PM Abbasi likely to meet US vice president on margins of UN General Assembly
ISLAMABAD – Prime Minister Shahid Khaqan Abbasi may be meeting US Vice President Mike Pence on the sidelines of the United Nations General Assembly session in New York.
The prime minister, who is due in US on Monday would also be meeting UN Secretary-General António Guterres and a number of other world leaders.His meeting with Pence, touted as one of the most important engagements of the prime minister is likely to take place on Tuesday and it would be the highest contact between the two sides since the announcement of Afghan policy on Aug 21 by US President Donald Trump. Pakistan had after the policy announcement postponed the then planned bilateral interactions. Will likely rake up Kashmir issue, Pakistan's Billion Dollars economic loss in "fighting terrorism", and course, Pakis precious lives lost in the cause !
Talking to US Ambassador David Hale, who called on him at the PM House, Mr Abbasi said: “It is important for Pakistan and US to stay engaged for pursuing common objectives and other issues of mutual interest.” ( diplomatic code words for "give funding to us" !)
Apart from the Abbasi-Pence huddle, a meeting between Foreign Minister Khawaja Asif and Secretary of State Rex Tillerson is also being scheduled. The prime minister is scheduled to address the UNGA on Thursday.

Rajnath Singh is right: Pakistan does not want to improve ties with India. Hence, the need is to engage with military option, which will involve making Pakistan's adventurism too expensive to persist with.


Union Home Minister Rajnath Singh’s recent statement that, Pakistan’s repeated violation of the ceasefire agreement with India made it evident that it was not keen on improving its ties with this country, once again underlined a harsh fact: New Delhi has to continue living with a hostile neighbour across its north-western border. The reasons are well-known. The ceasefire violations are aimed at facilitating the passage of terrorists from organisations like the Lashkar-e-Tayeeba (LeT) and the Jaish-e-Mohammed (JeM), which, Islamabad’s principal intelligence agency, the Directorate of Inter-Services Intelligence (ISI) mothers across the Line of Control and the international border, to perpetrate terror strikes in Jammu & Kashmir.

This, again, is a part of Pakistan’s continuing unconventional war against India to annex Jammu & Kashmir. Its obsession with Kashmir has been vastly heightened by its desire to settle scores with India for the latter’s role in the liberation of Bangladesh, following this country’s comprehensive victory over Pakistan in the 1971 war. The humiliation of defeat still rankles with Pakistan’s military establishment. This again has sharpened the other major cause — the effort to implement its strategic doctrine in respect of India which aims at balkanising this country to reduce its salience in South Asia.

An important focus of this doctrine is the detachment of the north-east Indian States from the rest of the country. Islamabad’s efforts to do so began almost immediately after independence when it started supporting secessionist Naga rebels led by AZ Phizo by training and arming them. Subsequently, it extended support to Mizo and Manipuri rebel groups as well.

The emergence of a sovereign Bangladesh in place of East Pakistan meant the elimination of the bases from which Pakistan was arming and training such rebels. The military dictatorships, naked or camouflaged, that came to rule Bangladesh after Sheikh Mujibur Rahman’s dastardly assassination, were, however, pathologically anti-India and pro-Pakistan. These provided full support to secessionist organisations like the All-Tripura Tiger Force (ATTF) and the Peoples Liberation Army of Manipur (which also received assistance directly from the ISI).

The Bangladesh Nationalist Party’s (BNP) Government (1991-96), led by Begum Khaleda Zia, and the coalition Government, comprising the BNP and Jamaat-e-Islami Bangladesh (2001-2006), continued the policy which came to an end only after the second coming of Sheikh Hasina-led Awami League to power in 2009. She tried but did not succeed in stopping assistance to the north-east Indian rebel groups during her first term in office (1996-2001) when pro-Pakistan elements were too strongly entrenched in the Directorate-General of Forces’ Intelligence, the country’s equivalent of Pakistan’s ISI, for her to intervene effectively.

Even before it was denied opportunities to operate out of Bangladesh, and India’s signing of peace accords with Mizo and the dominant group of Naga insurgents, Pakistan had begun concentrating its focus on north-western India. Its emergence as the principal coordinator of the jihad the mujahideen were waging, with military and financial support from the United States and Saudi Arabia, against Soviet occupation of Afghanistan, provided it with an ideal opportunity.

Pakistan recognised this and forged ahead using, among other things, the camps for training mujahideen also for training terrorists from India, and barred the Americans from inspecting them. Youssef Bodansky writes in his pioneering work, Bin Laden: The Man Who Declared War on America, “The main reason the ISI decided to keep the Central Intelligence Agency out of out of the camps was the extent of training and support non-afghan ‘volunteers’ and others were getting in these camps. Most numerous were the thousands of Islamist trainees from Indian Kashmir and to a lesser extent the Sikhs from Punjab.”

The suppression of terrorism in Punjab, with Punjab police leading the charge under the leadership of KPS Gill, led to Pakistan directing its activities mainly at Jammu & Kashmir along with attempts at headline grabbing strikes at cities like Mumbai, Delhi and Pune to rattle the Union and the State Governments concerned. The 59-hour-long attack, that began in Mumbai on the evening of November 26, 2008, and left 164 persons dead and 308 injured, was the most lethal example. The blast at German Bakery Pune (17 killed and 60 injured) on February 13, 2010, and the serial explosions in Mumbai on 13 July, 2011 (26 dead and 130 wounded), caused nation-wide stir, as did the one outside Delhi High Court’s Gate No 5 (17 killed and 76 injured) on September 7, 2011.

The attacks, by the LeT, JeM, the Hizbul Mujahideen, their proxies in India, as well as organisations like the Indian Mujahideen, continue. The latest outrage that made headlines was the attack on Amarnath yatra pilgrims in Kashmir that left seven dead and six injured on July 11, 2017. Rajnath Singh is clearly right. The terror strikes, the cease-fire violations across the Line of Control in Jammu & Kashmir and the international border indicate that Pakistan has no desire for improving ties with India. The ceasefire violations and the terror strikes in India will continue. What should India do?

Replying strongly to these violations is the immediate response, which India has fittingly provided. That, however, is no substitute for a long-term diplomatic and military approach. Diplomatically, India’s efforts as well as Pakistan’s own misdeeds in Afghanistan, Central Asia and elsewhere, have caused it to be seen as a promoter of terrorism.

An important component of US President Donald Trump’s Afghan strategy, outlined in his speech on August 21, is its tough approach to Pakistan. He had said, “We have been paying Pakistan billions and billions of dollars, at the same time they are housing the same terrorists that we are fighting,” and noted “that will have to change.” He made it clear that non-compliance could mean cuts in aid and the revocation of Pakistan’s status as a major non-NATO ally. It could also mean sanctions on Pakistani Government officials with ties to terrorist organisations, the United States warned on August 22.

What impact this has on the ground or whether it has any impact on Pakistan’s support to the LeT and JeM, remains to be seen. This also applies to the naming, for the first time, of the above two, in the Xiamen declaration issued at the end of the recent Brics summit, as being among terrorist organisations whose violence was causing concern about the security situation in the region.

For all one knows, no change will follow. Hence, the need is to engage with the military option, which will involve making Pakistan’s adventurism too expensive to persist with. Retaliatory surgical strikes need to be backed by fomenting discord in Pakistan’s own backyard, reminding it that two can play the game. Finally, India must be prepared for a full-fledged war should the exchanges lead to one. Defence Minister Nirmala Sitharaman has her work cut out.

I will consider it as progress, the day US officially stops spares for those "born only for Pakistan" F-16s. Given there is a batch of Cobras on their way, I wont hold my breath.

We plan a buy of 20 Guardian Recon prop UAV and Pakis already protest about the deal having adverse effect on global peace.

The US gives stuff like F16, M109 free of cost, along with 3 billion aid.... and not a word from us.

Pakistan saves $4bln in loan repayments on yen strength

ISLAMABAD: Pakistan managed to save at least three billion dollars in loan repayments to Japan during the past four years as rise in Japanese yen value against dollar turned out to be a blessing in disguise for the south Asian economy faced with widening current account deficit, officials said on Saturday.

“Fluctuation of yen against dollar helped Pakistan in getting benefits of three to four billion dollars in loan repayments,” an official said.

Yen’s value reached to one and half year high of 111 to one dollar and edged up nearly nine percent on foreign exchange markets last year, the highest among 10 industrial nations.

The Japanese government, however, is wallowing to keep yen under control to wake up its snoozing inflation.

Officials said Pakistan received around $35 billion as external loans during the last fiscal year of 2015/16 to meet its financing needs of $30 billion.

Currently, the total loan assistance from the Japanese government stands at $960 million and the grant at $156m.

Officials said the country’s current account deficit amounted to $20 billion in the last four years. The main surge sprang in FY2017 when current account deficit peaked to $12.2 billion, equal to four percent of GDP, from eight billion during three years.

Analysts were anticipating a widening current account deficit for 2016/17 due to higher imports on more than $50 billion China-Pakistan Economic Corridor projects (CPEC) and recovery in international oil prices as well as sluggish remittance inflows and subdued exports.

Imports rose 18.67 percent to $53 billion in FY2017, while export fell to $20.448 billion during the period.

Export sector, however, started to show recovery. Exports grew 13.2 percent in the first three months of the current fiscal year, a good omen for the fragile external sector and the economy that posted a decade-high growth of 5.3 percent in FY2017.

The officials said foreign exchange reserves climbed to $16 billion in the last four years from six billion dollars earlier.

Analysts, however, said the Stat Bank of Pakistan’s foreign exchange reserves almost reached to the level of FY2015 after touching nearly $19 billion last year.

SBP’s data showed that its existing reserves are hovering around 14 to 15 billion dollars. They stood at 13.53 $ billion by June-end of 2015.

Topline Research, in a report, forecast that current account deficit is likely to reach $16.39 billion in FY2018. In the following years, the deficit is, however, likely to slid at $14.73 billion in FY2019 and $13.52 billion in FY2020.

“We expect the current account deficit to be in the range of 5 to 5.5 percent of GDP in FY2018, (which) may result in further depletion of SBP’s FX reserves by $3 billion to $13 billion – below 3-month of import cover,” Saad Hashemy, director research at Topline Securities said. “We estimate that funding gap of $10 to 11 billion for FY2018 will likely be arranged from World Bank/Asian Development Bank and dollar bonds/sukuks,”

Hashemy said short-term debt is a temporary measure and is not sustainable.

“The government after elections in FY19 will need to take strict measures, including rupee devaluation, hike in interest rates, duties on non-essential imports and incentives for exporters,” he added.

ISI to have more civilians at the top
ISLAMABAD: The Pakis­tan Muslim League-Nawaz (PML-N) government has increased the civilian share in the senior hierarchy of the country’s premier intelligence agency — Inter-Services Intelligence (ISI). Prime Minister Shahid Khaqan Abbasi on Sep­t 15, 2017 approved a proposal to increase the number of directors general (DGs) — the highest civilian post in the agency — from one to four. ( By 400% :eek: ) The post of civilian DG in the ISI is a grade 21 position, equivalent to a serving major general of the armed forces. Previously, there was only one civilian DG post in the intelligence agency.
In addition, the prime minister has also enhanced the number of deputy directors general (DDGs) from eight to 15. The same summary recommended the creation of seven additional DDG posts for civilian officers in grade 20. Now will these civvies be "shunted" into dead-end jobs, will their "orders" be obeyed ; will they be treated as "equals" in the fauji environment, will they be "shadowed" by faujis - lots of interesting scenarios
According to the office order issued by the PM Office on Sept 15, “The prime minister has seen and is pleased to approve the proposal at para 5 read with the views of Establishment Division… and of Finance Division.” So, this is just a "proposal" at this point. Most likely will be sabotaged as the announcement at one time by President 10 % ti (AAZ) that ISI will be placed under civilian control, but never happened :mrgreen:
However, with the addition of seven grade 20 and three grade 21 posts, the official hoped that promotion of civilians, especially young DIS officers working in “hard areas”, would be accelerated. In June 2013, some ISI officials had petitioned the Islamabad High Court (IHC) against the slow pace of their promotions. The petition stated that there were over 300 officers in grade 17 to 21 in the five cadres of the ISI, including the Surveillance (field intelligence) cadre, Vetting cadre, Joint Intelligence Miscellaneous cadre, Ministerial cadre and DIS.
The petition was dismissed by IHC Chief Justice Mohammad Anwar Khan Kasi in September the same year, saying that the aggrieved officials should approach the Federal Services Tribunal, which was the relevant forum for such petitions.
So, here is a "good example" of what is likely to happen !

Pakistan: 250 Hindus convert to Islam in its notorious town

Around 250 Hindus converted to Islam on Saturday in Chohar Jamali area in Sajjawal, Thatta, Pakistan.

The ceremony was organised by Muslim businessman Abdul Aziz Memon and has the presence of clerics and powerful politicians of this area. Women too have been converted while construction of mosque and madrassa was also announced.

An accountability court on Thursday summoned five members of the Sharif family on September 19 and the incumbent Finance Minister Ishaq Dar on September 20 in four references filed against them in line with apex court’s July 28 verdict. The so-called "Accountability Court" is obviously "accountable" onlee to the fauj and therefore not objective !
In reply to a question, she said the leader of the ruling party is Nawaz Sharif and ‘all of us’ are united under his leadership. She said she viewed the September 17 by-polls as a contest between the sanctity of the vote and the ‘conspirators’. :roll: . No less than the ( rich and luxurious !) "lifestyle" of the Sharif family is at stake in this pivotal election :mrgreen:

The PML-N leader said former interior minister Chaudhry Nisar is proud of being a confidante of Nawaz. “Nisar calls me his daughter,” she said. :roll: But just the other day, pro-fauji Nisar ( now anti - Nawaz ) expressed "his doubts" about Maryam assuming a leadership role in the male dominated PML N .

India appoints Ajay Bisaria new HC to Pakistan
NEW DELHI: India has appointed Ajay Bisaria as the new High Commissioner to Pakistan to replace Ambassador Gautam Bambawale, sources revealed on Sunday. Bisaria was presently serving as the Indian Ambassador to Poland. Sources said the new high commissioner will reach Pakistan in October. It is said that Bambawale has been appointed as India's ambassador to China.
According to Indian media reports, the reason behind the high-level diplomatic shuffle came as Indian Ambassador to China Vijay Gokhale was made secretary economic relations in the Indian Ministry of External Affairs. Gokhale was reported to have played a major role in the Doklam crisis pertaining to the border standoff between India and China.
During Bambawale’s tenure, Pakistan and India’s relations witnessed several lows and ups, with the most notable scenario being the Pakistan forces getting hold of Indian spy Kulbhushan Jadhav. :roll: Jadhav was arrested on March 3, 2016 through a counter-intelligence operation from Mashkel area of Balochistan. ( Wrong ! Kidnapped by the Taliban and sold to ISI !) His death sentence by the Field General Court Martial was confirmed by Chief of Army Staff General Qamar Javed Bajwa.

PIA flight searched in London, cleared by British authorities
LONDON: A Pakistan International Airline flight from Islamabad to London was searched by UK’s border agency officials, sources informed Geo News.Agency officials, including sniffer dogs, searched the plane for five hours. The 17 British officials took off panels from the plane and did a thorough search. They were acting on a tip-off that drugs were being smuggled aboard the plane.However, PIA officials said the plane was cleared after no contraband was found.Earlier in June, the Anti-Narcotics Force (ANF) busted a gang of drug-peddlers involved in smuggling of drugs abroad through PIA aircraft.The ANF rounded up nine PIA employees from Karachi and one from Lahore.
The decrepit national airlines remains under intense media scrutiny and is a "rich source" of entertainment and /or corruption news available to Paki Media , 24/7. The most recent example was the "disappearance" of an "Airbus" passenger plane from its airline inventory ! Investigations revealed- and the Paki National Assembly was informed - that the plane had been grounded and is sitting at on the tarmac in Germany, pending cannibalization and sale for what it is worth. !

Also he has hitched his (politcal ) wagon to Ganja's Party l at the Federal level .
The Maulana said Ulema were running Islamic seminaries and imparting education to students at their own expense. “They have limited resources. Nonetheless, they will never accept money from the government for the implementation of Western agenda.”

IMO, there is no doubt a (domestic) conspiracy afoot to de-throne Ganja's PML and install a more fauji friendly regime ( Imran !) But carry it a one step further and call it "international" is a bit paranoid !

In Geneva, posters of Baloch terror group draw ire of Pakistani envoy

Posters placed by Baloch separatists in Geneva, Switzerland have drawn the ire of Pakistan’s top diplomat at the UN.

Pakistan’s Permanent Representative to the United Nations in Geneva Farukh Amil has written to Swiss Permanent Representative Valentin Zellweger to draw his attention to the ‘Free Baluchistan’ posters placed along Rue de Ferney in the Grand Sacconex area. The letter – a copy of which is available with The Express Tribune – says that since Monday, Pakistani diplomats identified at least eight posters which list ‘Baluchistan House’ as its sponsor, along with one digital poster. They also identified a car with local plates that appeared to be guarding the posters.

Ambassador Amil opines that the local authorities should be aware of who placed them as it would have to collect fees for the posters. While protesting the attack on Pakistan’s sovereignty that is constituted by the posters, the ambassador explains to his opposite number that ‘Baluchistan House’ is an affiliate of the Baluchistan Liberation Army (BLA), which is recognised as a terrorist group by Pakistan, the United Kingdom, and other countries.

The letter also notes that BH and BLA’s overlapping leadership have committed crimes ranging from assassination to mass murder and kidnappings against soldiers, government officials, and civilians, along with religiously motivated attacks against minorities.

The Pakistani envoy moves on to urge the Swiss to address the issue. “The use of Swiss soil by terrorists and violent secessionists for nefarious designs against Pakistan…is totally unacceptable. The fact that terrorists [operate openly] in Geneva…is a matter of grave concern.”This is one for the Books. Clapistani or Clapistani Based and / or Trained, Supplied etc. Terroristshave not only carried out Terrorists in India but all over the World!

He moves on to request that Ambassador Zellweger alert Swiss authorities about the presence of BLA or its affiliates in Geneva. He also calls for appropriate action against the ad agency that made the posters, and for “due attention” to the security of the Pakistani mission and its staff.

he corridors of law in Pakistan have been in the thick of things in the recent months. The drama started with the ouster of Nawaz Sharif as Prime Minister. This followed the recommendation of the National Accountability Bureau (NAB) to seize the ex-PM's family assets. In another unrelated event few days later, the Pakistani court declared former military ruler Pervez Musharraf as a "fugitive" in the murder trial of former Prime Minister Benazir Bhutto. These are more than mere coincidences. A pattern is emerging with the wheels of justice as the new arrow in Rawalpindi's quiver.
The Arabic words Sadiq and Ameen stand for honest and righteous. They say words have the power to move mountains. But little did anyone imagine that innocuous adjectives ( introduced by Zia !) also have the capacity to overthrow a Prime Minister and orchestrate a political coup. While Nawaz Sharif has been sacked twice before, it is for the first time that the court was kind to do the honours.
The Sharif family has long been a significant power structure in Pakistan with its varied business conglomerates and a political grip over Punjab. Nawaz Sharif has been thrice elected PM while brother Shehbaz is in his third term as CM Punjab. The family emerged as a counter narrative to the old guard Bhuttos under the tacit approval of the army. But politics seldom has permanence in alliance or bedfellows. Had Sharif done the biddings of the Army,100% nothing would have been done "to" him !
The Panama Papers had worrying details of significant illegal accumulation, especially assets overseas. It's almost comical that the final nail on the cross was due to receivables of INR 1,75,000, while the original reason for a court intervention, the Panama Leaks allegedly involving millions gets altogether forgotten. Former Ambassador Hussain Haqqani called this a "Judicial Coup" and said that the Pakistan SC is "willing to act as an arm of the deep state" — while some opposition parties celebrate this victory for the "rule of law". It will be interesting to see how long before they also face the same wrath — very Sadiq and Ameen.
When elected in 2013, Nawaz Sharif wanted to establish the supremacy of the Prime Minister and of the Constitution. He made no friends with his foreign policy agenda, especially with his India outlook. The backlash was to be expected. Instead of sending marching men and machines to the palace, the fall of the hammer was preferred.
It is near impossible to prove such conjectures, but the history, surrounding circumstances and key beneficiaries must be analysed. Notwithstanding Sadiq and Ameen, If the GHQ believed that Nawaz Sharif was a worthy ally, would the honourable court still hold this view? Moreover, if the army believed that the court would not oblige, would they be silent spectators?
There are several flaws with the provisions of Sadiq and Ameen. This vague and highly subjective framework was introduced into law by General Zia-ul-Haq, under the clauses of Articles 62 and 63 of Pakistan's constitution. General Musharraf further obliged by adding various sections to this clause to push it towards unrealistic subjectivism.
Started by Zia — these and other ambiguous provisions only came into vogue in 2011 — with the former Chief Justice of Pakistan, Iftikhar Muhammad Chaudhry, who began using them as a basis to disqualify Members of Parliament. Ironically writing in a 1988 journal, Justice Asif Saeed Khosa, current bench member of the Panama Case, declared that article 62 (1) (f) provided "a feast of legal obscurities." But that was then, this is now.
The court procedures were also found wanting on many fronts. Firstly, the court did not conduct a trial — it instead accepted the findings of an investigative committee — on which two out of the six members were from the military. Secondly, the Supreme Court should not have been the first court hearing this matter — there was a clear breach of jurisdiction. Thirdly, the committee concluded on a flimsy technicality and not even on the real Panama issue.
In the case of Pakistan the army proves to be the crucial stakeholder. The army has a "Minus-3 Formula" — having already nudged three significant leaders — Altaf Hussain, Sharif and Zardari — into a corner.
However, in the era of hashtags and Facebook likes, a military coup is messy and proves for damaging PR. Therefore resorting to the law and alibis of technical procedures proves more elegant to mask the actual agenda. In a 'Post Coup Pakistan,' one can expect the courtrooms to be the real theatre of military action.
And the Army already has a PM in waiting - Imran Khan- who will do its bidding !

Nawaz Sharif's wife wins Lahore by-poll

LAHORE: Ousted Pakistan Prime Minister Nawaz Sharif's ailing wife today won the crucial by-election in Lahore that was seen as a test of support for the family after the Supreme Court dismissed Sharif from the office in the Panama Papers scandal.

Begum Kulsoom won the NA-120 seat in a close contest with cricket-turned-politician Imran Khan's Pakistan Tehreek-i- Insaf candidate Yasmin Rashid.

The parliamentary seat, said to be a stronghold of the Sharif family, fell vacant after the apex court on July 28 disqualified Sharif in the Panama Papers case on grounds that he was dishonest.

The Election Commission spokesperson said that Kulsoom bagged 59,413 votes defeating Rashid with a margin of more than 13,000 votes. Rashid got 46,145 votes while Sheikh Yaqoob from the Milli Muslim League, a new party backed by Hafiz Saeed-led Jamaat-ut-Dawa (JuD), stood third with more than 4,000 votes.

The support for the Sharif family has, however, diminished as in 2013 general election Nawaz Sharif had defeated Rashid with a margine of more than 41,000.

Kulsoom recently underwent cancer treatment in London and has been recuperating in the British capital. Her daughter Maryam Nawaz managed her campaign in her absence.

The election to the parliamentary seat was seen as a test for the PML-N party also because it comes ahead of the general election in Pakistan next year.

After the result, Maryam said people have "dismissed conspiracies" against him.

The PML-N leader said the people in the constituency have proven that they love Sharif, adding that now it was the time for "opponents to cry".

"Thank God million times. This was PML-N vs All."

"The people have rejected the verdict of the Supreme Court. They have proven that Nawaz Sharif is still their prime minister, regardless of the SC verdict," she said.

The ruling PML-N blamed the military establishment for picking up around 60 active office-bearers from the seat to influence the by-election.

"During the last two days our active chairmen of union councils and workers of NA-120 have been picked up by those forces who had been active since the ouster of my father. Our party men were taken into custody to influence the outcome of the NA-120 by-poll. But by the grace of God we won despite all the odds," Maryam said.

"Our workers were not intimidated by military dictators in the past. They will not be scared off by such tactics today," she said.

Rashid complained of rigging and said she would not accept the decision till the court decides on "fake" 29,000 votes registered in NA-120.

Federal Railways Minister Saad Rafique told a press conference after the result that the people had rejected disqualification of Sharif and given verdict in his favour. He alleged that many PML-N voters were not allowed to cast their votes.

A total of 44 candidates were in the fray. There were over 320,000 registered voters in the constituency and 220 polling stations.

The Pakistan Army personnel supervised the polling process. The voters' turnout that was relatively low (less than 30 per cent) in the morning picked up in the afternoon. Long queues were witnessed at several polling stations.

Some voters complained about the delay they had to endure before they could cast their votes and also that their names were missing from the polling list, while others rued inadequate facilities, such as the lack of electricity at the stations.

The activists of the JuD and its another front Falah-i- Insaniat (FIF), campaigned for their candidate Yaqoob.

The Election Commission had prohibited Yaqoob from using Saeed's photographs during the campaign.

Saeed is the mastermind of the 2008 Mumbai terror attacks and carries a USD 10-million bounty on his head. He remains under "preventative detention" in Pakistan.

The constituency, with more than 320,000 registered voters, has thrice elected Sharif as Pakistan's prime minister since 1990. Sharif had won the National Assembly (NA) seat for the first time in 1985.

Abe told Jaitley about AQ Khan connection
Japanese prime minister Shinzo Abe was flying back home from Gandhinagar two days ago when North Korea fired off its missile, which flew 3700 km before landing in the sea off Hokkaido in northern Japan.

A furious Abe said Japan would “never tolerate (such) dangerous provocation,” while South Korea fired off two missiles simulating an attack on North Korea. The UN Security Council, in a meeting on Friday evening in New York, used much the same language, calling it “highly provocative,” and exhorted all member countries to “fully, comprehensively and immediately” implement all UN sanctions on North Korea. The sanctions are supposed to hit 90 per cent of North Korean exports, the money from which it uses it finesse its nuclear-missile programme.

The North Korea crisis had already found resonance in the India-Japan statement in Gandhinagar on Thursday, “the importance of holding all parties accountable” being the key operative phrase.

It seems that Shinzo Abe had told visiting ex-Defence minister Arun Jaitley that he was convinced that North Korea’s missile technology had been obtained from Pakistan’s AQ Khan, who had stolen the designs from various western countries.

Jaitley was visiting Tokyo last week, his last trip as Defence minister, soon after the Cabinet reshuffle gave the job to his former protégé and BJP spokesperson Nirmala Sitharaman.

As the North Korean crisis hits home in Japan, its unintended fallout could push India and Japan much closer together. The bullet train project may have been the economic centerpiece of the Abe visit to India – with its extremely low 0.1 per cent rate of interest over 50 years, along with transfer of technology, the project will not only turn out to be practically free, as PM Modi said, but could help kickstart several ancillary industries around it — but the Pakistan angle in the North Korean missile crisis could further lock Delhi and Tokyo into a tighter embrace.

The importance of Japan understanding Pakistan’s AQ Khan as the “black-marketeer” of missile and nuclear proliferation to North Korea, besides Libya and Iran, means that the penny has finally dropped in Tokyo.

This story has a back story. In 2011, ‘Washington Post’ reported a letter written by a former North Korean letter and sent to AQ Khan in 1998, stating that then Pakistan army chief Gen. Jahangir Karamat had been paid $3 million and asking for “the agreed documents, components, etc” be placed on a North Korean plane returning to Pyongyang, after delivering missile parts to Pakistan.
Hopefully, Pakistan's 3.5 friends will now be 3.

US moves closer to designating Pakistan a terrorist state

WASHINGTON: Pakistan has indicated it might go for broke against the United States with ties between the two countries reaching a new low.

Enraged at being called out by President Trump for nurturing terrorist groups, Islamabad is said to have devised a ''three-option toughest diplomatic policy,'' including an extreme case scenario where it will block access for US and Nato military supplies to land-locked Afghanistan.

Actions prior to this will include, according to the Pakistani media, limiting diplomatic relations with US and reducing mutual cooperation on terrorism-related issues and non-cooperation in US strategy for Afghanistan.

Pakistan has also warned that it will not buy any more F-16s from the US, and will lean towards China in the future.
Small problem for Pakistan: Washington is not about to blink.

After giving Pakistan a taste of the kind of financial vulnerability it is under by banning operations in the US of Habib Bank, the country's leading financial institution, for regulatory violations, the Trump administration has indicated it has more weapons up its sleeve.

Among them: Stripping Pakistan of the status of a non-Nato ally, cutting off all aid, imposing travel ban on suspected ISI personnel in the US operating undercover, and finally, formal designation of Pakistan as a terrorist state.

Withdrawal of non-Nato ally status and designating it a terrorist state would limit weapons sales and probably affect billions of dollars in IMF and World Bank loans, along with access to global finance, the Financial Times reported over the weekend.

Pakistan partisans in the US have long argued that the country is ''too big to fail'' and applying too much pressure on it will push it into China's arms, but the Trump administration appears to have reckoned that the country is already firmly in the Chinese camp, and Beijing can do little to stave off a financial meltdown if Washington decides to put the squeeze on a country whose elites have greater affinity for London and New York than for Beijing.

Talk of a western visa ban terrifies Pakistani military and political elites such as General Musharraf and Nawaz Sharif who own prime property and camp out in the west whenever things get too hot at home.

Pakistan bravado in threatening to cut off US access to Afghanistan came ahead of a possible meeting of its new Prime Minister Shahid Khaqan Abbasi with vice-president Mike Pence in New York on sidelines of the UN General Assembly.

President Trump appears to have little time or patience with a country whose proliferation activities are being recalled again following North Korea's aggravations in the nuclear and ballistic missile sphere.

Even the State Department, whose bureaucrats have long advocated a cautious line on Pakistan fearing its collapse and a "loose nukes" scenario appear to have fallen in line with the White House's get-tough policy stemming from Islamabad's continuing perfidy regarding using terrorism as a policy instrument.

''Some who recall being beguiled by late nights spent with military and civilian leaders over Johnnie Walker Blue Label — the expensive whisky beloved by Pakistan's elite in the officially dry country — say even forceful private conversations regularly disappoint,'' the FT noted in a report, quoting James Dobbins, special envoy in 2013-14 saying, ''It's very difficult to deal with an interlocutor who says he agrees with you but actually doesn't.''

On Pakistani television, some talking heads and anchors are now discussing the imminent collapse of the country's economy if US puts the squeeze in Islamabad.

Pakistanis are also stunned that many reports now rank Bangladesh, which broke away from Pakistan in 1971, ahead of it in several economic metrics, including exports and foreign exchange reserves. But the country's hardline nationalists and fantasists believe China, and perhaps even Russia, will come to its rescue.

Why an independent Kashmir is not good news for both Pakistan and India

In a previous blog that discussed the implications of President Donald Trump’s new Afghanistan strategy, I suggested that Pakistan requires a re-think of its policies towards the US and Afghanistan.

It further stated that Pakistan should try to normalise relations with India, since the key to peace on the western border may lie on the eastern border. For this to happen, it is necessary for Pakistan to carry out an analysis of the continued validity of its Kashmir policy. This is not required as a concession that needs to be given to India to achieve peace, but it is necessary due to the ground realities.

However, before we enter the domain of a rational and fact-based analysis, we need to check in our emotions at the entrance. As mentioned in my earlier blog, foreign policy is based on a cold calculus of national interests and not emotional attachments.

As an example of this fact, please note that over the course of the Afghan War, both the US and Afghanistan have changed allies. During the Soviet occupation of Afghanistan, the US was fighting the Tajiks, Uzbeks and the Hazaras, who were aligned with the Soviet Union and mobilised the Pakhtuns and religious elements with Pakistan’s help in throwing them out.

Now, they are aligned with the same Tajiks, Uzbeks and Hazaras against the very same Pakhtuns and religious elements who were their allies earlier. Furthermore, they have done this under the same slogan of helping the Afghan people achieve freedom.

Pakistan is currently pushing to improve its diplomatic position and thus enforce United Nations (UN) resolutions to enable the inhabitants of Jammu and Kashmir to exercise their rights of self-determination. Inherent in this policy is the assumption that given a choice, the people of Jammu and Kashmir would want to either join Pakistan or establish themselves as a separate country that would have friendly relations with Pakistan.

However, too much has happened since our Kashmir policy was first formulated and it may be time to test the underlying assumptions of this policy. In an earlier blog on this subject, I had noted,

“Two major opinion surveys conducted on both sides of the border in Kashmir over the period 2007-2010 have shown that less than 10% of the Muslim population of Indian Kashmir would like to join Pakistan. Likewise, Pakistani Kashmiris do not want to join India.

Therefore, it seems time has moved on and the situation on the ground has changed since 1947. The Kashmiris in occupied Kashmir are not as keen to join Pakistan as the Azad Kashmiris are for them to do so.”

Pakistan also needs to note that if an independent Kashmir were created, it would base its foreign policy on its own interests – interests that may not be congruent with those of Pakistan’s.

Furthermore, there is one more variable to take into account and that is of the principal waterways that flow through Kashmir – Pakistan’s critical lifeline.

The Indus Water Treaty between India and Pakistan, brokered by the World Bank in the early 60s, allotted the three eastern rivers – Sutlej, Bias and Ravi – to India and the three western rivers to Pakistan. Additionally, India has the right to use up to 20% of the western rivers for “non-consumptive use”.

If we look at the trajectories of the three rivers allocated to Pakistan, we can observe that the Indus River starts in Tibet, flows through a section of Indian-held Kashmir, just below the Aksai Chin area, and then enters Pakistan’s Gilgit-Baltistan (G-B).

Here, it is fed by the glaciers of the K2 and then flows down through Azad Kashmir into Pakistan. The river Jhelum originates in Indian-occupied Kashmir and enters Jammu and Kashmir. Chenab starts in Indian-held Kashmir and then enters Pakistan.

Recently, the Indus Water Treaty has come under some strain, as reported by the Express Tribune. Pakistan has objected to India building the following projects, the Kishanganga and Ratle hydroelectric plants, on the tributaries of the Jhelum and Chenab rivers. Secretary level talks held on September 14th and 15th were inconclusive and Pakistan has now requested the World Bank to fulfil its duties under the treaty by impanelling the Court of Arbitration.

I remain optimistic that a resolution will be possible since the treaty has withstood similar strains in the past. Nevertheless, this issue does bring out the fact that the more reliable water source for Pakistan is the Indus River since it is less susceptible to diversions.

Still, if Azad Kashmir were to become a part of an independent Kashmir, then the entire water shed area of the Indus (including the part that is in G-B) and those of the Jhelum and Chenab would lie outside of Pakistan. At present, major parts of these areas are within Azad Kashmir and G-B. Pakistan is building key projects such as the Bhasha dam and the Bunji dam with the help of the Chinese in G-B. Thus, losing control of all rivers to a third country would be even riskier than the partial control of the waterways that Pakistan currently has.

We see, therefore, it is no longer in the interest of Pakistan to press for a UN plebiscite or an independent Kashmir. India has always been unwilling to consider an independent Kashmir as an option. Hopefully, after three wars, both India and Pakistan have realised that they cannot gain entire control on Kashmir.

A survey reported in April 2005 stated the following:

“Overwhelming opinion both within Indian-occupied Kashmir and outside in Indian metropolitan areas that it’s better to live with ground reality instead of seeking to redraw borders. Therefore, a division along the Line of Control (LoC), that is, a formalisation of the status quo is in the best interest of both India and Pakistan. This should be the primary thrust of Pakistan’s policy, not because it is the best deal that it can get, but since the alternative is not in its interest.

Now, Muslim Kashmiris do want independence essentially to get rid of the Indian suppression. The Indian government says that their military actions in Kashmir are a consequence of alleged Pakistani cross-border incursions.

Therefore, if a settlement is reached between India and Pakistan, it would also drastically reduce the support extremist groups receive in Pakistan. This, in turn, should lead to a reduction of their activities, which would go a long way in ending the repression in Indian-occupied Kashmir.

Furthermore, normalised relations with India would quell Pakistan’s urgency to have a pro-Pakistani government in Kabul. Consequently, it would reduce tensions between Islamabad and Kabul and maybe even contribute to peace in Afghanistan.

In light of the possible outcome of defusing the Indo-Pak tensions, it is imperative that political leaders of both countries (with encouragement from the international community) spend the necessary political capital to come to an agreement.

For a long time Pak used to s[ush for the dong in mange policy that Kashmir should be independent if not merged with Pakistan. The hope was in future it could be persuaded to merge.

First time we are seeing an argument for status quo.

BTW those urban Indians who want status quo or Congress Secular dhimmis.

Also, that survey is from 12 years ago, when the power differential between the countries was much less in India's favour, before Mumbai and a litany of other terrorist attacks, and when India still lacked powerful allies whereas Pakistan was in it's MUNNA heydays and getting aid and free arms from the US.

The Author of this Article "Dr Ali Hashim" could not have quoted the statement "the de facto position of the LoC as the effective border should be made de jure as well." of his own violation. He must have been "encouraged" to do so. I trust you will agree with me that if he had stated this as his own opinion then the Army would have made "kabab boti" of him. I would not take this statement as "binding" as it is just "a sounding board" for possible reaction of some of the Indian Leadership.

Most probably it aught for naught!

We must and must discourage such status quoist and defeatist agreements of making LoC as IB. If thats been the case, then all sacrifices over so long mean for nothing. Now as India races ahead of porkis and will approach towards china we should be thinking towards linking ourselves to Afghansitan/CAR through POK.

Even if you successfully negotiate and get a deal with the Porkis, its totally worthless. The next tinpot dictator who runs it will just deny it when convenient and renege on it. Tashkent and Simla should have taught us that already. If you watch Porki news shows, they are already preparing grounds to avoid repayment of loans by giving the excuse that Nawaz Sharif was rogue actor who took loans against the national interest as part of some conspiracy.

Mr. Yaqoob was placed in 2012 on a US Treasury sanctions list of those designated as leaders of terrorist organisations, The New York Times reported.

New US embassy will be used for monitoring of government offices in Islamabad, warns AGP
ISLAMABAD – Raising objections over the new seven-storey building of the US Embassy in Islamabad’s Diplomatic Enclave, the Auditor General of Pakistan (AGP) expressed his reservations that this would allow surveillance of the government offices surrounding the building to be carried out “conveniently,” Dawn News reported.
According to an audit report released by the AGP office, the Capital Development Authority (CDA) had refused to issue the No-Objection Certificate (NOC) for the construction of the seven-storey building for the embassy without the consent of the prime minister, as the authority can approve the construction of up to five-storey building in the area. The report further said that the US government started building the office despite pending approval by the prime minister. “Despite pending approval by the prime minister, construction had started,” the audit report says. Maybe, formal approval was pending, but unofficial approval was probably obtained after an exchange of few envelopes from the "American side" :mrgreen:
It has been again asked the authorities concerned to hold a high-level inquiry against the construction of the building and take “appropriate corrective action”.The building plan was approved without any objection in February by a high-level committee comprising the CDA officers and members from Planning, Emergency and Disaster Management Pakistan Council of Architects and Town Planners.On July 31, 2015, then US Ambassador Richard G. Olson had inaugurated the new building of the embassy in Islamabad at a ceremony.

It is still a lovers' tiff between the two. Let's wait & watch how it develops.

Now that Pakistan has become a province of China, the fear of 'loose nukes' and hence the continued US support for Pakistan against a failure, does not arise.

One more excuse by the State Deptt to continue to prop up Pakistan at the expense of India over so many decades is thrown out of the window. So, what will they come up with now?

NAB to send summons to London for Sharif family's appearance in corruption references
The National Accountability Bureau (NAB) on Tuesday gave former prime minister Nawaz Sharif and other family members another seven days to appear before the accountability court in connection with the Supreme Court-mandated corruption references. NAB ordered that the family should appear before the court on September 26, directing that the summons be dispatched to the Sharif family's London address. Maryam Nawaz and her husband retired Captain Muhammad Safdar left for London on Monday to meet the rest of the family there.During the court proceedings, NAB prosecutors told the court that they were not allowed entry into the Sharif family's multiple homes and had to hand the summons to the guards at each of the properties.
IMO, it could be considered "heartless and cruel" to take this sort of an action now , while one member of the family is just out of the hospital, from cancer treatment !.
The prosecutors also said that earlier, Hassan and Hussain Nawaz had refused to receive the summons.
A NAB official had told Dawn that the accountability court might issue bailable or non-bailable arrest warrants for members of the Sharif family if they did not turn up in court after receiving two summons. “We had exercised restraint and not issued arrest warrants for members of the Sharif family after they refused to join the investigation,” he had said. NAB usually issues arrest orders for suspects, even in “petty white-collar crime cases”, but NAB chief Qamar Zaman Chaudhry appears to be soft on the Sharifs.

Rising inequality in Pakistan

Rising inequality is a global phenomenon. Oxfam’s briefings paper ‘An economy for the 99%’ reports only eight men today have the same wealth as 3.6 billion of the world’s population. In the last three decades seven out of 10 people living in a country have been facing inequality. Also the report mentions that in the next 25 years, the world will have its first trillionaire.

Besides this, every year economically stagnated countries cost $1,000 billion in the shape of corporate tax evasions. This huge sum can provide education to 124 million children and prevent the deaths of at least six million children globally. On the other hand, global inequality has devastating consequences for low-income countries like Pakistan.

The per capita income of Pakistan is $1,629. Poor families can bear the cost of food, health, shelter, education and other fundamental needs for a year in the country. Meanwhile, Bangladesh — a young country — has seen an increase of up to $1,602 in its per capita income.

Oxfam’s another report titled Commitment to Reducing Inequality (CRI) ranks Pakistan at number 139 out of 152 countries. In spending on education, health and social protection, it is ranked on 146; progressive taxation is ranked at number 98 and labour rights is ranked at number 118.

According to development experts of Pakistan, between 1998-99 and 2013-14 consumption-based poverty fell from 57.9 per cent to 29.5 per cent. Multidimensional poverty that comprises education, health and living standards dropped from 55.2 per cent to 38.8 per cent between 2004-5 and 2014-15. In addition, during 2013-14, the Gini coefficient was 0.41 while in the years 1987-88 it was 0.35. Besides, the richest 20 per cent in Pakistan spend seven times more than the poorest 20 per cent.

Currently, our country is on the trajectory of high economic deficit. This has caused 35 per cent of the people to live below the poverty line, around 22.4 million children are out of school and 45 per cent are stunted. Moreover, women’s unpaid domestic work is not measured in any data. They are not paid equal wages and around 63 per cent youth spends their life impractically.

Income and wealth inequality in Pakistan is from top to bottom. Only 22 persons in the country have billions of wealth and reserves. The rest spend their life in hunger and poverty. Education and health infrastructures are on the verge of collapse. Institutions are rotten. Moral and ethical values are decaying.

In addition, extreme inequalities cause rampant corruption in society, obstruct economic growth, leads to irregular wealth and income distribution, moral and ethical iniquities, and adversely affect labour and human rights. This portrays an intimidating picture of the country’s overall economic scenario.

Civil society organisations, public-sector organisations and INGOs in Pakistan are working more on issues like poverty, gender disparity, water, food, rights, etc. However, so far the root cause of all these issues — inequality — is untouched and undebated.

Undoubtedly inequality is a highly political debate, as it is entrenched in government policies and institutions. However, it needs to be advocated by people, civil society, policymakers and parliamentarians to initiate discourse in the country.

Inequality needs to be controlled now. The CRI index shows that some African countries through spending on education, health and social protection have controlled inequality. The government needs to increase spending on education, health and social protection, and provide equal labour wages for both men and women. The government should revamp and reform the taxation system to bring progressive and just tax systems.

Urdu university issued fake degrees, says report
An audit report presented to the National Assembly has revealed serious irregularities in the accounts and administrative affairs of Federal Urdu University of Arts, Science and Technology.
It showed the manipulation of student records, fake degrees, irregularities in financial matters and selection of non-deserving candidates for foreign scholarships.
The Federal Urdu University, which also has a campus in Islamabad with over 4,500 students, was accused by auditors of malpractices in managing the examination results.
The report said the management of the university awarded PhD scholarships to 22 faculty members, of whom only one had passed the National Testing Service (NTS) test.
“The university ignored other NTS-qualified candidates and selected only one candidate who had qualified the NTS test and was recommended by the committee. The remaining 21 candidates had neither appeared/passed the NTS test nor were recommended by the committee.”
They also said the management of the university awarded PhD scholarships to six faculty members who did not report back after completion of their studies
Other irregularities were also detected, including irregular appointments, unauthorised promotions, unauthorised bank accounts, irregular expenditures worth millions of rupees and the issuance of laptops to two employees under the prime minister’s youth programme.
