Bhell .... If I am reading it correct ... going by this last note, all India has to do is drag the dispute for effectively killing it. No abrogation required.

My guess is that beyond *jointly* appointed Permanent Indus commission (or whatever it is called)/Neutral expert / Court of Arbitration there is NO OTHER legal means of resolving disputes. There seems to be no unilateral fall back mechanisms except by going outside the treaty like war, UNSC, etc.

If that is correct, India can kill the treaty just by withholding consent on NA or COA. IIRC, PIC has already been suspended infinitely.

Mumbai blasts mastermind Dawood Ibrahim's assets worth Rs 15,000 cr seized in UAE
New Delhi: In what is believed to be the biggest ever crackdown on Mumbai serial blasts mastermind Dawood Ibrahim, a report on Tuesday claimed that the UAE government has seized the fugitive underworld don's assets worth Rs 15,000 crore.Zee Media on Tuesday claimed that Dawood has several properties, including hotels and shares in top rung companies in UAE. The UAE authorities have also sealed properties of Dawood in Dubai.The UAE government had recently begun an inquiry into properties of Dawood Ibrahim in Dubai after receiving a confidential list from India.
he list was provided to the UAE authorities when Prime Minister Narendra Modi, accompanied by National Security Advisor Ajit Doval, visited UAE last year.
The Government of India had then requested the UAE government to seize the properties belonging to Dawood and his crime syndicate. The dossier provided by India to UAE listed several properties and also reportedly made a mention about a company known as ''Golden Box'' being allegedly run in Dubai by Dawood's brother.
The dossier stated that this company is being run by Anis Ibrahim who is the younger brother of Dawood.
Besides Dubai, Dawood has investments in Morocco, Spain, United Arab Emirates, Singapore, Thailand, Cyprus, Turkey, India, Pakistan and the United Kingdom.

Ajit Doval Likely To Attend Donald Trump's Inauguration :D

Ganja Sharif needs to call up Trump ASAP and see if he can "sweet talk" PEOTUS and get an invitation for Lt-Gen Rizwan Akhtar , ISI Chief ; there is still time to dispatch , Sartaj ( if Nawaz still has confidence in the "old Pathan " ) if he prefers the "personal touch" .

PS: Just make sure that Sartaj Aziz flies any airline other than PIA !

Standing in line, Pakistani families wait at a cashpoint used to withdraw money on cards loaded with funds from British taxpayers.More than 1billion of our foreign aid budget has been given away in cash over the past five years, it can be revealed today.Despite warnings of fraud, officials have quietly quadrupled expenditure on cash and debit cards that recipients can spend at will.
The budget has soared from £53million in 2005 to an annual average of £219million in the period 2011-15. MPs last night compared the foreign cash handouts to ‘exporting the dole’.

Around 235,000 families are pocketing payments every three months to boost their incomes, funded by UK taxpayers. This was the first security meeting since the change of command in the army as well as the country’s top spy agency.
The move to make a pitch for talks with Afghanistan and India came at a time when Pakistan’s relationships with its eastern and western neighbours have been strained because of a trust deficit and longstanding disputes.
Pakistan’s stance was vindicated last month when China and Russia also threw their weight behind Pakistan’s push for Afghan peace deal. This apparently put pressure on the Ghani administration, which is now willing to talk to the new Pakistani army chief to find a way out of the current impasse.Tuesday’s meeting also deliberated the current stalemate with India. Relations between the two countries have been on a downward spiral especially after attack on the Indian military headquarters in Indian Occupied Kashmir in September. The troops from the two sides have since been regularly exchanging fire along the Line of Control and working boundary leaving scores dead on both sides of the border.However, since the new army chief took charge in Pakistan, there is dramatic reduction in the violence along the LoC.A senior military official dismissed the perception that the de-escalation was due to the change of command. “It is merely a coincidence,” the official insisted.Independent observers, however, are of the view that India may be assessing the situation in view of the appointment of new army chief.Sources said the government decided to reach out to India with a renewed offer of dialogue. PM to open seminar on Kashmir on Jan 5 - DT
An unprecedented two-day international parliamentary seminar on Kashmir - announced by the Young Parliamentarians Forum (YPF) under the patronage of National Assembly Speaker Ayaz Sadiq - will be commenced on Thursday (January 5, 2017).

It is for the first time that the parliament is hosting an international meet to delve upon the imperative issue of right to self-determination of Kashmiri people. The event aimed to analyse the plight of Kashmiri people and issues regarding Indian Army's brutalities since the rise of the new wave of the independence movement after the martyrdom of Burhan Wani, an architect of the social-media driven psychological warfare in the disputed state, in July 2016.

Various dignitaries comprising as many as 20 lawmakers from different countries and experts from the European Parliament, UK, Canada and North America, in addition to 400 national delegates comprising parliamentarians, academia, social scientists, think tanks, journalists and students, would attend the seminar. The Ministry of Foreign Affairs, Ministry of Kashmir Affairs & Gilgit-Baltistan, the Azad Jammu Kashmir government and the Pakistan Institute of Parliamentary Services (PIPS) are supporting the two-day activity.


Speaker Ayaz Sadiq envisioned the idea for the seminar and designated MNA Shaza Fatima Khawaja, who is also YPF general secretary, as its convener. YPF Media Coordinator MNA Romina Khurshid Alam would be serving as the chief coordinator for the event. UN recognises Jammu Kashmir as a disputed territory.

In this regard, several resolutions have been passed and various observer groups have been deployed; yet the dispute continues to linger on. Since 1989, there has been blatant state terrorism on part of Indian troops who have killed more than 89,000 innocent people in their just struggle for the right to self-determination.

The seminar will provide a platform to highlight three primary aspects i.e. Kashmir as a humanitarian crisis; its disputed nature as per the UN Security Council resolutions as well as a nuclear flashpoint that remains to threaten peace and security of the South Asian region and indigenous and peaceful struggle of Kashmiri people for their right to self-determination.

Keeping in view the importance, Prime Minister Muhammad Nawaz Sharif would inaugurate the first session for the formal commencement. The seminar and its all session have been spread over a period of two days with debates and talks on various crucial issues. Welcome address of the opening plenary will be delivered by MNA Shaza Fatima, followed by the key note address by Speaker Ayaz Sadiq. Adviser on Foreign Affairs Sartaj Aziz will also address the seminar.

This Rizwan Akhtar dude was a 400% harami man.
He couldn't do much against India, but was always queering the pitch in Isloo, giving out false info, causing misunderstandings between the good and bad sharif.
Oh the recent J&K valley badmashi was during his tenure.
So he is gone.

Now I happen to know a few Mukhtars, who are shia.
Is the new ISI cheif a Shia?

These comments come after the Daily Mail newspaper yesterday reported that £300 million of British taxpayers' money is being handed out to Pakistanis on pre-loaded cash cards :shock: as part of a scheme critics say is rife with corruption.

That's not all. The UK is planning to increase foreign aid to Pakistan by a further £105 million, when the latter spent as much as £4 billion to buy eight new submarines. All this while there is a crisis in social care in Britain itself.

UK's Prime Minister Theresa May defended the scheme it supports in Pakistan - the Benazir Income Support Programme - saying it helps the poorest families there, Belfast Telegraph. But a Daily Mail investigation found Pakistani families withdrawing money with cashpoint cards they obtained by actually paying kickbacks to officials. :shock:

Indian Ambassador to Pakistan should issue a statement welcoming appointment of Ahmedia COAS in Pakistan as a welcome step to bring solace to the persecuted minority group and encourage Pakistan to give Ahmedias and other minorities equal rights.

It will get widely picked up by the local media and the fallouts would be fun to watch. Of-course, Paki leadership will be upset with the ambassador for commenting on internal issues of Pakistan, but this is something that Massa ambassadors do to third world countries all the time. India is to Pakistan what USA is to India in terms of development. So it might be OK. :-)

This is too good an opportunity for India to not highlight it.

In this regard, we consider the appointment of Gen Bajwa, an Ahmedi Army chief as a bold step in the right direction. We continue to encourage Pakistan government to resolve its domestic issues through peaceful means and empowerment of its citizenry. India hopes that Government of Pakistan follows through on these welcome moves by taking action against terrorist networks based in Pakistan such as Haqqani network, LeJ, LeT, JeM and related groups. India continues to be open to bilateral negotiations with Pakistan in order to respect aspirations of people of G-B region and uniting them with their home state of Jammu & Kashmir."

The above is a "Fantabulous" Idea. However, it would be bettwer if the "Ahmedi Jamat" in India, Bangladesh, Myanmar and Srilanka or possibly the World Ahmedi Association (or some such like) Headquartered in London can issue a Statement to the effect that "WMA" welcomes this appointment thereby proving that there is "NO PROSECUTION OF AHMEDIS IN JINNAH'S PAKISTAN".

US Consulate Karachi has made the following changes to its visa interview appointment system:
1. If you’re scheduling a visa appointment at the consulate, you’ll be asked to choose a language, you would like to use for your visa interview. Choose wisely because you will not be able to change your language choice once you arrive at the consulate. Instead, you’ll be asked to return and reschedule your appointment with the correct language choice.
2. Please arrive no more than 30 minutes before your scheduled interview time. Applicants who arrive earlier will not be admitted until 30 minutes before their scheduled time. Also, if you’re more than 30 minutes late, you will not be admitted for an interview and must reschedule for another day

Pakistan is way behind all its South Asian neighbours on the social progress index as it fell on the 133rd number in the 133-country list. India is ranked at 98, Sri Lanka at 83 while even Bangladesh and Nepal have surpassed Pakistan.

The small and poor country of Nepal saw a massive rise in 2016 for adopting democracy.

A list of 133 countries has been released on social progress index 2016 based on human needs and opportunities. Pakistan was ranked at 133 on the list while Nepal was ranked at 95 and Bangladesh at 101.

Over 150 people were arrested as religious parties attempted to hold a demonstration in favour of the blasphemy law in Punjab's provincial capital Wednesday on the death anniversary of former Punjab governor Salmaan Taseer.Protesters belonging to the Sunni Tehreek, Tehreek-i-Khatme Nabuwat and Tehreek-i-Labbaik Ya Rasool Allah were among those who had planned to march from Kalma Chowk to Liberty Chowk in favour of the blasphemy law.The provincial government, however, did not permit the holding of the rally, after which police erected blockades in different parts of Lahore to prevent a gathering. I don't see why permission was not given to holding this rally . Pakistan is a Certified Islamic Republic; anti-Ahmedi demonstrations are allowed and non-Muslim minorities are discriminated against as a matter of policy ; this pro-blasphemy demonstration should have just have "reinforced" Pakistan's image as an Islamic Republic . The official spokesperson at the Turkish Embassy in Pakistan claimed Wednesday that Turkish police had recovered several Pakistani nationals abducted in Turkey.The arrests were made on information provided by Pakistani officials investigating the matter. Pakistan has to pay 11.5 billion US dollars to various international monetary institutions during the next 18 months.According to details, the country has to pay a sum of USD 8.76 billion to International Monetary Fund (IMF), World Bank and Asian Development Bank.Moreover, Pakistan has to pay 160 million Saudi Riyals to Islamic Development Bank.To China, Pakistan has to pay 1.6 billion dollars, to Japan 192 billion Yen and to Paris Club 625 million Euros.
These are most likely unaudited figures ; audited numbers are probably much, much higher :mrgreen: The Finance Minister of Pakistan's "smart" strategy of borrowing left and right to accumulate foreign exchanges reserves, is coming home to roost. As they say, in banking parlance,the Sunni Terrorist Islamic Republic Of Pakistan is living beyond its (visible) means for a long, long, time . ISLAMABAD: The Tarbela and Mangla dams are estimated to reach their dead level in the next two months if dry weather persists, as the water level in both the dams has dropped to 1.3 million acre hectare feet. They said that water table beneath the earth was also plunging down with a great pace, and cultivation of crops in the months of March and April could also be affected by virtue of acute shortage of water in the country. In this day and age of social media.! Very rare to find a "feel good"story. This item is written for foreign audiences ; Pakis may be shocked , but this is a common phenomena ; IM (personal)O, the (influential ) judge , through his (influential ) friends will probably get a "slight" slap on his wrists; because of public pressure, the victim will get some sort of financial compensation.And because of publicity offers of similar employment ( remember the "Chikna Paki Chaiwalla " episode :mrgreen: ); after a few weeks, the case will be forgotten- until another case of "servant abuse" involving a prominent Paki surfaces :mrgreen:

PS: If the Children Aid Organizations and other NGO's are serious in at least reducing these kind of abuses, they should start investigating the under-age boys and girls working as serfs and servants at the sprawling estates maintained by Ganja Sharif, Asif Zardari, and Imran Khan !

Civil-military huddle decides to reach out to New Delhi, Kabul

ISLAMABAD: Pakistan will make fresh peace overtures to its estranged neighbours — Afghanistan and India — in a new initiative by the government to mend ties with the two countries, officials said on Tuesday.

The decision to reach out to both Kabul and New Delhi with fresh proposals for resolving differences through dialogue was taken at a high-level civil-military huddle.

Indian army won’t shy away from flexing muscles on border: chief

The meeting, chaired by Prime Minister Nawaz Sharif, was attended by army chief General Qamar Javed Bajwa, Inter-Services Intelligence (ISI) Director General Lt Gen Naveed Mukhtar, Prime Minister’s Adviser on Foreign Affairs Sartaj Aziz, Interior Minister Chaudhry Nisar, Finance Minister Ishaq Dar and National Security Adviser Lt Gen (retd) Nasser Khan Janjua. This was the first security meeting since the change of command in the army as well as the country’s top spy agency.

The move to make a pitch for talks with Afghanistan and India came at a time when Pakistan’s relationships with its eastern and western neighbours have been strained because of a trust deficit and longstanding disputes.

The process of rapprochement with Afghanistan already began when the army chief telephoned the top political and military leadership of Afghanistan during the weekend, pledging to work for the peace in the region.

Sources familiar with the high-level huddle at the prime minister’s office told The Express Tribune that Gen Qamar briefed the meeting about his telephone conversation with Afghanistan’s President Ashraf Ghani and Chief Executive Abdullah Abdullah as well as chief of the neighbouring country’s army.

Gen Qamar, who was invited by President Ghani to visit Kabul, will soon travel to the Afghan capital in a bid to convince the administration there to take a fresh start for the moribund Afghan peace process. His predecessor Gen Raheel Sharif also made a promising start when he took over as the army chief as the Afghan government threw its weight behind Pakistan’s efforts to bring the Taliban to the negotiating table.

Gen Raheel’s efforts eventually resulted in the first-ever direct talks between the Afghan government and Taliban representatives in Murree in 2015. The process, however, could not move forward after Afghan intelligence deliberately leaked news of the death of Mullah Omar. The move was a serious blow to the fragile peace process with Pakistan questioning its sincerity.

Can’t rule out more ‘surgical strikes’ against Pakistan: Indian Army chief

Despite the trust deficit, Pakistan and Afghanistan also joined by China and the US agreed to revive the peace process in December 2015. But as another round of talks was being planned, US killed Mullah Omar’s successor Mullah Mansoor in a drone strike in Balochistan, shattering any hopes for furthering peace talks.

Afghanistan has since been accusing Pakistan of harbouring the Taliban and demanding use of force against the insurgents since they refused to enter into the negotiations. Pakistan, however, strongly denies the allegations and has emphasised the need for finding a political solution to the long running conflict.

Pakistan’s stance was vindicated last month when China and Russia also threw their weight behind Pakistan’s push for Afghan peace deal. This apparently put pressure on the Ghani administration, which is now willing to talk to the new Pakistani army chief to find a way out of the current impasse.

Tuesday’s meeting also deliberated the current stalemate with India. Relations between the two countries have been on a downward spiral especially after attack on the Indian military headquarters in Indian Occupied Kashmir in September. The troops from the two sides have since been regularly exchanging fire along the Line of Control and working boundary leaving scores dead on both sides of the border.

However, since the new army chief took charge in Pakistan, there is dramatic reduction in the violence along the LoC.

A senior military official dismissed the perception that the de-escalation was due to the change of command. “It is merely a coincidence,” the official insisted.

Independent observers, however, are of the view that India may be assessing the situation in view of the appointment of new army chief.

Sources said the government decided to reach out to India with a renewed offer of dialogue. It is not clear whether India will be approached through diplomatic channels or conveyed the message using the mechanism of national security advisers, who interact with each other away from the media glare.

High production cost: Ministry suggests placing cap on nuclear power plants

ISLAMABAD: With constant emphasis on slapping a ban on the use of imported coal and furnace oil in electricity production, the government is mulling over putting a brake on the installation of nuclear power plants in future because of concern over the high cost of production.

According to a senior official of the Ministry of Water and Power aware of the development, the ministry floated a proposal in a high-level meeting chaired by the prime minister for placing a cap on imported fuel consumption in power generation as electricity was expected to be in surplus in 2022.

“With the building of new dams and utilisation of huge Thar coal reserves, the reliance on imported fuels could be reduced,” the official quoted the ministry as saying.

While saying that furnace oil consumption should be brought down in the national interest, the ministry emphasised the need for a comprehensive assessment of the sustainability of domestic resources such as natural gas and Thar coal before restricting the use of imported fuels.

The ministry also suggested to the premier that a cap should be placed on nuclear power projects as their production cost stood very high. Meeting participants noted that the Strategic Plans Division had requested for giving a briefing to the prime minster on the nuclear power generation, therefore, the cap should not be considered until the presentation was given.

Minister of Planning, Development and Reform Ahsan Iqbal said the government was determined to utilise hydel sources for power generation. In that regard, he said, construction of Munda Dam should be considered as apart from power generation, the dam would play a pivotal role in flood mitigation in Khyber-Pakhtunkhwa.

The Ministry of Water and Power also suggested restricting the share of renewable energy at 10% of the total installed capacity, saying solar and wind power projects were operating at a much lower efficiency and creating problems for the national grid.

The government of Sindh has issued 51 Letters of Intent (LoIs) for the installation of wind power plants in the province whereas Punjab is in the process of providing the LoIs. Attention was drawn to those developments in the meeting.

The power ministry official revealed that Pakistan’s total power generation capacity in 2016 stood at 20,857 megawatts and with the addition of 12,267MW by 2018, the capacity would grow to 33,124MW. It will rise further to 51,694MW by 2022.

Among different sources of electricity, hydroelectric power has a share of 34% in the existing power generation capacity, furnace oil 29%, locally produced natural gas 19%, liquefied natural gas (LNG) 8%, renewable and nuclear energy 5% each.

In 2018 when power production is expected to go up to 33,124MW, the share of hydroelectric power will be 30%, furnace oil 18%, LNG 16%, local natural gas 12%, imported coal 10%, renewable energy 8%, nuclear power 4% and local coal 2%.

However, in 2022, hydroelectric power will likely have a share of 36%, followed by 12% for furnace oil, 10% for LNG, 9% for nuclear energy, 9% for renewable energy, 8% for local natural gas, 8% for local coal and 8% for imported coal.

For comparison, Tamil Nadu (25,393 MW), Gujarat (29,867 MW) and Maharashtra (40,589 MW) individually have a larger installed capacity than the whole of Pakistan. Even if they reach their capacity addition goal by 2018, they will still be 7000 MW short of Maharshtra's capacity, and that is assuming zero capacity addition in MH in the same period.

Global Times's editorial further batted for Pakistan saying it should be accorded the same nuclear privileges as India.
Aside from these issues, the editorial alleged that India "has broken the UN's limits" on how many nuclear weapons and long-range ballistic missiles it can produce.
On Monday, India successfully tested - for the final time - its long-range ballistic missile, Agni-IV, which can travel 4,000 kilometres. No long before that, it successfully test-fired Agni-V that has a range of more than 5,000 kilometres and can reach Europe and the northernmost parts of China.

For decades, Pakistani governments have been taking loans to fulfill local demands and start new projects. As things stand, Pakistan’s foreign debts have currently crossed around Rs. 75 trillion. Every Pakistani is now in debt of about Rs. 390,000.
In recent times, the loan amounts have reached such highs that not even international or local lending institutions are willing to loan money under simple conditions since they want assurances that their investments won’t go in vain.For that reason, Pakistani governments have started putting national assets of extremely high value as guarantees (mortgage) in exchange for more loans or otherwise for Sukuk Bonds.
The Aam Abduls of Pakistan are "blissfully unaware" of these machinations played on them !
What are Sukuk Bonds?Sukuk bonds are Islamic bonds. They are structured in such a way that investors get returns without infringing any Islamic law (for example, no interest is charged on such investments). Sukuk represents undivided shares in the ownership of tangible assets relating to special investment activity. In other words, the bond issuing authority purchases an asset and the investors get partial ownership and returns.The issuer also has to buy the bond back at par value at a later date.We’ve compiled a list of national assets and the details regarding their mortagage based on official as well as leaked documents in the public domain. Pakistan is living "beyond its means" for a long , long time ; and sinking into economical and financial "shxt hole"; but it will never be allowed to fail,( and the Pakis know it !) as it is an Islami Nuclear Power .

Birth of another dependency

THE latest quarterly report from the State Bank of Pakistan may sound like a dry affair, but read it a little closely and you’ll notice some startling revelations.

For the past three years now we have grown accustomed to a steady drumbeat of positive news and statements about the economy — the reserves are rising, the circular debt has been contained for almost two years now, growth is ticking upward (even if very slowly), the fiscal deficit is coming down (targeted to hit 3.8pc of GDP this year, the lowest in over a decade).

For a couple of years now we have been told that the country’s macroeconomic fundamentals are stabilising and a new round of investment coming in from China is laying the groundwork for a new growth spurt that will last far into the future.

This story has not been without its skeptics. We have heard similar stories in the past too, only to watch the whole thing unravel very quickly.

The skeptics have pointed out that the rise in reserves owes mostly to declining oil prices and increasing foreign borrowing, and as such is not sustainable.

The continuous declines in exports, drying up of FDI are serious weaknesses, they maintain, and while remittances have shored up the external account, this could change given the fiscal difficulties of the GCC countries.

In short, they have argued that the government’s narrative of an improving economy is built on shaky ground.

Examine: CPEC: The devil is not in the details

The latest SBP report, although optimistic in its overall tone, points towards some changes in the first quarter of the current fiscal year that could lend lasting credence to the voice of the skeptics.

Even though the SBP has taken pains to avoid letting its assessment become fodder for the skeptics to beat the government with, the underlying facts are too stark to now paper over.

We seem to be substituting CSF inflows with commercial borrowings from China as a stopgap measure to plug our current account deficit.
Here are some noteworthy developments the report brings up on the external sector.

Pakistan saw net inflow of $1.1 billion in “net loan and FDI inflows from China in Q1-FY17” says the report.

Out of this, $700 million (the lion’s share of the total) was a commercial loan from the China Development Bank whose only purpose, apparently, was to help pay for the nearly $2bn of machinery that Pakistan imported from China in the same quarter.

In case you missed it, let me put it in plain English here: we’re borrowing money on commercial terms from a Chinese bank to pay for machinery imported from China under CPEC-related projects.

Elaborating on this, the report says “[w]hereas Q1-FY16 had seen a dramatic pick-up in net FDI from China, it was long-term loan disbursements that dominated in Q1-FY17.”

So last year in the same quarter, Pakistan saw net FDI inflow from China of $192m, but this year that figure dropped to $91m.

And loans from China in the first quarter last year were $138m, and this year they jumped to $979m, of which $700m was the commercial loan mentioned above.

These inflows helped cover up a hole that opened up in the country’s external account due to the drying up of Coalition Support Funds (CSF).

In the same quarter last year, Pakistan ran a current account deficit that was less than half of what it ran this year. Last year the CSF inflows played a big role in helping cover the gap.

This year the report says the commercial borrowing from China “helped to cover the increase in current account gap and lower foreign investment in the quarter”.

This is important for a couple of reasons.

First, we seem to be substituting CSF inflows with commercial borrowings from China as a stopgap measure to plug a running deficit in our current account.

CSF was always billed as a “reimbursement”, and booked in our accounts as an export of a service (an awkward classification for what it implies).

But the Chinese loans are on commercial terms and, unlike CSF, have to be repaid with interest.

Another reason is that our three main non debt creating sources of foreign exchange inflows — exports, remittances and FDI — all registered declines in this quarter.

For exports, this was the 10th consecutive quarter of declines that are now becoming alarming.

For remittances, it was the first quarter of decline since 2012, and the report warns that an uptick is unlikely in the foreseeable future.

So our current account is weakening almost irreversibly while imports from China are skyrocketing, and the gap is being plugged by commercial borrowing from Chinese banks.

“[T]he structural weaknesses in the external account — reflected by the continuous drop in exports, lower FDI, and the drop in remittances — present a challenge,” says the report.

How sustainable is this?

What are the terms on these loans, and what sort of outflows will be created when repayment begins?

Nobody knows, not even the State Bank it seems.

But noting the shifting gears in the economy, the report does point out that “in the short run, it is imperative that CPEC projects (both power and infrastructure-related) continue at their projected pace, mainly to ensure steady arrival of associated FX inflows from China.”

And then goes on to add that “[t]his financing will also be crucial to offset the rise in the import bill stemming from higher CPEC-related machinery imports.”

Is this a new relationship of dependency being built here?

Are we now getting locked into a cycle of borrowing and imports under the garb of CPEC even as the more important pillars of the external sector — exports, remittances and FDI — shrivel up?

If so, the first quarter of fiscal year 2017 will be the moment when the gears shifted.

Where these trends take us is difficult to foresee, but increasingly the government’s narrative of economic improvement is beginning to sound like a high-stakes bet instead of sound policy.
