As per plan, the Chinese are getting their own water, i.e building a desalination plant near Gwadar. Plus Gwadar is more like a district with the town being one part. A 300 MW power plant, accommodation and hospital are also planned. All on Chinese Govt expense. No Paki money or payback. Huge tax incentives too.

This is diplomatic down hill skiing in response to being diplomatic squeeze that India has initiated.

India needs to now incorporate military and economic pressures and put an end to their misery.

WASHINGTON: Diplomats from Afghanistan, India, and the United States met in New York on the margins of the United Nations in the first formal trilateral meeting aimed at overcoming Pakistan's selective blockade of landlocked Afghanistan.
''The meeting provided a forum for the US Government and the Government of India to explore ways to coordinate and align their assistance with the priorities of the Afghan government,'' a joint statement following the meeting said, amid reports that Pakistan has declined to allow Indian wheat supplies and other humanitarian aid overland to Afghanistan.
The blockade has angered Kabul+ , which has sought trade and transit routes to and from India through Pakistan. It has gone so far as to warn Islamabad that it can retaliate if that is not granted by restricting Pakistan's access to Central Asia.
The US, which essentially buys access to Afghanistan+ through Pakistan with aid (in the form of Coalition Support Funds and through multilateral agency), is trying to broker an agreement. But going beyond that the three sides are also looking at other options as Pakistan's belligerence and hostility has increased sharply in recent months. There have been frequent calls in Pakistan to stop US access even though the rent-extraction has proved to be profitable for the Pakistani establishment and its elites.
US detente with Iran over the past year is also opening up access to Afghanistan through Chabahar port in which India is heavily invested, enabling all three sides to circumvent Pakistan.
Chabahar has also diluted the importance of Gwadar port in Balochistan, only about 100 miles from Chabahar along the Makran coast, which Pakistan has placed its bet on hoping China will find it useful.
China, leery of unrest in Balochistan, has indicated it is happy to use both Chabahar and Gwadar.
While Pakistan becomes increasingly isolated despite periodic expressions of support from China highlighted only in the Pakistani media, Indian officials say Islamabad has developed a pathological fear of New Delhi's renewed strong ties with Afghanistan (and Iran). Pakistan questions why New Delhi is so close to Kabul even though the two countries do not share a border, forgetting that India and Afghanistan (and Iran) existed long before Pakistan was even a dream in its founders' eye......

NEW DELHI: Amid plummeting ties over the Kashmir unrest and Uri terror attack, India today did not rule out scrapping the Indus water treaty with Pakistan if it doesn't act against terror from its soil.
At a press briefing, Foreign Ministry spokesperson Vikas Swarup, when asked whether cancelling the Indus pact was an option, said: "Eventually any cooperative arrangement requires goodwill and cooperation on both sides."
When pressed for a more specific response, Mr Swarup said: "For any such treaty to work, it is important for mutual trust and cooperation. It cannot be a one-sided affair."
India and Pakistan signed the Indus Waters Treaty, brokered by the World Bank, in 1960.
According to this agreement, control over the three eastern rivers - the Beas, Ravi and Sutlej - was given to India and the three western rivers - the Indus, Chenab and Jhelum - went to Pakistan.
Under the treaty, India can use only 20 per cent of the water of the Indus, which flows through it first, for irrigation, transport and power generation.
If India were to cut off supply to Pakistan, it could cause major crisis in that country as a majority of its areas are dependent on Indus water.......

What happens if we stop water, and get off the Indus Water Treaty ? Internationally atleast ? What would be Pakistani response ? What would be the response of the Jaichands in our ranks?

Sharif’s Kashmir project hits diplomatic dead end

NEW DELHI: Nawaz Sharif 's Kashmir project has suffered a diplomatic check at the UN general assembly, with Pakistan failing to gather international support against India.

In fact, Pakistan's campaign against India's actions in the Kashmir valley over the past few months did have some effect internationally. India was forced to defend itself, specially as the unrest in the valley wore on and people continued to get killed. The Uri attack reversed all of that for Pakistan, which saw international support draining away as India's narrative of Pakistan-exported terror gained currency.

But it would be a mistake to believe Sharif overreached. Much has been made of a report that Sharif had to call and take directions from the other Sharif, army chief Raheel Sharif, before his UN speech. The Kashmir project is very close to Nawaz Sharif 's heart and he has been more proactive on this than on many other projects.

But the changed equations between his government and the army has meant that he could be following a script written by the Pakistani army. It is often forgotten that Nawaz Sharif was overthrown by the first army chief he appointed in 1993, Abdul Waheed Kakar, a relatively weak general who stepped into the shoes of Asif Nawaz Janjua when he died.

Later, Pervez Musharraf overthrew him as well. So, when tensions flared up between Nawaz and Raheel, especially over graft issues, and there was genuine danger of being overthrown again, the PM threw in the towel and accepted being the junior partner in what is essentially a very unequal relationship. Raheel now calls the shots in areas controlled by the army — like India, Afghanistan, the US and nuclear policies — and other areas as well. There will be no coup, Pakistani analysts in New Delhi said, but Nawaz Sharif is firmly under the army's control.

Given his corruption troubles, the PM may have little choice. The Uri attack, experts said, was exactly what the jihadi infrastructure would be enthused about. It puts paid to any chance of Pakistan and India normalising ties any time soon, but by keeping tensions on the India front high, it is a further control point for Raheel, who is due to retire in November. A new army chief will have to be appointed by Nawaz Sharif, who will doubtless be the other Sharif 's choice.

Meanwhile, the India relationship will have to be on hold for some time.

Uri tactical brilliance may or may not achieve Jernail Raheel Shareef's term extension - those weird posters appearing in Lahore requesting him to stage a coup was a trial balloon that didn't achieve that.

But Uri will also open the Khyber of diplomatic pressure and hands India casus belli, a welcome part of the Balochistan struggle.

OK, what the hell is going on in Mumbai?

MARCOS, Police ATS, Coast Guard personnel are apparently out in force, securing 14 locations and launching a manhunt for suspected terrorists.

NSG is said to have been "deployed", per Times Now.

The whole thing devolves around a report from two school children (9th-10th standard boy and girl) who apparently saw a group of men (different DDM reports say 4, 5, or 6 men) opposite INS Abhimanyu in Uran, Navi Mumbai, at around 6:30 AM. They were wearing "pathan suits" according to some reports and "burqas" according to others, and carrying "weapons". Still other reports say the school children overheard them talking in a "foreign language" and referring to "school" and "ONGC".

What I'm wondering about is, are all these obvious inconsistencies coming from simple shoddy journalism by the DDM? Or are they coming from the fact that the schoolchildren made up a story and can't stick to the details (often happens when you make something up and have to answer questions repeatedly, as the cops know).

Given the huge scale of the response, it could be that the cops who interviewed the school kids found something that convinced them this was no made-up story. OR it could be that the GOMH simply doesn't want to take any chances at this time. OTOH, it could be that there's no big anti-terror operation in progress at all, but DDM is ramping up the hysteria for TRP purposes at this tense time (I really would not put it past them).

The broader question is: do the Pakis REALLY think it would be a good idea to launch a 26/11 type op at just this time?

HEC shuts down 31 PhD, 26 MPhil programmes
ISLAMABAD: The Higher Education Commission (HEC) has shut down 31 PhD and 26 MPhil programmes in a number of universities across the country for failing to meet the minimum quality criteria required by the higher education watchdog.
The chairperson said that HEC stopped further intake in 56 PhD and 10 MPhil programmes in various institutions for the same reason
Besides, according to the report, minor deficiencies were found in 21 MPhil programmes and some in 195 PhD programmes.
The PhD programmes were closed of Iqra National University Peshawar, University of Agriculture Faisalabad, Bahauddin Zakaraiya University Multan, Beaconhouse National University Lahore, National Defence University Islamabad and others.

There must be credible intel input about an impending attack on Mumbai. Even NSG in Delhi has been put on stand by. So looks serious. Mumbai already has an NSG unit stationed there after 26/11. As far as whether Pakis can really do another 26/11 now, yes they can. May be Uri was just the first one in a series of attacks planned.

Girls story is consistent after multiple agencies talked to her. Matches the boys story of 20 mind earlier sighting.


National Security Guard (NSG) commandos flew in and joined the navy's Marcos commandos, Navi Mumbai policemen, Force One commandos and other security personnel in a combing operation. Nobody had been apprehended till late in the night.

At best could be a richard marcinko type red cell op to test security for vital installations.

At worst a paki team on the loose in mumbai now after being picked by local contacts and spreading misinfo about ongc while real target is elsewhere..could be 100s of km away in a truck now

I am having similar questions. Our esteemed RoyG and pankajs were discussing this on the previous page or two. I've also been following opinions espoused by Brahma Chellaney and Christine Fair on Twitter. Fair argues that we shouldn't pull out of IWT because (to paraphrase) it is an act of war (?!) and would hurt ordinary Pukis, thus tipping world opinion against us. Chellaney argues that there is no international law that prevents us from abrogating IWT. I' think I read Yashwant Sinha saying that pulling out would set a dangerous precedent that would then allow China to do similar things to us. Interesting that MEA is signaling that IWT could be on the table.

If our govt wants to start serious escalation and keep it confined to diplomacy, then what harm is there in abrogating the treaty, and not doing anything concrete beyond that for now?

I am curious why the government has not yet recalled our ambassador and sent Goatface Basit packing? that would be easy and show a certain level of strategic signaling.

The 300 bed hospital (mentioned elsewhere) interesting. Such a hospital can serve a population of 60 to 80,000 which would translate as a guestimate to about 20-30,000 expatriate families. Not trying to be sceptical but there are two possibilities. The Chinese often build ghost cities even in China with empty malls and facilities. A 300 bed hospital with no patients rapidly becomes a continuous drain on resources because at least 1000-1500 staff will be needed including maybe 80-100 doctors who will simply degenerate in their skills or get bored with no work unless they have a population come in with illnesses. Expensive equipment lying unused will still need maintenance and skilled staff will melt away

The problem with Yeshwant Sinha's logic is that our "goodness shown" towards Pakistan cannot guarantee that China will show us goodness, We have to work for our interests. If we stop Indus water we can still demand and dispute China's actions

Recently seen Pakis are giving total opposite statement of foreign dignitaries. first they gave false statement what happen with Karry which was clarified by Kerby three days later. Gave false statement of China which they clarified by Chinese spokwoman that there was no K discused. Also Italian ladies statement distorted.

Musharf signed a International treaty document giving guarantee that Pakis will not send any terrorist from its territory and pakis have brokent it then why we should not break a treaty which was good faith ?

Let them do whatever they can. India has a sovereign right to withdraw from this treaty. TSP cannot do any thing about it. If the TSP had the ability to enforce compliance it would be a separate matter. But they absolutely don't.

Actually we have not even used ie built storage for our share of the western rivers even under the treaty. But yes its good to abrogate it now. China will deal with us based on our strength not get into a fight for the pakis

India need not stop the water flow but just have to dispute the agreement enough for Pakis to come to negotiating table to have endless chai biskoot sessions to "resolve" water dispute instead of Kashmir.

Also note that in spite of Simla agreement clearly saying Kashmir is a bilateral problem, Pakis keep harping about implementing UN resolutions and try to bring in its 3.5 friends as a mediator.

That is what a normal nation would do. But Pakistan will cut off its own testicles to fornicate with India. China is fortunate to have such a partner as long as it can control Pakistan. In German there is an adjective, Dumm-Schlau that fits 140% in the case of Pakistan. India has the example of China and Brahmaputra, all that is needed is cojones, durchhaltevermögen and stop this giving out sweets at the border, for Allah's sake. Call them by their proper name: DUSMAN.

In Indus water treaty, India finds a powerful option against Pakistan
Despite being a lower riparian state, Pakistan has been granted exclusive rights of three Kashmir rivers, Indus, Jhelum and Chinab, in lieu of India controlling three eastern rivers, Beas, Ravi and Sutlej, all flowing from Punjab.

These rivers irrigate Pakistan's food bowl in East Punjab and Sindh provinces. The treaty, which braved two full-fledged wars of 1965 and 1971 and a limited Kargil war of 1999, has come under cloud with External Affairs Ministry spokesperson Vikas Swarup putting a question mark over its continuity. "There are differences over the treaty. For any such treaty to work, it is important that there must be mutual trust and cooperation. It can't be a one-sided affair," he said. Over the years, many analysts have been recommending review of this treaty in view of Pakistan's hostility towards India and more so because these three rivers are lifeline for southern Punjab regions, nursery of terror groups like the Lashkar-e-Taiba (LeT) and the Jaish-e-Muhammad (JeM).

"If Pakistan wishes to preserve the Indus treaty, despite its diminishing returns for India, it will have to strike a balance between its right to keep utilising the bulk of the river system's waters and a corresponding obligation (enshrined in international law) not to cause palpable harm to its co-riparian state by exporting terror," said noted analyst Brahma Chellaney. But another group of experts believe that International Tribunal will soon intervene to restore this treaty and also there is no way to lock or use water of these three rivers in Kashmir and they cannot be linked to any other river with mighty Pir Panchal mountains insulating them from rest of the country.

Substantial difference in what the Islamic Republic Pakistan says transpired in the meeting between Nawaz Sharif and Li Keqiang and what the Peoples Republic of China is admitting.

For starters “Official” statement by PRC Ministry of Foreign Affairs has no mention of Jammu and Kashmir. Focus of PRC Statement is devoted to advancing PRC Project and Infrastructure exports at a time of global economic slow-down under guise of China-Pakistan Economic Corrodor (CPEC). The Mohammadden Terrorist fomenting Islamic Republic of Pakistan is however claiming that PRC has expressed “concern regarding Indian atrocities in occupied Kashmir” (See Next quote).:

Seems “all-weather strategic cooperative partner” PRC does not on the record want to get embroiled in Jammu & Kashmir:

On the morning of September 21, 2016 local time, Premier Li Keqiang met at the hotel where he stayed in New York with Prime Minister Nawaz Sharif of Pakistan.

Li Keqiang expressed that as all-weather strategic cooperative partners, China and Pakistan always firmly support each other and share an unbreakable friendship. China is willing to, together with Pakistan, maintain close high-level exchanges, deepen all-round practical cooperation, and continuously strengthen coordination and cooperation in international and regional affairs, so as to inject new impetus into the constant development of bilateral relations.

Li Keqiang pointed out that at present, bilateral practical cooperation, with China-Pakistan economic corridor as the priority, has achieved positive progress. In the next stage, it is hoped that both sides can effectively implement the planning and construction of the corridor, speed up the construction of the Gwadar Port and its supporting facilities, encourage more enterprises to set up shop in the industrial park, and enhance cooperation in livelihood and public welfare programs in such areas as education, medical treatment, public health and drinking water, so as to make relevant outcomes benefit more regions and peoples of Pakistan. It is hoped that Pakistan can reinforce prevention on the security risk of the projects and continue to provide safety protection to the program construction and Chinese personnel in Pakistan.

Nawaz Sharif noted that Pakistan and China are solid friends and partners who firmly support each other. Bilateral relations now undergo rather smooth development, and cooperation in various fields has entered into a new stage. Cherishing the friendship between the two countries, Pakistan is devoted to advancing bilateral cooperation and glad to see positive progress from the construction of Pakistan-China economic corridor as well as the high efficiency of Chinese enterprises and their high-quality work in the construction of the project. Pakistan will actively advance the corridor construction and take measures to protect the safety of Chinese personnel engaged in the construction.

ISLAMABAD: Pakistani defence forces have made an operational plan ready to give a befitting response to any misadventure from war-mongering India and in case of a surgical strike from the enemy, even targets in India have been selected for an immediate quid pro quo. Defence sources said, “Pakistan is fully prepared to meet any military challenge from India. Our operational plan is ready, quid pro quo targets are finalised and forces have been dedicated,” a source said, adding that Pakistan would not digest any aggression from India.

These sources said, “India is well aware of our capabilities and also knows the fact that despite the Pakistan Army’s participation in internal security issues, a military balance is well maintained to meet any challenge from across the border.”

“Whether it is a Cold Start or hot pursuit, we are ready,” a defence source said when asked about India’s reported preparations to attack selected targets in Pakistan under the Cold Start war doctrine.

The defence sources said that neither will any air space violation nor will any ground attack be tolerated. In case of surgical attack from India, these sources said that Pakistan would immediately respond for which targets had already been set.

According to a source, in view of Pakistan’s defence capabilities and knowing well how Pakistan could respond, India might not get beyond the war hysteria it had created. The source said that there were reports that India might go for a terrorist attack in Balochistan through its proxies while using the Afghan soil.

Tensions between the neighbouring nuclear Pakistan and India have raised after the latter prematurely and without any evidence blamed the former for the recent Uri attack in occupied Kashmir in which 17 Indian forces personnel were killed.

Without holding any investigation into the attack, India pointed the finger at Pakistan. Such had been the irrational and irresponsible reaction of India that its leading Director General Military Operation (DGMO), who is a Lieutenant General, had announced that the attackers had Pakistani arms.

The Indian DGMO even went to the extent of saying that the Pakistan made AK-47 assault rifles were used in the attack whereas the fact remained that Pakistan does not manufacture AK-47.

However, to the embarrassment of India and its military, nothing has been found against Pakistan. New Delhi instead had to retract its earlier allegation that the arms used by the attackers were Pakistan made.

Many in Pakistan believe that Uri was Pathankot-like Indian false flag operation, which was aimed at targeting Pakistan and its efforts to highlight the Indian atrocities in Jammu and Kashmir at the UN General Assembly.

In the case of Pathankot Airbase attack, which was made a three-four day show to get the maximum world attention and use it against Pakistan, was only a few hours encounter. Like the Uri attack, Pakistan in the case was also blamed immediately but India failed to establish that the attackers entered from Pakistan.

Following the Pathankot incident, Pakistan sent its Joint Investigation Team, which was not given enough space to probe the matter. When inquired by the Pakistani JIT, the Indian authorities had indicated the place from where the assailants allegedly entered the base but Pakistan team was told that perimeter lights were also not functioning on the day of the incident.

The total duration of the JIT visit to the Pathankot base was of 55 minutes which seemed merely a walk through without any meaningful evidence collection. The Indians initially claimed that the attackers entered from Pakistan but no evidence was shared with the JIT.

What made things really suspicious was the claim by the Indian authorities that the attackers had crossed the border but the BSF Jawans were sleeping. Additionally, it was said that the electric fence on the border was out of order that night. To make things further doubtful, the attackers were said to have crossed the airbase walls with a single rope without a hook. Interestingly, the airbase perimeter lamps were also off despite a 28-hour early warning of an attack at Pathankot.

Ban Ki-moon was 'visibly shaken' to see evidences of IoK brutalities: Maleeha

NEW YORK/KARACHI: Pakistan's permanent representative to the United Nation (UN) Maleeha Lodhi Thursday said the UN Secretary General Ban Ki-moon was 'visibly shocked and shaken' to witness the pictures of Kashmiri women and children who suffered pellet wound in Indian-occupied Kashmir (IoK).

Speaking in Geo News' program 'Aaj Shahzaib Khanzada Kay Sath', Maleeha Lodhi said she was present at the meeting between Prime Minister Nawaz Sharif and the UN secretary general on the sidelines of the 71st UN General Assembly session.

"The prime minister had turned only two pages and the secretary general was visibly shocked and shaken to see pictures of the Kashmiri women and children with pellet wounds," she said.

The Pakistan envoy said OIC's human rights commission would soon send a fact-finding mission to the occupied Kashmir, as was discussed in PM-Erdogan meeting in New York.

Lodhi was confident that the efforts by the PM coupled with Pakistan powerful diplomatic campaign and the ground situation in IoK will help bring the facts before the world.

The UN seems to have ignored the’s histrionics. UN admits to receiving no dossier, no case of expressing shock at contents of said dossier or agree to become involved in Jammu & Kashmir as besseched by the Islamic Republic:

The Prime Minister handed over dossier of Indian state atrocities on the innocent Kashmiris to the UN Secretary General.

The Prime Minister showed to UN Secretary General the pictures of the innocent and defenceless people of Indian Occupied Jammu and Kashmir who have been victimized through brutal use of force and atrocities at the state level.

The UN Secretary General expressed his shock while seeing the pictures of the victims of pellet guns being used by Indian occupying forces.

The Prime Minister thanked UN Secretary General for his strong and supportive statements on the situation in Jammu and Kashmir. He apprised the UN Secretary General of the gross human rights violations being committed by India that have resulted in over 100 deaths and injured thousands, during the last seventy four days in the Indian occupied Kashmir. The indiscriminate use of pellet guns, which have blinded hundreds including women and children, is reflective of the inhuman and barbaric mindset of the Indian security forces.

The Prime Minister apprised Ban Ki Moon of the plight of the innocent Kashmiri people who have been victims of Indian brutalities that continue unabated. India also continues to resort to repressive measures such as curfews, incarceration of Kashmiri leaders and denial of medical treatment to the injured, especially those blinded and poisoned by pellet gunfire.

Prime Minister Muhammad Nawaz Sharif has addressed letters to the leadership of P-5 member states as well as the UN Secretary General to draw attention of the international community to the Kashmir situation and to call upon India to immediately end violence in the Valley. The Prime Minister also reiterated the imperative of an independent inquiry into the extra judicial killings and a UN fact finding mission to investigate the situation in occupied Kashmir.

A dossier was handed over to the UN Secretary General on human rights violations committed by India in Kashmir. The Prime Minister emphasized that India must be urged to abide by UN Security Council resolutions on Kashmir.

The UN Secretary General praised Pakistan for its prominent and active role in the United Nations and its contribution for peace and security in the world.
