was truly scary. And - mind u, Reagan was not as bad as he was pictured, he was waay worse. His appointees were disasters. Edwin "if u r not guilty y would u b a suspect?" Meese as Attorney General, just as an example. Reagan was described as a "Potted Plant" president - same level of alertness, life etc. By 1982 the economy was deep in recession. Interest rates on Money Market Accts topped 15% (ah! those were the days but I had little money, I just had to pay 13% interest on my car). Home loans reached 21% IIRC but that was of no relevance to me then.
Result? Cold War ended. Economy zoomed. Raygun Reagan is now considered as one of the greatest POTUSes of all time. OTOH, Carter?
What was the difference? Carter was a micromanager with no particular competence in anything. He messed up anything he touched, with his indecision and plain poor grasp of history or facts (India nuclear relations for example, with his "Cold Hard Memo" comment). His PR claimed that he was a Nyookulear Ingineer, when the truth was that he flunked Calculus and Physics and Chemistry and dropped out of Engg School after 1 or 2 Quarters (fractions of the 1st year), and then joined the Navy and was maybe PLO (Permanent Latrine Orderly) on a nyookulear sub, since those were based out of Kings Bay in JawJuh, not far from his peanut farm. Maybe he did pass "Drownproofing' because his stayed up buoyant. So the ppl around him got disgusted, though he did his best to hire the worst (the pisko rabid case Zbgnieuw Brzezinski for instance).
Carter allowed the WHOTUS to degnerate into total chaos. Papparazzi ran riot all over him. Cartoonists had a great time. He was pillored in the media and his approval ratings tanked.
He was the one who actually started de-escalation of the Cold War with his "Detente" and his "SALT". Then the Soviets liberated Afghanistan. Once again, the SDOTUS f*cked America by not advising the POTUS that this was the best thing that could happen to US long-term interests - Soviets battling Islamic terrorists. Instead they went and backed the terrorists - leading to everything we see today. So yes, damn Carter for setting up the road to ISIS. The US should have just backed the Russians in A'stan and helped them crush radical Islam.
And then they stood with their thumbs up their backsides as the Shah of Iran, good friendly dictator to the US, was drummed out and replaced by the Khomeini Revolution, and in short order, the 444-Day Hostage Crisis. After dithering and dithering, Carter sent poorly-prepared Delta Force in, and that led to the SNAFU In the Iranian desert. Never even reached Teheran, they ran into each other and suffered big casualties and far worse laughter worldwide.
Unclassified reports now indicate that the Republicans made a deal with Khomeini's gang to **NOT** release the hostages until Reagan came to power.
Raygun Reagan OTOH had no such pretences. His lines were "Win One 4 Da Gipper!" or "there must be a pony in here somewhere!" or "where's da beef?" or "There ya go again!" Those 4 were used to run over/ ignore/ sneer at all attempts at rational discussion.
Because he was such a disaster in answering questions, the WHOTUS staff set up a simple rule: Press entered the WHOTUS ONLY BY INVITATION. Result: the media coverage improved dramatically. Write bad things, door to WHOTUS is shut, out goes your ranking at your news house, and out goes your pay and job.

The economy came up by itself, but he got credit. His rankings zoomed. He invaded Grenada, and shot down 2 Libyan Mig-23s, and bombed Tripoli, missing most things except Gaddafi's infant son. Nutcase brat Hinkley shot at Reagan. That spiked the sympathy vote, but the fact is that the WHOTUS now had to run itself. Departments learned to fend for themselves. Reagan set off Star Wars aka Strategic **DEFENSE** initiative, trashing the Anti-Ballistic Missile Treaty. He put Pershing Missiles in Europe, reducing warning time to like 30 seconds or less.
He named the Mobile Multiple Independent Reentry Warhead ICBM aka "Mx" the "PeaceMaker".
