About the radicalization of the Pakistani Army
As a person watching Pakistan for quite some time, I have recorded a series of data points that show the complete radicalization of the Pakistani armed forces, especially the Army. Let's start with the simplest things first, which we all know. The new motto of the Pakistani army given by Gen. Zia-ul-Haq in 1976 as soon as he became the COAS was, Iman-Taqwa-Jihad fi sabilillah (Faith, Fear of Allah, Jihad in the way of Allah) says it all. The Army’s weekly periodical is named Mujahid (Holy Warrior).
By his own admission, the then DG, ISI, Lt. Gen Mahmoud Ahmed admitted to a Rand Corp. analysts as far back as circa 2000, that 15 to 16% of the army officer corps were religious extremists . If 16% of Army officers were extremists sixteen years back, which itself should have been an estimate on the lower side for obvious reasons, one can imagine what the status should be today after Pakistan had gone through such an overt intensification of radicalism in the meanwhile. Then, one can imagine to what extent lower ranks would have been radicalized. I recall an eye-opening letter to the Editor’s column in The News dated October 26, 2009 by a retired Army Colonel which bemoans the rapid spreading of intolerance preaching madrassah in the Potohar region of Northern Punjab (Jhelum, Rawalpindi & Attock) which has been the traditional recruitment grounds for the Pakistani Army. I therefore estimate conservatively between 50-60% of officer ranks and 80-90% of lower ranks to be radical extremists in the Pakistani Army today.
The radicalization is further confirmed by the following two.
Firstly, in February 2011, when the Punjab Governor Salman Taseer was assassinated by his own police bodyguard for his stand on the Blasphemy Law, the COAS Gen. Kiyani refused to condemn it or even issue any condolence to the Taseer family. He confided to Western diplomats that there were too many religious fundamentalists in the Pakistani Army that such an overt sympathy might lead to disunity within the Army ranks.
Secondly, a US Embassy cable from Islamabad in March 2006, leaked by the WikiLeaks in c. 2011, reports a conversation in which Pakistan's then Deputy Chief of Air Staff for Operations, Air Vice Marshal (AVM) Khalid Chaudhry, saying that the airmen, most of whom came from rural villages, were being radicalised by extremist Islamic clerics. The cable quotes AVM Chaudhry as saying, "You can't imagine what a hard time we have trying to get to trim their beards."
That army officers would become wajib-ul-qitl is not an unfounded argument if we recall two specific and defining moments, both involving the famed SSG.
An officer of the elite SSG commandos blew himself up as a suicide bomber in the SSG headquarters mess in Tarbela killing several officers because he felt the SSG commando actions against the Lal Masjid in Islamabad was unIslamic.
Then, the pathetic fate of the Commanding Officer of the SSG itself. In c. 2008, Maj. Gen. Feisal Alavi, the ex CO of the SSG and a brother-in-law of Nobel Laureate V.S.Naipaul, had expressed fears that he might be eliminated by the Pakistani Army for exposing the nexus between certain Army Generals and the Taliban. True to his prediction, he was assassinated on November 19, 2008 and the Pakistani government promptly blamed the Taliban while the police later arrested Major Haroon Rashid for the act. Maj. Haroon Rashid had quit the army in protest against complete turn of the Musharraf government in its support for the Taliban in 2001 after the 9/11 incidents. His younger brother, a Captain in the Army, also quit in 2002 and joined the Taliban in Helmand.
Several Army officers, like the Rashid brothers above, after retiring from service or after expulsion for virulent anti-state activities or after deserting the military services, had openly associated themselves with the jihadi and terrorist organizations later on. The mastermind behind the October 10, 2009 storming of the Army’s GHQ at Rawalpindi was Dr. Usman (aka Muhammad Aqeel) of the Amjad Farooqui group of the TTP, a nursing-assistant-turned-deserter from the Paksitani Army Medical Corps.
These tips of the iceberg show the deep radicalization of the Pakistani armed forces.

A leading Pakistani daily on Wednesday asked the civilian and military establishment why action against JeM chief Masood Azhar and JuD's Hafiz Saeed was "danger" to the country's national security.
The strong editorial in The Nation, considered close to the government and military establishment, came as a prominent journalist, Cyril Almeida, of Dawn was banned+ from leaving Pakistan because of his front-page report on a rift between the military and the civilian government over the military's covert support to militant groups like the Haqqani network, Taliban and the LeT.
The editorial titled 'How to Lose Friends And Alienate People' said the government and the military instead of taking actions against Azhar and Saeed was lecturing the press.
Jaish-e-Mohammed (JeM) leader and Pathankot terror attack mastermind Azhar and Jamaat-ud-Dawah (JuD) chief Hafiz Saeed, the mastermind of the 2008 Mumbai attacks, roam freely in Pakistan+ and are believed to have the protection of the military.
The daily said in its editorial that it was a "disturbing day when civilian and military top leadership meet to lecture the media on how to do their job."
"Apparently a barrage of online abuse, and three official denials were not enough to assuage tempers riled after Almeida's exclusive story in Dawn, detailing an unusual exchange between the very same civilian and military top brass that yesterday issued forth a statement on the violation of 'universally acknowledged principles of reporting on national security issues', the editorial said.
"The report by Almeida+ has been called 'fabricated', and 'speculative reporting'. But the government and military top brass in yesterday's meeting delivered no explanation for why government MNA's are protesting the visible presence of banned outfits in Pakistan. Or why possible action against Masood Azhar, or Hafiz Saeed is a danger to 'national security'. Or why Pakistan faces increasing isolation? We're all earsm.
"Instead, how dare the government and military top brass lecture the press on how to do their job. How dare they treat a feted reporter like a criminal. And how dare they imply that they have either the right or the ability or the monopoly to declare what Pakistan's 'national interest' is," it said.
"And for Almeida, nothing but solidarity. More power to you, and to your pen. The press stands with you," it added.
In an editorial, Dawn said it continues to stand-by Almeida's story and has rejected allegations of "vested interest and false reporting".
The Karachi Press Club has also demanded that the travel ban on Almeida be lifted.

Making a rare appearance before a Washington audience, Peter Lavoy, the White House's point person for South Asia, said that India-US ties are the "most dynamic relationship" for the US as he listed the Obama administration's achievements in strengthening the relationship between the two largest democracies of the world.
"It (Uri) was a clear case of cross-border terrorism. We condemned this act of terrorism. It was a horrific attack. Every country has a right to self-defence. But in a heavily militarised relationship that has also experienced three wars, there is indeed a need for caution and restraint," he said responding to a question on the Uri attack.
"We share with India, the concern for preventing any future attack. We empathise with the Indian position that it needs to respond militarily to cross-border threat of terrorism. But we also advise caution," Lavoy said.
India and Pakistan have a "friction-filled relationship" and they have not found a way to overcome that, he said.
Last week, Lavoy met the two special envoys of Pakistan Prime Minister Nawaz Sharif on Kashmir.
The two Pakistani envoys in their public meetings had linked peace in Afghanistan to resolving the Kashmir issue.
"We certainly do not believe that the situation in Afghanistan is linked with Kashmir," the top White House official said.
Lavoy said the US is making every effort to ensure that India becomes a member of the Nuclear Suppliers Group by the end of this year.
"In 2016 India ought to join the NSG," he said and referred to the commitment made by the US in this regard.
India becoming a member of NSG, he argued would exhibit New Delhi's new leadership in non-proliferation.
"Every effort is being made to ensure India ought to join NSG this year," Lavoy said to a question.

Thousands of security troops had been deployed in the capital as the court readied to hear a final appeal in the case of Aasia Bibi, with observers warning of “tremendous” repercussions for minorities in Muslim-majority Pakistan. But the threat of violence was largely abated when one of the three-judge bench, Justice Iqbal Hameedur Rehman, told the court he had to recuse himself from the case.
“I was a part of the bench that was hearing the case of Salmaan Taseer, and this case is related to that,” he told the court, an AFP reporter said.

He warned against foreign diplomats lobbying for Bibi’s release, saying clerics would mobilize the public if she was freed and “everyone will become Qadri.”
Bibi’s lawyer Saif-ul-Mulook called the Lal Masjid threat “big.”
Blasphemy is a hugely sensitive issue in Pakistan. Anyone even accused of insulting Islam risks a violent and bloody death at the hands of vigilantes. Rights groups complain the controversial legislation is often abused to carry out personal vendettas, mainly against minority Christians.
She would become the first person in Pakistan to be executed for blasphemy. The repercussions for minorities, human rights and the blasphemy laws will be “tremendous” if that happens, says Shahzad Akbar, a human rights lawyer. Observers have warned of possible violence if the conviction is overturned, with some calling the case a battle for Pakistan’s soul as the state walks a line between upholding human rights and appeasing hardliners.

Cyril Almeida's name will be removed from ECL after inquiry, Nisar says
An inquiry will be conducted into the placement of Dawn staffer Cyril Almeida's name on the Exit Control List (ECL), Interior Minister Chaudhry Nisar announced Thursday, after which "everyone will be allowed to travel freely."
"The inquiry will end in three to four days and then everyone (Ganja included ?) will be allowed to travel freely," he said.
So, India is being blamed for Almeida's name on the ECL !!!Referring, to the story, the interior minister said, "An attempt has been made to adversely impact a critical national security paradigm, so there should be an inquiry... Indian media used the report, saying that publication of the story verifies the Indian narrative of Pakistani dealings with non-state actors."
In the wake of the travel ban on Almeida, human rights and journalists' organisations including the HRCP, PFUJ and CPNE protested and rallied in his support. Most TV news channels also ran reports and conducted programs criticising the government's decision.

ISLAMABAD: The Emerging Markets newspaper does not belong to International Monetary Fund, said Harald Finger, the IMF’s Mission Chief to Pakistan on Thursday amid new revelations that five state-owned firms partially funded the publication’s latest edition.
Last week, the newspaper conferred Best Finance Minister of South Asia Award to Ishaq Dar and Best country in South Asia in infrastructure development to Planning and Development Minister Ahsan Iqbal. Government functionaries jumped to congratulate them for winning such a ‘prestigious’ award.
“Emerging Markets is an independent publication,” said Harald Finger, the Washington-based chief of the IMF mission for Pakistan, while addressing a press conference from Washington through a video-link. He was responding to a question about whether he congratulated Finance Minister Dar on winning IMF/WB Best South Asia Minister award.

Russia while responding to Pakistan has made it absolutely clear that the statement of its ambassador in New Delhi doesn’t commensurate with the Russian position on the subject and it disapproved the observations of Ambassador Alexander Kadakin.
It is understood that the ambassador who is serving in New Delhi since 2009 would be reprimanded on this count. Alexander Kadakin welcomed Indian so-called raids on terrorist launch-pads across the LoC. Kadakin said the military exercise with Pakistan was in fact intended to encourage that country not to target its neighbour.

An informed official source said that the Pakistani authorities had been officially conveyed by its mission in Berlin that during an official meeting with the German foreign office, Pakistan was told about India’s fake “surgical strikes”.
The source said that the Pakistani mission had been told that during a formal meeting on the issue of the ongoing India-Pakistan stand-off between German Ambassador to India Dr Martin Ney and Indian FS Subramaniam Jaishankar in New Delhi, “the Indian Foreign Secretary has categorically denied and said that there was no ‘surgical strike’ undertaken by Indian Army inside Azad Kashmir, Pakistan”.
According to the source, on October 4, 2016, Minister Political Ms Rukhsana Afzal from the Embassy of Pakistan, Berlin, was scheduled to visit the German Foreign Office to raise the issue of Indian atrocities in the IHK. The remarks come amid a plethora of boasts given by the Pakistani government over the comfortable position the country finds itself in when it comes to managing the import bill and foreign exchange reserves.
CheersThe IMF report also showed that Pakistan’s inflation-adjustedexchange rate, known as Real Effective Exchange Rate (REER), should be Rs118.3 to a dollar.“We have estimated that the REER is somehow overvalued between 5% to 20%, depending upon which model you apply, although these models are not very accurate but give an indication where things stand,” said Finger.

It is important to remember that
1. Pakistani rulers (army/RAPE) make a very clear distinction between Urdu (domestic) and English (foreign/USA)
2. Different information is fed to people speaking these languages and they are dealt with differently
3. Although we can follow Urdu most of us do not read Urdu and miss out on printed information. Indians are exposed mainly to the English fraction of Pakistan and hence English speaking Indians get the same information as Americans. This makes it easy for Indians to be fooled like the Americans. But since Indians by and large worship America we do not want to believe that America has been suckered. We make excuses like "America is a superpower and can do anything including control/destroy Pakistan by snapping its fingers"
4. Pakistanis have taken great pains to copy America in many ways and any phraseology that sounds western is totally fake and meant to impress western money donors. Examples are:
- "Senators" for fat oily hennaed feudal bearded men in Islamabad like the bugger who was line maraaoing Qandeel baloch
"Exit control list" - a totally fake and useless category when a man can simply be killed like Daniel Pearl to control his exit. Amazing that indians actually believe that such things work in Pakistan
"Freeze bank account" - another complete fake which makes Americasn very happy. Jamaat-ud-Dawa accounts are frozen, but JuD probably has only Rs 2 in its account. everything is done in cash of hawala

From Northern provinces, such as Kunduz, the central region of Uruzgan, to eastern and southern areas, Afghanistan is faced with resurgent Taliban. And amid erosion of the writ of the state, gains from Kabul’s recent peace deal with Hizb-i-Islami appear miniscule.Over the last two years, Ghani-Abdullah government has opted to strengthen its relations with India, costing relations with Pakistan. The ties between the latter remain at the lowest ebb after Afghanistan followed India’s decision to boycott SAARC summit in Islamabad. Nonetheless, Pakistan sees Afghanistan as its conjoined twin.
