what depresses me is that eerily like LTTE terrorists being treated in Madras in the same hospitals as IPKF, we are seeing ISI terrorists getting treatment. (assuming he was not brought in by authorities )

The bomber is a soldier so could be Hyderabad since it was a independence day. Also it was planned to big, he had placed bombs aorund 20 places and was he injured from one of them. No timers recovered so could be remote. Since he was injured he couldnt trigger the other ones?
But how he travelled from hyderabad to delhi without being noticed?

If he has landed up in Delhi after being seriously injured in South India, the most probable way for that would be central agencies picking him up( maybe extracting the juice from him) and then admitting him to the sarkari Gangaram hospital..

Being a Brigadier or a Major General should now count as Hazard Duty . 12 General Ranking Officers in various incidents in the last five years. Pretty high for an army half the size of India. I am sure some of the crash victims can be attributed to COIN Ops..

A day after The Indian Express reported on the entry on the Pakistan Army website about the “martyrdom” in Delhi of an ISI agent on a “Suicide Attack” operation, top sources in the capital’s Sir Ganga Ram Hospital confirmed that the death did indeed occur.
The ISI operative, Naik Zulfiqar Ahmed of the HQ 30 Corps, was referred to the hospital by the Pakistan High Commission, which also paid his medical bills, the sources said.
He was admitted in the hospital’s nephrology department on November 1, 2007, and died “after fifteen days, most probably from kidney-related problems”, a source said. No foul play was suspected, he added.
According to information put up on the Pakistan Army website’s Shuhada’s (Martyrs’) Corner, Ahmed, from Bhimber in PoK, died on November 16, 2007 at “Ganga Ram Hosp N/Delhi”. The “Cause of Shahadat” was “Neptrrotic Syndrome/ARI” (a reference to nephrotic syndrome and acute respiratory infection).
Sir Ganga Ram Hospital is empanelled with the Pakistan High Commission, and “Zulfiqar came as one of the beneficiaries,” said a hospital source. It is not clear who claimed the body, or whether last rites were performed in India.
When contacted by The Indian Express, Shah Zaman Khan, Minister (Press) at the Pakistan High Commission, said they were ascertaining all facts. “I am to get information on the issue,” Khan said.

The official website of the Pakistan Army(http://www.pakistanarmy.gov.pk) remained offline for most of Tuesday, with a one-line announcement blaming “technical reasons” across the blank white screen. When it came back online in the evening, the site was slow, and the record of Zulfiqar Ahmed was missing from the database of ‘martyrs’. Also missing from the database at the Shuhada’s Corner were the names and ‘martyrdom’ details of all soldiers whose unit had been earlier listed as ‘ISI’. While researching the story on Ahmed on Monday evening, The Indian Express had found 25 ISI men in the database of dead soldiers. Till late Tuesday evening, there had been no official reaction from Pakistan.

An uproar has broken out in India over the discovery of the profile and details of a Naik (Corporal) of the Engineers in the Shuhada (Martyrs) section of the official Pakistan Army website. The operation he was apparently involved in is described as 'Suicide Attack' and the place of death is disclosed as New Delhi, India.
This has led to charges that the Pakistan Army admits that it sends suicide bombers into India to target innocent civilians as well as vital installations. A little investigation reveals that the NCO was admitted by the Pakistan High Commission in New Delhi to the Sir Ganga Ram Hospital where he died of renal failure. Zulfikar Ahmed was apparently seconded to the ISI (which the website entry reveals) and posted to its New Delhi Station. I don't think the ISI would take the risk of allowing one of its regular, serving personnel to be personally involved in a suicide attack except in a supporting role. After all any post-attack investigation could've revealed his true identity leading to grave embarrassment for Pakistan. Most probably he was involved in either making bombs, suicide vests or as an instructor in bomb-making to the many surrogate Pakistani terror outfits operating in India. This much can be deduced from his background as an NCO from the Engineers. All countries have intelligence personnel posted under diplomatic cover in their missions abroad.
This is probably the first time that a country has admitted that it posts saboteurs, suicide bombers or bomb-making instructors in one of its embassies. What this episode reveals is the malevolence with which the ISI and the Pakistan Army conducts its long-standing operations against the Indian State. Immediately after the story broke in the Indian media, the Pakistan Army website was off the Net apparently for technical reasons. It came back up after a few hours with the names of all 25 ISI personnel earlier listed as martyrs omitted. ISPR and GHQ have not responded as yet to any query on the controversy. Coupled with the earlier incident where hoax WikiLeaks cables were apparently posted on the Internet by what is alleged to be an ISI propaganda front, this incident has caused a great deal of embarrassment for Pakistan's civilian Government. The military of course couldn't care less.

Innocuous sounding explanation for Zulfikar Ahmed's profile by the voice of the ISI, http://ahmedquraishi.com. An erring data entry operator did it ! Too pat by half. Along with the usual loony rants and raves about India, the Indian Army, General VK Singh, etc. Not to be taken seriously at all. The Pakistanis have been caught with their pants down this time !

I agree that this guy was a support function to the TSP terrorist groups in India. I also think he was a bombmaker going by his sapper background. I also think we are going on wrong trail thinking he suffered from his ailment while on a mission. His whole posting in Delhi Embassy was his mission. Now taking these conclusions into account I would submit that his field of operations was Varanasi where there was blast exactly a week(Nov 24) after his demise(Nov 16).
I also think its his pupils who conducted the Dec 7th, 2010 Varanasi blast for in my view its a sapper type bomb(demolition) and not a terrorist type bomb(shrapnel, nails etc).

Note that they do not even mention their website at all in their statement. Soon they are going to start saying that it was an Indian plant on their website (if they ever admit the website as the source of the incident at all!). I wouldn't put it beyond their abilities to say that we hacked their website to put that stuff up there.
But in doing what they have done to suppress the news rather than clarify it, they have made it themselves look very guilty to any person of any intelligence, I would think...

Major Kashif Khalil, SJ passed out in April 1994, with 89 PMA Long Course and joined 17 Sind Regiment. Besides serving in his parent
unit he has served as GSO-III (1) in HQ 88 Brigade Gujranwala, has been a platoon commander (Instructor Class 'C') and Adjutant
(Instructor Class 'B') in PMA and has also represented Pakistan in UNAMSIL (United Nations Mission in Sierra Leone). The officer is a
graduate of Command and Staff College Quetta, has been a Brigade Major in Headquater 10 Brigade Sialkot Cantonment and is presently
serving in 17 Sind Regiment.
The officer while serving in 12 Northern Light Infantry Battalion in 1999 had the opportunity of participating in Operation Koh-e-Pema where
besides establishing two posts he played a pivotal role in defence of a very sensitive sector against a forceful enemy attack inflicting heavy
casualty on to the enemy. On 7 July, once one of the platoon's locality was seriously threatened, the officer volunteered himself to lead the
counter attack. Because of his audacity and courage, the counter attack by only 20 persons was not only successful but the enemy was totally
evicted out of the area. However, during this process the officer himself got injured by the enemy fire. Because of his valour, demonstrated
grit and determination at the peril of his life, the officer was awarded "SITARA-I-JURAT."
