NEW DELHI: The Director General of Military Operations (DGMO) of India Lt Gen AK Bhatt on Monday warned his Pakistani counterpart Major Gen Sahir Shamshad Mirza that the Indian Army would continue to retaliate to "provocative acts of aggression" from its neighbour.![]()
"Indian Army will continue to take all retaliatory measures as well as retain the right to punitively respond to such provocative acts of aggression from Pak side in future too," Bhatt said.
He also rejected Pakistan's allegations that Indian security forces had resorted to unprovoked firing along the Line of Control (LoC).
The exchange between the two sides came during unscheduled talks over the hotline, at Islamabad's behest.![]()
Rejecting Pakistan's allegations, Bhatt asserted that the Indian Army only conducted retaliatory firing against the Pakistan Army's unabated support to the infiltration and targeting of Indian posts+ .
The Indian DGMO, in fact, reiterated that the "Indian Army will continue efforts to ensure peace and tranquillity on the borders."
He further emphasised that the Indian Army maintains "impeccable" standards of professionalism and does not target civilians.
Instead, he accused Pakistan of employing civilians at the forward posts and using them to gain information of the Indian side's locations, and to provide "guides to the terrorists" crossing the LoC.
Earlier this year, too, Bhatt had warned Mirza that the Indian Army "reserved the right to appropriately" hit back at all ceasefire violations.

A ticking economic bomb
ISLAMABAD: With political uncertainty growing, a ticking economic bomb is refusing to get defused amid the widening twin deficits that have started causing new financial problems for the PML-N government.
The situation is turning serious as Finance Minister Ishaq Dar has been occupied with allegations of corruption for the past many weeks, ostensibly prompting Sindh Governor Mohammad Zubair to say few days ago that the ousted prime minister had been misled to an extent about the economy.
The simultaneous publication of two frightening reports each by the Asian Development Bank (ADB) and World Economic Forum (WEF) recently further cast doubts about the economy, which according to them, required major effort to avoid more problems in near future.
Part of the problem is said to be the government’s inaction and the poor performance of the economic ministries whose bosses are busy in political firefighting rather than concentrating on their jobs.
The most challenging issue confronting the government, however, is the budget deficit – the mother of all economic ills, also known as fiscal deficit – has already risen to 5.8% of Gross Domestic Product (GDP) and is feared to go back to the same position of 2013 by the time the year 2017-18 ends. This means 8% (Rs2 trillion-plus). It has already reached Rs1,864 billion.
All the related consolidated federal and provincial budgetary figures of the last financial year reveal that there was 6.1% fiscal deficit, the highest in last four years of the PML-N government. How would the government avoid over 8% budget deficit during the current financial year is anybody’s guess but the situation seems to be heading towards 1999 when the gap between income and expenditure turned incredibly high.
Finance Minister Ishaq Dar is often accused of manipulating figures to show reduced fiscal deficit as well as the total debt that according to the central bank rose to Rs22.2 trillion in 2016-17 compared to Rs14.8 trillion of 2013. The latest figure of the total debt stands at Rs25 trillion.
Interestingly, the budget deficit grew 5.8% of the GDP just in two months (July- August) this year against the prescribed limit of 4% kept by the hurriedly amended Fiscal Responsibility and Debt Limitation (FRDL) Act of 2005 through the money bill in the National Assembly. Intriguingly, it was not allowed to be debated in the house. But then MNAs also did not raise any objection which speaks volumes about their interest in the business of the house.
There is a clear violation of the FRDL Act and questions are being asked as to why the mandatory fiscal policy and debt policy statements were not announced by June 30 this year.
The budget deficit, which ended at 5.8% of GDP in 2016-17 in spite of the fact the government did not include Rs400 billion circular debt in it. Also, Rs250 billion sales tax refunds of the exporters continue to be withheld. If both were included in the final numbers, fiscal deficit would have further risen.
“I am indeed concerned over the rising budget deficit and this all is happening due to increasing financial indiscipline,” said renowned economist and former finance minister Dr Hafiz Pasha.
He regretted that the National Assembly was told that budget deficit was 4.3 % in 2016-17 which was later shown as 5.8% in the revised estimates. “I do not know why do they lie so blatantly,” he said, adding that growing budget deficit was fast turning unmanageable as the government continues to borrow recklessly and increasing its expenditures without realising its consequences.
He said the way FRDL act was flouted and then amended should be an eye-opener for everybody and must not go unnoticed.
The rising fiscal deficit coupled with huge debt burden, he pointed out, was widening the investment and savings gap, and causing new problems to the current account deficit.
“All is not well if the budget deficit touches 8% of GDP in 2017-18 and I do not know who would fix this problem that is fast tearing apart the entire current budget,” Dr Pasha said.
Another former finance minister Dr Salman Shah was equally critical of the burgeoning fiscal deficit and blamed the Dar-led finance ministry which, he said, destroyed the whole financial discipline by grossly manipulating budget deficit numbers.
He expressed his indignation over large-scale manipulation of statistics and the altering definition of revenue and expenditure. “But still by doing that accounting gimmickry fiscal deficit remained over 6% last year and it is likely to end up close to 8% during 2017-18,” Dr Shah said.
“When you remove the amount of circular debt from the budget and change the definition of other economic indicators, how could there be any hope for any correct assessment of the economy that has thoroughly been destroyed by the government and its finance minister,” he alleged.
Many people believe that parliament should have held the government responsible for overspending and thus, increasing budget deficit to a current dangerous level. Revenue growth remained a major issue due to which budget deficit has become highly controversial.
The issue compounded when the government kept changing the definition of revenue, expenditure and fiscal deficit. The government did not disburse funds to the provinces under the NFC on time and asked them not to spend money with a view to show a lower fiscal deficit. Likewise, privatisation proceeds and foreign grants were treated as non-tax revenue instead of financing items only to show a lower budget deficit.
Going forward, the prime minister has to spend more time in finding out the solution of serious economic problems in the next few months, failing which collapsing of the economy cannot be stopped.
Cheers

Pakistani forces abduct wife of Dr. Allah Nazar
PS: Karachi_Post @Karachi_Post 33m33 minutes ago
If India also adopts similar tactics in #Kashmir , wife of Mir Waiz Umar Farooq can also find herself "abducted".
#India #Pakistan
Pakistani security forces have “abducted” wife of famous Baloch leader Dr Allah Nazar. Dr. Nazar heads pro-independence armed organisation Baloch Liberation Front. Dr. Nazar’s wife, Fazeela and their adopted daughter Popal Jan were abducted by Pakistani state forces today from Sariab road Quetta.
The other women and children taken away by Pakistani forces include Bibi Salma and Salma’s 18 months old son Irfan, Ayal and Ayal’s two year old daughter Zaheerag and Guar Jan. According to a statement released by Baloch National Movement (BNM), Fazeela Baloch was in Quetta for treatment after a botched backbone operation. Fazeela had received injuries in past after Pakistani security forces bombarded their village in Mashkay.
Fazeela Baloch was also diagnosed with Post Traumatic Stress Disorder (PTSD) after the incident in Mashkay.
BNM appealed Amnesty International, United Nations and other human rights organisations to immediately address the issue. If confirmed, this is likely a "bargaining chip" by the "Deep State" .

Will keep punishing you for support to terrorists, India tells Pakistan
NEW DELHI: India on Monday warned Pakistan that its army's "unabated support" to terrorists trying to infiltrate across the LoC will continue to be punished with "retaliatory measures", including targeted cross-border firings.
Director-general of military operations Lt-General A K Bhatt also told his Pakistan counterpart Major General Sahir Shamshad Mirza over the hotline that the "prime reason for any collateral damage" in the firings was their army's "unacceptable" support to cross-border terrorism and infiltration.
"Lt-Gen Bhatt made it clear the Indian Army will continue to take all retaliatory measures as well as retain the right to punitively respond to such provocative acts of aggression from the Pakistan army in the future also," said a senior officer.
When the Pak DGMO got in touch for the unscheduled conversation to protest against "unprovoked firing" by the Indian Army, Lt-Gen Bhatt said the Pakistan army had employed at forward posts civilians who were "repeatedly being used for gaining information of our locations, and act as guides to the terrorists crossing the LoC".
"Retaliatory firing by Indian troops has only been carried out in response to unabated support given by the Pakistan army to armed terrorists who infiltrate across the border and target Indian Army posts with heavy-calibre weapons," said the officer.
Underlining that the Indian Army "always maintains impeccable standards of professionalism and does not target civilians", Lt-Gen Bhatt said the force "will continue efforts to ensure peace and tranquility on the borders" provided there was a reciprocal effort from the other side.
The Army has recorded around 500 ceasefire violations by Pakistan along the 778km LoC (BSF mans the 198km international border in J&K) already this year, a new high in recent times.

Russia wants to lay gas pipeline from Iran to India, but via Gwadar
The Express Tribune

The Express Tribune
ISLAMABAD:
Russia, which controls and manages huge gas reserves in energy-rich Iran, plans to export gas to Pakistan and India by laying an offshore pipeline, ignoring pressure from the United States that has fiercely opposed the building of Iran-Pakistan (IP) gas pipeline for years.
Moscow is looking to meet growing gas needs of Pakistan and India as an alternative because it fears it may lose energy markets in Europe following a long tussle with the United States and the European Union over the annexation of Ukrainian region of Crimea.
“Russia holds huge gas deposits in Iran and has offered Pakistan and India gas exports by laying an offshore pipeline that will pass through Gwadar Port,” a senior government official said while talking to The Express Tribune. IMO, it sounds like a "Paki promo" for "their" Gwadar. India will never agree to a pipeline that "transits" Pakistan. And Pakistan knows it !
“Russia is even ready to finance feasibility study on viability of the offshore pipeline,” the official said, adding the plan was being discussed with Russian authorities. It was even taken up with a Russian team that visited Pakistan recently.
The official pointed out that the US knew about the gas reserves held by Russia in Iran, which was the reason why Washington opposed the IP gas pipeline. The IP project will open an avenue for Russia to lay a parallel pipeline for gas export to Pakistan and India.
The official revealed that India was also interested in purchasing gas from Russia through the offshore pipeline from Iran via Gwadar, believing it was a safe way for energy import. Shameless promotion for Gwadar![]()
According to a Gazprom statement, the MoU with India reflects the interest of both parties in jointly identifying the route for the gas pipeline in addition to opportunities for cooperation in other areas.Russia has conveyed to Pakistan that it wants to lay the offshore pipeline through Gwadar Port to India for gas transmission and has also offered Pakistan to join the project.Pakistan and Russia have agreed to award contract for building a liquefied natural gas (LNG) pipeline between Karachi and Lahore to a Russian company. The Economic Coordination Committee has already given the go-ahead for kicking off negotiations on gas import from Russia. Pakistan, with its ever increasing economic problems is in no position to purchase gas from Russia !

Pakistan return helicopters given by US to monitor Pak-Afghan border: sources
ISLAMABAD: Pakistan on Monday returned five remaining helicopters to the United States which were given earlier for monitoring the country's border with Afghanistan, sources told Geo News. The US gave a total of nine helicopters to Pakistan in 2002. Pakistan had already returned four of these helicopters on October 15. The remaining rotary-wing aircraft were loaded on a transport aircraft in Islamabad on Monday and are expected to reach the US early Tuesday, sources said. So Pakistan is returning part of the "dowry", earlier given by "Massa" as an inducement to "marriage". This kind of tiff has happened before also,- remember when Kiyani closed the US pipeline to Afghanistan - and the two partners have always made it up. It seems that this time, the "couple" are heading towards a "separation", but not necessarily will lead to an "divorce"![]()
The choppers had been used during the Balochistan operation and different anti-narcotics operations, according to sources. These US-made choppers also assisted the ministry in counter-terrorism operations. Sources further added that the return of said helicopters will affect all operations, including the monitoring of the Pakistan-Afghanistan border. If reports are to believed Turkee helicopters are in the pipeline . Will they be able to do the same work ?
At present, the Ministry of Interior has no helicopters in its air wing, with only three Cessna aircraft remaining in the air wing.

Paki Rangers Milk Govt. Outsource Gas Installation Security In Violation Of Law !

Rangers outsourced gas installations security, PAC told
The Express Tribune
ISLAMABAD:
The Public Accounts Committee (PAC) on Wednesday sought details of payments made to the Pakistan Rangers for providing security to vital gas installations after auditors revealed that the Rangers have outsourced the security job.
This action of the Pakistan Rangers to hire services of two private companies to secure gas pipelines in Punjab and Sindh is in violation of the directives given by Prime Minister of Pakistan in 2003, said the Director General of the Audit. This is nothing new . The Paki Fauj and its allies like the Paki Rangers are trying to "make as much money as they can. Just a few months ago, there were reports that the management of the Karachi Bakra Eid Cattle market was awarded to Paki Army, who in turn , collected their "commissions" and promptly subcontracted the whole job to a Karachi firm. Same thing is happening here too !
The General Pervez Musharraf’s government had engaged the Rangers for protecting the gas infrastructure from attacks by miscreants. But the Rangers hired M/s Mehmmod & Brothers in Sindh and M/s Barki Traders in Punjab for providing security and hiring vehicles for security purposes.
According to the DG Audit, the Petroleum Ministry paid these bills to the Pakistan Rangers, which subsequently made payments to the private contractors.
PAC Chairman Khursheed Shah asked the Secretary Petroleum Sikandar Sultan to provide complete details of the payments made to the Rangers since 2003 within a week time. .He also directed the secretary to share with federal auditors the agreement that his ministry signed with the paramilitary force. The federal auditors said in absence of the record, the authenticity of the expenditure could not be ascertained. In the end, nothing is going to happen. In Pakistan, on one dare challenge the fauj![]()
“The petroleum division is the most difficult division among all the federal ministries and does not cooperate,” complained the Director General Federal Audit to the PAC.The DG Audit said the secretary did not bother to chair the Departmental Accounts Committee meetings and had delegated the task to his junior officers. The PAC chairman directed that only federal secretary would chair the departmental accounts committee meetings.

How North Korea was Armed - Prabha Rao, IDSA
Excerpts
Excerpts
For all practical purposes, we must assume that Pakistan has an H-bomb now and has MIRV capabilities on its missiles.North Korea-Pakistan Nexus
A cause for serious disquiet is that the bi-conic warhead design of the Hwasong missiles appears similar to the warhead on Pakistan’s Ababeel missile, which has MIRV compatibility. The warhead has reportedly been made with Chinese help, and designs or the warhead itself has been supplied to Pyongyang from Pakistan. Cooperation between Pakistan and North Korea is long standing, and there is evidence that Benazir Bhutto, former prime minister of Pakistan, visited Pyongyang in 1993 and procured several computer disks containing blueprints for the No-Dong missile, which she delivered to A.Q. Khan. This missile, which was smuggled to Iran, re-appeared as Shabab-3 and in Pakistan as Hatf-V. North Korean design features are also visible in the Hatf-IX missiles, which are being used by Pakistan as tactical weapons to be deployed along the Indian border (especially in Gujranwala).
Missile-related developments in Pakistan are especially worrying but not as worrying as the illicit nuclear network between Pyongyang and Islamabad, with Beijing serving as the pivot. Galaxy Corporation Pvt Ltd, a Pakistani front company affiliated with the Pakistan Energy Commission (PAEC), has supplied to North Korea two specialised nickel-alloy metals — Inconel and Monel – which are corrosion-resistant and have applications in uranium enrichment and chemical weapons production. Another questionable export is that of vacuum induction melting (VIM) furnaces used in forging uranium or plutonium metal into hemispheres for the fissile pit and is hence controlled by the Nuclear Suppliers Group (NSG) due to their utility for nuclear weapons manufacturing.
These had been procured from Suntech Technologies, a Beijing-based company, which is a primary producer of these items. A complaint lodged by the International Atomic Energy Agency (IAEA) was officially received (June 2016) by the China Atomic Energy Authority (CAEA) on this matter. Galaxy Corporation’s imports from other Chinese companies include thyratrons (used as triggering devices in nuclear weapons) and radiation monitors with the end-user certificate being shown as PAEC. These items are an integral part of the hydrogen bomb test conducted by Pyongyang on September 3, 2017.
Further, two North Korean diplomats, Kim Yong Choi and Jang Yong Son, posted in the North Korean Embassy in Tehran till 2016, and affiliated to Korea Mining Development Trading Corporation (KOMID) — a UN Security Council-designated North Korean weapons trading firm – were frequent visitors to Pakistan between 2012 and 2015. They met with Pakistani officers involved in the country’s nuclear programme.
According to international observers, the North Korea-Pakistan nexus is being sustained by transportation networks, using cargo ships in the ports of Dalian in China, Wonsan in North Korea and Qasim in Pakistan. Indian intelligence also has satellite imagery to show that the Karakoram Highway has been used to supply illicit nuclear material and dual-use items for missiles.
This brings us to India’s threat perceptions regarding Pakistan’s nuclear capability. Recently, Pakistan’s Prime Minister Shahid Khaqan Abbasi claimed that his country has short-range nuclear weapons to counter the 'Cold Start' doctrine ‘adopted’ by the Indian Army. This would indicate that Rawalpindi has successfully miniaturized nuclear warheads. This needs to be assessed in tandem with Kim Jong–Un’s claims that North Korea has miniaturized nuclear warheads, and also has adequate knowledge of programming and controlling thermonuclear/hydrogen fission bombs. This is a matter for serious disquiet, given Pakistan’s long-standing nuclear and missile-related trade with North Korea.

"Fauji Voice" In PML-N Advises Ganja Sharif
Nisar asks Sharif to ‘stop worrying about himself’
Nisar asks Sharif to ‘stop worrying about himself’
ISLAMABAD: Former interior minister Chaudhry Nisar Ali Khan claimed on Monday that an overwhelming majority in the Pakistan Muslim League-Nawaz (PML-N) differed with ousted prime minister Nawaz Sharif’s policy of “confrontation” with national institutions.Relevant to note that Nisar's brother is a Major General in Paki Army ! And if rumours are to be believed he holds dual citizenship !
In an informal chat with beat reporters at Punjab House, the mercurial MNA from Rawalpindi implicitly urged his party chief not to think only of himself, and called on him to provide guidance to the “idle and rudderless” party on how to gear up for the 2018 general elections. Ever since resigning as minister, he has taken the role of an intermediary between the Fauj and the Sharif family !
“I am in constant contact with party leaders and I know that an overwhelming majority of the party does not want a confrontation and are looking to the party high command for guidance on a future course of action,” he said.“Unfortunately, personal interests are being prioritised over the party. This will not only be harmful for these individuals, but also for the party. We have to overcome this state of uncertainty,” he said. IMO, his days in the Ganja Muslim League are over; he will probably find a "better home" in Immy's PTI .
But party insiders say that Chaudhry Nisar has advised Nawaz Sharif to step down as PML-N president and nominate someone else to lead the party. Politics is the business of the Sharif family. Abbasi , the present PM is just warming the PM seat for Maryam or for Shahbaaz, if the fauj allows them to regain power.
When asked about the recent souring of civil-military relations, he said he did not want to get into exhaustive detail on the subject, but admitted that the latest confrontation began with the Supreme Court’s formation of the Joint Investigation Team (JIT) to investigate Panamagate. He rejected Nawaz Sharif’s oft-repeated claim that a conspiracy was hatched to remove him from office saying that it was faulty decision-making on part of the party leadership that dragged him and the party into a difficult situation.

Three dead bodies left under open sky in US as PIA staff brings back own luggage
The financially strapped Pakistan International Airlines while winding up its US operation on Sunday registered another low as it left behind three dead bodies at the John F. Kennedy International Airport in a bid to bring back staff luggage.![]()
This incident took place on Sunday when the PIA staff preferred to carry its own belongings including crockery and napkins while completely ignoring over the dead bodies kept at the cargo office of the airport.
The bereaved family members boarded the same PIA flight from New York thinking that the dead bodies must have been shifted to the luggage cabin of craft, however, to their dismay, they landed at the Allama Iqbal International Airport Lahore just to find out that the staff did not show any interest in shifting the caskets which were later found to be present under the open sky at the airport. Will they be refunded the monies. Will the bodies now be buried in a Darul- Harb land ( USA ) !
The deceased belonged to Lahore, Sahiwal and Gujrat and according to latest reports, the grief-stricken relatives of two of the deceased boarded flights to New York again.Taking aim at the pathetic services offered by the PIA, the heirs of the deceased expressed that they had finalised the arrangements for funeral prayers as well. When the airline is formally announced as being bankrupt, the heirs of the deceased will have to "stand in line" with other general creditors . If they are "lucky" they may receive 10 paisa to the Rupee , when the assets are finally liquidated, if the lawyer hired, does not take them for a "ride"![]()

China considers three-year jail terms for disrespecting national anthem
BEIJING: China's largely rubber-stamp parliament is considering tougher penalties for those who disrespect the national anthem, including up to three years in jail, state news agency Xinhua said on Tuesday.
In September, China passed a new law mandating up to 15 days in police detention for those who mock the "March of the Volunteers", a law that also covers the Chinese territories of Hong Kong and Macau.
Parliament is now looking at whether to amend the country's Criminal Law to include criminal penalties for disrespect of the national anthem, Xinhua said.
A draft amendment has been submitted for deliberation at a bi-monthly session of parliament's standing committee, which started Monday, it added.
"Violators in this regard may face punishments of up to three years of imprisonment, according to the draft."
It is not clear when the amendment could be passed.
The anthem will only be allowed at formal political gatherings, including the opening and closing of NPC sessions, constitutional oath ceremonies, flag raising ceremonies, major celebrations, award ceremonies, commemorations, national Memorial Day events, important diplomatic occasions, major sport events and other suitable occasions.
It will be illegal to use the national anthem during funerals, "inappropriate" private occasions, commercials or as background music in public places, the draft said.
China has already adopted laws covering its national flag in 1990 and national emblem in 1991.
"The national anthem is different from other songs, it is the symbol of our country," said well-known music composer Jin Fuzai. "The law ensures people will be more serious when playing or singing the song."
Earlier reports said the national anthem should not be used in brand logos or advertisements, performed at funerals and other improper events or played as background music at public places, it said. Students in primary and middle school might have to learn the national anthem as the draft proposes to include the anthem into their texts books.
China's national anthem is "March of the Volunteers," with lyrics by poet Tian Han and music composed by Nie Er. - Sounds like "Niar"!

Stubborn Ganja Sticks To His Guns! Rumours Of Infighting In Ganja Muslim League
EX-PM refuses to back off

EX-PM refuses to back off
Lahore - It appears as if Prime Minister Shahid Khaqan Abbasi and Punjab Chief Minister Shehbaz Sharif couldn’t convince party president Nawaz Sharif to soften his political stance.
Former prime minister’s media talk after Monday’s PML-N huddle in London wherein he insisted that he has been ousted unfairly and ex-interior minister Ch Nisar Ali’s saying that present situation “is worse than that of 70’s” all indicate that Nawaz is sticking to his guns. Ganja should stop sulking and see a Harley Street psychiatrist, who may give him "some pills" to control his mood swings. He should know that the fauj will never allow him to "control power in Pakiland"![]()
Though Nawaz has been enabled to reassume party headship through an amendment in the election law, his ‘forcible’ return has not been received well within and without the PML-N. Voices from within the party were raised that Shehbaz should lead the party. He should seriously think of "consulting" Altaf Bhai as to how to control his Muslim League ( like MQM ) from Londonsitan !
code word for fauji interferenceNow that the next general elections are months away, the PML-N leaders are confident that the ‘excellent’ four-year performance of party’s government could easily win them another stint in power if the system is not derailed.

M Akram Chaudhry adds: PM Abbasi and CM Shehbaz tried to convince Nawaz to adopt reconciliatory approach and refrain from treading path of confrontation with state institutions. They also urged him to name some other person for the party president to ameliorate the political environment. But Nawaz rejected their recommendations, as he was confident about the positive outcome of his meetings in Saudi Arab. So, Nawaz is banking on putting some pressure on the Paki Govt via his high contacts among the Saudi Royals![]()
Nawaz told them that the establishment wanted to divide them (the trio) and remove from the political scene, one after the other. The shrewd dehati politico has got it 400% rightHe said they should not be mistaken the establishment would let Shehbaz off the hook. And if Shehbaz goes, so would do PM Abbasi. The matters would entirely go out of hand in that case. “Then, neither the PML-N would remain intact nor would their government survive,” he continued. The "family business" has to be saved no ifs and buts![]()

Pakistan seeks new US deal after returning nine choppers
WASHINGTON: Pakistan is trying to reacquire an unspecified number of helicopters from the United States for anti-narcotics operations after returning nine Huey II helicopters it had acquired in 2002, diplomatic sources said on Monday.
Earlier in the day, Pakistan returned five of the nine helicopters it had received almost 15 years ago. The ministry of interior, which was using the aircraft, returned four of these nine rotary-wing helicopters on Oct 15.
Pakistan had received a total of 12 aircraft — including three fixed-wing Cessna airplanes — from the United States for anti-narcotics operations in Fata and Balochistan. Since the area is also used by militants for carrying out operations along the Pak-Afghan border, the aircraft reported their activities as well, when observed. Primary purpose of the aircraft, however, was to monitor smuggling of narcotics as the region is connected to a major drug-route.
The aircraft were acquired under a renewable agreement and after the expiry of that agreement, Pakistan had the option to either return the aircraft or buy them. Although the United States urged Pakistan to ‘nationalise’ the helicopters after the agreement expired, the ministry of interior decided to return them, instead of buying them for continued use.
The ministry, however, purchased the three Cessna airplanes that came with the choppers.
The Americans, who received the remaining five aircraft on Monday, have already made “redirection” arrangements — selling it to a third party — so Pakistan cannot re-buy those helicopters. Instead, Pakistan will have to renegotiate a fresh deal.
But diplomatic sources, who spoke to Dawn, say that it should not be difficult to do so as both American and Pakistani officials acknowledge a direct link between narcotics and terrorism financing, Washington believes that stopping drug-trade in this region will also help reduce terrorism.
Pakistan renewed its interest in acquiring the choppers after the recent change of leadership in the interior ministry. The decision to return the helicopters was taken by the former interior minister, Chaudhry Nisar Ali Khan, while the new minister, Ahsan Iqbal, concluded that the ministry needs them to monitor the drug route, which is also used by the militants.
During his visit to Washington earlier this month, Mr Iqbal advised the embassy to negotiate a fresh deal with the United States for reacquiring helicopters for his ministry.
Cheers

Space for free speech shrinking

ISLAMABAD: A Chinese editor committed suicide in August 2012. Just a few days before death, Xu Huaiqian gave an interview which was a kind of suicide note. “My pain is I dare to think but I don’t dare to speak out; if I dare to speak out, I don’t dare to write it down, and if I dare to write it down, there is no place to publish it.”
These lines have been ringing in my head since the day, my very dear colleague, Ahmed Noorani was attacked. I struggled to write but found myself blank. There were many thoughts in mind but putting them into writing turned out to be the biggest challenge. The reason was obvious. I couldn’t write what I wanted to write and I didn’t want to write what I could write. I am not going to guess that who attacked him because I don’t have the evidence. The attack has been carried out by unknown assailants is what is known to us The writer himself has been a victim of such assault in 2010.
We live in a country where the victim journalists are not only supposed to struggle for survival, they are also required to collect evidence about the identity of the attackers. If the history is any guide, the government will not solve this mystery either. Concrete evidence is not always available but fingers point to the "Deep State"![]()
Regardless the attackers, this incident has left us wondering what is safe to speak. The space for free speech is shrinking by the day. Only the smartest among journalists know who to shout at and earn in return not only public appreciation but a good amount of money through high rating as well. Some have learnt this trick through personal experience; others took lesson from others’ ordeals.
Ahmed Noorani that I know is a different type. He is straight forward to the core. He is what he doesn’t seem to be from a distance. Those in close contact with him will testify he is among the finest human beings, a caring colleague and a dutiful family person. He made a name for himself in short span. He has done stories that a reporter would dream of; myself included.
Ahmad Noorani is among those journalists who are open to revisit their views provided you are able to convince them. Changing somebody’s thoughts can’t be done through hitting at his head. Doing so indicates his only crime is that he thinks. That such cowardly acts can’t submit him silence should be a bad news for the attackers. Deep State should not be suspected. The DGISPR condemned the attack in no uncertain terms. Same was done in the case of Hamid Mir. ISI condemned the attack![]()
Deng Ziaoping, the architect of modern China, had urged his countrymen to leave aside their ideological biases and seek truth from facts. Pakistan can also move forward by following this philosophy. If personal experience is taken a guide, torture can’t change somebody’s belief. It only strengthens them. Good luck to this advice !

Russian rotocraft maker testing lightweight multipurpose helicopter in Pakistan
MOSCOW, October 31. /TASS/. Russian Helicopters Group, part of Russia’s state hi-tech corporation Rostec, has started the trials of its Ansat lightweight multipurpose helicopter in a hot climate in Pakistan, the company’s press office reported on Tuesday.
"Russian Helicopters Group has started the trials of the Ansat multipurpose helicopter in Pakistan. The trials aim to confirm the possibilities of operating the rotocraft in high air temperatures. At present, the helicopter has already started test flights. There are plans to expand the Ansat’s temperature regime to plus 50 degrees Celsius," the Russian Helicopters press office said, adding that after that the helicopter would be able to operate in the range of minus 45 degrees to plus 50 degrees Celsius.
The trials are expected to be completed in mid-November.
"Following their results, a conference has been scheduled in Islamabad for the helicopter’s potential Pakistani customers to view its competitive advantages and the specifics of its operation," the press office noted.
"The Ansat is a very attractive helicopter by some flight and technical characteristics, including for customers from Asia and the Middle East. We have arranged for the helicopter’s several upgrades, including the expansion of the temperature range of its operation. I hope that the trials’ positive results will make it possible to translate the interest of potential buyers into a number of agreements," Russian Helicopters Group Deputy CEO for Marketing and Business Alexander Shcherbinin was quoted by the press office as saying.
The Ansat is a lightweight twin-engine multipurpose helicopter whose serial production has been launched at the Kazan Helicopter Enterprise. In May 2015, the helicopter’s modification with a medical module complying with all international standards was certified.

Senators overwhelmingly condemn US policy on South Asia
Senators on Tuesday expressed serious reservations against the United States' policy on South Asia as well as related recent developments, including increased drone attacks and US Secretary of State Rex Tillerson's visit to Islamabad.
During a Senate session, lawmakers unequivocally criticised the US's new bent, terming it a threat to regional security and peace. Anti- US sentiments can always be expected from the namak-haram awaam and elected representatives of Pakiland. Nothing new![]()
Senator Taj Haider said US President Donald Trump "wants to divide people while erecting walls." He claimed that the US economy was rooted in conflict, but Islamabad would not become part of any proxy war in the region. Pakistan had no hesitation in joining US when Afghanistan was invaded !
Senator Farhatullah Babar turned his guns on the government, criticising Foreign Minister Khawaja Asif for "not being able to control the reins of Pakistan's foreign policy". He also asked why drone strikes had resumed in the tenure of the incumbent government. Because the Paki Govt "requested" US to take necessary action, which Massa drones did !
He also found fault with other statements made by the foreign minister. Recalling that Asif had told US officials that their generals had failed so they should find a political solution to Afghanistan, Babar urged the minister to "adopt the same approach." Criticizing the faujis is a big no no in Pakiland. The "senator" should know that![]()
Senator Azam Sawati said Islamabad should not become part of any proxy war, as the US seemed intent on harming peace in the region. "The US wants access to our nuclear assets," he added. The crown jewels of the first Islami Atomi Takat![]()
Senator Saleem Zia said US Secretary of State Tillerson had no right to express any concerns in connection with the Government of Pakistan. He was of the view that peace could be established in Afghanistan only if US forces withdrew from the country. What about Taliban "mischief" sponsored by Pakistan![]()

We used witchcraft to defeat Pakistan, says Sri Lanka’s Test captain

COLOMBO:
Sri Lanka’s surprise whitewash of Pakistan in the two-Test series this month was down to witchcraft, captain Dinesh Chandimal ( suspect RAA agent) said on Tuesday, drawing mockery on social media.Chandimal told reporters he had received a special blessing from a meyni, or sorcerer, ahead of the two-match series in the United Arab Emirates. “I am always ready to accept the blessings of anyone — whether it is a meyni or any clergy,” Chandimal told reporters after returning to Colombo. “You can have talent, but without this blessing you can’t move forward.” Pakistan should protest. Results should be declared null and void
![]()
His comments came a week after Sri Lanka’s sports minister denied ordering the struggling national team to use witchcraft ahead of the Test series.Dayasiri Jayasekara threatened to sue a sorcerer for claiming that at his request she cast a spell over Pakistan to ensure Sri Lanka’s victory.
Several Sri Lankan politicians, business leaders and sports stars put their faith in witchcraft or astrology. Has Pakistan made any headway in converting these Buddhist and Hindu to Islam , just like they do to their local Hindu and Christian players. The cricketing careers of these "converted ones" then takes a solid boost with multiples offers and what not !
But since the Test victory, Sri Lanka have fared less well. They lost 5-0 in the subsequent one-day series against Pakistan and also went down in a three-match Twenty20 series. Sorcerer on holidays or sick leave
Sri Lankan fans made fun of Chandimal and criticised his sorcerer online, with many calling her a fraud.“You made predictions, tied talismans, held poojas, but finally we were humiliated,” posted one social media user.

Pak. envoy summoned over ‘distortion of history’ - Haroon Habib, The Hindu
Bangladesh warned Pakistan on Tuesday against distorting history after its High Commission in Dhaka shared a video on Bangladesh’s independence. The Foreign Ministry on Tuesday summoned Pakistan’s High Commissioner Rafiuzzaman Siddiqui to its office and lodged a protest.
Bangladeshi media outlets had reported that the Pakistan High Commission shared a video on its Facebook page which reportedly claimed that ‘Ziaur Rahman, not Sheikh Mujibur Rahman, announced Bangladesh’s independence’.
“The Government of Bangladesh seeks a formal note of apology for this ill-motivated and misleading video post and calls for an immediate withdrawal of the footage from the Facebook page reportedly maintained by the Pakistan High Commission in Dhaka,” a Foreign Office statement said.
Secretary (Bilateral) Kamrul Ahsan said the Pakistani envoy “apologised”, calling the incident was “unintentional”.
Meanwhile, the country’s founding father Sheikh Mujibur Rahman’s March 7 speech, which served as a source of inspiration for numerous freedom fighters, has been recognised by UNESCO has part of the world’s documentary heritage, Director General of UNESCO Irina Bokova announced on Monday.
The International Advisory Committee, during its meeting from October 24 to 27, reportedly recommended the speech.
