and the nation’s foundational ethos.
Hitherto, foreign missionaries have entered India by the back door, on tourist visas, and have been deported if caught preaching or proselytizing, as this is contrary to the stated objectives of their visa. Foreigners who joined the missionary-directed protests at Kudankulam nuclear plant were also rounded up and swiftly deported on grounds of violating their visa protocol.
Now, however, the Indian Government is offering a carte blanche for foreign missionaries to undertake conversion activities with impunity. All that the various church denominations have to do is ensure a regular stream of padris to avail of the Missionary visas on continuous basis, and thus the respective churches can have an unending supply of foreign missionaries to enthrall their target audiences. This is bound to ensure higher funding of Indian missions by foreign agencies engaged in proselytisation.
It is truly astonishing that despite so many brutal experiences with missionaries, most notably in the north eastern states and Orissa, where two respected sadhus, Swami Shanti Kali and Swami Laxmanananda, were gunned down with AK-47 rifles for resisting conversions, not to mention the painful legacy of the Goa Inquisition, the UPA sees fit to encourage missionaries to descend upon India and convert vulnerable groups. Politically, the entry of foreign missionaries also has the potential to destabilize the districts and state where missionaries operate, as has been seen in several places.
The missionary visa is nothing but a blatant attack on India’s foundational ethos, civilisational integrity, and Hindu community which is the target of missionary machinations. It assaults the fundamental right of the Hindu community not to be trespassed upon by evangelists and to practice their native faith in peace and dignity.
In sharp contrast to its solicitude towards Christian missionaries, the UPA’s attitude towards the Hindu community is best gauged from the attempt to impose the draconian Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill, 2011.
One wonders if the haste to encourage missionaries to descend upon India has anything to do with the well known rejection of Christianity in large parts of the Western world

Kerala Congress Govt fights with Karnataka on the issue of its notorious Maudany
There is a dangerous 'Justice for Maudany (or Madani)' movement in Kerala. There is a competitive demand among the political parties in that state for 'saving' Maudany.The State government would seek another detailed report on People’s Democratic Party (PDP) leader Abdul Nasir Maudany’s health from the Karnataka government.
Briefing reporters after a high-level meeting held here on Monday to discuss what more should be done to ensure proper medical care for the PDP leader, Chief Minister Oommen Chandy said he would take up the issue with Karnataka Chief Minister Jagadish Shettar when he meets him on January 3 to discuss the row over the ban on night travel through the Bandipur National Park.
The meeting, convened at the instance of the PDP leadership, was attended by Home Minister Thiruvanchoor Radhakrishnan, Revenue Minster Adoor Prakash, Health Minister V.S. Sivakumar, besides medical experts. The experts were of the view that on the face of it, the PDP leader was being provided appropriate medical care. Karnataka, the Chief Minister pointed out, had sent a detailed report on the medical care being provided to Mr. Maudany stating that this was the best in the country.
Mr. Chandy said the government had decided to look into the matter afresh as the PDP leadership had not found Karnataka government’s report satisfactory. The government would examine their views and see how best it could ensure the best medical care for Mr. Maudany, he said.

Malappuram Dt, parts of Kozhikode Dt. were hot beds of Islamic terrorism for quite some time. The first riots happened in the early 1800s. And it seems there were sporadic riots even after that. The most widely reported one was the 1921 riots, which also saw the most heavy repurcussions. I have been reading one book after another on this riot. One thing I could consistenly make out was that all authors do accept that religious atrocities were commited (with Hindus being the victims, plus a few Christians also added in)*. Did not notice that, but would double check. The names which come up often are Thomas who was the District Collector and Executive Magistrate for Kozhikode Dt (of British Malabar), and that of Hitchcock who was the District Superindent of Police. He was the person who raised the Malabar Special Police. There are references to Connolly (who laid the Connolly water canals) another Dist. Collector who was killed by Mopillah fanatics earlier. Abdul Nazir Maudany, the jailed People’s Democratic Party leader from Kerala, is a victim of the witch-hunt by Bharatiya Janata Party, Communist Party of India (Marxist) Polit Bureau member M.A. Baby said.
Mr. Maudany has been charged under various sections of the Unlawful Activities Prevention Act in connection with the Bangalore serial blasts case and has been in judicial custody since August 2010. Speaking to The Hindu after visiting the ailing PDP leader at the Parappana Agrahara Central Jail here on Wednesday, Mr. Baby said there is a massive conspiracy behind charging Mr. Maudany of abetting terrorist activities.
He referred to an expose by a magazine whose investigations showed that some of the evidence presented by the Karnataka police was fabricated. “Instead of countering the findings of the magazine, the Karnataka government and the police have initiated criminal proceedings against the reporter,” he said.
Mr. Baby also sought to highlight the PDP leader’s failing health, saying, “I found him to be very weak.” Mr. Maudany’s right leg, which was amputated after a failed assassination bid by an alleged RSS activist in 1992, is causing him excruciating pain, Mr. Baby said.
He added that Mr. Maudany is diabetic and rapidly losing his sight. “That was not the case when he was first arrested by the [Karnataka] police. Who is responsible for his present condition?” he sought to know. He said Mr. Maudany’s nose was badly inflamed. “This is a grave human rights violation,” he said calling for immediate medical attention for Mr. Maudany.
Mr. Baby said that the court had permitted Mr. Maudany to seek medical attention at his own expense, but had barred any of his family members from attending to him in hospital. “The man cannot even answer nature’s call without assistance. This order of the court is impractical,” he said.
Calling for special medical attention for Mr. Maudany, Mr. Baby also said that the Kerala government should take immediate steps to assist the incarcerated leader and coordinate with their counterparts in Karnataka.

Lok Sabha member and Indian Union Muslim League leader E.T. Mohammed Basheer also visited Mr. Maudany in jail on Wednesday. “His [health] situation is pathetic. He is almost completely blind. The medical report shows that his eyesight was lost due to lapses in treatment,” he said, addressing a press conference later. Mr. Basheer said he submitted memorandum to Chief Minister Jagadish Shettar and Governor H.R. Bhardwaj in this connection.

Kerala becoming a radical state has been discussed time and again. The latest incident to show how a section of the people are becoming radical involves an Intelligence Bureau probe into an incident in which prayers were held for 26/11 terrorist Ajmal Kasab who was hanged recently.
Before getting into the details of the probe conducted by the state IB, here is what happened. An imam at a Mosque at Trikkakara in Kerala had offered prayers for Ajmal Kasab two days after he had been hanged at the Yerawada jail in Pune.
The prayer was held for some dead persons and one of the names that figured in these prayers were that of Ajmal Kasab. The Committee of the Mosque immediately removed the imam from his job once the probe into the incident began.
The probe is on said an Intelligence Bureau official from Kerala. There were only a few persons who remained at the Mosque at the time this prayer was offered. It was obvious that the imam and some of the people did not want this to become an issue and hence they waited for many of the persons in the Mosque to leave before they could offer prayers to Ajmal Kasab.
There are very many radical elements spread across Kerala. While some genuinely hero worship the Pakistan based militants there are many others who spew communal hate due to political factors, the IB says. There have been incidents where cadres from the Kerala have joined the Lashkar-e-Tayiba in their fight at Kashmir.
What the IB tried to ascertain at first was whether this incident was in any ways connected to other incidents that had taken place in the past couple of years. When Osama Bin Laden was killed there were posters mourning his death. During the hate campaign that was launched leading to the Assam exodus there were some who were found to be part of it. There are regular training camps outside some Mosques in Kerala which have been found to be violent in nature.
Each of these are incidents which have been carried out by different individuals. Our probe does not reveal a dedicated outfit which is driving all these incidents. In this case it was the imam who chose to offer prayers suo motu and he was not guided by any group in particular. We have found such radicals who have tried to spread hate through their speeches. It is unfortunate that this imam chose to do so through a prayer in the Mosque. The idea was to instill a changed mindset and even though there were not many takers, he was still able to have at least 20 people in that Mosque listening to what he had to say and worse support his cause.
The IB says that they have asked people to report such incidents so that it could be nipped in the bud. These persons are trying to attract the younger generation and it has been found that in many cases that they have blindly followed what they say. We have not found any instances of Lashkar camps being opened up as a result of such a brain wash programme. However if this continues to take place more often, then we are playing with danger as the mind set is being changed.
The IB however points out that the situation is much better when compared to what it was two years back. The heat has been stepped up on such individuals who are trying to spread the message of hate. There was absolutely no debate or discussion in the wake of Ajaml Kasab’s hanging. However this imam chose to make it an issue and very subtly tried to convey the message urging support to such persons through a prayer.
However during the questioning of the imam it was revealed that he had no such intention. Prayers were being offered to many persons who had died. He got his punishment and now that he has died a prayer was offered. There is nothing more to it, the imam had said.
The Kerala police however said that it an anti national act as the person in question had waged a war against India We would like to ensure that a punishment is meted out. There is a need to act and also punish such persons so that it becomes a deterrent and the society at large does not change as a result of such actions, a Kerala police official who is part of the probe informed.

Why does Army MI Signals unit require MHA sanction? Also, do the "political snooping" activities of the IB and other state level units also go this route or they are without paper trail?During the last 90 days, most requests for surveillance came from the Intelligence Bureau, followed by the Narcotics Control Bureau, Directorate of Revenue Intelligence, Army's Signals Intelligence Directorate, State Intelligence units followed by Police Departments of Andhra Pradesh and Maharashtra.
Who approves the requests of RAW since it doesnt seem to figure here?

Since RAW is not tasked with any duties within the country (including counter espionage, for which IB has the mandate), it has no authority to request electronic surveillance within the country. That is the legal position.
