President Vladimir Putin says he’s shared Russian intelligence data on Islamic State financing with his G20 colleagues: the terrorists appear to be financed from 40 countries, including some G20 member states.
During the summit, “I provided examples based on our data on the financing of different Islamic State (IS, formerly ISIS/ISIL) units by private individuals. This money, as we have established, comes from 40 countries and, there are some of the G20 members among them,” Putin told the journalists.
Putin also spoke of the urgent need to curb the illegal oil trade by IS.
"I’ve shown our colleagues photos taken from space and from aircraft which clearly demonstrate the scale of the illegal trade in oil and petroleum products," he said.
“The motorcade of refueling vehicles stretched for dozens of kilometers, so that from a height of 4,000 to 5,000 meters they stretch beyond the horizon," Putin added, comparing the convoy to gas and oil pipeline systems.
It’s not the right time to try and figure out which country is more and which is less effective in the battle with Islamic State, as now a united international effort is needed against the terrorist group, Putin said.
Putin reiterated Russia’s readiness to support armed opposition in Syria in its efforts to fight Islamic State.
"Some armed opposition groups consider it possible to begin active operations against IS with Russia's support. And we are ready to provide such support from the air. If it happens it could become a good basis for the subsequent work on a political settlement,” he said.
“We really need support from the US, European nations, Saudi Arabia, Turkey, Iran,” the president added.
Putin pointed out the change in Washington’s stance on cooperation with Moscow in the fight against the terrorists.
"We need to organize work specifically concentrated on the prevention of terrorist attacks and tackling terrorism on a global scale. We offered to cooperate [with the US] in anti-IS efforts. Unfortunately, our American partners refused. They just sent a written note and it says: ‘we reject your offer’,” Putin said.
“But life is always evolving and at a very fast pace, often teaching us lessons. And I think that now the realization that an effective fight [against terror] can only be staged together is coming to everybody,” the Russian leader said.![]()
According to Putin, first of all it should be decided which groups in Syria can be considered terrorist organizations and which can be attributed to an armed, but still legitimate part of the Syrian opposition.
“Our efforts must be concentrated on the battle with terrorist organizations.”
Putin also disagreed with Western criticism of Russia’s actions in Syria, where the country has been carrying out a large-scale air campaign against Islamic State and other terror groups since September 30.
“It’s really difficult to criticize us,” he said, adding that Russia has repeatedly asked its foreign partners to provide data on terrorist targets in Syria.
“They’re afraid to inform us on the territories which we shouldn’t strike, fearing that it is precisely where we’ll strike; that we are going to cheat everybody,” the president said.
“Apparently, their opinion of us is based on their own concept of human decency,” he added.
Putin told the media that Russia has already established contact with the Syrian opposition, which has asked Moscow not carry out airstrikes in the territories it controls.

This coming after the special forces deployment announcement just a couple weeks ago. So, don't hold your breadth, given the pandemonium that is paraded as 'strategy', this can quickly change and US may deploy troops.

Rep. Tualsi Gabbard was on Wolf Blitzer just half an hour back. The woman has clear vision of how to deal with ISIS more so than the waffling sitting duck (charsima worn off due to frequent exposition on the TV) POTUS.

the syria govt has not been fighting ISIS dominated areas for a while - mainly its the other rebels who are pressed close in the west.

President François Hollande has used a highly-unusual address to both French parliaments to call on Russia and America to “unite our forces” in a coalition to destroy Isil, three days after Islamists killed 129 in France's worst ever terror attacks.
Shortly before he spoke on Monday, fighters from the Islamic State of Iraq and the Levant (Isil) released a video promising to repeat the Paris terror attack in Washington.
"We say to the states that take part in the crusader campaign that, by God, you will have a day, God willing, like France's,” said a a man dressed in fatigues and a turban, and identified in subtitles as Al Ghareeb the Algerian.
“And by God, as we struck France in the centre of its abode in Paris, then we swear that we will strike America at its centre in Washington."
And Mr Hollande, proposing extending France’s state of emergency for three months, told the politicians gathered at Versailles: “France is at war.”
He added: “It constitutes an attack on our country, its values, its youth, its way of life.”
In a sombre speech, ending in a rousing standing ovation, Mr Hollande said he would call on the UN Security Council to pass a new resolution to “destroy Daech (Isil)”, describing Syria as “the biggest terrorist factory the world has ever seen”.
He said he would meet US President Barack Obama and Vladimir Putin, the Russian leader, in the coming days to urge them to join forces in a “wide and single coalition” against Isil, saying that the international community had been “divided and incoherent” for too long.

Mr Hollande said that France’s Charles de Gaulle aircraft carrier would leave for the area on Thursday to “triple our action capabilities” and that more airstrikes – like those on Sunday that hit Raqqa - would be launched “in the coming weeks”
"We must combine our forces to achieve a result that is already too late in coming," he said.
France and other coalition allies had already launched air strikes on Isil-held territory, on Sunday night, in response to the Paris attacks.
The French defence ministry said 12 Rafale and Mirage jets based in the region dropped 20 bombs, including on the jihadists’ de facto capital Raqqa.
It claimed they had destroyed a training camp and munitions dump, among other targets.
The raid was the largest attack by the French since they joined the US-led coalition in Syria in September, after previously restricting themselves - like the RAF - to Iraq.
"There were at least 36 explosions overnight in Raqqa city, some caused by air strikes and some by weapons and explosives detonating after being hit," Rami Abdel Rahman, director of the Syrian Observatory for Human Rights, told AFP. "The blasts shook the entire city,"
Meanwhile, the Pentagon said the broader coalition expanded the nature of its targets, striking a lorry park containing 116 oil tankers apparently being used by Isil near Al-Bukamal, a town in eastern Syria.

And Mr Obama, speaking at the G20 in Turkey in a speech which coincided with Mr Hollande’s address, insisted that America was not shying away from tackling Isil, and angrily hit back at critics who accused him of inaction.

“Given the fact that there are enormous sacrifices involved in any military action, it's best that we don't shoot first and aim later,” he said, in a defensive speech, laden with cold anger.
“It's important for us to get the strategy right and the strategy that we are pursuing is the right one.”
He said that America could send in 50,000 troops to wipe out the murderous regime, but that would only provide a short-term solution.
Barack Obama said here on Monday that Washington is sharing intelligence and information faster with France in the aftermath of Paris terror attacks.
“We can retake territory. And as long as we leave our troops there, we can hold it,” he said. “But that does not solve the underlying problem of eliminating the dynamics that are producing these kinds of violent extremist groups.”
Mr Obama repeatedly stressed that defeating Isil would take time, and rejected accusations that he was dithering.
“If there was a swift and quick solution to this, I assure you that not just the United States, but France and Turkey and others who have been subject to these terrorist attacks would have implemented those strategies,” he said, adding that America’s weakening of al Qaeda was proof that he was not sitting back and letting jihadists roam free.
“Some of them seem to think that, if I was just more bellicose in expressing what we're doing, that that would make a difference,” he said. “Because that seems to be the only thing that they're doing, is talking as if they're tough.”
Mr Obama used his speech to call on other nations to do more in the coalition against Isil. But he did not specifically address Russia, which has positioned itself on the other side to America.
Mr Hollande, by contrast, was one of several leaders who suggested they were open to working more closely with Russia against Isil.
Mr Putin met Mr Obama on Sunday and David Cameron on Monday morning, on the sidelines of the G20 summit in Turkey.
Mr Putin, who has been heavily criticised for concentrating Russia’s aerial bombardment in Syria on non-Isil rebels, said a closer coalition was “indispensable”.
"I spoke about this at the United Nations,” he said. “The tragic events that followed have confirmed that we were right."

At about 21:40, an attacker detonated his suicide vest on the boulevard Voltaire, also in the 11th arrondissement, near place de la Nation.[8] He sat down in the Comptoir Voltaire cafe[72] and placed an order before detonating his suicide vest and killing himself. He said the key was reduce the size of territory over which Isis holds sway, and to intensify intelligence co-operation with the French.
He said he had ruled out the idea of putting as many as 50,000 troops on the ground or setting up safe havens. He said: “That would be a mistake, not because our military could not march into Mosul or Raqqa or Ramadi and temporarily clear out Isil, but because we would see a repetition of what we’ve seen before, which is if you do not have local populations that are committed to inclusive governance and who are pushing back against ideological extremes, that they resurface unless we’re prepared to have a permanent occupation of these countries.
“One of the challenges we have in this situation is that if you have a handful of people who don’t mind dying, they can kill a lot of people. That’s one of the challenges of terrorism. It’s not their sophistication or the particular weaponry that they possess, but it is the ideology they carry with them and their willingness to die.”

The United States and its coalition seem to be sparing the Islamic State organisation so that while it weakens Syrian President Bashar Assad, it can never take power in Syria, Russian Foreign Minister Sergei Lavrov said in an interview with the Vesti.doc programme on Rossiya-1 television on Tuesday.
"Analysis of the strikes delivered by the United States and its coalition at terrorist positions over the past year drives us to a conclusion that these were selective, I would say sparing, strikes and in the majority of cases spared those Islamic State groups that were capable of pressing the Syrian army," he said.
"It looks like a cat that wants to eat a fish but doesn’t want to wet its feet. They want the Islamic State to weaken Assad as soon as possible to force him to step down this or that way but they don’t want to see Islamic State strong enough to take power.".

The attacks may have included sea-launched cruise missiles and long-range bombers, the official said on condition of anonymity.
Russia gave the United States advanced warning of the attacks, the official said.
The announcement came after President Vladimir Putin vowed vengeance as Moscow confirmed that it was a bomb which brought down a Russian passenger jet over Egypt last month, killing all 224 people on board.
Putin pledged to ramp up Moscow's bombing campaign in Syria in response to the attack. But he but stopped short of blaming any one group.
