May not happen always, I feel. The cripped Ashwin Naik (brother of Amar Naik) spent a good number of years in Tihar Central Prison. He had very many death threats and and had moved into hiding in New Delhi area and got caught (for another crime). So I feel if the agencies really want to keep some one alive, they can still do it. New Delhi: Security of underworld don and India's most wanted terrorist Dawood Ibrahim has been enhanced in Pakistan after the arrest of his bete noire Chhota Rajan in Indonesia. Special commandos of the Pakistan Army have been deployed at Dawood's residences in Karachi and Islamabad where he has been living for more than two decades after the 1993 serial blasts in Mumbai, sources said quoting intelligence reports.
The Army commandos were deployed for the security of Dawood in the wake of the arrest of gangster Chhota Rajan in Bali on October 25. Rajan is expected to be brought to India in next few days after completion of his deportation formalities in Indonesia. Earlier on Monday, while being taken for questioning in Bali, Chhota Rajan told reporters that Dawood is in Pakistan under the protection of ISI.

Bangalore, Nov. 2: An associate of Chhota Shakeel facing a slew of cases that included a plot to kill L.K. Advani was hacked to death today along with a co-accused inside a Mangalore prison by suspected members of a rival gang.
Madoor Isubu - a long-time associate of Shakeel who is in detention in Indonesia and could be brought to India soon - was killed along with an accomplice, Ganesh Shetty, at breakfast time in Mangalore District Prison.
Rajan is a self styled patriotic don. He has been an important source of information for the Intelligence Bureau against the activities of Dawood Ibrahim. He is the one who is alleged to have provided the sharp shooters, Vicky Malhotra and Farad Tanesha to carry out a hit job against Dawood.
However these two shooters were arrested just ahead of D day by the Mumbai police. This took place in 2005 and the bitterness between Delhi and Mumbai has remained since over this and many other episodes.

If Rajan has really been a vital source of information for the IB, then he would be protected. Leaving him unprotected would send a bad precedent in all future cases and if the trust factor diminishes, then no one would come forward and provide information.

The row over the transfer of underworld don Chhota Rajan's case to the Central Bureau of Investigation (CBI) has now intensified with the leaders of various opposition parties stating that this move would demoralise the morale of the Mumbai Police.
NCP leader Nawab Malik criticised Maharashtra Chief Minister Devendra Fadnavis for not showing his confidence in the state police.
"The way Chief Minister of Maharashtra has taken the decision of transferring all cases to the CBI, first the Sheena Bora case and now the Chhota Rajan case, it is very unfortunate. This kind of action would demoralise the Mumbai Police," Malik told ANI.
"This is a shocking decision. This kind of non-confidence gesture in the Mumbai Police will result in a very havoc situation in the city," he added.
Meanwhile, the Congress Party said that that the Centre was putting a big question mark on the capability of the Mumbai Police with this decision.
"If the CBI will handle all the cases ranging from Sheena Bora to Chhota Rajan, then what will the police do? This act would demoralise the Mumbai police," Congress leader Sanjay Nirupam told ANI.
"The way all the cases of Chhota Rajan has been transferred to the CBI, I feel that the Centre is doing 'some other' work," he added.
Rajan, who was brought to New Delhi this morning in a special aircraft after being deported from Indonesia, is currently under the custody of the Central Bureau of Investigation (CBI) and Interpol.
In a surprise move, the Maharashtra Government has transferred all cases related to the gangster to the CBI.
Rajan is wanted for over 70 cases of murder, extortion and drug trafficking in Mumbai, the most prominent among them being the case related to the murder of journalist Jyotirmoy Dey and Pakmodia Street firing case.

When terrorists like Ajmal Kasab and Abu Jundal, or gangster Abu Salem were brought to Mumbai, the transnational crimes treaty was never invoked. Kasab was the lone terrorist captured alive and Jundal was the handler of the 26/11 terror attack; Salem, who was brought to India over a decade ago in November 2005, was wanted by the police forces of Bhopal, Hyderabad, Lucknow and Mumbai. These crimes were more transnational than those committed by Rajan.

Maharashtra's initial plan was to put Rajan on the next flight to Mumbai once he arrived in Delhi. However, National Security Advisor Ajit Doval seems to have stepped in and kept Rajan in Delhi.
The NSA and the Mumbai police have a history. In 2005, the Mumbai police landed in Delhi and intercepted a car to apprehend gangster Vicky Malhotra, Rajan's right hand man. In the car along with Malhotra was Doval, at that time recently retired as DIB (Director, Intelligence Bureau). Intelligence folklore has it that Doval was planning something big, but the Mumbai police spoiled it. Dawood Ibrahim's aide nabbed by Indian intelligence agencies on Indo-Nepal border
Delhi: In what can be said to be a big breakthrough for Indian intelligence agencies, the IB and R&AW have nabbed an aide of underworld don Dawood Ibrahim at the Indo-Nepal border.
The mafia don's aide, Abid Patel, was nabbed with the help of Nepal Police.
The man was nabbed with the help of Nepal Police and was allegedly responsible for gunning down of two BJP leaders in Gujarat's Bharuch district, as per PTI.
Abid Patel, brother of Javed Chikna, was nabbed when he was crossing over to Nepal, official sources said.
They said security agencies had been tracking his activities after his name surfaced in the conspiracy of the killing of the two BJP leaders.
The sleuths had information that he would be crossing over to Nepal from Bihar.
The central security agencies had taken their Nepalese counterparts into confidence and in a joint operation Abid was nabbed as he had entered into the Nepalese territory, the sources said.
He will be handed over to Gujarat Police, who will question him in connection with the murder case.
Two unidentified gunmen had shot dead former party president of Bharuch district and senior RSS member Shirish Bangali and the Bharuch district general secretary of BJP's youth wing Pragnesh Mistry on November 2.
Meanwhile, Dawood has bases in Pakistan though he keeps shifting his location from time to time, Lok Sabha was informed yesterday.
Inputs available from different agencies suggest that Dawood, a prime accused in the 1993 Mumbai serial blasts, has bases in Pakistan and keeps changing his location from time to time, Minister of State for Home Haribhai Parthibhai Chaudhary told the House.
He also said that India has from time to time been apprising Pakistani authorities of details concerning Dawood, including passports and his reported addresses in the neighbouring country, with the request that he be handed over for facing trial here for terrorist activities and other offences.
Earlier, Home Minister Rajnath Singh had told Parliament that the government would leave no stone unturned in bringing back Dawood.

Journalist bidding for Dawood property 'threatened
MUMBAI: Former journalist S Balakrishnan who would be bidding for one of the seven properties of underworld don Dawood Ibrahim Kaskar, on Saturday said he has been threatened by the don's aide Chhota Shakeel.
"I received an SMS from Shakeel. He said 'You are taking part in the auction. What happened to you? I hope you are okay'," Balakrishnan told PTI.
"This is their style of saying: keep off," he said.
"I am bidding on behalf of my NGO Desh Seva Samiti which works for child welfare and women's empowerment. We will run English speaking and computer training institute at the place. It will be named after great patriot Ashfaqullah Khan. He should be the role model for kids, not Dawood," he said.
"A man sitting in Pakistan cannot dictate terms to the country," he said.
On being asked whether he had informed the police about the SMS threat, Balakrishnan said he has not done so yet.
"The reserve price of the property is Rs 1.18 crore. We have some funds, we are trying to raise the balance," he said.
The property is situated at Pakmodia Street in South Mumbai, which is considered to be Dawood's den.
The auction for the property will be held on December 9 at Hotel Diplomat in Colaba.
"Seven listed properties of mobster Dawood Ibrahim are with the Competent Authority. The authority seizes the properties of accused in cases under Narcotics and Smugglers and Foreign Exchange Manipulators (Forfeiture of Properties) Act 1976. These properties are then put for auction," Balakrishnan said.
On Thursday, the former journalist visited Pakmodia Street for inspection of the property before the auction.
"It is a ground-plus-one floor structure," he added.

Dawood on UK asset freeze list with 4 Pakistan addresses
LONDON: Underworld don Dawood Ibrahim is the only "Indian national" on a newly updated list of financial sanctions by the UK that also includes Sikh terror groups.
Dawood, India's most wanted terrorist against whom an international arrest warrant has been issued, appears on the UK Treasury department's 'Consolidated List of Financial Sanctions Targets in the UK' updated on January 27 with four recorded addresses in Pakistan - all in Karachi.
"Dawood Ibrahim Kaskar" is recorded to have lived at: House No 37, 30th Street - defence, Housing Authority, Karachi, Pakistan; House no. 29, Margalla Road, F 6/2 Street no. 22, Karachi, Pakistan; Noorabad, Karachi, Pakistan (Palatial bungalow in the hilly area); and White House, Near Saudi Mosque, Clifton, Karachi, Pakistan.
The Mumbai-born gangster's nationality is listed as "Indian", with a recorded Indian passport, which was subsequently revoked by the government of India and then goes on to list a string of Indian and Pakistani passports acquired by him and misused.
"International arrest warrant issued by the Government of India. Also referred to as Hizrat," the listing, first made on November 7, 2003, concludes.
Dawood has time and again been reported to be based in Pakistan but Islamabad has denied his presence.
Financial sanctions in force in the UK could apply to individuals, entities and governments who may be resident in the UK or abroad.
The measures include prohibiting the transfer of funds to a sanctioned country and freezing the assets of a government, the corporate entities and residents of the target country to targeted asset freezes on individuals/entities.
Certain financial sanctions may also prohibit providing or performing other financial services, such as insurance, to designated individuals or governments.
It is a criminal offence to breach a financial sanction, without an appropriate licence or authorisation from the UK Treasury.
Organizations under the entities section on the updated January 2016 list include the likes of the Liberation Tigers of Tamil Eelam (LTTE), Khalistan Zindabad Force, International Sikh Youth Federation (ISYF), and Hizbul Mujahideen.

The details of Dawood Ibrahim's four passports issued by Pakistan is also included in the list along with his latest picture, travel papers of his wife Mehjabeen Shaikh, and the details of the passports of his entire family. The addresses of Dawood's location in Pakistan were all situated in Karachi. Britain has officially admitted that the 1993 Mumbai blasts accused is still living in Pakistan.
Since this revelation, India has suggested stricter sanctions against the Mumbai don, such as:
* Seizing of Dawood Ibrahim's properties.
* Sealing all the bank accounts of the D-Company which is still believed to be covertly in operation in India.
* Freezing of all the share holdings of the D-Company.

With this revelation comes the admission from the Pakistan parliamentary panel for External Affairs which advised the government not to actively support armed militant groups in the state. Pakistan has been repeatedly accused of holding to its womb a seething organisation of armed terrorist groups
Dawood Ibrahim's nephew Sohail Kaskar, 36, has been caught in the US for conspiring to commit narcoterrorism, provide material support to a foreign terrorist organization and unlawfully sell missile launching systems. The terrorist group is Colombia's FARC (Spanish acronym for Revolutionary Armed Forces of Colombia).
Sohail and two Pakistani nationals were arrested by the US's dreaded Drug Enforcement Administration (DEA) in December 2015 after extradition from Spain, but Dawood and his cronies used all their might and connections to supress the news to prevent Dawood's "international image" {What ? Image ?} from getting tarnished, sources said
Sohail, alias Ali Danish, is Dawood's deceased younger brother Noora's older son. Sources said Dawood has engaged a top lawyer for Sohail, who, if convicted, can face a maximum sentence of life in jail and a mandatory minim-um term of 25 years in prison.
The lawyer, Tom Keniff, is representing him in the Manhattan federal court, which charged him in December 2015 for supplying surface to-air missiles to FARC and for bringing drugs, mainly heroin, into the US from Pakistan.
An old associate of Dawood's gang said the wanted gangster is upset that Sohail went about his dealings without keeping him or other seniors in the loop. His nephew's arrest is a major "embarrassment" for Dawood, who, a source said, tried his best to keep Sohail at arm's length from the law.
Sohail and the Pakistani nationals, identified as Pirzada Hameed Chisti, alias Benny, and Abdul Wahab Chisti, alias Angel, were arrested in Spain in June 2014 on the request of the US government.
After extradition, they were taken into custody by the DEA's New York Organized Crime Drug Enforcement Strike Force.
According to the allegations contained in the indictment and the underlying complaint at the Manhattan court, from 2013 till the date of their arrests, the two Pakistani nationals and Sohail participated in a conspiracy to import heroin into the US, to distribute the drug, and to support FARC.
During meetings in Spain and elsewhere, the trio agreed to sell large quantities of heroin to individuals they believed were from FARC, but who in reality were undercover DEA agents. Sources said there is a tapped conversation in which Hameed Chisti can be heard forwarding Sohail's bank account information to an undercover DEA officer to facilitate payment for SAMs.
According to the indictment, in April 2014 the Chishtis arranged for the delivery of a kilogram of heroin to the undercover DEA agents in the Netherlands, for transport to the US. After enough proof, the Chishtis and Sohail were arrested.
