WASHINGTON: Fearing that India is buying time to complete its two disputed water projects, Pakistan made it clear that it would not accept any modifications or changes to the Indus Waters Treaty (IWT) after New Delhi said on Friday it was ready to bilaterally resolve its differences with Islamabad over the implementation of the treaty.The treaty, signed in 1960, gives India control over the three eastern rivers of the Indus basin — the Beas, the Ravi and the Sutlej— while Pakistan has the three western rivers— the Indus, the Chenab and the Jhelum.Talking to Dawn here on Friday, Special Assistant to PM Tariq Fatemi said: “Pakistan will not accept any modifications or changes to the provisions of the Indus Waters Treaty. Our position is based on the principles enshrined in the treaty. And the treaty must be honoured in...letter and spirit”.Earlier, a spokesman for the Indian Ministry of Foreign Affairs, Vikas Swarup, told reporters in New Delhi that the resolution process required more time.“India has always believed that the implementation of the Indus Waters Treaty, which includes the redressal of the technical questions and differences, should be done bilaterally between India and Pakistan,’’ he said. “We believe that these consultations should be given adequate time.”
India’s request for more time, however, alarmed Pakistan. Islamabad argued that India used the same strategy on previous occasions, completing a project during the dispute and then insisting that since the project was already complete, it could not be modified.The current dispute revolves around the Kishanganga (330 megawatts) and Ratle (850 megawatts) hydroelectric plants. India is building the plants on the Kishanganga and Chenab Rivers, which Pakistan says violate the IWT.Tensions over the water dispute increased late last month when Indian Prime Minister Narendra Modi threatened to block the flow of water into Pakistan. International experts fear that the threat, if implemented, could lead to armed clashes between the two sides.New Delhi sought the appointment of a ‘neutral expert’ while Islamabad asked the World Bank to appoint the chairman of the Court of Arbitration. The IWT recognises the World Bank as an arbitrator.Pakistan’s fear that India was buying time to complete the disputed projects was backed by independent experts Dawn spoke to. The new chief Gen. Qamar Javed Bajwa, who was first commissioned in 16 Baloch Regiment on 24 October 1980 will replace the widely popular Gen. Raheel Sharif. He is the son of Late Colonel Muhammad Iqbal Bajwa. His father served with Qadiani General Iftikhar Janjua during the 1965 Pakistan-India war, Both became close friends.

In 1966 his father converted to the Qadiani faith after a visit to the Ahmadiyya Headquarters of Rabwah with Iftikhar Janjua. Although his brothers Iftikhar Bajwa and Anwar Bajwa remained Sunni. After his death in 1967, his dead body was brought back to the Qadiani Headquarters of Rabwah (ChenabNagar) and buried in the graveyard also known as ‘Bahishti Maqbara’. This is the graveyard where only Ahmadis who pay 10% of their income are buried.
On his father’s death anniversary every year Qamar Bajwa makes a regular trip to Rabwah to pray at his father’s grave. (Pictures attached). In 2009 his father’s gravestone was vandalized and the ‘Kalma’ written on his gravestone was blanked out. In reaction, Bajwa sent three truckloads of Army Personnel to find and arrest the responsible vandals. An Imam Masjid from Chiniot and 6 other people were arrested.

In 2011, General Bajwa made the security arrangement for the annual Qadiani convention.
Due to the close kinship of his late father with Qadiani General Iftikhar Janjua, Qamar Javed Bajwa who married the niece of Iftikhar Janjua in order to avoid revealing his Qadiani faith to other military families within the army.

Being a family member of two high-ranking military officials, Qamar Bajwa ended up getting enrolled in top military courses. He studied at Canadian Military College, (Toronto) Canada, as well as Naval University, in California, USA. Qamar Bajwa and Raheel Sharif became close friends after they were both invited to play Bridge with former COAS Pervez Musharraf, while he was still President. This him to several more high-ranking posts including Rawalpindi Corps, and Inspector General of Training and Evaluation at GHQ. Two posts where only the closest of Musharraf aides were appointed.

- IMO, Ganja Sharif is a very shrewd "dehati politico". Look, in spite of all his gigantic corruption, Imran Khan has yet to nail him down; so, I would opine that there is some madness to his method (apart from competency considerations ) to the reason, why he appointed this non-muslim to this post .

ISLAMABAD: The Indus Waters Treaty (IWT) is considered one of the most successful water-sharing endeavours in the world. But it is at stake today. Reason: The World Bank, which had brokered the treaty between Pakistan and India in 1960, has apparently buckled under New Delhi’s pressure.

On December 13, the World Bank announced a pause in the separate processes initiated by India and Pakistan under the treaty to allow the two countries to consider alternative ways to resolve their disagreements. The current processes under the treaty concern the 330-megawatt Kishanganga and 850-megawatt Ratle hydroelectric power projects being built by India on the Kishanganga and Chenab rivers.

Officials and experts say the World Bank has no mandate to ask Islamabad and New Delhi to resolve their water-related issue bilaterally. At the same time, they say Pakistan has itself to blame for the dilemma it faces today.

“The World Bank’s role is limited to facilitating the appointment of chairman court of arbitration,” Kamal Majidullah, the prime minister’s former special assistant on water resources, told The Express Tribune.

However, Majidullah said it was a wrong decision by the incumbent government to approach the World Bank. “Pakistan should have knocked at the door of International Court of Arbitration,” he added. “India preferred the World Bank because it had won a favourbale decision from a neutral expert nominated by the bank on the Baglihar hydroelectric power project built by India on the Chenab river.”

He said the United Nations secretary general and the World Bank had a mandate to appoint a chairman court of arbitration. “In the case of Kishanganga, the UN secretary general had already appointed a chairman court of arbitration,” he added.

Officials say the non-serious attitude of the Pakistan government has led to the situation where Pakistan has again been forced to hold talks with India even though Premier Narendra Modi has repeatedly threatened to run Pakistan dry.

They cite the change in Pakistan’s stance at the World Bank as a reason for the IWT guarantor to give in to the Indian pressure. Premier Nawaz Sharif’s predecessor had approved a summary in 2009 to petition the World Bank to act as a neutral expert over the design of Kishanganga dam.

“However, the incumbent government withdrew that plea and instead sought the World Bank help to set up a court of arbitration on Kishanganga’s design,” one official told The Express Tribune. India, in the meanwhile, requested the World Bank to act as a neutral expert rather than establishing court. Interestingly, the World Bank had granted Pakistan’s request of establishing a court of arbitration but the case was not pursued.

“This was the reason that the World Bank came under Indian pressure,” another official said. “When Pakistan’s request for setting up a court of arbitration had been accepted by the World Bank, there was no reason to hear India’s plea to act as neutral expert.”

Pakistan’s former Indus Waters Commissioner Jamaat Ali Shah agrees that the slow response from the Pakistan government was the main reason for the World Bank buckling under India’s pressure. “The World Bank has asked the two countries to find out a solution, but a bilateral arrangement might not be possible given the hostility between the two neighbours,” Shah added.

The Indus waters commissioner is mandated to pursue cases involving water issues with India or any other country. But officials say it is regrettable that Pakistan doesn’t have a permanent Indus waters commissioner.

Asif Baig, who is currently working as Indus waters commissioner, is an employee of the consultant firm NESPAK and has been holding the position since 2012. “In such a situation, how any country can safeguard its water interests,” a third official told The Express Tribune.

Ahmer Bilal Soofi, president of the Research Society of International Law, says the World Bank should decide the case instead of asking the two states to resolve it bilaterally.

“It will be difficult for India and Pakistan to find a mutually acceptable solution,” he told The Express Tribune. “If India uses water as weapon, then Pakistan approach international forums like the UN secretary general outside the mechanism in the IWT.”

Experts and officials say India would press the World Bank to appoint a neutral expert rather than going to the international court. Appointment of a neutral expert by the World Bank may entail the same consequences that Pakistan had faced in the case of Baglihar dam, they believe. Pakistan should go to the International Court of Arbitration rather than relying on the World Bank.

Cwapjab industry heading towards shutdown

LAHORE: Businessmen of Punjab have warned that it has become difficult for industries of the province to run their operations and they are fast heading towards complete closure because of high cost of gas and electricity.

Speaking at a press conference, the All Pakistan Textile Mills Association (APTMA) leadership said Punjab-based mills could not operate with annual energy price differential of Rs70 billion.

The mills were going out of business fast, particularly in Punjab, due to the energy price differential within the country and undue delay in announcement of the textile package, they said.

APTMA Punjab Chairman Syed Ali Ahsan decried that textile units in the province could not survive by paying Rs11 per unit for electricity consumption compared to Rs5 per unit for other provinces.

He said that total consumption of these textile mills was around 1,400 megawatts.

He suggested that electricity price for the textile industry should be restricted to Rs7 per unit across the country.

He also called for gas supply at Rs400 per million British thermal units to the textile mills of Punjab at a time when the government was shifting the entire industry to liquefied natural gas (LNG).

Separately in a meeting, the executive committee of the Lahore Chamber of Commerce and Industry pressed the government to implement the same electricity and gas tariffs across the country as discrimination in utility prices was hitting the Punjab industry hard.

It said electricity and gas were basic raw material of the industry and difference in their prices between provinces was adding to the miseries of Punjab’s industrial sector as its products had almost become out of race in the global market.

The demand for lower energy prices came on a day when the Economic Coordination Committee (ECC) of the cabinet reversed its earlier decision on natural gas price reduction and restored the price at the previous level.

FDI in Pakistan down massive 45% in Jul-Nov

KARACHI: Foreign direct investment (FDI) in Pakistan has declined by 45% to $460 million in the first five months (Jul-Nov) of the ongoing fiscal year 2016-17, compared with $840 million in the same period last year, according to data released by the State Bank of Pakistan (SBP) on Tuesday.

China was the leading country with $157 million in net inflows in Pakistan during the first five months of FY17. However, inflows from China were significantly lower compared with $380 million in the same period last year

Turkey stood second with net inflow of $126 million, showing a significant increase from just $16 million in the same period last year

The United States was the third largest investor with FDI of $61 million, much higher than the outflows of $39 million in the period under review.

ISLAMABAD: Pakistan’s former ambassador to United States Abida Hussain on Saturday said Special Assistant to the Prime Minister on Foreign Affairs Tariq Fatemi’s recent visit ended in a fiasco.

Talking to Daily Times, she regretted that Fatemi failed to hold a single meeting with any senior official of the upcoming Trump administration.

Abida, who remained Pakistan’s ambassador to the US from November 1991 to March 1993, said that Fatemi’s visit was premature and it was better that he visited Washington once US President-elect Donald Trump assumed his office.

“It was failure of Pakistan’s current Ambassador to US, Dr Maleeha Lodhi. She must have informed the Foreign Office that meeting with in waiting administration will not take place,” she said.

In a weekly media briefing on Thursday when Foreign Office spokesman Nafees Zakaria’s attention was drawn to Fatemi’s visit in which he failed to meet a single member of the upcoming US administration, Zakaria said the special assistant had a busy schedule and an extensive range of interactions in Washington and New York so far he met Susan Rice, the US national security advisor and Tony Blinken, deputy secretary of state. The spokesman had also said Fatemi also met Stephen Hadley, former national security advisor to Bush and Sajid Tarar, founder of the American Muslims for Trump. Fatemi also met Senator John McCain, chairman Senate Armed Services Committee, Bob Corker, chairman Senate Foreign Relations Committee and Congressman Eliot Engel.

“I am not aware of any such proposal that the prime minister intends to attend President-elect Donald Trump’s oath taking ceremony,” the spokesman had said in the briefing.

Speaking to media in Washington, Fatemi termed his visit successful and said that the visit would enhance the understanding between the two countries. He said that he held productive meetings with influential Republicans and Democrats but meeting senior Trump administration officials was not appropriate at this time. Pork Pies!

Russia supports China-Pakistan Economic Corridor project: Russian envoy Alexey Y Dedov - PTI

Russia on Saturday said it "strongly" supports the China-Pakistan Economic Corridor (CPEC) project as it was crucial for Islamabad's economy and regional connectivity.

According to an interview to Radio Pakistan, Russian Ambassador to Pakistan Alexey Y Dedov, pointed out that CPEC is a component of China's Silk Road and his country was also working on a similar Eurasian Economic Union.

He added that China and Russia were holding discussions to merge the two projects.

Asked about Pakistan's North-South gas pipeline project, the Russian Ambassador said they were eager to finalise the project at the "soonest".

The ambassador said the two countries were closely cooperating in different areas but there was a need to enhance the volume of bilateral trade.

About the MI-35 gunship helicopter deal between the two countries, he said the contract has already been signed and it was now for the officials concerned to define a time-frame for the purpose.

Replying to a question, the Russian Ambassador said his country wants Pakistan and India to resolve all issues including Jammu and Kashmir through peaceful means.

Its time to debate and define the new four fathers of Pukiland. The current list of 3.5 father's don't make much sense.

China, US, Turkey and Saudi are the current four father's, imho and in that order. UK and Japan are no more substantially influential entities in Pak, though UK retains more influence than given credit for.

It is interesting that Turkey has proactively maneuvered itself into the club. Turkey is likely after Puli islamic bums and one can expect Pukis to fully milk their umma brother to the fullest extent.

Saudis have likely completed all of the one time payments for renting puki bums. Their current / ongoing payments are to keep PA as standby protectionist force and to effect transfer of bums at a short notice. This policy took a beating given Puki reluctance to fight in the Yemen war.
As a result, the gulf states reduced their alms and turned some screws on Pukis.

Turkey seems to have utilized the power vacuum in Pak and are probably in the early stages of payout to Pukis for their islamic bum. We need to watch Turkey-Pak ties closely.

Even the people wishing to convey information to the spy agency about suspicious activities have no means to contact it, according to the report.
The 110-page report has pointed out that the ISI neither has a website nor an email account. When the commission checked whether the spy agencies of other countries too were inaccessible, it found out that almost all the important agencies had made their contact details, like telephone numbers and email addresses, public. The commission said that it wrote letters to the government functionaries, seeking information and answers to certain questions. Subsequently, responses were received from the Establishment Division, Finance Division, ministries of interior, religious affairs, states and frontier regions, Federal Investigation Agency, ISI, National Counter Terrorism Authority and office of the National Security Adviser. But none of the responses was on a letterhead. All of them were on plain pieces of paper which didn’t mention any address, email account or even a post office box number.The responses from the governments of Balochistan, Gilgit-Baltistan, Khyber Pakhtunkhwa, Punjab and Sindh followed the same pattern.
The report said the commission, which was constituted by the Supreme Court, faced considerable difficulty in ascertaining the whereabouts of the ministries, government departments and agencies. One could only sympathise with the poor citizens who might have to interact with these organisations. Some of these "poor citizens" may be RAA agents !

Referring to the education boards of seminaries (wifaqs), the commission said it wrote letters to five of them — namely Wifaq-ul-Madaris-al-Salfia, Wifaq-ul-Madaris-al-Arabia, Wifaq-ul-Madaris-al-Shia Pakistan, Tanzeem-ul-Madaris Pakistan and Rabita-ul-Madaris-al-Islamia — and their association Ittehad Tanzeem Madaris.
The commission asked them about any mosque or madressah having direct or indirect links with the Jamaat-ul-Ahrar, Lashkar-e-Jhangvi, Lashkar-e-Jhangvi al-Alami or any other organisation banned under the Anti-Terrorism Act 1997.The commission received responses from all the wifaqs stating that a total of 26,465 seminaries were affiliated to them. They said they were committed against the spread of hatred and extremism and stated that if any madressah affiliated to them indulged in wrongdoing they would proceed against those running it.

There is no central depository of the basic data, including the number of seminaries and their particulars, nor is the ministry, or any other authority in Pakistan, even now attempting to obtain and collate it, according to the report.
The state needs to have complete record of all the educational institutions in the country, including seminaries. Without such information it will not be possible to formulate and implement any strategy regarding them, nor take action against the errant ones, according to the commission’s report.

Like so many other reports of the past, this too will gather dust in the bureaucratic corridors of Isloo !

In 2008, the EXIM Bank of China funded Sri Lanka’s Hambantota Port. In 2010, the port was completed at a cost of $1.3 billion. In 2010, the Mahinda Rajapaksa National Tele Cinema Park was built at a cost of Rs2 billion. In 2011, the Mahinda Rajapaksa International Cricket Stadium was built at a cost of Rs700 million. The Chinese-funded Norochcholai Power Plant was built at the cost of $1.35 billion. The Southern Expressway was built at a cost of Rs776 billion. The Sri Lankan government has been unable to repay the debt incurred to build the coal-fired Norochcholai Power Plant (the government is now transferring the ownership to the Chinese in a debt-equity swap). The Southern Expressway built at a cost of Rs776 billion has debt-servicing of Rs6.5 billion a year and an income of Rs1 billion. The Sri Lankan government is offering free landing and parking for airlines at the Mattala Rajapaksa International Airport but not a single international airline has agreed to fly to the airport. The airport has been labelled ‘the world’s emptiest international airport’. The Hambantota Sports Zone was built for the 2018 Commonwealth Games, but Sri Lanka lost out to the Gold Coast in Australia.

Governments spend public money on public projects based on four things: political mileage, real or perceived strategic gains, commissions and kickbacks and economic necessity. To be certain, too many projects based on the first three reasons – political mileage, strategic gains and kickbacks – take countries straight into debt traps. The Gwadar Port is based on gaining political mileage (for the civilian leadership). The port is also based on real or perceived strategic gains (for the military).]

Hambantota is in the middle of nowhere. So is Gwadar. Between 2009 and 2014, the government of Sri Lanka’s debt tripled (sounds familiar!). The current total debt stands at around $65 billion. And Sri Lanka is now spending 95.4 percent of all government revenue to service her debt (sounds familiar!).[/b]

In the first quarter of the current fiscal year, the net revenue receipts of the government of Pakistan amounted to Rs369 billion. For the same period, the federal government owes Rs413 billion in debt-servicing. Imagine: the federal government must borrow for defence, for the running of the civil government, for education and for everything else.

The Hambantota project was all about ‘One Belt One Road’ (sounds familiar!). The Hambantota Port, costing $1.3 billion, makes around $1 million a year or 0.08 percent. According to the Lanka News Web, “Sri Lanka hurtling towards inevitable bankruptcy”.

On August 4, 2016, China and Sri Lanka formed a joint committee to “devise and implement strategies to save the Hambantota project”.

Bigotry against Ahmadis, a constant in Pakistan
It is an established truth that Pakistan is not good to its citizens who do not practise mainstream faith.
Six Ahmadi men were murdered because of their faith in Pakistan during this year up to November - the seventh Ahmadi died on December 12 of a heart attack, while stranded at his village mosque during a violent mob attack.
Khalid Javed was 65 years old and he could not be provided medical assistance because the mob had begun vandalising and firing at the mosque. The attack on the mosque of the Ahmadi community took place on Eid Milad un Nabi, the anniversary of the birth of Prophet Muhammad.
This attack has led to the displacement of Ahmadi families from the village. Similarly, in 2015 and 2014, two violent mob assaults on Ahmadis in Jehlum and Gujranwala resulted in displaced hundreds of families.
The recent violent mob at the Ahmadi mosque in Chakwal was initially a group of about 1,000. As its initiators called for reinforcements during the attack, the number went up to at least 3,000.

For about a century now, followers of Ahmadiyya community have been ostracised for an interpretation of Islam that differs from traditional orthodox positions. Ahmadis say their faith has been misinterpreted by mainstream Muslims and clerics intent on persecuting them.
Declared non-Muslims by the parliament in Zulfiqar Ali Bhutto's Pakistan in 1974, and apostates by the clergy, systematic bigotry (PDF) against Ahmadis increased in 1984, when General Zia ul-Haq introduced an anti-Ahmadi ordinance in Pakistan Penal Code, criminalising practising Ahmadis.
Members of the community cannot call themselves Muslims or imitate Muslims in any way. For instance, Ahmadi mosques can only be called "worship places".

Pakistan Turns to China in Energy Binge

KARACHI, Pakistan—When Prime Minister Nawaz Sharif came to office in 2013, rolling power outages across the country were plunging homes and businesses into darkness for up to 12 hours a day.Now the Pakistani leader is betting on a $21 billion Chinese-backed splurge on energy projects to boost the economy—and his re-election bid. China is not known for giving "free dole" like Massa ; Pakistan is already hooked , like a drug addict ; increasingly, it is before more dependent on Chini blother for the daily, weekly, monthly and annual "fix" ; what will happen if the "drug" is stopped or all creditors agree that Pakistan should be shifted to a drug rehabilitation centre, is anybody's guess

More than 10,000 Chinese workers are now building at least 10 partly Beijing-financed energy projects across Pakistan that are set to grow the country’s energy output by 60% within two years in the first major boost to supply in two decades.Mr. Sharif’s government plans to inaugurate a nuclear plant this month and a pipeline network in January that will carry large-scale gas imports upcountry. Chini workers need chini food, chini girls and chini entertainment (karoake bars, karoake "girls", restaurant serving polk and frogs !) ; will the Islamic laws of Pakistan be changed to accommodate this ally ?

Advance hint that the deadline will not be met ; just like the recent BIG announcement for a special security force for CPEC, but someone as an afterthought decided to make budgetary provisions, when it should have been studied before the BIG announcement !

At Karachi’s Port Qasim, a $2 billion coal-fired plant is taking shape. After only 1.5 years under construction, one 400-foot high cooling tower is up and the second is almost complete. The hulking metal frames for the boilers are in place and a jetty for imported coal is taking shape. Around 4,000 people work on the site, 24 hours a day—half of them Chinese workers who aren’t allowed to step outside its boundary.

Pakistan, a country where the rich live a life of extravagance and the poor sleep hungry, has literally seen it all when it comes to state expenditure. Somebody got a hold of the Prime Minister and his cortege’s dinner bill in Balochistan and the figures will surely drive you insane!

The leaked bill is apparently of the PM and his cortege’s visit to the Pishin Rest-House In Balochistan, with the catering service done through the Serena Hotel, Quetta. The dinner catered almost 350 people in a “VVIP Outdoor Catering for Prime Minister of Islamic Republic of Pakistan At Pishin.”
The bill was leaked on a social media page with around 91,000 members. Social media being used by his supporters shame Sharif , so he can - because of his heart problem live a more healthier lifestyle , as advised by his London based Cardiologist

The Quetta Serena Hotel bill, apparently, was directed to the Secretary Finance, Balochistan, which thanked him for the ‘usual patronizing’ of the Quetta Serena Hotel.( will there be a "side deal" between the hotel manager and the Sec Finance, Balochistan - to the advantage of both , but to the disadvantage of the Paki taxpayer ) The bill showcased figures and details of the meeting conducted at the Pishin Rest-house for 350 people, while the per/person cost of the buffet (dinner) was Rs. 5,500.The total expenditure of the one-time dinner cost the Government of Balochistan around Rs. 3,425,000 (Three Million Four Hundred And Twenty Five Thousand Rupees ONLY). The dinner is said to have included the Prime Minister’s favorite “Paaya and Nihari”, along with a host of other dishes. The catering also included transportation, canopies, heating arrangement and all other essentials for the “VVIPS”.

Someone, who is seriously concerned about his health, should E mail a copy of the menu to his heart specialist in London ! Sincerely hope that he is at least taking his daily medication

While the common man in Pakistan usually sleeps hungry, Rs. 3.5 million are spent on the Prime Minister’s dinner. To imagine the sovereign PM attending lunch and dinner outside his premises twice a day, costs Pakistan around Rs. 7 million, ( and that EXCLUDES his foreign travel junkets !) which is more than an average person earns during his whole life. It seems that capitalism has gripped its feet in the country and the top officials are all but responsible for the threat to socialism in Pakistan, an economic order that is preferred by our “all-season-friends”, the Chinese. Crony capitalism prevails in China not socialism !

If this is all true, it can be said that Pakistanis never learn from history. They never learn from their mistakes, nor do they ever learn anything from life. Such extravagant expenditures should be condemned in the name of “VVIP” treatment. Also, did the bill really cost that much ( Good question !) or is this another case of day-to-day simplified corruption?

In the letter Mr Shafi has shown his concerns about the possible threats to the MPA’s who are also members of the standing committee for minorities affairs.

In the letter it is mentioned that senior minister Nisar Khuhro, MPA Lal Chand, MPA Giyanchand,MPA Khato Mal, MPA Mahesh Kumar, MPA Shamim Mumtaz, MPA Nand Kumar, Poonjo Bhel, MPA Shazia Javed, MPA Nafees Mukhtiar, Arif Masih Bhatti, MPA Waqar Shah, Deewan chand Chawla and Secretary AB Narejo can possible be targeted by the extremists.

Mr Shafi has demanded and additional security for the said members and the Assembly. As part of the overall strategy to diplomatically isolate Pakistan, Modi sarkar should seriously re-think liberalize issue of visas and "encourage" these endangered minority to come to India !

A report of a judicial commission, comprising Justice Qazi Faez Isa of the Supreme Court, on the massacre criticised the interior minister for meeting with the heads of some banned groups to listen to their demands.
Nisar added today that he has been "bashed" about his political and personal conduct and that he will tackle that criticism in the coming days.
He went on to list the gains made in counter-terrorism operations in Pakistan, adding that after more than 2,000 intelligence-based operations "people who who have not even read the National Action Plan are the ones who have been saying it has not been implemented".

He also referred to a letter left outside the Punjab House for him, which included five questions. "I thought [the letter] was fake, because I do not live here at Punjab House. Upon investigation, I found out the judge's secretary had left that letter for me here."
"The first question was why did you meet ASWJ. I replied saying I have never met them. They asked why were they given the permission to hold a public meeting. I said I did not give any such permission.""I answered the questions and it is all on record. However, the questions posed to me never mentioned the Quetta attack," the interior minister said. "So when did I lie in my answers?""I understand those in the Supreme Court deserve honour. But those who go their to defend themselves are also worthy of respect," Nisar added.

This interior minister, in theory is responsible to Nawaz Sharif, but in reality is a man of the Paki Fauj, and has gone out of his way to do the military's bidding be it the Quetta massacre , the attack on Hamid Mir by the Deep State, or the fiasco of the journalist , who has now been forced to seek shelter in Massaland because of something he reported that was true !

A day earlier, the Pakistan Peoples Party submitted adjournment motions in the Senate and the National Assembly demanding the immediate resignation of Interior Minister Chaudhry Nisar.

Key recommendations of Quetta inquiry report

• The National Action Plan should be made into a proper plan, with clear goals, a comprehensive monitoring mechanism, and periodic reviewing.

• Nacta (National Counter Terrorism Authority) must be activated. It must do what the Nacta Act mandates.

• The public space needs to be reclaimed to counteract the virulent propaganda of the terrorists. The laws and Constitution need to be reestablished and the state must re-exert itself.

• The Anti-Terrorism Act needs to be enforced, and terrorists/terrorist organisations must be proscribed without delay.

• The federal and Balochistan governments must develop and maintain a databank with information or perpetrators/suspects of heinous crimes and terrorists organisations.

• Forensic laboratories should be not under the jurisdiction of the police, but of scientists. The results/tests should be uploaded in a central databank and easily accessed from any province. ( so, the reports are doctored to "hide" the truth! )
• All crime scenes should be professionally secured, forensically examined and extensively photographed as soon as possible.

• Protocols or standard operating procedures should be developed with the help of experts.

• The shortcomings of the hospital, government of Balochistan and police need to be addressed and removed.

• All educational institutions, including madaris, need to be registered.

• Entry into and departure from Pakistan needs to be properly monitored; all persons must have the requisite documentation.

• The customs authorities should ensure that contraband is not brought into the country.

• If the media broadcasts and propagates the views of terrorists, then those doing so must be prosecuted in accordance with the law. (not, if the "media" is in fact "in the pocket of the Deep State

• The amount of compensation for the legal heirs of the deceased and for the injured should be expeditiously distributed.
