Pakistan targets border villages with mortar bombs, four injured
JAMMU: Pakistani Rangers today indulged in heavy firing and mortar shelling on five border outposts and some villages in Jammu district which left four persons injured, a day after a woman was killed in the ceasefire violations prompting India to lodge protest with Pakistan.
BSF troops retaliated "effectively" to the Pakistani firing which came ahead of Prime Minister Narendra Modi's scheduled visit to Jammu tomorrow.
They targeted five border outposts (BoPs) and some civilian areas in R S Pura and Tawi forward belts, he said adding that Pakistani Rangers fired 81 mm mortar shells around 0350 hours.
BSF officials said Pak Rangers have increased the arch of firing and shelling from Kanachak-Akhnoor sector to R S Pura sector now.
There have been nine ceasefire violations during July. A woman, Poli Devi, was killed and six others, including two BSF jawans, were injured yesterday

NEW DELHI: Pakistan has summoned the Indian envoy to Foreign Office in Islamabad claiming violation of its territory by an alleged Indian "spy" drone which was being used for aerial photography near the Line of Control (LoC).
High commissioner T C A Raghavan was called to the Foreign Office today, an official of Indian mission said.
The Indian Army and the Air Force denied any of their drones had crashed or been shot down while operating along the LoC.
"Some reports of a drone crash in PoK are being referred to. No drone or UAV crash of the Indian Army has taken place," said a senior officer.
CheersA news agency quoted "Unmanned Systems" editor of IHS Jane's International Defence Review Huw Williams saying a Pakistani military photo appeared to show the drone is a Chinese-made DJI Phantom 3.
"Due to its limited operating range - about 2km - if the Indian military is using the system it would most likely be for close reconnaissance or security work," Williams said.

Sending a strong message to Pakistan, Foreign Secretary S Jaishankar on Thursday said, "We remain committed to steps that contribute to peace on the border, but we will not let our guard down." "It should be clear that any unprovoked firing will be met with an effective and forceful response from our side," he said.
In a media briefing soon after Home Minister Rajnath Singh called an urgent meeting with External Affairs Minister Sushma Swaraj and Defence Minister Manohar Parrikar to review the overall situation in the wake of fresh ceasefire violations by Pakistan along the border in Jammu and Kashmir.
Talking about the alleged Indian drone that Pakistan claimed to have shot down, Jaishankar said, "The photograph of the drone suggests that it is not of Indian design."
Jaishankar also said that Pakistan violated ceasefire multiple times in the course of the last two days. He went on to add that Pakistan did not respond on the issue, despite India raising the problem several times.
The latest round of ceasefire violations come ahead of Prime Minister Narendra Modi's scheduled visit to Jammu Friday to attend the centenary celebrations of former state Finance Minister Girdhari Lal Dogra.

In the rubble of the emotional debates, charges, rejoinders, and rebuttals of Dr Ataur Rehman's departure from the HEC are lying certain abiding and real issues of higher education in Pakistan that no one wants to discuss. These issues are long-term, they are anchored in the past sixty years of educational policies of successive governments in Pakistan and they require thorough analysis. Even though they are not being discussed, one can find them buried under the rhetoric of what is being discussed.
It all started with ZA Bhutto, the architect of the new Pakistan who nationalised educational institutions (and much else) in a schizophrenic and frantic manner between 1972 and '74, precisely at a time when the entire world was moving towards free-market economy. His disastrous policies are the real source of many contemporary economic problems of Pakistan. But what he did to education stands out in the context of this column. He nationalised schools, colleges and universities. The nationalised educational institutions quickly lost whatever standards they had because the state had neither the knowhow nor the manpower to run educational institutions. But this was not all. Obsessed with getting quick results (and hence popularity), he set a trend that Dr Rehman was following when he was claiming to establish some 37 new universities.
This is how Bhutto did it : One fine morning, he went to Multan, and addressing a public rally, said, you want a university in Multan and here I announce the establishment of Bahauddin ZakariaUniversity. He did the same in Bahawalpur and Dera Ismail Khan. As a result, three new universities were set up in quick order at Multan, Bahawalpur and Dera Ismail Khan. Having made his announcements and having received his applause from the masses, Bhutto went on with his life and tasks, and the burden of actually establishing the universities was left to the officials of the ministry of education and the University Grants Commission. They, in turn, found a quick solution : they designed new boards and placed them where the boards of the colleges were previously standing. Thus, degree colleges in Multan, Bahawalpur, and Dera Ismail Khan overnight became universities. In due course of time, not even colleges could be found to convert to universities in certain remote areas, so the same fate fell to high schools. This is how quick universities could be established. All it needed was a board.

But since all of these questions require thinking, long-term planning, open discussions and a consultative process involving serious thinkers, intellectuals, and educators, anyone obsessed with quick fame and quick results cannot afford to even start such a process; hence, we have a succession of super-performers who are supposed to set everything right. And they come and actually announce the establishment of so many universities and so many scholarships because they are expected to do so. When they depart, they leave behind rubble and a wreck which no one wants to sort after a few days because the new head of the same institution needs to perform in the same manner : create new universities, send new students abroad, announce magical results.

About drone - Not too long ago (In this July) another drone crashed near the "working boundary" (source is a Pkai news paper) in Shakargarh sector, which was taken into custody by Pakistani security forces. The drone was operated by Pakistan Rangers, it was later clarified.

FWIW Here is a picture of that drone..The drone landed in a field in the Shakargarh area, causing confusion and panic among the locals of the area. Locals initially speculated that the drone was being used to spy on Pakistan since the district shares a border with India.
Rangers, who were later handed over the drone by locals, clarified that it was an experimental drone being tested by the Rangers.
